Mayor’s call for cuts will slice beach services BY SEBASTIAN RUIZ | BEACH &BAY PRESS

Midyear city budget cuts to make up an estimated $43 million 2009 budget shortfall has residents concerned over looming threats of loss of public facilities and services. Closing the Ocean Beach library, eliminating pressure washing services at Ocean Beach Pier and shuttering of about 14 restrooms in Mission Beach during winter — all on the list of possible money-saving cuts, according to a mayoral report. The list also contains a proposal contracting out medical services for La Jolla Fire Station 9 to stave off cuts in services. The recommendations represent a reduction of expected incoming property, sales and tourists’ tax dollars in a slowing economy, said Rachel Laing, spokesperson for the mayor’s office. “It’s not as if we didn’t anticipate lower tax revenue, and we were really conservative if not pessimistic about estimates,” she said. “It’s just that nobody knew just how deep it would be and how short we would fall.” The City Council listened to residents’ concerns in a daylong hearing Wednesday, Nov. 12, but an official response by the council or the mayor’s office was not available by press time. Councilman Kevin Faulconer, who sits on the city’s Budget and Finance Committee, said he’s working with an independent budget analyst to “look at the assumptions behind the numbers.” He didn’t have specifics as to what facilities and services would likely get the ax. Asked which programs and buildings in the beach communities he would like to see survive budget cuts, “Everything that’s on that list is important,” Faulconer said. While city officials scramble to come up with answers to the community’s questions, those directly affected by impending cuts have to deal with an uncertain future. Cabrillo Recreation Center, located at 3051 Canon St., is named one of nine centers recommended for closure, which would save the city about $2.3 million in personnel and maintenance costs. The sun is going to shine brightly on the Mission Bay Aquatic Center (MBAC) when it begins to receive its monthly electric bills. Just a few weeks ago the center completed a three-month conversion project to solar power. “The goal from the beginning was to be 100 percent self-sustaining,” said center director Glen Brandenburg. “In other words, we produce through solar power all the electricity we need for the year.”

According to Brandenburg, the conversion to solar power for the aquatic center, which mistakenly is often viewed as a separate company but instead is a joint venture between San Diego State University (SDSU) and University of California San Diego (UCSD), is a natural progression. “We have been going green long before such a phrase was popular,” he said. “For example, our restrooms are lit by skylights. A number of years ago we started using super high reflectors for our lights and

thus went from needing four light bulbs down to two per fixture. We purchased a high-efficiency washing machine.” The effort to install the solar electricity system began a few years ago and involved navigating through state and local rules and regulations. While the process has been more complicated due to nature of the center’s connection to the two universities compared to a small business owner or resident interested in SEE SOLAR, Page 8

a camp director at Cabrillo Rec for more than 10 years, said he’s disappointed the center might close. He said the after-school program he runs has grown from about 15 students to approximately 45 kids from five elementary schools. “I have a lot of parents bring their kids … they just like the programs,” Heyward said. While the facility’s programs may have grown over the years, Park and Recreation officials said the Cabrillo Rec Center is considered one of the smaller facilities, which is why it could be closed, wouldn’t affect as many services, according to David Monroe, a deputy director for community parks with the city. He said athletic fields, basketball courts and some athletic programs would remain open, but no equipment would be available for use. “They would have to bring their own basketballs,” Monroe said. “These are tough times and no reduction or cut is an easy cut. district except for District 8. The Ocean Beach Library, which just celebrated its 80th anniversary last month, was listed as the District 2 library for closure. Friends of Ocean Beach Library member George Murphy, said there’s always a line to use the computers at the library and doesn’t want to see the community resource shuttered. He said this is the only library many patrons can get to because they either walk or ride bicycles. “We’re not sure that we can stop this, but we want to let OB know that this is happening and…speak out and let these politicians know we’re not pleased with it,” he said. According to the mayor’s proposal, other department cuts include: • Removal of fire rings from along Mission Bay. • Reducing staffing and operation hours at Robb Field and other skate parks from 48 to 40 hours a week. • Eliminate the extra Mission Beach trash collection during summer months. • Elimination of about 216 full-time city positions. Cheers for Community Organizers…What an amazing election! Barack Obama has quietly, efficiently and thoroughly overturned the standard model for presidential elections. People who never cared about politics are avidly following Obama’s daily actions. Millions of small donations to his cause — and thousands of volunteers — have energized an entirely new crop of activists across America. We hope local Obama workers will turn their newfound energies to improving PB. Safer Beaches…PB’s community organizers helped lead the parade to pass Prop D, permanently allowing our beaches to remain alcohol-free. Strong support came from places like Scripps Ranch, Del Cerro, Mira Mesa, Allied Gardens and San Ysidro. Elsewhere, families, especially those originally from other countries, decided that a day at the beach would be better if Grandma and their young teenage daughters didn’t have to deal with large crowds of rowdy imbibers. Young women were also emphatically in favor, telling campaign workers, “I’m tired of being hassled at the beach.” Prop D passed, 52.8 percent to 47.2 percent. Fact Check…Statistics were quoted by both sides. Here are a few explanations: • DUI arrests are up in PB. That’s because police, no longer stuck at the beach, have had time to move inland, catching more drunk drivers. • Lifeguards won’t be as busy. Lt. Andy Lerum told me, “Now that families are returning to the beach, more kids are in the water and we’re busy rescuing them.” • Arrests is up. See above. With MIP (minors in possession) rates down 50 percent, cops can more efficiently respond to calls on car breakins, loud parties, etc. that were often unanswered before. Let’s celebrate PB–together!... It’s time to enjoy events that everyone can appreciate, like the upcoming PB Christmas Parade on Sunday, Dec. 14 at 1 p.m. Want to enter? Council hands Peters a seat on the Port Commission Request to hold vote for new council overruled BY NEAL PUTNAM | BEACH &BAY PRESS

Outgoing City Council President Scott Peters won five votes from his colleagues Monday, Nov. 10, for a seat on the San Diego Unified Port District Board of Commissioners, despite an attempt by Councilmember Donna Frye to have the vote postponed until four newly elected members of the council begin their terms next month. Peters, of La Jolla, will serve a Port District term that will end Jan. 2, 2013. Peters is leaving his 1st District council seat next month because of term limits. Peters recused himself from voting, and the meeting was conducted by Councilman Jim Madaffer, outgoing council president pro tem. Laurie J. Black, of Mission Hills, also won five votes from the City Council for her reappointment as a Port District commissioner for a term that will also end in 2013. Both begin their terms Jan. 2. Robert McNeely, of Point Loma, won the votes of four councilmembers. Several councilmembers told McNeely they prefer him to remain on the Centre City Development Corporation, where he was recent-

ly reappointed by the council. Voting for Peters were Councilmembers Kevin Faulconer, Toni Atkins, Ben Hueso, Jim Madaffer and Brian Maienschein. Voting for Black were Councilmembers Tony Young, Donna Frye, Faulconer, Madaffer and Atkins. McNeely won votes from Young, Frye, Maienschein and Hueso. In a brief statement to the council, Peters said he is former Coastal Commissioner and an attorney who specialized in environmental law. He described himself as “a good listener” and has served as council president for three 1-year terms. A spokesman for Mayor Jerry Sanders told the council the mayor endorsed Peters for the Port District seat. Before the vote, Peters told the council he would not be accepting the $1,000 monthly transportation or $100 monthly phone allowances. Port Commissioners do not receive a salary but they do received some free travel with their official duties. Councilmember Donna Frye unsuccessfully asked at the start of the meeting that the vote be delayed until after four recently elected councilmembers are sworn into office on Dec. 8. Frye said she made the motion “out of courtesy to our incoming colleagues,” and added there’s no rush to fill the Port District seats that will not be vacant until Jan. 2. “I don’t think it’s the fair thing to

do,” Councilman Young said, who seconded Frye’s motion to postpone the vote. Activist Ian Trowbridge said the new City Council should be the ones to vote on the nominees, adding that it was “shameful to docket this item” before the new council is seated. Madaffer said there was nothing wrong with docketing the matter now. He said many council actions are often delayed, but there was no reason to delay this one. The new council will meet only twice in December before the Christmas recess, and it won’t meet in January before the vacancies take effect. The Port District of San Diego was created by the state legislature in 1962 to manage San Diego Bay and surrounding waterfront land and is a state agency. versities compared to a small business owner or resident interested in the same conversion, it has made Brandenburg very knowledgeable on the subject, and he is quick to note a few key issues which apply to everyone. “Before you can install a solar system there needs to be an energy audit done to make sure you are already operating at a reasonably high efficiency level,” he said. “Otherwise then all you will do is waste solar power energy.” The cost comparison of conservation versus producing is also a factor. “It costs five times less to conserve one watt of electricity than it does to make it,” Brandenburg said, “which

is another reason for having the energy audit ... to make sure you are doing your best with conservation efforts.” While either a business or individual consumer can install a solar system which gives them only partial energy support, say 30 percent or 50 percent, the aquatic center, in order to be 100 percent self-sustaining, had to do “zero out” its consumption, Sometimes during the year production may exceed consumption, and other times it may be the opposite. but at the end of the year, the energy used matches the energy produced. Because with solar power it is virtually impossible to produce exactly the right amount of electricity needed on a daily basis, you can “stockpile” extra electricity, and then apply it to other time frames during

the year. “Fortunately in San Diego we have sunshine year-round,” Brandenburg said. “However, you still produce more electricity than you need during the summer months, so we will receive energy credits for those months. Also, remember, you do not produce energy when it is dark or as much in the winter months.” What if you produce more electricity than you need for the year even after all appropriate credits are applied? Then the utility company simply uses it elsewhere. You do not receive any money or rebate. Anyone who might be quick to complain about that scenario has to point a finger at the entire United States and not just a local power provider, according to Brandenburg. “In Europe they have what are called ‘feed-in-tariffs’ where people

www.beachandbaypress.com can be paid to produce electricity,” he said. “Right now they do not exist in the USA, although Florida is considering it.” In theory, this could mean a corn farmer, for example, could replace his entire crops with solar panels and then literally sit back and earn money while selling electricity generated from those panels to utility companies. There are other benefits to solar power, some not visible and others quite clear. “Our solar system will reduce C02 emissions by 82,000 pounds per year,” Brandenburg said. Another benefit might be in your electric bills. It has been estimated that solar systems installed on 25 percent of the buildings, rooftops, parking garages and similar structures could provide San Diego with

100 percent of its electrical needs. Solar power has the capability now to at least reduce peak load demands for electricity. This typically happens between 11 a.m. and 6 p.m., and most noticeably during the hotter summer months. This is also when electricity costs the most to use, because often more is being consumed than produced, so it has to be brought in from other sources. “This has the potential to save consumers billions of dollars over the long term,” Brandenburg said. “It is really quite simple. The sun comes up and energy is produced. As well, the energy from the sun is free. He is also accused of making a criminal threat, numerous assaults and battery charges involving people who were punched at parties that Cravens and other members of the “Bird Rock Bandits” crashed. Ironically, both Roach and Attridge argued against the lesser offense of voluntary manslaughter. Both said there was no “heat of passion” at the moment, such as the textbook example of someone finding his or her spouse in bed with someone else and spontaneously killing the spouse, lover or both. Attridge mentioned the offense of involuntary manslaughter as an option but strongly urged jurors to acquit Cravens. She did concede that

Jurors know there are others charged in Kauanui’s death since Yanke and Henri “Hank” Hendricks, 22, testified in jail clothing. They do not know their plea agreements. Yanke, Orlando Osuna, 23, and Eric House, 21, pleaded guilty to involuntary manslaughter and Hendricks pleaded guilty to being an accessory after the fact. They were all given varying jail sentences on terms of three years’ probation. Both attorneys agreed the start of the dispute began in the Brew House when Kauanui spilled a drink upon House, and both were ordered to leave. Roach mentioned the security

The USD women’s basketball team defeated Point Loma Nazarene College 65-56 in an exhibition match-up on Halloween to prepare for the home opener against UCSD Friday, Nov. 14, at the Jenny Craig Pavilion at 7 p.m. Towering over the Lady Toreros’ hopes this season is senior Amber Sprague, who played her prep basketball at Mission Bay High. The 6foot 5-inch center rallied USD from a halftime deficit with a 23-point, 13-rebound performance against the Lady Sea Lions. Sprague’s 8-for-10 shots from the floor boosted the Toreros’ 52 percent shooting accuracy in the second half. She also shot 7-for-8 from the free-throw line. With the score knotted at 50-50, Sam Child hit a 3-pointer that sparked a 11-2 scoring run that put USD on top for the remainder of the game. The Lady Toreros have 14 games scheduled through the end of the year, including UCLA and Arizona. The regular WCC season begins when USD hosts San Francisco Jan. 8. The WCC is made up of USD, University of San Francisco, University of Portland, St Mary’s, Santa Clara, Loyola Marymount, Pepperdine and Gonzaga. Sprague is high on the 2007 NCAA charts in rebounds and

blocked shots. Sprague and longtime teammate Amanda Rego were named to the WCC All-Conference Team after their WCC tournament victory performance last season over Gonzaga. Only Rego and one other senior graduated from the championship team. Sprague, who sat out a year with a foot injury as a red-shirt player, is now in her fifth year of maturing her game with the Lady Toreros.
