BOARD REPORT DECEMBER 19, 2019 SPECIAL REPORT TO THE PUBLIC Trustee Sean Elo attended various holiday celebrations across the District and appreciated the unique cultures on each campus. He also attended the San Diego Promise Development Committee meeting and tour of the Fire Academy at Miramar College where a Promise student showed how the program is opening doors for him. Trustee Mary Graham wished everyone a restful and happy holiday season. Trustee Craig Milgrim noted his one-year anniversary on the Board, saying that he is honored to continue serving; and thanked outgoing Vice Chancellor of Student Services Lynn Neault for helping set up a meeting with student leaders. Trustee Bernie Rhinerson attended various campus holiday events throughout the District, and commented on the progress marked by the Tentative Agreement between the District and the American Federation of Teachers (AFT) Guild. Trustee Maria Nieto Senour shared good wishes for the holiday season. She said that she was thankful for a good fall semester and the camaraderie she observed during the various holiday events in the District. Chancellor Constance Carroll showed a new animated video on the SDCCD Economic Impact Report, which will be broadly disseminated to illustrate the District’s impressive return on investment in generating $4.3 billion for the region. She indicated that registration for Intersession is underway and that enrollment (FTES) is already 110% over target, with most of the classes being online. Spring semester registration has begun, but it is too soon to draw conclusions regarding enrollment. Chancellor Carroll reported that the Andrew W. Mellon Foundation has awarded a second grant of $2.7 million for the joint humanities partnership between the District and UC San Diego. She acknowledged Miramar College Interim President Marsha Gable, who was in attendance at her first Board Meeting. Board President Maria Nieto Senour joined the Chancellor in presenting a plaque to Vice Chancellor Lynn Neault, thanking her for her years of excellent service and wishing her well as the new Chancellor of the Grossmont-Cuyamaca Community College District. Student Trustee Van Dao Minh Anh reported on various student activities, including the City College Inter-Club Council hosting a Food for the Holiday Event to fight food insecurities on campus, and the allocation of $3,000 toward 10 scholarships; Mesa College’s Thanksgiving Feast on November 21 served more than 450 students; and Miramar College’s Friendsgiving Feast on November 21 served more than 350 students, and its associated student government passed a resolution to support a STEM Center on campus, as well as passed a budget to award 15 scholarships to students in spring 2020.

BOARD ACTIONS At its meeting of December 19, 2019, the Board of Trustees: •

Announced the following actions from Closed Session: unanimously approved the adoption of a Tentative Agreement between the District and the AFT Guild Local 1931 Faculty Bargaining Unit, to extend from January 1, 2020 through June 30, 2022; approved the termination of City College Instructional Lab Technician John Tolli by a vote of 4-1; and unanimously denied a student appeal of a Title 5 Investigation regarding a matter at City College.

Conducted the Board’s Annual Organizational Meeting:

CALENDAR OF BOARD MEETINGS

1. Electing Trustee Maria Nieto Senour as President of the Board; 2. Electing Trustee Mary Graham as Executive Vice President of the Board; 3. Appointing Chancellor Constance Carroll as Secretary to the Board; 4. Appointing Trustees Sean Elo as Vice President for Social Justice and Community Engagement, Craig Milgrim as Vice President for Diversity and Equity, and Bernie Rhinerson as Vice President for Legislative Advocacy. 5. Discussing matters of policy or function as determined by the Board; and referring to the Chancellor Board members’ interests in serving on the two subcommittees: Budget Study and Audit; and Accreditation, Student Equity and Success. It was suggested to keep the existing subcommittees. •

Heard public comments from Vice Chancellor of Human Resources Will Surbrook and AFT Guild President Jim Mahler regarding a classified employee’s proposed termination appeal; from City College student Sophia Natalia Garcia regarding her appeal of the Administrative Determination regarding a Title 5 complaint; from City College’s new Academic Senate (AS) President Paul Alexander, who thanked the Board for its advocacy of sensitive student issues; Mesa College AS President Manuel Velez who reflected on his first semester as AS President, commending faculty involvement in the Strengthening Student Success Conference from October 9-11, 2019, in San Francisco, Leading From the Middle program, and Guided Pathways processes and conversations; and Mesa College Professor and California Community Colleges Board of Governors member Kim Perigo who reported on a number of statewide issues she was involved in over the semester, and acknowledged the Mesa College Speech and Debate Team, which defeated Cornell University for Gold at the Hofstra University Off-Broadway Swing from December 7-9, 2019. Accepted the District’s 2018-2019 Independent Auditor’s Reports, which were conducted by accounting firm CliftonLarsonAllen. Audit reports for the five major funds in the District were provided: General Fund, Proposition S Fund, Proposition N Fund, the SDCC Auxiliary Organization, and the Social Security Alternative Plan. The Board’s Budget Study and Audit Committee (Trustees Bernie Rhinerson and Maria Nieto Senour [for Craig Milgrim]) had reviewed the audits in depth with Executive Vice Chancellor Bonnie Ann Dowd and Chancellor Constance Carroll prior to the meeting. Auditors Renee Graves and Syed Farhan addressed the Board regarding the audits. Approved the District’s Report of Participation in the San Diego County Investment Pool for the period ending September 30, 2019; changes to the contract with Huron Consulting Services, LLC to support long-term operation of Campus Solutions in relation to the PeopleSoft ERP Implementation; and new or revised courses and programs following comments by Dean of Instructional Services Shelly Hess.

Considered and adopted revised Chapter 4 – Academic Affairs Board Policies (first reading on 11/14/19).

Authorized an agreement with ImageX to redesign San Diego Miramar College’s website; and the use of the YMCA Childcare Resource Service as an off-campus facility by City College.

Approved various personnel actions including the certification of short-term personnel service effective on or after December 20, 2019, and purchase orders prepared during the month of October 2019.

Approved the establishment of a Supplemental Employee Retirement Program (SERP) following comments by Vice Chancellor Will Surbrook, beginning fiscal year 2020-2021. The SERP proposal was reviewed in advance by the Board’s Budget Study and Audit Committee (Trustees Bernie Rhinerson and Maria Nieto Senour [for Craig Milgrim]).
