BOARD REPORT OCTOBER 11, 2018 SPECIAL REPORT TO THE PUBLIC Trustee Mary Graham reported that she recently participated in a Trustee Advisory Council meeting where information on the San Diego Promise was shared. She also attended Word by Word, a fundraising gala held on October 10 for the public radio show A Way With Words, where Trustee Maria Nieto Senour was honored along with California Senate President Pro Tempore Toni Atkins and the Old Globe Theatre’s Artistic Director Barry Edelstein. Trustee Bernie Rhinerson reported that he will be participating in a meeting of the Community College League of California’s Advisory Committee on Legislation, which he chairs, on October 12 and that he is up for reelection to the Association of Community College Trustees Board of Directors at the 2018 ACCT Leadership Congress in New York, October 24-27.

The governing board of the San Diego Community College District is composed of 5 elected members and 1 student trustee position. The student trustee position is filled on a rotating basis.

Trustee Peter Zschiesche shared that he attended an October 4 Manufacturing Day event held at Liberty Station where San Diego City College’s Advanced Manufacturing program was featured and thanked Vice Chancellor Stephanie Bulger for facilitating his participation. He also reported that the Los Angeles Times recently published a story on the seriousness of climate change and he requested, and the Board of Trustees agreed, to consider adopting a resolution expressing the District’s support of environmental literacy. Chancellor Constance Carroll indicated that a resolution would be prepared for the Board’s consideration at the November meeting.

Trustee Maria Nieto Senour reported that she, along with City College President Ricky Shabazz, Mesa College Acting Program Manager Leticia López, and Continuing Education President Carlos Turner Cortez presented on the District’s social justice initiatives at the Hispanic Association of Colleges and Universities (HACU) Annual Conference held October 6-8 in Atlanta, and suggested that the presentation be shared at the next meeting of the Trustee Advisory Council. She thanked Director of Communications and Public Relations Jack Beresford for his assistance with the presentation and also thanked Executive Vice Chancellor Bonnie Ann Dowd and Vice Chancellor Lynn Neault for facilitating a recent visit with the team working on the Campus Solutions project.

Chancellor Constance Carroll recapped several final items of state legislation that were recently signed into law by Governor Brown in addition to SB 1406 and SB 577: AB 2785 (requiring California’s community colleges to provide “reasonable accommodations” for lactating students); and AB 3186 (requiring community colleges to let contracts of $50,000 or more to the lowest responsible bidder or else reject all bids). The Chancellor reported that fall enrollment (FTES) is on track to reach the new targets, with 1% fewer class sections overall, and with somewhat lower productivity than desired. Also, Intersession and Spring Semester enrollment planning is underway, again with fewer class sections aligned with the reduced target level of 40,004 FTES for the year. Dr. Carroll congratulated Trustee Maria Nieto Senour for being honored by the public radio show A Way with Words. Last, the Chancellor shared her report with Vice Chancellor Will Surbrook who introduced the District’s new Director of Legal Services and EEO, Ljubisa Kostic. Student Trustee Alana-Mahal Bermodes reported that members of the City, Mesa, and Miramar College Associated Student Governments will be participating in Brown Act training on October 12 at City College, and that she attended a tour of Feeding San Diego with Trustee Peter Zschiesche.

BOARD ACTIONS At its meeting of October 11, 2018, the Board of Trustees: •

Heard public comments from City College Academic Senate President Jan Jarrell who reported on a resolution that was passed in support of articulation officers and their issues with the current articulation agreement repository, and hosted a campus tour for a distinguished alumnus of City College who pledged a donation of $150,000 for various City College programs and initiatives, including the San Diego Promise. Mesa College Academic Senate President Kim Perigo provided an update on the continued discussions statewide about the lack of collegial consultation at the system level; reported on various activities at Mesa College; noted that the four Academic Senate Presidents met to discuss how to increase the number San Diego region Academic Senate representatives on statewide committees to help address the issues unique to this region; its Academic Senate also passed a resolution in support of articulation officers; and work is being done to align Mesa College’s goals to the California Community Colleges Chancellors Office Vision for Success. Miramar College Academic Senate President Marie McMahon shared her concerns regarding the District and Miramar College’s participation in a Program Pathways Mapper pilot program and with ensuring the quality of the college’s online education classes. Continuing Education Academic Senate President Richard Weinroth reported that the President’s Forum is on October 31, a Farm to Family event is scheduled for November 7, and acknowledged Vice President Star Rivera-Lacey for being featured in a recent San Diego Union-Tribune article. Appointed Trustees Bernie Rhinerson, Mary Graham, and Maria Nieto Senour as the Board’s voting delegates and Trustee Rich Grosch as alternate to the Association of Community College Trustees (ACCT) Leadership Congress on October 24-27, 2018, and nominated members for election to the ACCT Board of Directors, including Bernie Rhinerson, San Diego Community College District, CA as Regional Director; approved agreements with health care agencies for use of clinical facilities by students enrolled in District health occupations programs; and the renewal of agreements with City College and apprenticeship-sponsoring organizations for providing related and supplemental education, including Associated General Contractors San Diego and Riverside Centers, and the Black Contractors Association Inc.

Authorized travel for culinary students from Mesa College to participate in the Baja Culinary Festival in Ensenada, Mexico; and for geology students from Mesa College to participate in an optional overnight field trip to Anza-Borrego Desert State Park in Borrego Springs, San Diego.

Approved new or revised courses and programs following a presentation by Vice Chancellor of Instructional Services Stephanie Bulger; purchase orders prepared during the month of August 2018; approved various personnel actions including the certification of short-term personnel service effective on or after October 12, 2018; and authorized the use of the following location as an off-campus facility: Kearny Mesa Pool as requested by Continuing Education.

Accepted grants from the U.S. Department of Education for the Upward Bound program and for the Developing Hispanic-Serving Institutions Program – Title V, both at City College; from the California Community Colleges Chancellor’s Office for the Veterans Resource Center program at City and Mesa colleges; from the California Community Colleges Chancellor’s Office (CCCCO) for the Cooperating Agencies Foster Youth Educational Support (CAFYES) program at City College; from the Yosemite Community College District, Child Development Training Consortium for reimbursement opportunities for eligible students at City, Mesa, and Miramar colleges; and entered into a one-year contract with the U.S. Navy to provide instructional services to military personnel at the Naval Technical Training Center, Corry Station, Pensacola, Florida.

Heard a report on 2018 Veterans Day activities districtwide by Vice Chancellor of Student Services Lynn Neault; and a report on districtwide grant activities for fiscal year 2017-18 by Vice Chancellor of Instructional Services Stephanie Bulger.
