BOARD REPORT

APRIL 16, 2015 SPECIAL REPORT TO THE PUBLIC Trustee Mary Graham reported that she attended the State of the System address presented by State Chancellor Brice Harris, as well as the Eureka Summit that followed. Trustee Graham also mentioned she attended the Association of Colleges for Tutoring and Learning Assistance conference, where she noticed a trend in increased professionalism regarding tutoring. Trustees Rich Grosch, Bernie Rhinerson, and Maria Nieto Senour shared that they attended the scholarship events for City and Miramar colleges. Trustee Grosch thanked those involved with the Continuing Education campus meeting for showing the wide range of programs provided by Continuing Education, Trustee Rhinerson for his efforts in establishing the Trustees Scholarship, and Chancellor Carroll and SDCCD leaders for their work in so effectively managing enrollment at the colleges.

The governing board of the San Diego Community College District is composed of 5 elected members and 1 student trustee position. The student trustee position is filled on a rotating basis.

Trustee Bernie Rhinerson reported that he attended a recent meeting of the Community College League of California’s Advisory Committee on Legislation, which he chairs. At this meeting, the committee reviewed over 200 legislation items, a list of which will be provided to Chancellor Carroll. He highlighted AB 288 (Holden) – Concurrent Enrollment for High School Students, and stated that he plans to attend an upcoming legislative committee hearing in support of the bill.

Trustee Peter Zschiesche stated that he participated in a meeting with representatives from San Diego Unified School District and the San Diego Workforce Partnership at City College. Trustee Zschiesche mentioned that discussions were encouraging and hopes the District and its institutions continue to collaborate with these organizations. Trustee Maria Nieto Senour reported she heard a presentation by Dr. Jeff DuncanAndrade, Associate Professor of Raza Studies at San Francisco State University who works with at-risk teens. Chancellor Constance Carroll reported that state revenue is projected to increase by several billion dollars, which may result in another large increase for the California Community Colleges. She said that discussions are underway to encourage the Governor to propose increased funding for new full-time faculty positions, adjunct faculty support, enrollment (FTES) growth, basic skills enhancement, professional development programs, and other items. More will be known when the Governor releases his May Revise budget proposal, probably on May 8. Dr. Carroll also indicated that the San Diego Community College District is in the state’s recently-released “P1 Enrollment Report” as one of the highest growth districts. Student Trustee Adam Garcia reported on various student activities, including that City and Miramar colleges held scholarship receptions, an Earth Day event is scheduled for April 22 and an “Accepting Autism” campaign has been launched at Miramar College, and student government elections will be held at the end of April at Mesa and Miramar colleges. He also reported that City College received the President’s Award for the “City College Cares” week of service.
