BOARD REPORT

JANUARY 29, 2015 SPECIAL REPORT TO THE PUBLIC Trustee Maria Nieto Senour, on behalf of the Board and Chancellor Carroll, presented Trustee Grosch with a plaque honoring his service as Board President. Trustee Senour thanked her colleagues for selecting her as the new Board President, and she also provided a synopsis of the many positive changes happening at the District and the campuses. Trustee Mary Graham reported that she attended the Community College League of California (CCLC) Legislative Conference and thanked Student Trustee Olivia Light for her efforts in representing students during the legislative meetings. Trustee Graham also welcomed everyone back from the holiday break. Trustee Rich Grosch related that he attended Martin Luther King, Jr. events and the CCLC Legislative Conference in Sacramento. Trustee Grosch also reflected on his time as Board President and said he appreciated the opportunity to continue to serve as Trustee. Trustee Peter Zschiesche extended an invitation to the Board and Chancellor Carroll to tour the San Diego Lesbian, Gay, Bisexual, and Transgender (LGBT) Community Center, and visit a transitional housing facility near City College. He shared that he also attended the CCLC Legislative Conference, where he was pleased to see the bipartisan support for community colleges shown by local legislators. He discussed his participation in various Martin Luther King, Jr. events, and acknowledged efforts to increase the diversity of the Trustee Advisory Committee (TAC). In recognition of the 50th anniversary of the Voting Rights Act of 1965, Trustee Zschiesche also requested the chancellor develop a letter on behalf of the Board to local congressional representatives urging them to fully support all original provision of the Act, and to take a stand against efforts at voter disenfranchisement. Chancellor Constance Carroll reported that the California Community Colleges Board of Governors approved proposals from 15 colleges and authorized them to offer bachelor’s degrees as part of the pilot program under SB 850. She indicated that Mesa College was on the list of approved programs for its Health Information Management bachelor’s degree and complimented Mesa President Pamela Luster and her team for developing a winning proposal. Dr. Carroll and Senator Marty Block attended the Board of Governors meeting in Sacramento where they both received special awards for their work on the baccalaureate initiative. Dr. Carroll reported that she served on a panel with Mayor Kevin Faulconer and Workforce Partnership CEO Peter Callstrom to discuss the Mayor’s workforce training task force, which the Chancellor co-chairs. She also reported that spring semester enrollment is up by 3.4% and that the District is on track for an overall increase of 2%. Chancellor Carroll concluded with sharing her report with Communications and Public Relations Director Jack Beresford who introduced the District’s new Digital Communications Specialist, Char Cook. Student Trustee Olivia Light shared that student government representatives from City, Mesa, and Miramar colleges participated in the Martin Luther King, Jr. Parade, and are planning to hold a Student Senate for California Community Colleges Region X legislative training retreat at Mesa College on February 27. She also observed that the new Student Center opened and Club Rush events are scheduled at City College, and Black History Month events are scheduled at Miramar College. Finally, she mentioned upcoming legislative advocacy events, including the March in March in Sacramento.

CALENDAR OF BOARD MEETINGS

BOARD ACTIONS At its meeting of January 29, 2015, the Board of Trustees: •  Heard public comments by Emily Serafy Cox and Zane Hunker from Mid-City CAN who addressed the Board on the Youth Opportunity Program to provide free or discounted bus fare to students. •  Announced from Closed Session that the Board approved the following actions, with all voting in favor: adoption of Resource Allocation Formula (RAF) Tentative Agreements for a salary increase for the AFT Guild Local 1931 College and Continuing Education Faculty, the AFT Guild Classified Unit, the AFT Guild Non-Academic Non-Classified Employees Unit, the Police Officers Association, the Management Association Unit, the Supervisory & Professional Administrators Association; the Association of Confidential Employees Unit; and the Executive Management Unit. •  Approved and adopted Board Policy: BP 1200 District Mission (first reading 12/11/14); conducted the first reading of Board Policy: BP 3105 Academic Accommodations and Disability Discrimination for Students with Disabilities, following comments by Vice Chancellor of Student Services Lynn Neault with approval to proceed with the next steps of review; adopted a resolution regarding compensation of members of the Board of Trustees; and authorized the appointment of Trustee Advisory Council members: Martha Rañón, Ralph Dimarucut, and Carol Kim. •  Approved new or revised courses and programs, with comments by Interim Vice Chancellor of Instructional Services Shelly Hess; authorized agreements with health care agencies for use of clinical facilities by students enrolled in District health occupations programs; authorized a one-year agreement to establish an Accelerated College Program and a two-year agreement involving the dual enrollment partnership between the San Diego Unified School District and Miramar College. •  Authorized a service agreement with San Diego Workforce Partnership for the Amgen Bruce Wallace Laboratory Program at Miramar College; amended and increased contracts with the California State Department of Education for the General Childcare & Child Development Program centers at City, Mesa, and Miramar colleges; and accepted grants from the Rancho Santiago Community College District for the Business and Information Technology Program at Continuing Education; and the San Diego Regional Consortium Grossmont-Cuyamaca Community College District Auxiliary for professional development activities for Miramar College Career Technical faculty and staff. •  Approved the nonresident student tuition rate to be maintained at $193 per unit, as well as the application fee at $100; authorized the transfer of funds between budget expenditure accounts; approved the 2014-15 Second Quarter Financial Report; and approved purchase orders during the months of November and December 2014. •  Approved various personnel actions including the certification of short-term personnel service effective on or after January 30, 2015; authorized the reorganization in the Student Services Department (effective February 1, 2015) and Human Resources Office (effective January 30, 2015) at the District; approved the mileage reimbursement rate for employees who use their personal car for travel to 57.5 cents per mile, as established by the Internal Revenue Service; and adopted a resolution authorizing the amendment and restatement of the Social Security Alternative Plan. •  Authorized the use of e3 Civic High and Alpha Kappa Headstart as new off-campus facilities; awarded a contract to Fordyce Construction Inc. for vehicle light reflectors at the City College Math and Social Science Building parking structure; approved change orders exceeding ten percent to USS Cal Builders Inc., Interpipe Contracting Inc., and Stronghold Engineering Inc. for the City College Arts and Humanities/Business Technology Building project; and to Superior Door Systems Inc. and Baker Electric for the Continuing Education César E. Chávez Building project. •  Ratified change orders regarding the City College Arts and Humanities/Business Technology Building project, with comments by Vice Chancellor of Facilities Christopher Manis; ratified Notices of Completion recorded under delegation of authority; and authorized to declare an emergency pursuant for expenditures to replace a gas line at City College, and water intrusion and storm drain repairs at Mesa College. •  Heard a presentation on the District’s Opinion Leaders Audit by the firm Nuffer Smith Tucker, introduced by Jack Beresford, Director of Communications and Public Relations; and a report on the 2014 Districtwide Cultural Climate Survey by Vice Chancellor of Student Services Lynn Neault.
