BOARD REPORT SEPTEMBER 12, 2019 SPECIAL REPORT TO THE PUBLIC Trustee Sean Elo, J.D. shared a recent feature by SD Voyager focused on Student Trustee Taylor Carpenter. He participated in a Promise Development Committee meeting and appreciated the ideas that emerged to expand support for the program. Trustee Mary Graham attended the annual San Diego and Imperial Counties Labor Council Dinner on August 31 and noted its expanded focus on social justice issues. Trustee Craig Milgrim mentioned Assembly Bill 463 (Cervantes), which would authorize California community college professors to be eligible for the Public Service Loan Forgiveness Program. He also expressed appreciation for the launch of Mesa College’s Resiliency Fund. Trustee Maria Nieto Senour attended the San Diego Continuing Education convocation. She noted the recent loss of two community leaders, Augustine “Gus” Chavez, founding director of EOP at San Diego State University, and Gracia Molina de Pick, who helped found the Chicana and Chicano Studies department at Mesa College. Trustee Senour also recognized the Advancing Racial Justice and Equitable Outcomes event held on September 12 at Mesa College. Chancellor Constance Carroll reported that Assembly Bill 1727, authored by Assemblywoman Shirley Weber, has successfully passed through all legislative committees and will soon be on the governor’s desk for signature. This bill would allow noncredit Career Development College Preparation (CDCP) courses to be on the same Census Reporting basis as credit classes, which would be a very important change for the SDCCD. Dr. Carroll is organizing contacts to the Governor’s Office in support of the bill. The Chancellor indicated that student enrollment is still progressing and is in the 95 percent range of the fall target. Dr. Carroll shared her report with Continuing Education President Carlos Turner Cortez who introduced Dr. Star Rivera-Lacey as the new Vice President of Student Services Student Trustee Taylor Carpenter reported on upcoming events at Mesa College, including Homecoming and the celebration of Constitution Day. She also thanked the Board for continuing to support the students.

The governing board of the San Diego Community College District is composed of 5 elected members and 1 student trustee position. The student trustee position is filled on a rotating basis. BOARD ACTIONS At its meeting of September 12, 2019, the Board of Trustees: •

Heard a presentation by Director of Legal Services Ljubisa Kostic and attorney Marguerite Leoni, and conducted an in-depth discussion regarding the processes and timelines necessary for planning for future by-trustee-area elections under the California Voting Rights Act. Emphasis was placed on community outreach and public hearings that would be required in approaching redistricting decisions.
