BOARD REPORT

MAY 14, 2015 SPECIAL REPORT TO THE PUBLIC Trustee Bernie Rhinerson said that he is looking forward to the upcoming commencements. He requested letters of support for his reapplication as a member of the Policy Committee of the Association of Community College Trustees (ACCT) and his candidacy for the ACCT Director at Large position. He also reported on his attendance at the Community College League of California (CCLC) Annual Trustees conference. Trustee Rhinerson requested a report on the California Acceleration Project, to be presented at a future board meeting. He commented on an item of legislation, thanking Chancellor Constance Carroll and Vice Chancellor of Student Services Lynn Neault for their work on AB 288 and reported that the bill is moving forward through the legislature, adding that an op-ed supporting the bill, which he authored, will be published in the U-T San Diego. Trustee Peter Zschiesche stated that he attended the Union of Pan Asian Communities (UPAC) gala, which recognized the 40th anniversary of the fall of Saigon and celebrated the diversity of the San Diego region. He also thanked Chancellor Carroll for her support of a resolution recognizing Asian Pacific American Heritage Month. Trustee Maria Nieto Senour presented 2014-2015 Student Trustees Adam Garcia, Jesus M. Escudero, and Olivia Light with plaques commemorating their service to the Board and District, emphasizing that the three were actively engaged in their communities and at their campuses. She pointed out that May is Asian Pacific American Heritage Month and that the District leadership team included two people of this heritage, City College President Anthony Beebe and Miramar College President Patricia Hsieh. Trustee Senour also reported on her attendance at several events recognizing District students and employees. Chancellor Constance Carroll reported that three significant legislative bills are in the suspense files of the Senate and Assembly due to cost and other implications: SB 373, requiring community colleges to hire only full-time faculty positions when they increase the number of classes; AB 626, shifting funds from student success and equity programs to fund full-time faculty positions; and AB 200, expanding Cal Grants. She indicated that AB 288, expanding dual enrollment, is proceeding well through the legislative process. Chancellor Carroll indicated that the Governor’s May Revision Budget was released on May 14, providing an additional $72.7 million for the District, the details of which she will summarize in a special message. She also indicated that a resolution, requested by Trustee Zschiesche, was drafted to recognize May as Asian Pacific American Heritage Month. The Board concurred with the resolution, which is subject to ratification at the June 11 Board meeting. Dr. Carroll shared her report with Mesa College President Pam Luster, who introduced faculty and students from the Speech and Debate Team who have recently returned from a successful international competition in Barcelona, Spain: Dean Andy MacNeill, faculty member Kim Perrigo, and students Alondra Razo, Samantha Sespene, Isidro Osuna, Jordan Grant, and Heidi Dotimas. She also shared her report with City College President Anthony Beebe, who introduced the Women’s Badminton Team as the new State champions in this sport: Coach Son Nguyen and players Shessira Paredes, Gina Niph, Thao Le, Trinh Lang, Margaret Do, and Emerald Liu. Student Trustee Jesus M. Escudero reported on various activities, stating that student government elections at City, Mesa, and Miramar colleges have been completed; commencements are scheduled to be held this month; and plans for an organic garden are underway at Mesa College.

The governing board of the San Diego Community College District is composed of 5 elected members and 1 student trustee position. The student trustee position is filled on a rotating basis. At its meeting of May 14, 2015, the Board of Trustees: •  Heard public comments by AFT-Guild, Local 1931, President Jim Mahler on outstanding issues under negotiation for the College & Continuing Education Faculty collective bargaining agreements; from faculty members Laura Castañeda, Lisa Lake Grossman, and Russel Redmond, and Nora E. Perez regarding naming rights for the Hope Shaw Broadcasting Studio at City College; and from Matt Yagyagan on a resolution in support of Asian Pacific American Heritage Month.

•  Conducted the first reading of Board Policy: BP 3050 Student Success and Support Program; and Student Equity, following comments by Vice Chancellor of Student Services Lynn Neault with approval to proceed with the next steps of review; and heard a status report on the Title IX, the Violence Against Women Reauthorization Act (VAWA) and the Campus SaVE Act Compliance by Vice Chancellor Neault.

•  Approved new or revised courses and programs, with comments by Interim Vice Chancellor of Instructional Services Shelly Hess; and authorized agreements with health care agencies for use of clinical facilities by students enrolled in District health occupations programs.

•  Authorized an agreement between the San Diego Community College District (SDCCD) and San Diego Unified School District to provide Accuplacer Preparation classes on high school campuses; and a three-year agreement with Point Loma Nazarene University to offer a bachelor’s degree through a Registered Nurse (RN) to Bachelor of Science in Nursing (BSN) program at City College, following comments by President Anthony Beebe and Associate Dean Debbie Berg. •  Authorized the travel of Mesa College students and faculty members to conduct and attend fashion and French courses in Paris, France; and Spanish and anthropology courses in Madrid, Spain. •  Adopted the San Diego County Treasurer’s Pooled Money Fund Investment Policy as the SDCCD’s Investment Policy; and approved the District’s Report of Participation in the San Diego County Investment Pool for the period ending March 31, 2015; the 2014-15 Third Quarter Financial Report; and purchase orders prepared during the month of March 2015. •  Approved various personnel actions including the certification of short-term personnel service effective on or after May 15, 2015; and approved the application for Mesa College Professor Sudata DebChaudhury to participate in the Reduced Workload/Early Retirement Program. •  Ratified the appointment of Dr. Carlos O. Cortez as President of Continuing Education, and Dr. Stephanie R. Bulger as Vice Chancellor of Instructional Services. •  Approved change orders exceeding ten percent to Southwest Door and Frame Inc. for the Continuing Education César Chávez building; ratified change orders exceeding ten percent for the City College Arts and Humanities/Business Technology buildings, and the Continuing Education César Chávez building and parking structure, following comments by District Architect Lance Lareau; and declared an emergency pursuant to public contract code 20654 for expenditures to complete repairs to the existing chilled water line at Miramar College. •  Heard a presentation on the 2014-15 Districtwide Honors Program by Interim Vice Chancellor of Instructional Services Shelly Hess, Honors Coordinator Carmen Jay, and students Justine Bethel, Margaret Do, and Colin Skinner.
