BOARD REPORT NOVEMBER 9, 2017 SPECIAL REPORT TO THE PUBLIC Trustees Mary Graham, Bernie Rhinerson, and Maria Nieto Senour reported that they attended the Hispanic Association of Colleges and Universities (HACU) annual conference in San Diego. Trustee Mary Graham added that she participated in a trustee forum at the HACU conference, which included a discussion on topics related to Title V grants and community colleges’ commitment to Hispanic Serving Institutions (HSI). Trustee Graham, who is chair of the Board Subcommittee for the Chancellor’s Evaluation, along with Trustee Bernie Rhinerson, recently concluded Chancellor Constance Carroll’s evaluation. She acknowledged the Chancellor for her leadership and efforts, including the San Diego Promise initiative and the baccalaureate pilot program. Trustee Bernie Rhinerson reported that he attended a community town hall meeting and discussed ways to increase funding for community colleges. He will be attending the first meeting of the Community College League of California (CCLC) Advisory Committee on Legislation, which he chairs, as part of the upcoming CCLC Annual Conference. Trustee Rhinerson also expressed interest in attending the HACU Capitol Forum in Washington D.C. in April 2018. Trustee Peter Zschiesche said that he, along with Trustees Maria Nieto Senour and Bernie Rhinerson, attended the California Economic Summit in San Diego, which focused on workforce development, economic improvements, and water conservation. Trustee Zschiesche also attended the annual San Diego Workforce Partnership conference held at the Jacobs Center for Neighborhood Innovation, and a Pillars of the Community event along with Trustee Maria Nieto Senour. Trustee Zschiesche discussed his attendance at the opening of IDEA1, the first apartment community of the Innovation, Design, Education, and Arts (I.D.E.A.) District near City College, built as part of the District’s surplus property lease program. He recommended that those in attendance tour the area. He also reported on the passage of AB 805 (Gonzalez Fletcher) and the opportunity to provide better public transportation options to students, and thanked all the colleges and Continuing Education for showing support and hosting events honoring veterans as part of the celebration of Veterans Day. Trustee Maria Nieto Senour reported that she attended the SDSU Community College Leadership Alumni Awards at Cuyamaca College and congratulated those who were honored; a lecture on border issues by author and inspirational speaker Reyna Grande; and the Border Angels annual anniversary dinner. She also commented on the HACU conference panel that included herself, Chancellor Constance Carroll, and Vice Presidents Star Rivera-Lacey and Denise Whisenhunt, and indicated that it was very well received. Trustee Senour also attended the California Economic Summit. Chancellor Constance Carroll reported that financial news from Sacramento is improving. The three main tax revenue sources are ahead of the original forecast by 1.8%: personal income tax is up by $9 million; corporation tax is up by $125 million; and sales tax is up by $5 million. Year-to-date revenues in general are up by over $665 million. She also indicated that the governor has signed AB 21 (Kalra) that addresses immigration issues and how community colleges can protect students through noncompliance with a number of intrusive types of actions by immigration agencies. Most of these procedures have already been put in place in the SDCCD. Dr. Carroll also reported that she attended and participated in the California Economic Summit, which was held recently in San Diego. On Monday, Richard Winn, the new president of the Accrediting Commission for Community and Junior Colleges (ACCJC) met with the San Diego and Imperial Counties Community Colleges Association (SDICCCA) to review some important changes in ACCJC’s processes and plans. The Chancellor shared her report with Communications Director Jack Beresford who presented the District’s new infographic overview of its general facts and economic benefits to the community. Student Trustee Joseph Newell reported on various student activities, indicating that at Mesa College, the Associated Student Government (ASG) held its annual student leadership retreat, launched a Season of Giving event that runs from November 1-30, a Thanksgiving luncheon for students, attended a United Student Council meeting held a Continuing Education Educational Cultural Complex, and held an event supporting Deferred Action for Childhood Arrivals (DACA) students. At Miramar College, the ASG held a successful Fall Fest celebration and an “Eat with Me” event for students. At City College, four members of the ASG attended the National Student Leadership Diversity Convention in New York City on November 2-5 and a Student Leadership Summit is scheduled for November 17.

Announced the following action from Closed Session: the Board unanimously approved the 2017-2020 Resource Allocation Formula (RAF) Tentative Agreements for the AFT Guild Local 1931 College and Continuing Education Faculty, the AFT Guild Classified Unit, the AFT Guild Non-Academic Non-Classified Employees Unit, the Police Officers Association, the Management Association Unit, the Supervisory & Professional Administrators Association; the Association of Confidential Employees Unit; and the Executive Management Unit; and approved the Title V Administrative Determination as the final District decision regarding a matter at Mesa College. Held a campus meeting at Mesa College that included a welcome and introduction by President Pamela Luster, Academic Senate President Kim Perigo, Classified Senate President Trina Larson, and Associated Student Government President Joe Newell; an “#allin4students” presentation on creating clear curricular pathways to employment and further education by Outreach Coordinator Genevieve Esguerra, Dean Tina Recalde, and San Diego Promise student Maia Wakefield; a presentation on helping students choose and enter their pathway by Vice President Tim McGrath, Student Support Services Officer Agustin Rivera, and students Marlena Gonzalez and Natchel Bello; a presentation on helping students stay on their path by Student Services Technician Johanna Aleman, Student Services Supervisor Claudia Estrada, Acting Program Manager Leticia Lopez, Assistant Professor Sade Burrell, and students Victor Ceniceros, Juan Menjivar, and Natchel Bello; a presentation on ensuring that learning is happening with intentional outcomes by Professional Development Coordinator Janue Johnson, Director of Resource Development Krista Stellmacher, Professor Don Barrie, Assistant Professor Howard Eskew, and student Isabella MacIsaac; and a performance on #allin4students by students Mark Girton, Brian Pitts, Brittany Javier, Jamari Flowers, Jescel Ocampo, and Merveille Kouekabakilaho. Heard public comments by Mario Trutanic, Jr. who addressed the Board regarding the appeal of the Administrative Determination of a Title 5 Investigation regarding a matter at Mesa College; and from City College Academic Senate President Justin Akers, who reported that the statewide Academic Senate plenary took place the previous weekend. It was very lively, with 22 resolutions passed; from Miramar College Academic Senate President Marie McMahon, who added that there was a great deal of information about the guided pathways initiative, including clarification about the role that faculty will play; and from Continuing Education Academic Senate President Richard Weinroth, who acknowledged Continuing Education faculty member Bernie Rodriguez, whose resolution was among those that passed. Conducted the first reading of revised Chapter 2 – Board of Trustees Board Policies, presented by Executive Assistant to the Chancellor Margaret Lamb and Chapter 7 – Human Resources Board Policies, presented by Vice Chancellor of Human Resources Will Surbrook, with approval to proceed to the next step of review and approval; and approved and adopted revised Chapter 5 – Student Services Board Policies (first reading 10/24/17). These revisions are part of a comprehensive six-year review to ensure currency. Approved the revised Board Meeting Schedule for January 2018 through June 2018; new or revised courses and programs following a presentation by Vice Chancellor of Instructional Services Stephanie Bulger; authorized agreements with health care agencies for use of clinical facilities by students enrolled in District health occupations programs; authorized travel of Mesa College students and faculty to conduct Spanish courses in Madrid, Spain and San Jose, Costa Rica; and travel for Mesa College Fashion Study students to attend the Women’s Wear Daily MAGIC Conference in Las Vegas, Nevada.

Authorized the request to eliminate the men’s indoor volleyball team and establish a women’s beach volleyball team at City College; entered into a subcontract agreement with GrossmontCuyamaca Community College District Auxiliary to provide services in support of the Strong Workforce Regional Allocation Program at Mesa College; and approved the District’s Report of Participation in the San Diego County Investment Pool for the period ending September 20, 2017.

Authorized a budget augmentation for additional funding, from the California Department of Education, in support of the Child Development Centers at City, Mesa, and Miramar colleges; from the California Community College Chancellor’s Office (CCCCO) for the Extended Opportunity Programs and Services (EOPS) program, the Cooperative Agencies Resources for Education, the Community College Completion Grant Program, and for categorical general fund/ restricted budgets districtwide; and accepted funds from the CCCCO for One-Time Emergency Aid Funding for Dreamer Students at City, Mesa, and Miramar colleges.

Approved various personnel actions including the certification of short-term personnel service effective on or after November 10, 2017; authorized the use of the following sites as an offcampus facility: Lutheran Social Services (requested by Mesa College) and Blessed Sacrament School (requested by Continuing Education); awarded a contract to Magnesite Specialties Inc. for the pool deck resurfacing project at Miramar College; ratified Notices of Completion recorded under delegation of authority; and amended the bylaws of the Citizens’ Oversight Committee.

Approved a long-term ground lease for surplus property at the former site of San Diego Continuing Education Centre City Campus with David Malmuth Development LLC, following comments by Vice Chancellor of Facilities Christopher Manis and IDEA District partner David Malmuth. Proceeds of the lease are designated for future Proposition S and N related maintenance and operation costs.
