BOARD REPORT SEPTEMBER 12, 2019 SPECIAL REPORT TO THE PUBLIC Trustee Sean Elo, J.D. shared a recent feature by SD Voyager focused on Student Trustee Taylor Carpenter. He participated in a Promise Development Committee meeting and appreciated the ideas that emerged to expand support for the program.

Trustee Mary Graham attended the annual San Diego and Imperial Counties Labor Council Dinner on August 31 and noted its expanded focus on social justice issues.

Trustee Craig Milgrim mentioned Assembly Bill 463 (Cervantes), which would authorize California community college professors to be eligible for the Public Service Loan Forgiveness Program. He also expressed appreciation for the launch of Mesa College’s Resiliency Fund.

Trustee Maria Nieto Senour attended the San Diego Continuing Education convocation. She noted the recent loss of two community leaders, Augustine “Gus” Chavez, founding director of EOP at San Diego State University, and Gracia Molina de Pick, who helped found the Chicana and Chicano Studies department at Mesa College. Trustee Senour also recognized the Advancing Racial Justice and Equitable Outcomes event held on September 12 at Mesa College.

Chancellor Constance Carroll reported that Assembly Bill 1727, authored by Assemblywoman Shirley Weber, has successfully passed through all legislative committees and will soon be on the governor’s desk for signature. This bill would allow noncredit Career Development College Preparation (CDCP) courses to be on the same Census Reporting basis as credit classes, which would be a very important change for the SDCCD. Dr. Carroll is organizing contacts to the Governor’s Office in support of the bill. The Chancellor indicated that student enrollment is still progressing and is in the 95 percent range of the fall target. Dr. Carroll shared her report with Continuing Education President Carlos Turner Cortez who introduced Dr. Star Rivera-Lacey as the new Vice President of Student Services Student Trustee Taylor Carpenter reported on upcoming events at Mesa College, including Homecoming and the celebration of Constitution Day. She also thanked the Board for continuing to support the students.

The governing board of the San Diego Community College District is composed of 5 elected members and 1 student trustee position. The student trustee position is filled on a rotating basis.

BOARD ACTIONS At its meeting of September 12, 2019, the Board of Trustees: •

Heard a presentation by Director of Legal Services Ljubisa Kostic and attorney Marguerite Leoni, and conducted an in-depth discussion regarding the processes and timelines necessary for planning for future by-trustee-area elections under the California Voting Rights Act. Emphasis was placed on community outreach and public hearings that would be required in approaching redistricting decisions.

Conducted a public hearing and approved the SDCCD 2019-2020 Adopted Budget following a presentation from Vice Chancellor Bonnie Ann Dowd. The total budget is $755,433,444, including $425,243,172 in General Fund Unrestricted and Restricted operational funds. It is the second budget to be developed under California’s “Student Centered Funding Formula” for community colleges, which includes a number of problematic provisions. The adopted budget includes $2.4 million for the San Diego Promise and another $3.7 million for the Strong Workforce initiative. Board members expressed appreciation for the fact that the budget is balanced.

Heard public comments from Vince Hall, Executive Director of Feeding San Diego, who presented an award to Acting President Adrian Gonzales and Miramar College for its efforts and innovation relating to food rescue. City College Academic Senate (AS) President Jan Jarrell thanked Vice Chancellor Lynn Neault for organizing the September 6 Districtwide Enrollment Management Workshop at the Mesa College Commons. She recognized President Ricky Shabazz for speaking during the college’s Academic Senate and College Council meetings about the addition of more safe spaces for LGBTQ and other students. On September 12, City College hosted a group of 10 East African leaders as the part of an ongoing outreach initiative. Mesa College AS President Manuel Velez reported that in the Academic Senate’s first meeting of the semester, it was in support of the Academic Senate for California Community Colleges overturning a 2010 resolution blocking consideration of more baccalaureate programs at the community college level throughout California. Velez thanked Vice Chancellor Lynn Neault and the Board for organizing the Enrollment Management Workshop and noted its helpfulness in understanding the new enrollment process.

Continuing Education AS President John Bromma thanked Chancellor Constance Carroll for her Chancellor’s Forum on September 10. Bromma also recognized the efforts of all those at the District and campus level who helped register students this year.

Authorized agreements with health care agencies for use of clinical facilities by students enrolled in District health occupations program; with Sol Price Retailing/ Services Scholarship Program for the Price Scholars Program at City College; with the U.S. Department of Education for Developing Hispanic-Serving Institutions Program — Title V at City College, and for the Developing HispanicServing Institutions Program — Title III STEM at Mesa College; with Miramar Collage and the San Diego Workforce Partnership for the Amgen-Bruce Wallace Curriculum to San Diego County High Schools and Community College; with San Diego County Office of Education’s CSPP Quality Block Grant, Quality Counts California (formerly QRIS) for the Child Development Center at Miramar College; with the U.S. Navy to provide additional support at the Naval Technical Training Center, Corry Station, Pensacola, Florida; and designated September 17, 2019, as Constitution Day at the colleges and Continuing Education.

Accepted a subcontract agreement with San Diego State University, the Department of Education — Office of Postsecondary Education and Mesa College for the Developing Effective Bilingual Educators with Resources (DEBER).

Authorized travel for students from the Mesa College Geology Department to participate in an optional, overnight field trip October 26-27, 2019, to the Coachella Valley in Riverside County, California.

Approved purchase orders completed in the month of July; the appointment of contract employment for Vice President, Student Services, at Continuing Education to Dr. Star Rivera-Lacey; and various personnel actions including the certification of short-term personnel service effective on or after September 13, 2019.
