BOARD REPORT SEPTEMBER 26, 2019 SPECIAL REPORT TO THE PUBLIC Trustee Sean Elo, J.D. attended RAJA! = HOPE, a cultural celebration of Somali Bantu youth, on September 21 and was pleased to see that City College’s outreach team was represented. He stated that these efforts are appreciated in the community. Chancellor Constance M. Carroll, Ph.D. reported that the California Community Colleges Board of Governors has decided on its budget request for 2020-21, which consists of the following elements: “1) $328 million to increase base funding; 2) $60.4 million ongoing and $16 million in one-time funds to support the hiring of diverse full-time faculty and support for part-time faculty; 3) funding for feasibility studies for districts considering creating student housing; and 4) identification of non-Proposition 98 resources to increase Cal-Grant support for California community college students.” The Chancellor also reported on her participation in the recent San Diego Regional Economic Development Corporation (EDC) leadership trip to Atlanta, Georgia, to review the best practices of their business community, educational organizations, and civic leadership. Dr. Carroll indicated that, as of this week, fall enrollment at the colleges is at 95% (13,536) of the FTES target of 14,200. It is still too early to determine where Continuing Education enrollment stands. The Chancellor noted that online enrollment is doing well (within 2% of last fall), and, as a result, emphasizing online class sections will be one of the enrollment management strategies for the Intersession. Student Trustee Van Dao Minh Anh shared that City College’s student government election was recently held and that results will be shared in the coming weeks; Mesa College had a successful Homecoming that included a win by the football team; and Miramar College’s ASG is discussing environmentally responsible practices such as eliminating single-use plastics.

BOARD ACTIONS At its meeting of September 26, 2019, the Board of Trustees: •

Announced from Closed Session the Board’s unanimous decision regarding the termination of a staff member.

Heard public comments from Stacy Rodgers, a classified professional at Miramar College, on a Closed Session agenda item. Also heard public comments from Mesa College student Leslie Jacob. City College Academic Senate (AS) President Jan Jarrell reported that City College’s AS recently hosted a branding presentation by faculty from the college’s graphic design department which surveyed students and employees on their opinions about the college. Positive aspects of the college will be focused on including its diversity and role as an agent of change. There was also a discussion at the AS meeting on the teaching needs at the college, especially for software and other technologies. Lastly, on October 10, the college will host the Board of Trustees meeting including a campus presentation. Mesa College AS President Manuel Velez shared that the college held a Majors @ Mesa Fair on September 23. Career and transfer fairs were also held this week. Latinx Heritage Month is underway and will include a car exhibition fundraiser on October 5 to benefit the college’s La Raza Grad Committee. The college also recently

hosted a speaker series that featured Dean Susan Topham who discussed her Brazilian cultural heritage. Former Mesa College AS President Kim Perigo, who serves on the California Community Colleges Board of Governors (BOG), provided a report on recent activities by the BOG, including campus visits and meetings where the negative aspects of the state’s Student-Centered Funding Formula were discussed. She discussed the budget proposals of the BOG and indicated that she has invited several members of the BOG to visit the District on December 2. After informing the Board that community college representatives have begun to speak at the BOG meetings on matters of concern, especially the funding formula, SDCCD Board members requested that Chancellor Carroll plan to have the District represented at a future BOG meeting to share concerns and plans. •

Conducted the first reading of revised Chapter 4 — Academic Affairs Board Policies with approval to proceed to the next step of review and approval; new or revised courses and programs; agreements with health care agencies for use of clinical facilities by students enrolled in District health occupations programs; and appointments of Leah Gualtieri, Associate Professor ABE/HSE/HSDP Program and Esther Matthew, Dean of Counseling, both of San Diego Continuing Education, as representatives on the San Diego Adult Education Regional Consortium (SDAERC).

Approved the appointment of Cris Sotomayor (nominated by Trustee Craig Milgrim) to the Trustee Advisory Council (TAC).

Reviewed the results of and approved the Board of Trustees’ self-evaluation for 2018-19 and set goals for 2019-20. The Board members thanked all who participated in providing feedback regarding the Board’s performance and accomplishments.

Approved the Board Meeting Schedule for January 2020 through June 2020; authorized agreements with the California Community College Chancellor’s Office (CCCCO) for the Mathematics, Engineering, Science Achievement (MESA) Grant at San Diego City College; with San Diego Workforce Partnership (SDWP) for the Workforce Innovation and Opportunity Act (WIOA) Title I Youth and Title II Adult Education and Family Literacy Act at San Diego Continuing Education; and with Ramona Paving and Construction Corporation to provide districtwide asphalt repairs.

Adopted a resolution in support of October 14-18, 2019 as “Undocumented Student Action Week” at San Diego City, Mesa, and Miramar colleges and Continuing Education.

Approved purchase orders completed in the month of August; various personnel actions, including the certification of short-term personnel service effective on or after September 27, 2019, and various changes and leaves between June 7, 2019 and August 31, 2019.

Heard a presentation by Vice Chancellor of Student Services Lynn Neault on a Food and Housing Insecurities report from The Hope Center for College, Community, and Justice with additional comments by Mesa College President Pam Luster, Miramar College Acting President Adrian Gonzales, and City College Vice President of Instruction Matilda Chavez. Board members requested that Chancellor Carroll develop a plan for sharing the SDCCD’s concerns about these issues with civic leaders in the City and County.
