BOARD REPORT SEPTEMBER 27, 2018 SPECIAL REPORT TO THE PUBLIC Trustees Mary Graham, Rich Grosch, Bernie Rhinerson, Peter Zschiesche, and Maria Nieto Senour attended the San Diego Promise gala, which all agreed was excellent. Each of the Board members shared their compliments on the event and thanked those responsible for the event’s success. Trustee Mary Graham reported that she, along with Trustee Bernie Rhinerson, co-chaired the Board subcommittee for the evaluation of the Chancellor, which has completed its work. Both trustees complimented Chancellor Carroll on her effectiveness and leadership, particularly with the success of the San Diego Promise and Senate Bill 1406. Trustee Rich Grosch shared that he and Trustee Peter Zschiesche served on the subcommittee, which recently completed the Board’s self-evaluation and established the Board’s goals for the coming year, including a special focus on the state’s new Student Centered Funding Formula, the San Diego Promise, and expanding Open Educational Resources. He described his participation in a tour of City College’s A, D, and T buildings and reflected that the bond construction program is a continuing source of pride. Trustee Bernie Rhinerson reported that he also participated in the tour of the City College A, D, and T buildings and was impressed by how City College is meeting local workforce demand. Trustee Peter Zschiesche recounted that he attended a San Diego Foundation reception, is exploring opportunities for Continuing Education students who work to secure low-interest auto loans so they can meet their transportation needs, and thanked those who provided feedback for the recently completed Board of Trustees self-evaluation. Chancellor Constance Carroll reported that Governor Brown signed SB 1406 into law, thereby extending the community college baccalaureate pilot until 2026, allowing more students to attend and time for further programmatic development and information to be provided to the Legislative Analyst’s Office. The governor also signed SB 577, which allows for selected community college/university partnerships to provide teaching credentials. The Chancellor reported that the District’s San Diego Promise fundraising gala, headlined by actor and Mesa College alumna Annette Bening, was an enormous success, featuring Promise students and speakers, and netting over $203,000, which is more than 100% of the fundraising goal. Of particular note was the Mesa College/Mesa College Foundation check in the amount of $75,000, which was presented at the event. Dr. Carroll indicated that fall enrollment was somewhat less than the previous fall but on target with the goals set under the new statewide funding formula. Student Trustee Susana Molina-Bibian reported on various student activities, including that at City College, the Associated Student Government (ASG) is at full capacity and is developing programming to enhance student life and engagement, including voter registration. Mesa College held a successful homecoming game and tailgate event, and is planning for a leadership retreat in November. At Miramar College, the ASG is promoting club participation, hosting Latinx Heritage Month events, and the college will host a free farmers market on October 10.

The governing board of the San Diego Community College District is composed of 5 elected members and 1 student trustee position. The student trustee position is filled on a rotating basis. BOARD ACTIONS At its meeting of September 27, 2018, the Board of Trustees: •

Held a campus meeting at City College that included a welcome and introduction by President Ricky Shabazz, Past Academic Senate President Justin Akers-Chacon, Classified Senate President Awana Payne, and Associated Student Government President Susana Molina-Bibian; a presentation on The Ultimate Student Experience by Vice President of Student Services Denise Whisenhunt; a presentation on Math Jam by professors Rob Rubalcaba and Erin Charlens, volunteer tutors Chima Nebechi Achusi and Dylan Shane Morse, and students Asma Dahir Abdi and Alonzo Levell Harvey; a presentation on the MESA Veteran’s Program by Program Coordinator Rafael Alvarez, Admissions Supervisor Dora Meza, and students Darrell Roddick, Andrew Gooch, and James L. Smith II; a presentation on the Mental Health Grant by Director of Mental Health Counseling Leslie Easton, former peer Lexi Martinez, and Continuing Education Adjunct Counselor and Outreach Coordinator Antonia Martinez; and closing remarks by President Shabazz. Heard public comments by Mesa College Academic Senate President Kim Perigo, who provided an update on the continued discussions statewide about the lack of collegial consultation at the system level, including a handout of the comments she made to the California Community Colleges Board of Governors during the recent meeting held at Southwestern College. She said the District received several compliments at the meeting. Miramar College Academic Senate President Marie McMahon expressed pride in her senate colleagues for their strong position in support of collegiality with the State Chancellor and Board of Governors. She reported that at Miramar College, the Academic Senate believes more communication and collaboration is needed following the Collegiality in Action visit earlier this year. Continuing Education (CE) Academic Senate President Richard Weinroth thanked Chancellor Constance Carroll and Executive Vice Chancellor Bonnie Ann Dowd for the recent Chancellor’s Forum. He shared that CE recently hosted a campus tour for California State Senate President Pro Tempore Toni Atkins and a career fair with Assemblymember Shirley Weber.

Reviewed the results of and approved the Board of Trustees’ self-evaluation for 2017-18 and set goals for 2018-19. The Board members thanked all who participated in providing feedback regarding the Board’s performance and accomplishments.

Approved new or revised courses and programs; authorized agreements with health care agencies for use of clinical facilities by students enrolled in District health occupations programs; entered into an agreement with San Diego County Office of Education’s Quality Rating Information System Block Grants for the General Child Care and Development and California State Preschool programs at Miramar College; and approved the Accreditation Follow-Up Report for San Diego City College, with comments by President Ricky Shabazz.

Heard a presentation on the PeopleSoft Campus Solutions Project Update by Executive Vice Chancellor Bonnie Ann Dowd and Huron Consulting Services LLC representative Kathy Bader; authorized travel for four students and a faculty member from City College to attend the Annual Presidents Round Table Men of Color Student Leadership Institute in Arlington, Virginia; approved various personnel actions including the certification of short-term personnel service effective on or after September 28, 2018; and approved the appointment of Miramar College student Alana Mahal Bermodes to the Propositions S and N Citizens’ Oversight Committee to serve a one-year term as the student representative from July 1, 2018, to June 30, 2019.

Accepted grants processed through the Chabot-Las Positas Community College District for Deputy Sector Navigator services in Information Communication Technology - Digital Media at City College; from the U.S. Department of Education for the Developing Hispanic-Serving Institutions Program, Title III STEM for the development of expanding and improving Latino/a success at Mesa College, with comments by President Pamela Luster; and from the County Health and Human Services Agencies to provide professional services for learning disabilities screening, testing, reporting, and consulting for CalWORKs Welfare-to-Work participants.

Entered into an agreement with Grossmont-Cuyamaca Community College District Auxiliary Organization for the Strong Workforce Program at Mesa College; an agreement with the California Commission on Peace Officer Standards and Training to provide law enforcement in-service courses at Miramar College; a one-year agreement between the Naval Consolidated Brig Miramar and Continuing Education to provide instructional services and vocational training to military personnel at the Naval Consolidated Brig Miramar, San Diego, with comments by President Carlos Turner Cortez and Director of Industry Partnerships Kay Faulconer Boger; and adopted a resolution to increase the Continuing Education revolving cash fund.
