BOARD REPORT SEPTEMBER 13, 2018 SPECIAL REPORT TO THE PUBLIC Trustee Mary Graham reported that she attended a Regional Career Education workgroup meeting and the California Guided Pathways Project Institute. Trustee Rich Grosch said that he substituted for Trustee Peter Zschiesche at the Board’s Budget Study and Audit Committee meeting to review the District’s proposed 2018-19 Adopted Budget. He commended Executive Vice Chancellor Bonnie Ann Dowd and her staff for their work in developing a balanced budget despite the many challenges. Trustee Peter Zschiesche congratulated Executive Assistant to the Chancellor Margaret Lamb for having an article published in the Association of Community College Trustees (ACCT) Trustee Quarterly. He also reported that he attended the farmers market event at Miramar College and visited U.S. military veterans who reside in Tijuana, Mexico, following deportation. Trustee Zschiesche shared an invitation to those interested in visiting the veterans to show their support. Trustee Bernie Rhinerson also congratulated Margaret Lamb, adding that her election as Chair of the ACCT Professional Board Staff Network was an honor for the District. He thanked Director of Communications and Public Relations Jack Beresford for his assistance in writing his ACCT Trustee Quarterly article regarding legislative outreach. Trustee Rhinerson reported that the ACCT Leadership Congress will be held in New York, October 24 to 27 and that his seat on the ACCT Board of Directors is up for reelection. He indicated that advocacy efforts for students will continue regarding a recent U.S. Department of Education decision on the student loan program. Trustee Maria Nieto Senour reported that she attended a fundraiser benefiting immigrants which was held at the San Diego Continuing Education (CE) César E. Chávez campus and thanked CE President Carlos Turner Cortez and Chancellor Constance Carroll for their support with the event. Chancellor Constance Carroll reported that the current legislative session has ended. Of particular interest is the outcome for SB 1406, the baccalaureate pilot extension, which has been approved by both houses of the legislature and is awaiting final action by the governor. Also of interest is SB 577, which is a pilot program that would provide funding to community colleges to partner with California universities to offer teacher credentialing programs at community colleges, particularly in rural areas. Dr. Carroll also commented that student enrollment is almost even with the enrollment level in the previous fall semester. Last, the Chancellor said that the gala event to benefit the San Diego Promise is completely sold out and has netted about $120,000. Student Trustee Alana Mahal Bermodes reported on various student activities, including that at City College, the Associated Student Government (ASG) is working on an Ultimate Experience event and that most of the student government positions are filled. At Mesa College, the ASG has all of its student government positions filled, preparations are being made for Spirit Week, and the campus held a farmers market on September 13. At Miramar College, the ASG held a farmers market and some of them attended a Chancellor’s Forum on September 12, the college was featured on KUSI News for its September 11 Remembrance Day event, and preparations are being made for mid-term elections and a Constitution Day event. Student Trustee Bermodes also reported on her work with the District Textbook Affordability Task Force, which has recommended that there be a “No Cost” icon in the class schedule to indicate programs that have no cost for course materials.

The governing board of the San Diego Community College District is composed of 5 elected members and 1 student trustee position. The student trustee position is filled on a rotating basis. CALENDAR OF BOARD MEETINGS SEPTEMBER 2018

At its meeting of September 13, 2018, the Board of Trustees: •

Heard public comments from City College Academic Senate President Jan Jarrell, who discussed the conversations taking place on campus regarding the state’s new Student Centered Funding Formula (SCFF), the change in full-time equivalent (FTES) student targets, and Guided Pathways, all with broad administrative support, and the recruitment of a new Academic Senate adjunct officer. Mesa College Academic Senate President Kim Perigo provided an update on the continued discussions statewide about the lack of collegial consultation at the system level, and thanked the Board for their ongoing consideration and collegiality. She reported that the Mesa College Academic Senate has made a $500 donation to the San Diego Promise, and echoed her colleague’s comments regarding the conversations taking place regarding the SCFF and the change in FTES targets. Continuing Education (CE) Academic Senate President Richard Weinroth extended regrets from Miramar College Academic Senate President Marie McMahon, who was unable to attend the meeting. He stated that CE is pleased to be part of the conversation regarding the transition to the SCFF. Mesa College student Dominic Moscatello presented concerns regarding a change in the instructor of one of his classes after the start of the semester, and the Board referred this matter to the Chancellor. Former City College student Dwayne Hill presented his concerns regarding the removal of exercise science classes offered at CE, and the Board referred this to the Chancellor. Conducted a public hearing and approved the SDCCD 2018-19 Adopted Budget, following comments by Chancellor Constance Carroll, and a presentation by Executive Vice Chancellor Bonnie Ann Dowd and Vice Chancellor Lynn Neault. The total budget is $679,335,377, including $447,706,705 in General Fund Unrestricted and Restricted operational funds. The balance of $231,628,672 consists of the current issuances of Propositions S and N bond funds, as well as federal and special funds. This approval meets the state’s legal filing deadline of September 15 for community colleges. The budget was reviewed by the Board’s Budget Study and Audit Committee (Trustees Bernie Rhinerson and Rich Grosch, substituting for Peter Zschiesche). Board members expressed appreciation for the fact that the budget is balanced and that the challenges inherent in the new state funding formula have been addressed. Trustee Bernie Rhinerson requested that there be a future Board workshop on the impact of the new formula.

Authorized agreements with health care agencies for use of clinical facilities by students enrolled in District health occupations programs; designated September 17, 2018, as Constitution Day at the colleges and Continuing Education, following comments by Vice Chancellor Lynn Neault and CE President Carlos Turner Cortez, who discussed the special plans of CE; and authorized travel of City College students and an administrator to attend the annual Hispanic Association of Colleges and Universities (HACU) conference in Atlanta, Georgia.

Authorized a subcontract agreement with Grossmont-Cuyamaca Community College District Auxiliary for the Strong Workforce Programs at City College and Miramar College; awarded a contract to French European and Sew Hut for the purchase and delivery of ancillary fashion design equipment and supplies for the fashion design department at Mesa College; and approved various personnel actions including the certification of short-term personnel service effective on or after September 14, 2018.

Accepted grants processed through the Chabot-Las Positas Community College District for Deputy Sector Navigator services in Advanced Manufacturing; from the U.S. Department of Education for the Developing Hispanic-Serving Institutions Program – Title V at Mesa College; and from Community Initiatives to provide guidance, support, and resources to undocumented and mixed-status students and their families districtwide following comments by Vice Chancellor Lynn Neault.

Adopted a Memorandum of Agreement (MOA) for use of the County Emergency Vehicle Operations Course between the County and City of San Diego and the District; and approved change orders exceeding ten percent to Hensel Phelps Construction for the A, D, and T Building renovation project at City College, both following comments by Vice Chancellor Christopher Manis.
