visited the campus on Sept. 24, pr ior to attending a concer t at the Qualcomm Pr actice Field, Fr eestyle Reunion. ?After I left UC Santa Cr uz, I ended up in San Diego with a few hundr ed dollar s in my pocket and an old br own Toyota Celica that my mom had given to me." See JAMSpage 7

With the shooting-deaths of unar med men by police gaining national attention, including the r ecent killing of Alfr ed Olango in El Cajon, City Times r eached out to campus police for guidelines on how to make tr affic stops safer for both civilians and author ities. ?I f you ar e always polite and follow the officer ?s dir ections, one should never have any issue when pulled over by an officer,? City College Police L t. L ou Zizzo said. All local author ities have a pr otocol to follow when they pull you over but citizens should also be awar e of guidelines they can follow to help pr event a confr ontation. The guidelines ar e as follows: Pull over to a safe spot for both you and the officer. Have the windows alr eady down and have both of your hands placed clear ly on the steer ing wheel. I f you ar e stopped at night, tur n

on the inter ior light of the vehicle. The mor e that the officer can see and feel comfor table, the better the contact will be for all involved. Befor e r eaching for anything in the vehicle, tell the officer. I f your r egistr ation is in the glove box, tell the officer that. The officer will always ask for your license and r egistr ation befor e telling you why you wer e stopped. Pr ovide the r equested items to the officer fir st, and then ask as to why you wer e stopped. I f you have passenger s in the vehicle, have them r emain quiet and not inter vene in the tr affic stop. I f you r eceive a citation, do not ar gue your case at the stop. You have the r ight to appeal your citation to a judge and to have the officer subpoenaed to cour t. When r eceiving a citation, you do not have the r ight to r efuse to sign the citation. Failur e to sign the citation will r esult in you being ar r ested and taken to jail. Remember, if you r eceive a citation, the officer ?s name and iden-

tification number ar e on the citation, so no need to ask for it. I f you ar e only r eceiving a verbal war ning and would like the officer ?s infor mation, then that officer must pr ovide it to you. I f you feel that the officer has tr eated you unfair ly or have some other complaint besides r eceiving a citation, you may r equest to speak with a super visor. These guidelines will not clear you of any char ges and ar e only intended to expedite a potential tr affic stop. Mor e than 800 people have been killed nationwide by police in 2016, accor ding to data collected by The Guar dian newspaper. Ther e ar e no national statistics gather ed by U.S. feder al agencies. The Officer Down Memor ial Page, a "non- pr ofit or ganization dedicated to honor ing Amer ica's fallen law enfor cement her oes," lists the number of police killed by gunfir e this year at 44. Jonathan De Guzman, a San Diego police office, was added to the list after his death two months ago.
