BOARD REPORT FEBRUARY 9, 2017 SPECIAL REPORT TO THE PUBLIC Trustees Rich Grosch, Bernie Rhinerson, Peter Zschiesche, and Maria Nieto Senour reported on the recent Community College League of California (CCLC) Legislative Conference in Sacramento and the San Diego and Imperial Counties Community Colleges Association (SDICCCA) Annual Trustees Dinner hosted by the MiraCosta Community College District. Trustee Mary Graham reported that she also attended the SDICCCA Annual Trustees Dinner and participated in the Board Subcommittee on Accreditation and Student Success meetings in preparation for the March accreditation site visits. Trustee Rich Grosch stated that he participated in a planning meeting with the San Diego Unified School District regarding the annual Joint Board Meeting, which is scheduled for April 18.

The governing board of the San Diego Community College District is composed of 5 elected members and 1 student trustee position. The student trustee position is filled on a rotating basis.

Trustee Bernie Rhinerson reported that a meeting of the CCLC Advisory Committee on Legislation, which he chairs, is scheduled for March 3. Trustee Rhinerson stated that he, along with Trustee Peter Zschiesche, Communications Director Jack Beresford, and Continuing Education President Carlos Turner Cortez, will be attending the Association of Community College Trustees (ACCT) National Legislative Summit in Washington D.C. from February 13 to 16. He also reported that each college and Continuing Education will once again receive $2,000 from the Scott A and Elizabeth V Christensen Charitable Foundation to support the Board of Trustees Scholarship and will be available to students in career/ technical education degree and certificate programs.

Trustee Peter Zschiesche stated that he attended a Project New Village Mt. Hope Community Garden Volunteer Workday event, and also met with various representatives from Planned Parenthood, Climate Action Campaign, and the office of San Diego City Council President Myrtle Cole promoting the District as an important resource to the community.

Chancellor Constance Carroll reported that she met with Senator Jerry Hill during the CCLC Legislative Conference in Sacramento. The Senator will author a bill in the current legislative session designed to extend the “sunset” deadline for the community college baccalaureate pilot program; to expand the program; and to provide greater flexibility in the selection of baccalaureate fields. Chancellor Carroll and the Foothill-DeAnza CCD Chancellor will co-chair the statewide advocacy effort. Dr. Carroll stated that she, Trustee Bernie Rhinerson, Vice Chancellor Lynn Neault, and Communications Director Jack Beresford met that morning with San Diego Mayor Kevin Faulconer, who indicated that he will enthusiastically support and help with the San Diego Promise program. She reported that the Accreditation Team Chair for the District met with her and others to discuss the forthcoming accreditation site visits and to have brief campus tours. Last, Dr. Carroll commended Continuing Education President Carlos Turner Cortez whose research project, The Past, Present and Future of Noncredit Education in California Community Colleges, has been recognized by the Association of California Community College Administrators for the 2017 Mertes Award. Student Trustee Ricardo Marin III reported on various student activities, including Welcome Week events at City and Mesa Colleges, Associated Student Government (ASG) meetings at all three colleges, a “Come Eat With Me” event at Miramar College on February 14, and planning for a districtwide ASG retreat.
