wned by Sam and Cindy McLarty for 30 years, Taco Surf at 4567 Mission Blvd. in Pacific Beach has been sold by them to new owners Matt and Melanie Gilmore. “The opportunity arose and we jumped on it,” said Cindy McLarty of the sale of their Mexican restaurant to their friends the Gilmores. “Sam has known Matt, who has been general manager for a number of residents in PB, for 25 years.” McLarty said the Gilmores have already assumed control of the restaurant, but added, “It hasn’t closed escrow yet, just one more hurdle to overcome, hopefully by the end of this month.” Cindy said her husband Sam “wanted somebody that he trusted that everybody would love.” That turned out to be the Gilmores. Melanie Gilmore said she and husband Matt have been patrons of Taco Surf since their children were toddlers. She added, “This is a true honor, a dream come true.” Of the sale, Melanie said, “Sam asked Matt to buy Taco Surf once he found out Matt was looking for a quick-serving food business to purchase. We did not go in and say, ‘We want to buy this.’” Melanie noted Matt was the original general manager of PB Bar & Grill. Matt was also employed previously at Hennessy’s in PB (now Duck Dive). “Sam genuinely wanted somebody he cared about (Matt) who he knew would do a good job and that people would love,” said Melanie, who added no wholesale changes are planned for the restaurant. “We want to keep the history of Taco Surf alive,” she said.

RIDES OPEN AT BELMONT PARK

he City will resume enforcement of all parking regulations starting on Wednesday, July 1. The enforcement will begin with a two-week grace period, during which violators will receive written warnings. Citations with corresponding fines will be issued beginning Wednesday, July 15. In developing a plan to restart parking enforcement, City staff consulted with several business groups representing communities across San Diego. Business owners were overwhelmingly in support of resuming enforcement, specifically meter time limits, as restaurants, salons and retail shops are being reopened to walk-in customers under new public health guidelines related to Covid-19. The City suspended citations for vehicles violating street sweeping, metered parking, time limits and yellow commercial zones on March 16 after the state and county stay-at-home order went into effect. Parking enforcement was limited to holiday or Sunday regulations only. Citations have been, and will continue to be, issued for vehicles parked illegally at red and blue painted curbs. While street sweeping has continued during the public health emergency, the service was operating at a reduced capacity. Courtesy notices will be distributed to inform residents of the enforcement restart and return to regular service. The 95-year-old iconic Giant Dipper roller coaster at Belmont Park in Mission Beach was closed to human riders from March to mid-June due to the pandemic, but that didn’t stop the fun for several bears, giraffe, and elephants. The coaster was still making runs every day to keep the track and machinery in working order, and instead of empty seats, the staff strapped in stuffed animals for some fun. During that time, the City has suspended citations for vehicles violating street sweeping parking restrictions, metered parking, time limits and yellow commercial zones. issued for vehicles parked illegally at red, white and blue painted curbs. Street sweeping has continued throughout the public health emergency. During the limited enforcement period until Sept. 1, citations with corresponding fines will not be issued to vehicles parked in street sweeping zones. In the month of April, the City issued 1,704 parking citations for violations of the
holiday or Sunday regulations. While restarting parking enforcement is seen as one small step toward restoring San Diego’s economy by allowing for increased turnover of customers in business districts, many residents are still working from home or dealing with job losses due to COVID-19. Extending the limited enforcement of parking regulations will provide additional relief to those residents. Other jurisdictions in San Diego County have continued to enforce metered parking, so drivers are encouraged to review posted signage
when looking for a parking space. acific Beach is implementing a new block captain program for a portion of Garnet Avenue. “It’s being co-sponsored by Pacific Beach Town Council and Pacific Beach Planning Group,” said planning group member Eve Anderson, who likened
the block captain program to a “Neighborhood Watch for businesses.” Anderson said the program will extend from Crystal Pier to Ingraham Street. “We sent a newsletter out to all the businesses letting them know the block captain program is active,” she said, adding there are nine blocks involved. Anderson said the new program
helps the beach community in sharpening its focus on problem areas. “The first thing that hit us was all these discarded (take-out) boxes that were ending up in alleys and parking lots,” she said, adding, “We’re really getting businesses to know each other and network together.” Another problem that’s emerged from instituting the PB Block
Captain Program is overgrown trees on Garnet that were obstructing views of local businesses. “There were trees in front of businesses hiding their signs,” said Anderson, noting the City was contacted successfully to trim problem trees back so signage could be seen. Anderson said another problem that has been uncovered partly due to the new block captain program
