BOARD REPORT

SEPTEMBER 10, 2015 SPECIAL REPORT TO THE PUBLIC Trustee Mary Graham reported that she attended the welcome reception for Vice Chancellor of Instructional Services Stephanie Bulger and mentioned that she is looking forward to Dr. Bulger’s plans for increasing student completion while addressing the needs of underprepared students. Trustee Bernie Rhinerson reported that Assembly Bill 288 (Holden), promoting dual enrollment of high school students, was passed by the Senate and will now go to Governor Brown for his signature. Trustee Rhinerson also requested that the Chancellor send a letter to the governor, on behalf of the Board, in support of the bill. Trustee Maria Nieto Senour reported that she attended Continuing Education’s convocation and complimented President Carlos Cortez and those involved for a successful event. Chancellor Constance Carroll reported on the national effort to make community colleges tuition-free for students in order to increase access to workforce education and training that will benefit the economy. The Heads-Up America and America’s College Promise campaigns were officially launched by President Barack Obama and Dr. Jill Biden on September 9. Chancellor Carroll has been appointed to the steering committee of the California College Promise campaign. Dr. Carroll also indicated that fall enrollment is on track for a 2.4% increase. Student Trustee Laura Benavidez reported on various student activities during the month of September, including recent Associated Student Government (ASG) meetings at Mesa and Miramar; upcoming Constitution Day and World Cultures Day events at City College; Club Rush and a Financial Aid Fair at Mesa College; and the Invest in Success campaign and Amazing Race event at Miramar College. She also noted that classes started for Continuing Education earlier this week.

BOARD ACTIONS At its meeting of September 10, 2015, the Board of Trustees: • Announced from Closed Session that a tentative agreement has been reached between the SDCCD and AFT Guild Local 1931 College and Continuing Education Faculty Unit. • Administered the Oath of Office to Police Lt. Gilberto Torres. • Approved and adopted Board Policies: BP 3500 Campus Safety, BP 3501 Campus Security and Access, BP 3505 Emergency Response Plan, BP 3510 Workplace Violence Plan, 3515 Reporting Crimes, BP 3518 Child Abuse Reporting, BP 3520 Local Law Enforcement, BP 3530 Weapons on Campus, and BP 3550 Drug Free Environment and Drug Prevention Program (First Reading 8/27/15).

The governing board of the San Diego Community College District is composed of 5 elected members and 1 student trustee position. The student trustee position is filled on a rotating basis. BOARD ACTIONS (continued) • Adopted a resolution in support of America’s College Promise Proposal: Tuition-Free Community College for Responsible Students; authorized agreements with health care agencies for use of clinical facilities by students enrolled in District health occupations programs; and designated September 17, 2015, as Constitution Day at the colleges and CE. • Conducted a public hearing and approved the SDCCD 2015-16 Adopted Budget following comments by Chancellor Constance Carroll and a presentation by Executive Vice Chancellor Bonnie Dowd. The total budget is $800,802,970, including $408,481,902 in General Fund Unrestricted and Restricted operational funds. The balance of $392,321,068 consists of the current issuances of Propositions S and N bond funds, as well as federal and special funds. This approval meets the state’s legal filing deadline of September 15 for community colleges. The budget was reviewed by the Board’s Budget Study and Audit Committee (Trustee Grosch and Trustee Zschiesche). • Authorized the renewal of an agreement with the City of San Diego Fire-Rescue Department for in-service training at Miramar College; an agreement with the California Commission on Peace Officer Standards and Training for law enforcement in-service courses at Miramar College; and approved various personnel actions including the certification of short-term personnel service effective on or after September 11, 2015.
