BOARD REPORT AUGUST 24, 2017 SPECIAL REPORT TO THE PUBLIC Trustee Mary Graham welcomed everyone to the fall semester. She stated that she attended the Local Progress Sixth Annual Convening in Austin, Texas, which focused on how to advance the Progressive agenda. The conference included a discussion on offensive legislation in the state as well as the removal of Civil War-era statues. Trustee Graham concluded her report by reaffirming the District’s position to support, value, and protect all students. Trustee Bernie Rhinerson reported that he attended the fall convocations held at the City, Mesa, and Miramar colleges and thanked the college presidents and those involved in making them successful. He also reported that he met with Chancellor Constance Carroll, Vice Chancellor of Instructional Services Stephanie Bulger, and California State Board of Education member Trish Williams regarding the need to meet workforce demands in computer science-related fields. He commended Chancellor Carroll and Vice Chancellor Bulger for their efforts in making those pathways available to students at the colleges and Continuing Education. Finally, Trustee Rhinerson thanked Vice Chancellor of Student Services Lynn Neault for assisting a student that contacted him regarding challenges she had transferring credits earned via dual enrollment courses with the San Diego Unified School District to the University of Southern California. Trustee Peter Zschiesche said that he participated in the college convocations. He also attended the Students for Economic Justice (SEJ) graduation in National City and recognized Ana Laura Martínez, leadership development coordinator for the Center on Policy Initiatives, along with SDCCD students Ix’Chel Martinez Moreno, Juan Perez, and Christopher Kennison, recent graduates from the Center’s SEJ summer fellowship program. He lauded them for their dedication and commitment to social justice and community involvement. Trustee Zschiesche also mentioned that he traveled to Boise, Idaho, to view the solar eclipse. Trustee Maria Nieto Senour reported that she attended all three convocations, as well as the Cabinet Retreat on August 10, and thanked the Chancellor’s Cabinet for its leadership. Trustee Senour also reported that she participated in the DocumentMe Conference at City College, where discussions focused on injustices among youth who have been documented as gang members. Chancellor Constance Carroll reported on two important items of legislation. AB 19 (Santiago) is still an active bill that would provide $30-35 million in funding for local Promise programs that provide free access to first-time community college students who enroll in 12 units or more. If approved, the bill would ensure funding for this purpose in the 2018-19 state budget. SB 769 (Hill), which would extend the community college baccalaureate pilot program to 2018, has now been moved to suspense by the Assembly Committee on Appropriations, chaired by Assemblywoman Lorena Gonzalez Fletcher, where it will be subjected to a thorough financial analysis. Chancellor Carroll, Communications Director Jack Beresford, and others throughout the state are providing strong advocacy for this bill. Dr. Carroll also said that as of the first week of the semester, fall enrollment is lagging in general behind the previous fall level by approximately 2%, but that Miramar College enrollment is up by over 7%. The enrollmentmanagement plan will be to make continuing scheduling adjustments now, in late-starting classes, and in the coming intersession. Student Trustee Ignacio Hernandez reported on various student activities, including that at Miramar College, the Associated Student Government (ASG) held a special election, a health fair and a solar eclipse viewing party. At Mesa College, the ASG is preparing for a homecoming tailgate event on September 23, in-house elections, and a retreat on October 21. At City College, the annual Passport to Life event was held on August 18. City College ASG will hold its first meeting on August 25, club rush events on September 5-7, and had a successful Welcome Week and convocation. Student Trustee Hernandez reported that he, along with Student Trustee Joseph Newell, attended the Community College League of California (CCLC) Student Trustees Workshop in Long Beach, California. He also thanked the District for its support of all students, especially immigrant and underrepresented students.
