Much of the magic that is public media arises because the public is central to the stories we tell. South Dakota Public Broadcasting belongs to everyone. That’s why SDPB’s new studios in Rapid City and Sioux Falls Chuck Parkinson. are centered around public spaces – communal spheres where we can come together to acquire knowledge and build relationships with our neighbors. Whether we gather to screen a documentary, enjoy live jazz, or discuss Lakota heritage and settler history, our shared learning experiences are what is known in public media parlance as community engagement—essentially living, breathing extensions of SDPB’s mission to help every South Dakotan learn, dream and grow. Two new SDPB programs debuted this year that bring South Dakotans together to discuss issues and opportunities in our home state. This month, meet the hosts at the helms.
Where Do We Go from Here
with Chuck Parkinson & Suzanne Stratford Between them, Rapid City husband and wife Chuck Parkinson and Suzanne Stratford hold over 50 years of experience working in Washington, D.C.’s political realm. Parkinson, originally from Kadoka, served on Congressman and Senator Jim Abnor’s staff and on the professional staffs of the House of Representatives Committees on Appropriations and Veterans 4

Affairs and the Senate Committee on Appropriations. He was also Associate Commissioner of the U.S. Customs Service under Presidents Reagan and Bush. Stratford’s background includes working in international development, economics and trade policy in D.C. She also worked as a recruiter and trainer in South Dakota for the 2010 Census and puts on mindfulness training classes that incorporate horseback riding. Parkinson and Stratford relocated to the Black Hills in 2006, bringing with them their commitment to public service. “Tip O’Neill, a Massachusetts congressman who became Speaker of the House, always used to say all politics is local,” says Parkinson. “The more I was involved in the political world, basically my entire adult life, I came to grasp that
all politics are personal.” With the 2017 opening of SDPB’s Black Hills Studio, Larry Rohrer, SDPB’s Director of Content, approached Parkinson and Stratford about applying their work and life experience to create a communityoriented discussion program in the new space. “There are things that need to be done to talk about civility and civil discourse,” says Parkinson. “And we know where we are right now, but what steps do we need to move forward?” So was born the program’s title. While Where Do We Go from Here is simultaneously webcast and rebroadcast on SDPB.org, the in-studio audience is integral to the
duo’s espousal of civil discourse. “We bring people together in the panel and in the audience that don’t normally know each other or hear from each other,” says Stratford. “I call it cross-pollination of ideas and relationships. We want to move out of a parochial-type thinking to really being open to hearing a variety of views.” Parkinson stresses the significance of in-person interaction. “Face-to-face discussion has kind of been lost, but it’s very important that people spend time talking with each other, because that how problems really get solved. Then we usually find out we have more in common. Where Do We Go from Here draws on that. We have to be able to have civil discourse with each other, so we aren’t shouting or causing grief to each other, but actually working with each other.” Parkinson and Stratford land on program topics by following their own advice to engage with their community. “We talk to a lot of people, introduce ourselves to a lot of people,” says Stratford. “We keep our radars up and when we hear an issue that’s particularly passionate for a number of people, that gets distilled into a program.” Details are hammered out around the kitchen

table and Stratford typically contacts panelists. “Suzanne is really our executive producer,” says Parkinson. Held monthly and free to the public, program topics have included discussions of democracy, tolerance, women in public service, the Black Hills’ microbrewery trend, in addition to others. Parkinson says the August program in which high school students candidly weighed in on their school and life experiences jumpstarted his conviction that more young people need to be engaged in civic life. “They’re not actually being taught how to be productive citizens in society by participating in the government system because they just don’t know how,” says Parkinson. “And who better to talk to than the people who are directly impacted? Kids of that age. Making a Living
with Jackelyn Severin Although Making a Living, SDPB’s business and economic development discussion series, is SDPB’s newest addition to community programming, host Jackie Severin says she’s already learned a great deal on the job. “So many terrific things,” says Severin. “It’s interesting to talk with farmers, for example. I’ve learned how much farming has changed, how much global economics farmers have to know. They’re watching prices, how much commodities are selling for and where. They have to make all these decisions, in addition to producing.” Severin was also struck by the number of small businesses that power South Dakota. “On our program about start-ups, I learned 99% of the businesses in South Dakota are small [under 300 employees, according to the Small Business Administration]. Small businesses are extremely important to our economy.” (Continued on page 21) December 2018

SDPB Employees Celebrate Years of Service
SDPB congratulates Rex Kinnear and Steve Thum on their years of service with SDPB. Rex Kinnear, a graduate of Armour High School and the University of South Dakota, is celebrating 35 years with SDPB. Rex started as a Production Assistant in the television department in 1984 and is currently a Director/Media Specialist. Rex directs various high school championship events as well as SD Focus, legislative coverage, and also runs camera, graphics and audio. His “most memorable SDPB moment” is visiting former South Dakota governor and WWII Fighter Pilot Joe Foss at Foss’ home in Scottsdale, AZ while shooting the SDPB documentary American Ace: The Joe Foss Story.

moments, it’s hard to pick one,” says Steve. “The 2007 State A Girls Basketball Tournament stands out because it was held in Spearfish, home of my alma mater. I was announcing the games on TV and Mike Henriksen and I called one of the most exciting games SDPB ever aired when Vermillion upset #1 Milbank in the semifinals. Then, I got in one of the best lines during Dell Rapids vs. Bennet County. A Bennet County player made a really difficult shot. The ball took a crazy angle and went in off the backboard because it had a lot of spin. I quipped, ‘That shot had more English on it than Masterpiece Theatre.’ Mike H. chuckled on-air and everyone in the production truck cracked up over our internal audio. It was a totally adlibbed line!”

December’s episode of Dakota Life revisits South Dakota history. SD Oral History Center-Vermillion SDPB’s Bob Bosse visits the South Dakota Oral History Center on the University of South Dakota’s Vermillion campus. The center is home to over 6,000 oral recordings of historically significant audio interviews related to South Dakota. Tune in and hear the voices of South Dakotans like: Huronian Gladys Pyle, the first woman elected to the U.S. Senate; John F. Smith, a Dakota Wesleyan graduate and high school teacher who survived Pearl Harbor; Ellis Jenny, daughter of SD homesteaders; Father Joe Vogel, who was stationed in the state’s missile fields during the 1970s Cold War; Richard (Dick) Wilson, Oglala Sioux Tribal Chairman during the 1973 American Indian Movement (AIM) occupation of Wounded Knee.

Civilian Conservation Corps In South Dakota In the spring of 1933, Franklin D. Roosevelt proposed and Congress approved a bill that led to the establishment of the Civilian Conservation Corps. Roosevelt promised that the Corps would put a quarter of a million men to work almost immediately. By July of 1933, Civilian Conservation Corps camps were built or being built all over the country. Young, unmarried men between the ages of 18 and 25 got to work in America’s fields and forests, as road and dam builders and building and repairing infrastructure in national and state parks. Age requirements changed during the nine years that the CCC was active. Men as young as 17 and as old as 28 were accepted. About three million men worked for the CCC between 1933 and 1942, when Congress shifted funding from the CCC to the military. About 30,000 men worked for the CCC in South Dakota. South Dakota contained 50 camps in locations around the state, as well as an unknown number of side camps. The highest concentration of CCC bases was in the Black Hills, from Hot Springs in the south to Belle Fourche and Fruitdale in the north.

Return of Lewis & Clark’s White Pirogue II Visit Yankton for a historic reenactment of the return of the Lewis and Clark expedition’s white pirogue in 1806. A replica Mackinaw flatbottomed river boat, the White Pirogue II carried a crew of reenactors along the Missouri River to provide history and entertainment. The latest episode of Dakota Life premieres Thursday, December 6, at 8pm (7 MT) and rebroadcasts Sunday, Dec. 9, at 1pm (noon MT).

NOVA Apollo’s Daring Mission NOVA tells the in-depth story of Apollo’s riskiest mission: a sixteenweek race to beat the Soviets and send three men in a tiny space capsule to, around and back from a moon a quarter of a million miles away – before the year 1968 came to a close. The U.S. space program suffered a bitter setback when Apollo 1 ended in a deadly fire during a pre-launch runthrough. In disarray and threatened by the prospect of a Soviet Union victory in the space race, NASA decided upon a radical and risky change of plan: turn Apollo 8 from an Earth-orbit mission into a daring sprint to the moon while relying on untried new technologies. Suddenly
everything hinged on Apollo 8. To mark the 50th anniversary of this historic mission, Apollo 8’s astronauts, Commander Frank Borman, Command Module Pilot James Lovell and Lunar Module Pilot William Anders reconvene and tell the story through a fascinating and untapped prism: the incredible science, extraordinary engineering feats and huge technological challenges that enabled them to go where no one had ever gone before.

After serving as SDPB’s legislative reporter, Severin earned a Master’s in Business Administration from the University of Nebraska-Omaha. She and her husband returned to Sioux Falls, where she headed Project Food Forest before returning to her first love, journalism. She’s excited about meeting and learning from business owners and others who guest on Making a Living, broadcast live each month from SDPB’s Sioux Falls Studios. “Sioux Falls is growing,” says Severin. “We have a lot of economic development and entrepreneurial stories out of here, and we want to talk with people who are starting their businesses and address important workforce development topics, not just in Sioux Falls, but throughout South Dakota.” Severin is excited about Making a Living’s format. “First, it’s a full hour. We don’t often get time to delve in and discuss one issue like this. We really dig deeper into the layers. Second, when panelists meet in a face-to-face discussion, as opposed to a reporter filing a report, it’s interesting and awesome to see ideas spark and panelists asking each other questions, bouncing ideas. With your support in 2018, we opened the Sioux Falls Studios at 601 N. Phillips Avenue in downtown Sioux Falls. From this content production center and community space in the heart of SD’s largest city, SDPB broadcasts and streams In the Moment with Lori Walsh, our daily, 2-hour news and interview program, as well as Jazz Nightly with Karl Gehrke, the region’s only jazz radio program. SDPB content producers headquarter out of the Sioux Falls Studios for increased access to newsmakers and to reach deeper into the state to report even more local news. The Sioux Falls Studios also serve as a venue for public screenings and community conversations, like Making a Living, SDPB’s business and economic issues program. Already this year, the studios hosted public screenings and events, such as Ohiyesa: The Soul of an Indian, Masterpiece: Little Women, and webcasts of live performances of Rock Garden Tour. Black Hills Studio Together, we continued to expand content production and programming West River at the SDPB Black Hills Studio in downtown Rapid City. Made Beautiful SD Music Together You helped SDPB put South Dakota musicians on-the-air and in the spotlight, with dozens of live performances from artists like Eliza Blue, JAS Quintet, Fiddles & Friends, NPR Tiny Desk Contest Favorite Mato Wayuhi, the South Dakota Symphony Young Composers Concert, and “Summer with the Symphony,” SDPB Radio’s interview and performance series. Highlighted High School Achievements Together, we covered South Dakota high school stars at choral concerts, basketball tournaments, one-act plays, and dozens of extracurricular championships throughout the school year and all over the state. You helped us feature kids and coaches on-and-off the field with Tales of the Gridiron. Expanded Science & Education Donors like you helped SDPB’s Education Specialist Steven “Science Steve” Rokusek demonstrate science to kids and educators throughout South Dakota, as well as create PreK-4 Native American Studies videos and curriculum with the WoLakota Project. A new season of Call the Midwife kicks off with the Holiday Special on December 25 at 8pm (7 MT) on SDPB1. Look for more episodes after the start of the new year.
