BOARD REPORT FEBRUARY 9, 2017 SPECIAL REPORT TO THE PUBLIC Trustees Rich Grosch, Bernie Rhinerson, Peter Zschiesche, and Maria Nieto Senour reported on the recent Community College League of California (CCLC) Legislative Conference in Sacramento and the San Diego and Imperial Counties Community Colleges Association (SDICCCA) Annual Trustees Dinner hosted by the MiraCosta Community College District.

Trustee Mary Graham reported that she also attended the SDICCCA Annual Trustees Dinner and participated in the Board Subcommittee on Accreditation and Student Success meetings in preparation for the March accreditation site visits.

Trustee Rich Grosch stated that he participated in a planning meeting with the San Diego Unified School District regarding the annual Joint Board Meeting, which is scheduled for April 18.

The governing board of the San Diego Community College District is composed of 5 elected members and 1 student trustee position. The student trustee position is filled on a rotating basis.

Trustee Bernie Rhinerson reported that a meeting of the CCLC Advisory Committee on Legislation, which he chairs, is scheduled for March 3. Trustee Rhinerson stated that he, along with Trustee Peter Zschiesche, Communications Director Jack Beresford, and Continuing Education President Carlos Turner Cortez, will be attending the Association of Community College Trustees (ACCT) National Legislative Summit in Washington D.C. from February 13 to 16. He also reported that each college and Continuing Education will once again receive $2,000 from the Scott A and Elizabeth V Christensen Charitable Foundation to support the Board of Trustees Scholarship and will be available to students in career/ technical education degree and certificate programs.

Trustee Peter Zschiesche stated that he attended a Project New Village Mt. Hope Community Garden Volunteer Workday event, and also met with various representatives from Planned Parenthood, Climate Action Campaign, and the office of San Diego City Council President Myrtle Cole promoting the District as an important resource to the community.

Chancellor Constance Carroll reported that she met with Senator Jerry Hill during the CCLC Legislative Conference in Sacramento. The Senator will author a bill in the current legislative session designed to extend the “sunset” deadline for the community college baccalaureate pilot program; to expand the program; and to provide greater flexibility in the selection of baccalaureate fields. Chancellor Carroll and the Foothill-DeAnza CCD Chancellor will co-chair the statewide advocacy effort. Dr. Carroll stated that she, Trustee Bernie Rhinerson, Vice Chancellor Lynn Neault, and Communications Director Jack Beresford met that morning with San Diego Mayor Kevin Faulconer, who indicated that he will enthusiastically support and help with the San Diego Promise program. She reported that the Accreditation Team Chair for the District met with her and others to discuss the forthcoming accreditation site visits and to have brief campus tours. Last, Dr. Carroll commended Continuing Education President Carlos Turner Cortez whose research project, The Past, Present and Future of Noncredit Education in California Community Colleges, has been recognized by the Association of California Community College Administrators for the 2017 Mertes Award.

Student Trustee Ricardo Marin III reported on various student activities, including Welcome Week events at City and Mesa Colleges, Associated Student Government (ASG) meetings at all three colleges, a “Come Eat With Me” event at Miramar College on February 14, and planning for a districtwide ASG retreat.

CALENDAR OF BOARD MEETINGS MARCH 2017

At its meeting of February 9, 2017, the Board of Trustees: • Announced the following action from Closed Session: the Board approved the termination of the employment of a Professor at Mesa College, in accordance with Section 87732 of the California Education Code.

• Held a campus meeting at Miramar College that included a welcome and overview by President Patricia Hsieh, Academic Senate President Marie McMahon, Classified Senate President Terrie Hubbard, and Associated Student Government President Ricardo Marin III; and presentations on Access, Equity, Completion, Success, and Career by faculty member Marie McMahon; Outreach by classified staff members Vuong Nguyen and Dr. Sandra Slivka, and students Iliana Pulido, Gabriel Ramos, and Joaquin Cepeda; Supporting and Facilitating the Student Experience by faculty members Anne Gloag, Duane Short, Alex Mata, Jason Librande, Laura Gonzalez, Laura Pecenco, and students Dawn Joves, Stephanie Oldengarm, and Meaghan Duffy-Deno; Workforce Investment Opportunity Act by Biocom Institute Community Impact Manager Karen Overklift; Tracking and Recruitment of the Qualified Alumni by faculty members Mary Kjartanson and Marie McMahon, and Miramar alumni Jon Frichtel, Jon Alva, and Richard Abitria; and Partnerships in Practice Through Applied Learning and Student Engagement by faculty member David Wilhelm, Social Advocates for Youth (SAY) San Diego Vice President of Resource Development Suzie Colby, and students Joshua Nunn, Brian Huh, Lisa Schloss, Michelle Malham, and Isiah Turner.

• Approved new or revised courses and programs, with comments by Vice Chancellor Stephanie Bulger; authorized agreements with health care agencies for use of clinical facilities by students enrolled in District health occupations programs; and approved and adopted revised Chapter 3 – General Institution Policy: BP 0210 Academic Senate and Faculty Council (first reading 1/26/17). These revisions are part of a comprehensive six-year review to ensure currency.

• Authorized a decrease to the 2016-17 General Fund/Restricted Disabled Students Programs and Services districtwide budget; the District’s Report of Participation in the San Diego County Investment Pool for the period ending December 31, 2016; and approved the 2016-17 Second Quarter Financial Report.

• Authorized the adoption of a resolution for a long-term ground lease for surplus property at the former site of the Centre City Continuing Education Campus to certain public agencies, with proceeds designated for future Proposition S and N related maintenance and operation costs; a contract with Christian Wheeler Engineering to provide material testing and inspection for the parking structure project at Miramar College; an Energy Server Use and License Agreement with ESA Project Company LLC to provide a fuel cell energy producing system at Miramar College; and approved various personnel actions including the certification of short-term personnel service effective on or after February 10, 2017.

• Endorsed the nomination of Anabel Pulido (Digital Communications Specialist, San Diego Mesa College) as the District’s nominee for the California Community Colleges Employee of the Year Award for 2017, to the California Community Colleges Chancellor’s Office, with an introduction by San Diego Mesa College President Pam Luster.

Joint Board meeting with SDUSD: April 18.

• Heard a report on Services for Homeless Students by Vice Chancellor Lynn Neault, and a presentation on Open Education Resources Survey Results by Vice Chancellor Stephanie Bulger.

Campus Board meetings scheduled for Spring 2017 semester: February 9 (Miramar College) and April 13 (Continuing Education).

Board Retreat: May 25.
