There is only one candidate in the District 9 City Council race still campaigning but the seat is far from won. Candidate Kelvin Barrios suspended his campaign on Sept. 28 after a series of media reports about his use of racial slurs on social media years ago, missing income on financial disclosures, misusing funds and the week-long overlap between his work at City Hall and for LIUNA Local 89. There is also the possibility he is under criminal investigation for some of this financial mismanagement,
although he has already paid over $4,000 in fines for mishandling donations to two political committees. Still, Barrios told the San Diego Union-Tribune last week that even though he suspended his campaign, he would accept the seat if the voters decided to elect him over opponent Sean Elo-Rivera. Before the latest round of allegations, Barrios came into the race with a strong lead. In the primary, Barrios garnered over 2,500 more votes than Elo-Rivera. Despite SEE D9 RACE, Page 2

BY JOSE REYNOSO The tagline we use with the College Area Community Council (CACC) logo is “neighbors helping neighbors.” We are a multi-faceted community made of families, empty-nesters, students, businesses and organizations devoted to serving the needs of the community and beyond. As an organization, the CACC was formed to help and serve the community. I see us as a forum or vehicle for sharing causes and information. I think, that to a certain degree, we have fallen short in this goal. Unless you go to a CACC meeting where announcements are made, you may not hear or learn about what’s going on around you. I see an opportunity to change that. The CACC maintains an account with Constant Contact to send out information to all those on our mailing list of over 700. Typically, these e-mailings are for agendas for upcoming meetings or other CACC activities. I want this tool to be used to inform the community, and beyond about as many activities and causes as possible. SEE CA HAPENNINGS, Page 13
