NEWS Midway planners review housing project for Mariners Cove By DAVE SCHWAB | The Beacon
In May Midway-Pacific Highway Community Planning Group vetted a large-scale housing project for Mariners Cove while approving a move of an existing 7-Eleven into an area at 2990 Midway Drive. Patti Schwayder, Derek Ullian, and Bed Haddad, all representing Apartment Investment and Management Co. (AIMCO), presented to planners the rehabilitation housing project’s details. “We know Mariners Cove is in the OB planning area, but we wanted to give you an advance preview and hear your thoughts on this development, which is going to take a while to come to fruition,” said Schwayder of AIMCO, owner of some 40 San Diego apartment communities. Of the proposed multi-family redo of Mariners Cove Apartments at 4392 W. Point Loma Blvd., Schwayder said, “We want to take that complex with ’80s construction and build a brand new community increasing market-rate affordable housing stock in San Diego. The goal is to create a community that’s respectful to the OB and Midway community plans.” Schwayder added the apartment redo is being accomplished with private investor funds, not taxpayer support. Schwayder said the redevelopment will add 272 more units to

After a nine week suspension, due to the novel coronavirus, the Point Loma Optimist Club has reinstated their Flag Program. The American Flags were flying this last Sunday and Monday, which was appropriate considering the solemn Memorial Day holiday. Since 1964, the Optimists have produced this patriotic display of flags along Rosecrans Street, from Lytton to Talbot. Approximately 160 flags are placed on both sides of Rosecrans. The display happens every Sunday and selected holidays, unless there is a chance of rain. The Optimists use a specialized vehicle, manned by two club members, to place the flags in predrilled holes. Every able bodied member takes a turn on the crew. The Point Loma Optimist Club is very proud of the Flag Program that promotes patriotism and shows appreciation for our military. Things will be a little different for a while, in as much as, we will be wearing masks and using a lot of sanitizer and disinfectant, a small price to pay, to be able to see, the Stars and Stripes flying, again. The coronavirus had another victim, in causing the cancellation of the Optimist’s annual fundraising gala, earlier in May. So, in lieu of that, the Club asked its members, and Friends of the Flags, to step up, and they have. The club members are well on their way to reaching their fundraising goal ensuring that the Optimist Club Foundation will continue to support its grants and bequests for the year. Contributions from the community at large would be greatly appreciated allowing continued maintenance of our flag truck, flags and related expenses. neighborhood approach and I’m personally interested in what their (OB Plan Group’s) comments are,” said Kenton. Steve Pollock of 7-Eleven and ABC consultant Matt Friedrichs clued planners in on the company’s proposed short-distance move from 3185 Midway Drive into a new store site at 2990 Midway Drive in the former Big & Tall store at the northeast corner of Midway and Rosecrans. “We’re asking for a conditional use permit for beer and wine only, no hard alcohol,” said Friedrichs adding “the high crime rate in that area exceeds the City average, which is why we’re going for discretionary review.” “I’m concerned about the very significant traffic impacts at the Midway-Rosecrans intersection that is a nightmare,” said chair Kenton. MPHCP voted 6-1 to support 7-Eleven’s proposed move.

In compliance with the County of San Diego’s public health order related to COVID-19, and in coordination with other coastal jurisdictions, Port beaches, including Kellogg Beach, are open for limited use only. Kayak and paddleboard launching, swimming, running, walking, sitting, and lying down are allowed. Activities such as volleyball and football are not allowed. The Port reinvests the revenues from hundreds of businesses on the San Diego Bay water f ront back i nto loca l communities and the economy, which includes public infrastructure, public parks, f ishing piers, cruise terminals, and more. The Kellogg Beach Sa nd Replenish ment Project is budgeted as part of the Port’s 2019-2020 Major Maintenance Program. After failed negotiations with their expiring lease, the operators of Mother’s Saloon in Ocean Beach, Colin and Shelby Wickersheim, have bid adieu to the restaurant-bar industry. “We’ve closed after 10 years,” said Colin of the crossroads establishment at 2228 Bacon St. “We couldn’t secure a (new) lease. I just couldn’t see paying more money than I am now in a new lease when right now we’re only operating at 30% capacity. It just didn’t pan out.” Wickersheim and his wife both have other businesses. He owns a graphics lab in the Midway warehouse district, GraphicLab Promotional Products, with a contract to sell military apparel at 3450 Kurtz St., Suite B. She is a local salon hairstylist. “It’s a bummer for the employees,” said Wickersheim of closing. “But most of them are in their 20s working more than one job as parttime waitresses and at the bar.”
He added he was able to help place at least a couple of his 22 employees in other local restaurants-bars. In the 1960s, what became Mother’s hosted burlesque clubs such as the Red Garter and the G Lounge. The building later reopened as a live music venue and nightclub called Dream Street, which operated for nearly 20 years. Shelby Wickersheim, owner of Canvas Hair Studio on Garnet Avenue in PB, then took over the business in 2011, along with its unrestricted liquor license (allowing dancing, live music, and serving until 2 a.m.). She renamed the club Mother’s. Music entertainment promoter Gale Hopping remembers Mother’s well as a successful local live music venue. “We took Mother’s to another level in the local music scene
with some of the (now famous) bands that played there,” said Hopping, who promoted music locally through his Gale Force Productions. “I had a plan, and we made that plan work for over five years.” Hopping noted Voltaire Street has traditionally been the dividing line between music venues on Newport Avenue and those elsewhere in OB and the Peninsula. “People on Newport didn’t want to go past Voltaire and vice versa,” Hopping said. “We gave them a reason to come down to Voltaire.” Hopping said the first music show he promoted at Mother’s was New Year’s Eve 2012, and the last one was about a year ago at the annual 4/20 community jam, which he described as “a celebration of culture in OB.” Hopping, along with lots of others, will miss Mother’s, though he’s still a part-time resident of OB which he characterized as “the last old school iconic beach town in the world.” “Music promotion at Dream

I just think next year is going to be a very tough experience in the restaurant-bar business. I think landlords are going to have to work with restaurant-bar owners/operators if they are to survive.”

The Advanced Health Care Directive By: Dick McEntyre and Chris von der Lieth, Attorneys at Law In the year 2000, the State of California adopted an Advance Health Care Directive form, by which, a person may set out his or her directions concerning health care, end-of-life decisions, and related concerns. This form is comprised of three main components: First, it contains a power of attorney for health care, by which you may designate a person (and “back-up[s]”), called your “agent,” to make health care decisions on your behalf, should you be unable (for example, be in a coma). Second, it gives you the choice to direct that your health care provider provide, withhold, or withdraw health treatment for yourself under circumstances where your physicians expect you to die within a relatively short period of time. Third, the form enables you to offer to donate, upon your death, your organs, tissues, and other body parts, subject to any limitations your may impose.
In addition, the form enables you to make known any of your other related wishes, such as, for example, burial/cremation instructions. The Advance Health Care Directive is an important document, typically prepared at the time you prepare your estate planning documents. Hospitals and physicians do rely on this document. While a completed form does not automatically terminate after a given period of time, it is best that it be done afresh or “re-validated” at least every five years, so that third parties (physicians and hospitals) who are asked to rely on it can be sure it states your current intentions.

Kobey’s Swap Meet, operating out of the parking lot of Pechanga Arena San Diego on Sports Arena Boulevard since 1980, rebooted May 29-31 after being closed several weeks during the pandemic. “Kobey’s Swap Meet is happy to be back in business,” said Charles “Chuck” Pretto, the swap meet's corporate counsel and vice president. “These are definitely trying times for all San Diegans. We were closed for 11 weeks and weren’t sure when we would be able to re-open.” Added Pretto: “So we are happy to do our part to bring some normalcy back to Point Loma. We are celebrating 40 years of being in business and are extremely happy to welcome folks back. We are following both State and local guidance regarding wearing masks and maintaining social distancing.” A walk-thru of Kobey’s on May 30 saw about half the number of vendors as usual. But enthusiastic crowds seemed glad to get outside. They stood in long lines with sixfoot separation between patrons to get in. Masks were required and were also sold inside the swap meet and everyone was required to wear one to gain entrance. All of Kobey’s vendors have to comply with government guidelines and new safety protocols.
ROCK THRIFT STORE REOPENED The Rock Thrift Store at 3603 Camino Del Rio has reopened its doors after weeks of being closed due to COVID-19 by State and County regulations for non-essential businesses. Rock Thrift will be

Following ongoing dialogue between City officials and community leaders, Mayor Kevin L. Faulconer was joined on June 1 by City Council President Georgette Gómez, Councilmember Monica Montgomery, Police Chief David Nisleit and community leaders to announce the San Diego Police Department will stop using a carotid restraint as a use-of-force procedure effective immediately. “We are watching the hurt and pain so many people are expressing after the tragic death of George Floyd, and are committed to taking new actions to make sure something like this doesn’t happen in San Diego,” Faulconer said. “That starts today with the police chief’s decision to immediately stop this particular restraint that has led to so much concern and frustration by many in our minority communities. I want to thank Chief Nisleit for listening to those demanding justice and doing the right thing.” The SDPD joins a growing number of law enforcement agencies across the country to halt the use and training of the carotid restraint procedure. Nisleit made the decision as part of his ongoing commitment to rebuild the department with a renewed emphasis on community policing. Nisleit said: “I started evaluating

Point Loma entrepreneur donating plasma after recovering from Covid-19 By DAVE SCHWAB | The Beacon
This winter, Point Loma entrepreneur Tim S. Callan, his wife Jacqueline, and 4-year-old daughter Lily went skiing with a group of friends in Wyoming that included an emergency room doctor. Shortly thereafter in early March, Tim and Jacqueline both showed symptoms and subsequently tested positive for coronavirus. Lily ended up with it too. Fortunately for all three, their symptoms turned out to be relatively mild lasting only about a
week, a couple of days only for Lily. “I woke up after a few days with a mild fever and one of my friends who was there complained he wasn’t feeling well, and another guy was laid out,” said Callan, a financial planner with Callan Capital. Noting it usually takes four or five days from virus exposure to symptoms developing. Callan added, “The doctor, the original carrier, had also tested positive.” Callan added: “I had a fever up to 100 degrees for seven days in a row. I felt lethargic, lacking energy. I didn’t have much in my

chest. My wife had a little bit of a dry cough.” “Our smell and taste changed,” continued Callan. “I had sort of a metallic smell that then went away. We never sought medical attention. “We were terrified,” confessed Callan of the experience, pointing out another person in their ski party hadn’t been as fortunate, coming down with a 102-degree fever post-exposure. “Seven days after symptoms I was pretty much fully recovered,” said Callan, pointing out coronavirus lasted longer than the flu he’d had previously. He had actually felt sicker with the flu, though it only lasted about half as long. Afterward, Callan realized there was a silver lining. Since recovering from Covid 19, he has been donating his convalescent plasma to help others overcome the virus. “I understand it (plasma) has even helped get some people out of the Intensive Care Unit, including people on ventilators doctors didn’t think would make it, and it saved their lives,” Callan said. “The antibodies in plasma can help people fight this thing off.” Callan added demand for blood plasma with antibodies from recovered donors is in such great demand, it’s now being overnighted from donors to recipients nationwide.

City to distribute $1M to support artists struggling amid pandemic As part of the City’s efforts to provide economic relief to those struggling financially during the pandemic, Mayor Kevin L. Faulconer on May 27 announced $1 million in funding to support local artists, bolster public art in neighborhood parks and expand the Civic Art Collection. This funding is available through private donations and fees developers pay into the City’s Public Art Fund. As COVID-19 continues to devastate the global economy, local artists are among many struggling to make ends meet as work opportunities are scarce. To support those artists, the City of San Diego
is launching two new initiatives to beautify public spaces like City parks and add new works to the City’s collection. “As we continue to slowly reopen our economy, we’re looking for ways to help folks get through this difficult period and begin to recover,” Faulconer said. “That’s why we’re launching two new initiatives that will provide work for many struggling artists and create beautiful, thought-provoking public art for everyone to enjoy.” The first arts initiative, SD Practice, will support artists through the direct purchase of existing artwork, providing income to working artists. This effort is
made possible through a $500,000 gift from the late Thomas O. Rasmussen, an avid contemporary art collector. Information on how artists can apply to participate in SD Practice can be found on the City of San Diego’s Commission for Arts and Culture website or at sandiego.gov/ SDPractice. Artwork purchased through the SD Practice initiative will diversify the City’s Civic Art Collection with different types of art, such as paintings, sculptures and media-based works. “It’s important to consider that many of the artworks in the Civic Art Collection were created during the New Deal work-relief
programs,” said Christine E. Jones, chief of Civic Art Strategies for the City’s Commission for Arts and Culture. “In the past, many artists have found times of hardship and suffering to be perfect catalysts for launching their artistic practices. In response to COVID-19, the City is reviving this practice through direct purchases and implementation of projects that support the creativity of local artists and have a positive impact on diverse communities.” With the second initiative, Park Social, the City is commissioning San Diego artists to develop site-specific temporary projects that create moments of reflection

in park settings. The $500,000 initiative is made possible thanks to a family bequest and developer fees paid to the Public Art Fund for the artistic enhancement of the City’s public spaces. It is anticipated that Park Social will launch this summer. Through this opportunity, local artists will develop innovative, thought-provoking projects that relate to a space or spaces in the City’s park system and directly connect the visitor and the park. Hollywood discovers Ocean Beach, again OB Pier, OB Playhouse, and Ocean Beach Elementary featured in 'Mighty Oak' A major motion picture, which debuts June 5, stars Ocean Beach. Paramount Pictures is releasing its first movie since the beginning of the pandemic titled "Mighty Oak," a musical movie drama that was filmed in San Diego, with Ocean Beach as the primary backdrop throughout the picture. Walk-In theaters, for the most part, have yet to open, so Paramount, which just recently purchased the movie, will first market the film to drive-in theaters. "Mighty Oak" will make its San Diego debut on Friday, June 5 at the South Bay Drive-In at 2170 Coronado Ave. in Imperial Beach. "Mighty Oak" was the mastermind of Frank and Amy Ragen of La Jolla. Their son, Tommy Ragen, 11 years old at the time of filming, is one of the major stars of the film. He plays the part of Oak Scoggins. The Ragen’s daughter, Emma, also has a small part in the film. The grandmother's role is played by Linda Smith Wendfeldt. She is the grandmother of Tommy and Emma, Amy Ragen’s mother, and daughter of the late, and beloved Joan Krock. Tommy Ragen is an amazing part of all this latest success. Now, at 12, he presents himself as a professional actor. Tommy was already an accomplished guitar player, singer, and songwriter before the film. At 6 years old, he started playing the guitar and by age 8 was performing gigs all over San Diego.

Women veterans find support beyond military service Group celebrates the 100th anniversary of the 19th Amendment being ratified By KAREN SCANLON | The Beacon
The nation is approaching summer’s centennial of the ratification of the 19th Amendment to the U.S Constitution, which gave women the right to vote. Steam’s up for a variety of celebrations across the country. Locally, the Foundation for Women Warriors, California’s distinguished service agency for women veterans, is also celebrating its first 100 years. Chief executive officer Jodie Grenier, a U.S. Marine Corps veteran, says: “We’re launching a year-long celebration on June 1, reviewing 100 years of women in military service. We’re asking women warriors to share their own stories. For the past 100 days leading up to our anniversary, we posted a woman warrior who has made a significant contribution or met a milestone.” In addition, everyone is welcome to the organization’s celebratory hosting of a virtual screening of “The Hello Girls” at 6 p.m. on June 12 by linking to classy.org/ event/the-hello-girls-screening/ e288120. The movie is the untold story of 223 women sent to France in 1918
by the U.S. Army Signal Corps as telephone operators to help win World War I. These women returned from service with no recognition or veteran status. Foundation for Women Warriors was formerly known as Military Women in Need. It was created in 1920 as a housing subsidies program for widows and mothers of fallen service members of World War I and war nurses. In 2005, the organization began its focus on women veterans. Grenier says, “Women get out of the military and often struggle financially, especially single mothers. Our efforts enhance their economic sustainability while they actively pursue careers or educational goals.” Women who work in the same civilian capacities as men often face a wage gap. Grenier notes, “We’re seeing the evolution of how roles have changed but there is still an economic impact. Women veterans face a gender pay gap that they didn’t experience in the military and increased cost of childcare.” For many of us, the memory has slipped from our consciousness, but prior to (and through) the women’s suffrage movement,
which ramped up its presence in the1800s, married women could not own property, make legal contracts, or vote. And they certainly were not allowed to serve in the military, though many disguised themselves so they could. As the Foundation for Women Warriors commemorates its first 100 years, these warriors are taking time to look back at how far they’ve come. Grenier recognizes that there is still a distance to go. “We want more women to fill the ranks and not encounter bias from their male counterparts, even though society has not fully wrapped its head around women in full combat service,” she said. Today nearly 17 percent of U.S. armed forces are women, with 1.85 million women veterans, some 163,000 of them in California. To date, the Foundation for Women Warriors has served 1,145 women and children in Southern California this year. A warrior, according to FFWW, is a person known for having courage and skill. The nonprofit organization utilizes a woman veteran’s strength to overcome obstacles in her transition to civilian life. Learn more at foundationforwomenwarriors.org.

Point Loma High landed the most players of any school in the county on a newly published list of the best young men ever to play prep football in San Diego. Four former Pointers were included on the elite list compiled by Bodie De Silva on the Facebook sports site "Scorebook Live California." Pointer players honored with (class year):
DEFENSIVE BACK ERIC ALLEN, (1983): After starring for the Pointers, Allen moved on to Arizona State University where he was named first-team All-Pac 10 during his senior season after intercepting eight passes. Selected in the second round of the NFL draft (30th overall) by the Philadelphia Eagles, he went on to play 14 seasons in
professional football for the Eagles, Saints, and Raiders. He was named to six Pro Bowls and three All-Pro teams. During his pro career, he intercepted 54 passes, tying him for 21st in NFL history. He added nine defensive touchdowns, eight times with stolen passes. During a 1993 game against the New York Jets, Allen stopped a Jets drive when he intercepted a pass by Boomer Esiason at the six-yard line and ran it back 94 yards for what was called "the greatest interception in NFL history" by Ed Sabol of NFL Films. As late as 2000 Allen intercepted six passes as an Oakland Raider, returned three for scores, and was honored with the first-ever Eric Turner Award named for the Raider free safety who died of abdominal cancer before the 2000 season.

A severe upper thigh contusion suffered during the first game of his senior year limited Stokes but he still holds the UCLA record for most TD catches in a year (17 in 1993), TD catches in a career (28), receiving yards in a game (263 vs. USC in 1992) and receptions in a game (14 vs. Wisconsin in the 1994 Rose Bowl game). Stokes became a member of the UCLA Athletic Hall of Fame in 2009. The San Francisco 49ers made Stokes their first-round selection (10th overall) in the 1995 NFL draft. He played with them until 2002. He teamed with Terrell Owens in 1997 to become a double threat and later set career highs with 63 catches for 770 yards and
eight TDs. Stokes retired in 2003 as a member of the New England Patriots. He totaled 342 receptions for 4,293 yards and 30 TDs.
DEFENSIVE LINEMAN LA'ROI GLOVER, (1992): Known as a "Quiet Giant," Glover left his mark at PLHS, SDSU, and in the NFL. He was a member of the 1991 Pointer 3A championship team that defeated Vista 14-0 and was also named CIF Player of the Year, USA Today's second-team All-American, Cal-Hi Sports first team and Los Angeles Times Lineman of the Year. His maroon number 76 PLHS jersey has been retired after he finished the 1990 prep season with 77 tackles, 17.5 quarterback sacks, forced six fumbles and recovered six others.
