BOARD REPORT

MARCH 17, 2015 SPECIAL MEETING OF THE SAN DIEGO COMMUNITY COLLEGE DISTRICT AND SAN DIEGO UNIFIED SCHOOL DISTRICT BOARDS On Tuesday, March 17, 2015, the governing boards of the San Diego Community College District (SDCCD) and the San Diego Unified School District (SDUSD) held their fourth joint meeting at Kearny Mesa High School. Following the Call to Order at 5:00 p.m., SDCCD Trustees Maria Nieto Senour (President), Mary Graham, Rich Grosch, Bernie Rhinerson, Peter Zschiesche, and Chancellor Constance Carroll, and SDUSD Board of Education Members Marne Foster (President), Richard Barrera, Kevin Beiser, John Lee Evans, Michael McQuary and Superintendent Cindy Marten began the public meeting. The meeting was conducted in the form of a workshop and was facilitated by Dr. Carl Luna, a professor at Mesa College and a political commentator. The board members heard a report presented by SDCCD Vice Chancellor Lynn Neault, along with Presidents Anthony Beebe, Pamela Luster, Rudy Kastelic, Vice President Tim McGrath, Academic Senate President Timothy Pawlak, and SDUSD Directors Cheryl Hibbeln, Mildred Phillips, Vernon Moore, and Moises Aguirre, Chief Student Services Officer Joe Fulcher, Principals Ana Diaz-Booz and John Ross, and high school teacher Rosemary Staley. Below are some of the highlights: •  Improved reporting and data tracking, including reports on student success, student participation in Career Technical Education (CTE) programs, and student transitions. The governing boards were provided outcomes data for SDUSD graduates who attended SDCCD, including student assessment results for English and mathematics. Both boards reaffirmed their commitment to improving college readiness, stressing that there should be less of a focus on performance on high school standardized tests, and more of an emphasis on assessment of college and workforce preparedness. Data was also provided for the ten aligned Career Technical Education pathways between the two districts. The board members expressed interest in strengthening these pathways for the future, including linkages with industry internships. The governing boards heard a presentation on the Kearny-Mesa Fast Track program that featured Veronica Castrejon, a former Kearny High School student who was a program participant that later attended Mesa College and transferred to San Diego State University. The board members were most impressed with the program and its graduate. •  Inclusion of parenting and ESOL classes in AB 86 planning. A progress report was provided on the Future of Adult Education in California, emanating from AB 86 which created Regional Adult Education Consortia. In the past year, significant collaborative work has been underway by teams of faculty representing both districts, as well as numerous community partners. One particular focus of the planning is family literacy through parent participation, which is currently being piloted at Edison Elementary School. •  Implementation of an SDUSD Board resolution supporting SB 850. The governing boards were provided a report on the implementation of Mesa College’s bachelor’s degree in Health Information Management (HIM) program, recently approved by the California Community Colleges Board of Governors. There was interest by both boards in exploring a K-12 pipeline to this program. Appreciation was expressed to the SDUSD board for supporting SB 850, the legislation that enacted the Baccalaureate Pilot in the community colleges.

The governing board of the San Diego Community College District is composed of 5 elected members and 1 student trustee position. The student trustee position is filled on a rotating basis. •  Early/Middle College High Schools. A status report was provided on the Lincoln STEAM Middle College program, a partnership between Lincoln High School, City College, and Continuing Education. The number of program participants has doubled from Fall 2014 to Spring 2015, and further growth is planned for next year. The board members lauded the partnership and stressed the importance of further expanding similar partnerships to other high schools. •  Expanded communications with the community. An overview of joint communication strategies with an emphasis on social media was presented. The board members also viewed a news video clip of a joint interview with Superintendent Cindy Marten and Chancellor Constance Carroll highlighting the collaboration efforts between the two districts. The board members agreed that joint communication should be an ongoing commitment of both boards to support the need of both districts, and keep the community informed of programs and services. •  Expand the Master MOU structure, especially with UCSD, SDSU, and business/ industry. An overview of the ongoing expansion of the partnerships between SDCCD and SDUSD was provided, including: Accuplacer Assessment Preparation classes; additional Early College Programs; School Counselors Summer Institute on Navigating the College Process (along with SDUSD, SDCCD, UCSD, SDSU, CalSOAP); and a Multiple Measures Assessment Project. A report on the various California Career Pathways Trust Grants involving consortia of community colleges, K-12 districts and businesses was also presented. Chancellor Constance Carroll provided an update on the newly formed Mayor’s Workforce and Economic Advisory Committee including the membership and guiding principles for the committee. The goal of the task force is to assure education and training pipelines that will assure work-ready talent for jobs.

•  AB 288 – College and Career Access Pathways Act (Holden) AB 288 would provide for the expansion of concurrent enrollment through formal partnership between community colleges and K-12 districts, including an increase in the maximum allowable unit load and a provision to permit college classes on the high school campuses offered through these partnerships to be closed to the public. •  AB 1349 – California First Act (Weber) AB 1349 would optimize access to public higher education in the state by guaranteeing undergraduate admission to the University of California and California State University for all eligible California residents.

GOALS FOR THE FUTURE Looking to the future, the two governing boards identified six (6) outcomes they would like to see addressed at the next annual meeting: 1.  Create an accountability strategy that includes: a.  A clear message to students, parents, and the community that college and career readiness is the measure of accountability for SDUSD. b.  Professional development for K-12 teachers to focus on college and career preparedness. c.  A plan to work with “contributor” organizations, such as the Parent Institute for Quality Education (PIQE) and Community-Based English Tutoring (CBET), to promote college readiness to parents and communities. 2.  Continue to track student outcomes data, including longitudinal data to track improvement over time. 3.  Create clear career pathways for students that align with industry standards; and partner with employers that will support students through internships and mentoring programs. 4.  Continue expansion of early and middle college partnerships to include Hoover High School and San Diego High School. 5.  Collaborate to support undocumented students and/or parents to navigate the complexities of services and programs at both districts (“One-stop shop for Dreamers”). 6.  Continue to collaborate on legislation that impacts both K-12 and the community colleges individually, and collectively.

Following this review of progress, several legislative initiatives were discussed. •  AB 200 – Competitive Cal Grant A and B Awards (Alejo) AB 200 would increase the number of Cal Grants from 22,500 to 100,000 over the next three years, remaining at 100,000 grants thereafter, 50% of which will be awarded to community college students.
