BOARD REPORT DECEMBER 13, 2018 SPECIAL REPORT TO THE PUBLIC Trustee Sean Elo expressed his enthusiasm about joining the Board and thanked former Trustee Peter Zschiesche, Chancellor Constance Carroll, Margaret Lamb, and Amanda Ficken-Davis for their support as he prepared to begin his service on the Board. Trustee Mary Graham welcomed the District’s newly-appointed trustees, expressed sadness that her former colleagues are leaving the Board, and requested a Board workshop highlighting the important relationship between the Board and the District’s Academic Senates. Chancellor Carroll thanked Trustee Graham for the suggestion and said a workshop would be scheduled at an upcoming Board of Trustees meeting. Trustee Craig Milgrim thanked Trustee Graham for administering his Oath of Office and also thanked District staff for assisting him in the preceding weeks. Trustee Bernie Rhinerson welcomed his new colleagues to the Board and said that because he is involved at the state and national levels as a member of the Association of Community College Trustees Board of Directors and the Community College League of California’s Advisory Committee on Legislation, which he chairs, he would be reporting regularly on federal and state legislation of importance to the District and its students. Trustee Maria Nieto Senour said that she will miss working with former Trustees Zschiesche and Grosch, thanked Trustees Elo and Milgrim for their interest in serving on the Board, and shared her gratitude for the opportunity to continue her own service.

Chancellor Constance Carroll reported that Assemblyman Miguel Santiago has proposed AB 2, new legislation that would fund the second year of tuition-free community college for first-time/full-time students. This bill would complement AB 19, also authored by Mr. Santiago, which provides tuition-free education in the first year of community college for the same population of students. Should this legislation pass, the San Diego Promise initiative would have greater flexibility in using its funding to serve students who may not be immediate high school graduates or may not be able to attend on a full-time basis, as well as to offer larger textbook grants and other support for students. The Chancellor indicated that student enrollment in Intersession was slightly ahead of the target of reaching 474 FTES and that 65% of the classes are online. She also indicated that Spring enrollment was running about 3% behind in its progress toward the 14,335 target, but that it is still early in the registration period; 14% of the classes are online. Dr. Carroll wished everyone a safe and restful holiday season. Student Trustee Susana Molina-Bibian reported on various student activities, including that City College recently held a “Food for the Holidays” event and its first Environmental Justice Conference; Mesa College hosted a “Voices from the Left” event, which featured topics from marginalized voices, and had its last Associated Students meeting of the year; and Miramar College is holding a farmers market and planning for the college’s participation in the Dr. Martin Luther King, Jr. Parade in January.

BOARD ACTIONS At its meeting of December 13, 2018, the Board of Trustees: •

Administered the Oath of Office to re-elected Trustee Maria Nieto Senour as administered by Senate President pro Tempore Toni Atkins; and to newly-elected Trustees Craig Milgrim as administered by Trustee Mary Graham, and Sean Elo as administered by former Trustee Peter Zschiesche. Conducted the Board’s Annual Organizational Meeting: 1. Electing Trustee Maria Nieto Senour as President of the Board; 2. Electing Trustee Mary Graham as Executive Vice President of the Board; 3. Appointing Chancellor Constance Carroll as Secretary to the Board; 4. And deferring the designation of trustees to other Vice Presidential positions until January.

Approved the employment contract for Chancellor Constance Carroll, with appreciation expressed for her effective leadership of the District. Chancellor Carroll thanked the Board members for their confidence, complimented them on their own leadership, and stated that she was looking forward to her continuing role as Chancellor.

Approved the appointment of Matilda Chavez as Vice President of Instructional Services for City College; and approved the appointment of Peter Zschiesche (nominated by Trustee Mary Graham) to the Trustee Advisory Council (TAC).

Heard public comments from Academic Senate Presidents Jan Jarrell (City), Kim Perigo (Mesa), Marie McMahon (Miramar), and Richard Weinroth (Continuing Education), all of whom congratulated and welcomed the new and returning Board members. Jan Jarrell further reported that the City College Academic Senate is working on a white paper to define its guiding principles and values, which will be shared with the Board once finished. Kim Perigo provided an update about the lack of collegial consultation at the system level by the State Chancellor, and expressed support for locally elected governing boards.

Accepted the District’s 2017-2018 Independent Auditor’s Reports, which were conducted by accounting firm CliftonLarsonAllen. Audit reports for the five major funds in the District were provided: General Fund, Proposition S Fund, Proposition N Fund, the SDCC Auxiliary Organization, and the Social Security Alternative Plan. The Board’s Budget Study and Audit Committee (Trustees Bernie Rhinerson and Peter Zschiesche) had reviewed the audits in depth with Executive Vice Chancellor Bonnie Ann Dowd and Chancellor Constance Carroll prior to the meeting. Principal Renee Graves and Director Syed Farhan of CliftonLarsonAllen, addressed the Board regarding the audits.

Deferred approval the Board Meeting Schedule for January 2019 through June 2019, but agreed to meet as proposed on January 31, 2019; authorized travel of City College students and a faculty member to conduct Spanish classes in Madrid, Spain; and approved various personnel actions including the certification of short-term personnel service effective on or after December 14, 2018.
