PROPOSITIONS S & N PROJECT FACT SHEET Citizens’ Oversight Committee (COC) The San Diego Community College District’s (SDCCD) Citizens’ Oversight Committee (COC) is an advisory body to the District on matters related to the $1.555 billion Propositions S and N construction bond program. Under California’s Proposition 39, districts such as the SDCCD must establish citizen advisory panels to ensure complete accountability for the use of public funds, such as Proposition S, passed by San Diego taxpayers in 2002, and Proposition N, passed in 2006; both by 2:1 margins.
Primary Responsibilities The Committee’s three main duties are to: • Inform the public on the District’s expenditures of bond proceeds • Review expenditures to ensure that proceeds are being spent for the projects approved and outlined within the propositions. • Produce and present an Annual Report to summarize the Committee’s proceedings and activities within the prior year. Members are appointed to the COC by the Board of Trustees for the District, and represent many diverse backgrounds and areas of expertise, including business, public finance and construction management.
Time Commitment The necessary time commitment involves the following: • A two‐year term. Members in good standing are eligible to be reappointed to a second two‐year term. Members may not serve more than two consecutive terms. • Attendance at six bi‐monthly meetings per year. Meetings generally take place on the second Monday of the month. Dates are identified at the start of each year, and the meetings generally run 90 minutes. • Attendance at sub‐committee meetings, generally 4‐6 per year. About Propositions S and N Propositions S and N is a $1.555 billion construction bond program providing for new, state‐of‐the‐art instructional and career training facilities; major renovations; student and public safety enhancements; parking facilities and campus‐ wide infrastructure projects at City, Mesa and Miramar Colleges, and six Continuing Education campuses located throughout San Diego.
