BOARD REPORT OCTOBER 10, 2019 SPECIAL REPORT TO THE PUBLIC Trustee Sean Elo recognized Trustee Maria Nieto Senour’s personal story of overcoming adversity, which she shared at an October 1 event at City College regarding the white supremacy movement and expressed his appreciation for her accomplishments. Trustee Bernie Rhinerson discussed the importance of the District’s participation in the Association of Community College Trustees (ACCT) annual Leadership Congress, which is being held from October 16 to 19 in San Francisco. At the conference, District attendees will give a presentation on Dual Enrollment and receive updates on key legislative priorities including reauthorization of the Higher Education Act. Trustee Maria Nieto Senour attended the “Confronting White Supremacy through the Arts” conference on October 1 at City College where she shared her own experiences as a Mexican American growing up in a deeply segregated community and how it affected daily life. She also attended and spoke at an October 7 press conference about Mesa College’s Teacher Pathway Inclusion Program, in partnership with the San Diego Unified School District and National University. Chancellor Constance Carroll commented on several key community college legislative bills that have been addressed by Governor Newsom: AB 2 (Santiago), providing the second year of Promise funding for first-time/full-time students, and AB 30 (Holden), extending the sunset date for the dual enrollment provision to 2027, were signed into law. AB 1727 (Weber), which would put certain noncredit classes on the census date, is still on the governor’s desk. Also, she noted that the California Attorney General has added Iowa as the 11th state to the travel ban using State funding, due to Iowa’s prohibition against using Medicaid for surgeries related to gender identity. Dr. Carroll indicated that fall enrollment has reached 96% of the target of 14,200 FTES. The Chancellor shared her report with Vice Chancellor Chris Manis and College Police Chief Joseph Ramos, who presented a commendation to Sergeant Mark Green who interrupted a suicide attempt, thereby saving a man’s life. Sergeant Green received a standing ovation from the Board and the audience. Student Trustee Oscar David Rendon reported that the City College Associated Students Government (ASG) board is at near capacity and they are focused on creating programming that fosters diversity to enhance student life and promoting such important campus events as the October 1 Voter Registration event, which resulted in 300 “pledge to vote” cards.

At its meeting of October 10, 2019, the Board of Trustees: •

Held a campus meeting at City College that included a welcome and introduction by President Ricky Shabazz, Academic Senate President Jan Jarrell, Classified Senate President Awana Payne, and Associated Student Government President Oscar David Rendon; a presentation on the Dreamer Resource Center by Director of Extended Opportunity Programs and Services Lillian Garcia, Acting Title V Program Activity Manager Angélica González, Adjunct Counselor and former student Noel Puga, and student Edwin Machado; a presentation on Hermanos Unidos Brothers United (HUBU) by Assistant Professor and HUBU Coordinator Rasheed Aden, Assistant Professor Norell Martinez, and student Bailey Martinez; a presentation on Alcohol and Other Drug Studies (AODS) by Professor Wendy Wiehl, student Tara Stamos-Buesig, and graduate Michael Lazarus; a presentation on Seeds@City by Assistant Professor Erin McConnell; and closing remarks by Vice President of Instruction Matilda “Tillie” Chavez and President Shabazz.

Appointed Trustees Bernie Rhinerson, Mary Graham, and Sean Elo as the Board’s voting delegates and Trustee Maria Nieto Senour as alternate to the Association of Community College Trustees (ACCT) Leadership Congress on October 16 to 19, and discussed candidate selections for the positions of Regional Director, Director-at-Large, and for the ACCT Diversity Committee.

Administered the Oath of Office to Student Trustee Oscar David Rendon (City College).

Heard public comments regarding collective bargaining from Jim Mahler, Ian Duckles, Jessica Thompson, Olivia Flores, Wendy Kinsinger, Kelly Mathew, and Jim Miller.

City College Academic Senate (AS) President Jan Jarrell reported that she has accepted a position as Dean of English as a Second Language at Continuing Education and that this will be her last Board meeting. She shared that she has had an amazing experience at City and that Professor Paul Alexander will serve as the new AS President. Mesa College’s past AS President Kim Perigo reported that the college has expanded its partnership with the San Diego Food Bank and that a mobile farmers market is now being held on a weekly basis; shared that a summit will focus on the California Community Colleges’ Vision for Success, April 27 and 28 in Irvine; and congratulated Jan Jarrell on her appointment. Miramar AS President Laura Murphy reported that while the college has made significant progress, enrollment growth has outpaced investment in new faculty and other resources and the AS and chairs are exploring how to best move forward, including working with the Board of Trustees and District. Continuing Education AS President John Bromma reported that the new semester is underway and enrollment appears to be strong. CE is excited to welcome Jan Jarrell back in her new role.

Heard comments from Miramar College Professors Pablo Martin and Channing Booth regarding the need for more resources for Miramar College.

Heard comments from Karen Geisterfer, urging the Board to explore a bachelor’s degree in Alcohol and Other Drug Studies.

Reviewed the results and approved the Board of Trustees’ self-evaluation for 2018-19 and set goals for 2019-20. The Board members thanked all who participated in providing feedback regarding the Board’s performance and accomplishments.

Approved new or revised courses and programs following a presentation by Vice Chancellor of Instructional Services Stephanie Bulger; authorized agreements with health care agencies for use of clinical facilities by students enrolled in District health occupational programs; authorized a sub-agreement with the Rancho Santiago Community College District regarding the Advanced Transportation and Logistics program at Miramar College; reviewed the College and Career Access Pathways (CCAP) Partnership Agreement with City College and e3 Civic Charter High School; and approved and adopted revised Chapter 4 – Academic Affairs Board Policies (first reading 9/26/19). These revisions are part of a comprehensive six-year review to ensure currency.

Approved various personnel actions including the certification of short-term personnel service effective on or after October 11, 2019; and authorized travel of Mesa College students to attend opening night of the Berry Good Noche event at the Baja Culinary Festival in Ensenada, Mexico; and received a report on 2019 Veterans Day activities districtwide.

Heard a report on districtwide grant activities for fiscal year 2018-19 presented by Vice Chancellor Stephanie Bulger.
