BOARD REPORT
MARCH 12, 2015 SPECIAL REPORT TO THE PUBLIC Trustee Mary Graham stated that the Board meeting held at Miramar College was productive and enjoyable, particularly learning about recent developments between the college and local high schools, and the accomplishments of the new faculty members. Trustee Bernie Rhinerson provided an overview of three legislative items concerning California community colleges: AB 288 (Holden), the College and Career Access Pathways Act; AB 200 (Alejo and Jones-Sawyer) a bill that would increase the number of Cal Grants for students; and AB 1349 California First Act (Weber), which would give priority admission to in-state students enrolling in a CSU or UC institution. Trustee Rhinerson also requested that the Board adopt resolutions supporting AB 200 and AB 1349. Trustee Maria Nieto Senour encouraged the public to attend the San Diego Community College District and San Diego Unified School District Joint Board meeting on March 17. Trustee Senour also reported that she recently had tours of City, Mesa, and Miramar colleges where she had the opportunity to see the new facilities and interact with the presidents, faculty, staff, and students. Chancellor Constance Carroll reported on two state issues. First, she indicated that the California Community Colleges has been required to address a new growth formula that emphasizes certain demographic characteristics, notably poverty, unemployment, and the representation of college degrees in a district’s geographical area. Dr. Carroll said that there are serious concerns about this formula since student demand in growth districts like the SDCCD is independent of these factors and could result in underfunding large districts with high student demand but low scores in some of these categories. She added that efforts to defer this formula until it can be more thoroughly reviewed are underway. The second item is a stabilization plan to provide full funding to districts that have lost enrollment for three years. The Chancellor indicated that the large urban districts are opposed to this plan since it would decrease the amount of funding for enrollment compensation, in effect, subsidizing districts with decreasing enrollment while inadequately funding districts experiencing enrollment growth. Dr. Carroll has conveyed these concerns to the State Chancellor. Student Trustee Adam Garcia reported that the Associated Student Governments (ASG) at City, Mesa, and Miramar colleges are preparing for legislative meetings in Washington, D.C., Club Rush and Spring Fest events were held at Miramar College, and an Electronic Benefit Transfer (EBT) system may be implemented at Mesa College. He also shared that City College will be hosting a blood drive and public forum, and preparations for ASG elections are underway.
The governing board of the San Diego Community College District is composed of 5 elected members and 1 student trustee position. The student trustee position is filled on a rotating basis. BOARD ACTIONS At its meeting of March 12, 2015, the Board of Trustees: • Announced from Closed Session that the Board approved the following actions: issuing a 90-Day Notice of Unsatisfactory Performance to an academic employee at Mesa College.
