BOARD REPORT

MARCH 26, 2015 Special report to the public Trustee Mary Graham stated that she, the Board members, and Chancellor Carroll participated in the Joint Board meeting with San Diego Unified School District (SDUSD) and expressed her appreciation for the time and effort both districts have contributed to moving forward in reaching common goals. Trustee Graham also thanked the SDCCD faculty and staff for their hard work regarding this partnership. Trustee Rich Grosch echoed Trustee Graham’s remarks and thanked the faculty and staff for their efforts in making the collaboration between the SDCCD and SDUSD successful. Trustees Bernie Rhinerson, Peter Zschiesche, and Maria Nieto Senour reported that they attended the Social Justice and Education Conference at City College and all praised President Anthony Beebe and City College faculty, staff, and students for a successful opening to the two-day conference. They also provided highlights from the event and lauded Chancellor Carroll for her keynote address, which provided background for historical social justice issues in San Diego County. Trustee Zschiesche also reported that he participated in the Joint Board meeting with SDUSD and mentioned that he was pleased with the positive discussions and engagement between the two boards. Trustee Zschiesche added that he is looking forward to having both boards find ways to assist students and their families in regards to the Deferred Action for Childhood Arrivals (DACA) federal government program. Trustee Senour shared that she attended the 4th Annual Restoring Respect conference at the University of San Diego and praised President Anthony Beebe and Mesa College Professor Carl Luna for their role in making the event a success. She also reported that she had the opportunity to speak at an event honoring Gracia Molina de Pick at San Diego State University.

The governing board of the San Diego Community College District is composed of 5 elected members and 1 student trustee position. The student trustee position is filled on a rotating basis. Chancellor Constance Carroll reported that the California Community Colleges Board of Governors gave final approval for 12 of the 15 community college bachelor’s degree proposals on March 16. Mesa College’s Health Information Management bachelor’s degree program was one of those approved. Dr. Carroll expressed appreciation for Mesa College President Pam Luster’s attendance at the meeting and the hard work of her team in advancing the proposal. The Chancellor also reported that spring enrollment is strong and the District is still on track for a 2.3% increase over the funded enrollment “cap.” Student Trustee Jesus M. Escudero reported on various student activities, including the first annual Social Justice and Education Conference that is currently underway at City College; the success of the recent Spring Fest and planning of Earth Day events at Miramar College; and that student representatives from Mesa College attended the recent American Student Association of Community Colleges (ASACC) National Student Advocacy Conference in Washington, D.C.

At its meeting of March 26, 2015, the Board of Trustees: • Voted to nominate Ann H. Ransford, Janet Chaniot, Bernard “Bee Jay” Jones, Brent Hastey, Janet Green, Doug Otto, and M. Tony (Manny) Ontiveros to the California Community College Trustees (CCCT) Board of Directors of the Community College League of California.

BOARD ACTIONS (continued) • Adopted resolutions in support of AB 200 (Alejo) – Cal Grants, and AB 1349 (Weber) - California First Act, with an overview by Trustee Bernie Rhinerson; authorized agreements with health care agencies for use of clinical facilities by students enrolled in District health occupations programs; and approved new or revised courses and programs with comments by Interim Vice Chancellor of Instructional Services Shelly Hess. • Authorized a one-year agreement with Serra High School to establish an Accelerated College Program, with comments by Miramar College Vice President of Instruction Roanna V. Bennie; and approved various personnel actions including the certification of short-term personnel service effective on or after March 27, 2015. • Accepted grants from the California Community Colleges Chancellor’s Office, Economic and Workforce Development Program to City College for Statewide Sector Navigator services in Advanced Manufacturing, and Communications Technology/ Digital Media. • Adopted a resolution authorizing Business and Technology Services to make budgetary and financial transfers effective April 1 through June 30, 2015; authorized adjustments to the 2014-15 General Fund Restricted CalWORKs and TANF budgets districtwide; and approved purchase orders prepared during the month of February 2015. • Awarded a contract to Kinsman Construction Inc. for upgrading the production studio and lighting at Miramar College; authorized a lease agreement with the U-T San Diego for the use of its facilities by City College; adopted an amended Resolution of Intention regarding surplus property at the former North City Campus following comments by Vice Chancellor of Facilities Management Chris Manis; and approved a change order exceeding ten percent to A-1 Quality Blinds for the Continuing Education César E. Chávez Building project. • Heard a report on the Districtwide Associate Degree Initiative by Vice Chancellor of Student Services Lynn Neault.
