Free summer concerts kick off Sunday BY ALYSSA RAMOS | VILLAGE NEWS

Beginning Sunday, June 28 through Sept. 6, locals can picnic each Sunday from 2 to 4 p.m. at La Jolla Cove’s Scripps Park, enjoying free music and activities during 2009 La Jolla Concerts by the Sea. La Jolla Concerts by the Sea will present its 26th season of free concerts this summer with live, family-friendly music overlooking the Pacific Ocean. Entrance to the park and concert are free to the public, so the nonprofit organization funding the event sells concessions, including hot dogs, sodas, chips,

candy, popcorn, and ice cream to fund the event. The group also raffles prizes to support the summer series. Raffle prizes this year include gift certificates for area restaurants and activities. The Heroes kick off the summer concert series June 28, playing classic rock. The schedule includes: • July 5, Nitro Express plays classic country music • July 12, Big Time Operator plays Big Band/swing • July 19, The Legends will play rock ’n’ roll revue, including Motown and doo wop • July 26, Joe Rathburn’s Island plays high-energy island music,

Despite San Diego City School District officials’ attempts to save money last year by altering area school bell times, board members voted June 2 to readjust next year’s bell times throughout the district. San Diego Unified School District (SDUSD) Board of Education members announced June 5 that the group approved a motion during their June 2 meeting shifting school bell times forward 15 minutes beginning September 2009.

During last year’s budget cuts, school officials said moving bell times — including La Jolla High School’s — by 30 minutes or less saved about $1.5 million in transportation costs. But this year, bell times were adjusted 15 minutes districtwide, according to a June 5 board of education release. Parent groups and board members moved bell times in an effort to avoid starting any school before 7:30 a.m. “Some children who take the bus are being picked up at 6 a.m., which some board members – understandably – wanted to

avoid,” La Jolla Elementary School parent groups said in an email. “On the flip side, some children who are at late-start schools will be getting dropped off as late as 7 p.m. So either way, kids are in the dark – either at the beginning of the day or late in the day.” Starting this September, La Jolla Elementary School will start at 9:15 a.m. and end at 3:50 p.m. Torrey Pines and Bird Rock elementary schools will begin at 9:20 a.m., ending at 3:40 p.m. La Jolla’s Muirlands Middle

The Wind ’N Sea Swim Team (WSST) recently hosted a “C” allages swim meet at the Coggan Family Aquatic Complex (CFAC). More than 400 swimmers from around the county participated in the meet. WSST, which is based at the CFAC, had 35 swimmers competing, ranging in ages from 6 to 17 years old. “Our meet was a ‘C’ level meet, which means it was geared more

toward the beginning-level competitive swimmer,” WSST head coach Paton McClung remarked. “I thought it was an excellent opportunity for our newer swimmers to compete, and for many of them it was their first taste of real competition. We also had some of our veterans swimming, too, some who had just aged-up and some who just wanted to get in some races in events that are not their favorites.” SEE SPLASH, Page 4

once the legislation passes. “If the legislation does pass, the court does have the discretion to vacate the injunction,” Schaefer said. “It doesn’t make much sense to dredge the beach.” “Passage of this bill will give the city of San Diego the discretion to decide which allowable use of the Children’s Pool to adopt, thus returning local control to the city on what has become a very controversial issue,” Kehoe said in a press release. “It is my hope the assembly will promptly pass the bill and forward it to Governor Schwarzenegger for his signature.” In February, Kehoe introduced the bill, which adds that, in addition to uses such as a bathing pool for children, parkway, highway and recreational purposes, the Children’s Pool area would be devoted exclusively to a “marine mammal park for the enjoyment and educational benefit of children… ” Natural Resources Committee members voted unanimously in favor of the bill, 8-0, passing it to the full assembly, according to Kehoe’s field representative, Sean Wherley. Meanwhile, Judge Yuri Hoffman ordered the city to return to court July 20. “We still have the federal court order prohibiting the city from dispersing the seals,” Schaefer said. Board scrutinizes backbone of school support to reduce class sizes, while other foundations such as the Friends of Pacific Beach Secondary Schools raise funds solely to pay for afterschool music clubs and programs. During the special SDUSD education board meeting June 16, which included taking “direction” on foundation-funded teachers, board members voted to form a committee scrutinizing policies regarding hiring teachers through foundation-raised funding. The committee will include representatives from the board, teachers union and foundations, as well as the SDUSD board’s attorneys, aimed at changing or forming policies regarding school foundations and PTO funding of additional staff. De Beck said the board intended to set up a policy allowing “funding support for regular district positions that include all the benefits and rights of certificated positions — except tenure and transfer portions — when the source of funds are not regular district monies.” “There is no written policy anywhere on how foundations/PTO are supposed to pay for the staff that they fund,” said Missy Coleman, president of the TPES Foundation. “This item came to the board’s attention in a budget meeting last week and was put on the agenda to address this.” In the midst of budget cuts, parents at many local schools have created clever fund-raising events in an effort to replace slashed programs and fill positions — from librarians and nurses to science, art and other instructors. The La Jolla Elementary School (LJES) farmers market celebrated

La Jolla schools’ parent foundations raise money to fund support positions that reduce class sizes and give children additional resources, such as science and art. But the process may be reconfigured as a committee appointed by San Diego Unified School District (SDUSD) board members June 16 restructures foundation-formed positions. Parent-teacher organizations (PTOs) use school foundations to raise money, in some cases writing checks directly for programs such as choral, art, computers and libraries. But SDUSD board member John de Beck said the board voted during the June 16 meeting to form a committee focused on creating uniform standards and policies regarding teaching positions formed from school foundations’ money. De Beck said the issue was raised because school foundations have paid for many positions through the district. “As soon as they cross over, they run into the issue of unions,” de Beck said, regarding foundations choosing teachers but paying them through the district. “There’s certain rules… say that person leaves, then [the school foundation that hired them] has a problem because they gave us the money but we were the employers. That falls into the union contract.” Some school foundations – such as Torrey Pines Elementary School (TPES) – use additional funds to hire support teachers in an effort

its 10th year raising money to fund extra teaching positions in areas such as art, science and music, in addition to buying computers for students, said LJES PTO President Fran Shimp. “They [SDUSD school board] should help start parent funds for positions at other schools instead of taking away from our kids,” Shimp said. Coleman said the TPES Foundation — which held its annual gala June 5 — raises money to fund art, science and music teaching positions in addition to providing parttime teaching positions, which reduce class sizes. But other schools said board members might be cracking down on unfair practices. “I have a really hard time with this because I see it from both points of view,” said Kerry Upp, former treasurer for Friends of PB Secondary Schools. “La Jolla has all these foundations and are paying for lowered class sizes, and is that fair? Well, I don’t know.” Several parents representing groups from San Diego area schools, including Jarabek, Tierrasanta, Kumeyaay, Marshall Middle and Miramar Ranch, said their parent foundations raised money in an effort to fund myriad teaching and supplemental positions. “The goal should be don’t take away parent groups’ money but to teach other schools how to raise funds,” said Jerabek Elementary School parent representative Donna Cleary. “If the position is unique and not a district job… then the position should be able to be funded on a

one-time basis with a special agreement,” de Beck said. “The current process is for the district to accept the money and then the employee becomes a regular district employee… .” De Beck said current foundationpaid employees are given transfer, tenure and “other union rights.” “I think we need to negotiate this,” de Beck added. De Beck noted that the district has had cases in which the foundation pays for a teacher and then the job ends but the teacher has tenure “so we have to keep paying,” he said. “One of the simplest solutions is for the foundations to say, ‘We have become the employer,’” de Beck

A La Jolla family called police Saturday, June 20 after opening a letter containing suspicious white powder, said San Diego Police Department Capt. Shelley Zimmerman. “The family said that they had received other threats, so with caution, we called the Hazmat team and they found nothing hazardous,” Zimmerman said. At about 12:41 p.m. June 20, a letter sent through the mail to the 1000 block of Avenida Amantea in La Jolla contained a white substance, police said. A family member opened it and then called police. Although the letter was not threatening, police called the San Diego Fire Rescue Department and the Hazardous Material Team (Hazmat) since family members said they had been previously threatened. Zimmerman said the family filed a criminal complaint with the police.

San Diego City Council District 1 representative Sherri Lightner held a community forum June 17 to update La Jollans on proposed changes for Torrey Pines Road. Beginning in September 2005, La Jolla Town Council unanimously supported La Jollan Robert Thiele’s Torrey Pines Corridor Study. Area groups formed the Torrey Pines Road Committee (TPRC) in an effort to study Torrey Pines Road and La Jolla’s congested “throat” intersection, improving aspects of the corridor such as slowing traffic, increasing safety and improving walkability. Despite ongoing controversy regarding a traffic signal at

with a handline, tried to throw the line into the ocean when the warden approached but it was still attached to a spool in his pocket. When searched, the warden found four lobsters and a cabezon (fish) in Chau’s possession. Chau pleaded guilty to the charges June 3 in San Diego Superior Court. Since he has a prior record of arrests for poaching, he was also prohibited from fishing anywhere on the coast within San Diego city limits for three years, the DFG said. Jason Bryan Chavez pleaded guilty June 11 to poaching undersized lobsters in the ocean off South Mission Beach. He was ordered to serve 120 days in cus-

But during the June 17 community forum, Lightner said most La Jolla community groups denied plans to install a Princess Street traffic light. “La Jolla Shores Association, Promote La Jolla and La Jolla Town Council did not support a light at Princess Street,” Lightner said. “I don’t want to spend a lot of time on the Princess Street light.” Thiele presented an updated version of the Torrey Pines project. “In 2004 we first identified the problems,” Thiele said, regarding former San Diego City Council President Scott Peters’ 2004 Torrey Pines Road study that focused on

several issues. “[They were] traffic speed, narrow sidewalks, incomplete bike lanes and guard rails.” TPRC presented solutions, including installing upgrades such as crosswalks at Torrey Pines Road; a 420-foot guard rail and pedestrian-protecting barriers from Coast Walk to Prospect Place, in an effort to stop out-of-control cars from running into homes; a 5foot sidewalk on the north side of Torrey Pines Road; and bike lanes. Committee members also recommended installing new landscaping and bluff stabilization and establishing a maintenance assessment district that would pay for ongoing landscaping. City officials and group members said workers will install calming

LETTERS TO THE EDITOR Regarding ‘A slippery slope’ Mr. Thomas’s letter stated: “Politicians shouldn’t rewrite contracts without consent of the parties” (Village News, June 18, page 6). What he failed to mention is that the 1931 grant regarding Casa Beach is a contract between the people of California and the city of San Diego, the two parties currently amending the contract. No mention in the grant is made of Ellen Browning Scripps since she never owned the land referred to in the contract. It was and is owned by the state. The breakwater she had built is on state property. Since its construction, maintenance expenses of the breakwater have been born by the city. The state grant allows for many uses besides a “bathing pool for children.” It even allows fishing and mining, both of which are incompatible with a pool for children. In addition, the federal government retains the right to remove the breakwater. A more appropriate example related to Mr. Thomas’s comment is Scripps Memorial Hospital. In 1924 Ellen Browning Scripps donated money and land to build Scripps Hospital at 464 Prospect St. in La Jolla. After her death in 1932, her trust authorized the building of a modern hospital, which was to remain in La Jolla. In the early 1960s the hospital trustees approved moving the hospital to its current location and selling the Prospect property. Because the new location was outside of La Jolla, the state Attorney General sued the trustees. The issue became moot

when the newly introduced La Jolla zip code boundary was gerrymandered to include the hospital’s new location. Despite circumventing the Scripps Trust, Scripps Memorial Hospital has had no difficulty attracting millions of dollars in donations from philanthropists.

Two springs ago, about a hundred gadrillion cicadas were laying down some serious tracks in Costa Rica — the warm-weather insects come rigged with these funny little membranes that expand and contract on command, producing the infamous “chirp” that for centuries has captured the imagination’s more contemplative side. Rob Thorsen was among a wave of tourists attending the impromptu gig, and he was so impressed he thought he’d bring a few bugs back home for everybody to enjoy. The La Jolla resident and acclaimed traditional jazz bassist relates his little gift in the form of a cut from “Lasting Impression,” his fourth CD as the central figure. “Cigarones,” he said, is the product of the cicadas’ penchants for dead silence one minute and deafening volumes the next. “It was like when you hear a symphony orchestra go from nothing to this amazing crescendo,” Thorsen told Village News. “The silence is almost as powerful as the sound.” You can hear Thorsen and his back-up crew trot out “Cigarones” among several entries Wednesday, July 1 at Little Italy’s acclaimed Anthology, as “Lasting Impression” becomes the focus of a very cool release party. Picture this: a lovely day atop the roof of a boutique hotel in the Gaslamp; a sparkling pool surrounded by comfortable lounges; lively music; an open bar and later, buckets of champagne for the thirsty crowd; delectable bites of lobster and the like; and to top it off, eye candy consisting of guys in white Speedos and three ladies — call them “A,” “B” and “C” — clad in nothing but body paint. What was all that about? Well, guys and gals, it was Alex Salazar’s way of throwing himself a birthday bash and one that the guests will not soon forget. One other caveat — to add to the ambiance, the birthday boy had decreed that all the guests wear white, and so it was. No one had a better time than the host, who in his everyday life is relatively conservative as he directs the day-to-day stuff at Lorna York’s Madison Gallery, which is fast becoming the in place to see and be seen. Another person who recently celebrated a birthday, albeit a bit more quietly, was that lovely lady, beloved artist Georgeanna Lipe, who blew past her 100th with charm and grace. The photo was taken at her family party, where she was surrounded by her children, Susanna and John Aalbers, Terry and Jerry Jordan, and Steele and Patti Lipe, plus six grandchildren and five great grandchildren.

When news broke recently that the National Marine Manufacturers Association (NMMA) was closing its San Diego office and canceling its 21-year-old winter boat show at the San Diego Convention Center, local boat dealers and small boating businesses were left high and dry. But this boating-friendly region, where the recreational marine industry contributes more than $200 million annually to the economy, did not have to wait long for a replacement to emerge. Jim Behun, general manager of Sunroad Resort Marina located at the east end of Harbor Island, recently announced that Sunroad is organizing a new in-thewater boat show to be held at

the marina’s docks, with large exhibit tents in the adjacent parking lot to house marine electronics and accessories. Because the show no longer depends on the convention center’s scheduling issues, Sunroad has moved away from the event’s previous timing right after New Year’s. The 2010 show, called the San Diego Boat Show at Sunroad Marina, will be held between Jan. 28 and 31 on a weekend free of professional football playoffs that impacts attendance. Boat dealers, manufacturers and local vendors are excited about the more favorable dates, Behun said. Most major past exhibitors have already committed to participate. The San Diego Unified Port District has also signed

on as a show sponsor. Involved with the San Diego Boat Show since its inception, Behun previously ran the in-the-water show at the Marriott Marina and has produced boat shows all over the world. As a former captain and yacht broker, he understands the value of the boat show to the local industry as well as the potential “rolling impact” damaging the boating community if the show were to disappear. “The average dealer or broker makes 60 percent of his income off the boat show,” Behun said, stimulated both by direct sales and from leads generated through boatshow encounters. Girls looking to sharpen their basketball skills this summer need look no further than the University of California, San Diego (UCSD). The UCSD Women’s Basketball Camps will include a “Position Camp” and a “Young Players Camp.” There will also be the inaugural “UC San Diego High School Shootout” the day before the start of the San Diego Classic. All games will be played at RIMAC Arena. In conjunction with the start of the San Diego Classic, UCSD will also

be offering three coaches clinics. Led by UCSD women’s head coach Charity Elliott, the innovative methods include training players by position, incorporating the strength and conditioning piece into the week and several off-the-court chalk-talks about various aspects of the game that relate to the camper’s needs and goals, including the college “recruiting” experience. The goal of the camps is to have the individual take her game to another level and learn more about preparing herself to be

the best player she can be. Behun was able to line up many of the previous participants and sponsors for the revived show, and Sunroad is eager to broaden the show’s appeal. He said Sunroad welcomes exhibitors with wares enhancing the boating lifestyle. Already scheduled are weekend cooking demonstrations by Deborah Scott, owner/chef of the nearby Island Prime restaurant. New educational seminars include sessions on boating safety for children and pets. One exhibit section will focus on “green” boating products, services and equipment. Under discussion is a nautical art show, showcasing local and regional working artists. Vendors whom Behun hopes to attract include interior designers, jewelers, clothing and other boating suppliers. Prior to announcing the boat show cancellation, NMMA did not inform the convention center, which lost a $100,000 booking. Nor did NMMA notify local trade associations, dealers or manufacturers who have long been supportive of the show and who relied on the January event to develop potential customers and introduce their newest models, said Will MacIntyre, manager of the Harbor Island office of H&S Yacht Sales, the region’s largest boat dealer. “We were shocked, disappointed,” MacIntyre

said of the earlier cancellation. “This marketplace was left without its main show.” Even though show exhibits, particularly inside the convention center, had shrunk in recent years as the economy sagged, brokers sold numerous boats at the show, which McIntyre described as “extraordinarily successful” for his firm. He cited industry statistics that 90 percent of all boat buyers attended a boat show within the previous six months. “There would be a negative impact on the local (recreational boating) industry if the show went away and left a void. It would hurt the retailers and boating,” MacIntyre added. Sharon Cloward, president of the San Diego Port Tenants Association, confirmed the importance of the recreational boating industry. She pointed to the large numbers of boat owners who live elsewhere and patronize local restaurants and shops when visiting their boats. These visitors also pour money into marinas for dockage and into boatyards and marine stores for boats parts, repairs, supplies and accessories. “(Sail) racing is a big industry,” Cloward said. “We’re also the largest sportfishing industry in the country.” Cloward said she is optimistic about the new show and supportive of the changed, more flexible format, which she thinks will better serve local boating businesses. Many small businesses generate as much as 70 percent of their business through boat show leads, she said. “We’re ecstatic at having someone save the day,” Cloward said. The savings and loan industry has collapsed, and the government has a big mess of failed banks on its books. The Federal Savings and Loan Insurance Corporation (FSLIC) insures S&L deposits. Whenever an S&L collapses, the FSLIC seizes and then auctions its assets, just like the FDIC does for banks today. By 1988, the FSLIC has more than 100 failed S&Ls on its books and is close to insolvency. It is so desperate to get these busted S&Ls off its books, it’s offering huge tax breaks and federal assistance to anyone who buys them. So Gerald Ford buys more than 30 of these failed S&Ls. Ford then restored the S&Ls he bought from the government back to profitability. He built these banks into two large retail banking chains in Texas and New Mexico. He sold one chain to Norwest – or Wells Fargo today – and the other chain to BankAmerica. According to American Banker, Ford’s $300 million investment generated $1 billion in profits in five years. Today, with a fortune of $1.3 billion, Gerald Ford is No. 559 on the Forbes list of the world’s richest people. He has a football stadium named after him, the Gerald J. Ford stadium in Highland Park, Texas. And he races thoroughbred horses. He won the Breeders’ Cup in 2003 and the Dubai World Cup in 2004. Buying distressed banking assets from the government is one of the fastest ways to make a fortune. The government’s political agenda is often stronger than its desire to get a good deal for the taxpayer. So it gives tax breaks, low-interest loans, and below-market prices to investors who buy these “toxic assets.” The S&L crisis is one of the best examples of this phenomenon. The government rescued the entire industry, eating $125 billion in losses to get the industry back to solvency and profitability. I can name half a dozen investors like Gerald Ford who made fortunes from the S&L collapse. In 2008, we experienced a true “credit crunch” and “banking panic.” At the height of the crisis, it looked like there might be a run on the entire banking system. The situation was so bad, the Fed created the world’s single-largest government intervention in the free market. These

actions simultaneously prevented a run on the entire banking system, while making the perfect situation for profiting at the government’s expense. Remember the FSLIC I mentioned above? Well, now the FDIC insures bank deposits. When a bank fails, the FDIC auctions off the remaining assets to other banks. In the S&L crisis, some 745 institutions went bankrupt. So far in this crisis, Obama’s bandaids have held the system together. Only 60 banks have folded since January 1, 2008. So the big opportunity in buying busted banks is probably still in the future. The FDIC is also administering the Treasury’s toxic asset disposal program. The official name of this program is the "legacy loan program." The government has designed this program to clean bank balance sheets of toxic assets, like distressed loans and junk mortgage securities. So far, the details of this plan are pretty sketchy. The FDIC isn’t sure how the plan will

work out. It’s set up a section on its website where members of the public can offer suggestions for issues the FDIC still hasn’t resolved. But one thing’s for certain – some investors will soon make a fortune from this program. I’m keeping my eyes open for ways we can profit off the banking boondoggle. Even the FDIC wants individual investors to participate in the auctions. It just hasn’t figured out how to do it yet. You should keep an eye on the FDIC’s website for this announcement. Also, the FDIC publishes a list of all the failed banks since January 2000. When you see more banks failing, you’ll know there’ll be more FDIC-insured profit opportunities coming. Adding to the traditional excitement is Artists Alley, located on Cable Street, featuring a total of 45 artists. According to Artists Alley committee chair Faren Shear, about half the artists are new since last year. “People can meet artists at the street fair and become longtime customers by following them on the Internet,” Shear said. “For artists, the street fair is a jumping-off point.” One collection that will be in the alley is “Junk and Po,” by Krissy Fernandez. Among her collection are small ceramic cupcake charms. “She does charms out of polymer clay and all kinds of threedimensional art,” Shear said. during the street fair,” Knox said. “There will be a special little display.” As is the case every year, parking will be at a premium the day of the event. As a result, Knox encourages those coming from outside Ocean Beach to use the shuttle sites put in place especially for the street fair. Parking is available both at Thee Bungalow, 4996 West Point Loma Blvd. in Ocean Beach, and a little farther out at the Sun Runner lot on SeaWorld Drive at Pacific Highway from 9:30 a.m. to 9 p.m. Free shuttles will run every half-hour on the half-hour from Robb Field and every hour on the hour from SeaWorld Drive.
