Interview with Mayor Mick Duff What is it like to be Mayor? It’s a great honour to be Mayor of South Dublin County Council and this year has provided me with a wonderful opportunity to see at first hand the many facilities , projects and initiatives that are happening throughout the County. The Mayor’s office is always very busy with lots of events, meetings and visits arranged on a daily basis. I enjoy meeting people and representing the Council at these functions. As the Mayor is the first citizen of the County, I am always conscious of the importance of the role and the status of the office. I suppose the best part of the job is meeting the wonderful young people we have here in our County. Throughout my term in office I have met many inspirational individuals who volunteer their time, effort and expertise for the benefit of the wider community. This must be the best job in the County and I have been privileged to attend and receive many awards on behalf of the Council during my term in office including the Chambers Ireland and LAMA awards. I also really appreciate the very good working relationship I have with the Elected Members, Management and Staff of South Dublin County Council.

What is the Mayor’s Initiative this year? The Mayor’s Initiative this year is called “Empowering Communities through Collaborative Ownership”. This initiative is about developing the capacity of individuals to be leaders within their own communities. I have had discussions with two communities in Tallaght and Clondalkin/Lucan and following on from these meetings we hope to develop a “Handbook for Living”. It is my intention that this initiative will spread to other areas of the County.

What are the Positive aspects of living in South Dublin? I have lived in Tallaght for 33 years and not a day goes by when I don’t say I’m very pleased to live here, especially when you see the facilities that are available for everyone in the County to enjoy including: state of the art sports and leisure facilities such as Tallaght Stadium, modern libraries, the Civic Theatre, RUA RED arts centre, local shopping centres, the Dublin Mountains, river valleys, parks, good transport infrastructure including the Luas and much more. Tallaght has developed into a place of choice and I am very glad to live here.

What is the Challenge facing South Dublin County today? The biggest challenge we have to face is unemployment and tackling its impact on our communities. I believe that we will overcome this problem through the use of innovation and creativity. I was very glad to be involved with Innovation Dublin last October and I am delighted that the event will continue this year. The establishment of the Innovation Enterprise Zone – a multi agency initiative of which the Council is a partner - is an important step in supporting people who have recently lost their jobs. I broke my ankle last year and whilst this was a personal challenge for me, the experience was positive and didn’t stop me from getting about and doing things, however being in a wheelchair helped me to realise the difficulties/issues faced by others and led me to appreciate the need for accessibility for all.

What do you like to do in your spare time? I enjoy spending time with family and friends and watching television documentaries and movies. Sports wise, I am an avid Formula One fan and would not miss a race if possible. I have supported Leeds United since the mid 1960’s and I also support St. Patrick’s Athletic. I have an extensive book collection and I am currently reading Colum McCanns ‘Let The Great World Spin’.

Is mór an onóir do dhuine a bheith ina Mhéara ar Chomhairle Contae Átha Cliath Theas agus b’iontach an deis a bhí agam i mbliana amharc a fháil dom féin ar na saoráidí, na tionscadail agus na tionscnaimh bhreátha a bhfuiltear ina mbun ar fud an Chontae. Bíonn oifig an Mhéara an-ghnóthach i gcónaí mar go mbíonn go leor imeachtaí, cruinnithe agus cuairteanna eagraithe do gach lá. Bainim sásamh as bualadh le daoine agus as ionadaíocht a dhéanamh thar ceann na Comhairle ag na himeachtaí seo, mar is é an Méara céad saoránach an Chontae. Bím coinsiasach i gcónaí faoina thábhachtaí is atá ról na hoifige agus láithreacht sealbhóra na hoifige. Is dócha gurb í an chuid is fearr den obair a bheith ag bualadh leis an oiread sin de na daoine óga iontacha atá againn anseo sa Chontae. Fad is a bhí mé i seilbh na hoifige b’iomaí duine spreagúil ar bhuail mé leis, daoine a chaitheann am, dúthracht agus saineolas go deonach ar mhaithe le leas an phobail i gcoitinne. Chaithfeadh sé gurb é seo an post is fearr sa Chontae agus bhí sé de phribhléid agam freastal ar go leor searmanas bronnta agus go leor dámhachtainí a ghlacadh thar ceann na Comhairle fad is a bhí mé in oifig agus áirím dámhachtain Chambers Ireland agus Chumann Chomhaltaí na nÚdarás Áitiúil ina measc sin. Is mór agam freisin an dea-chaidreamh oibre atá agam le Comhaltaí Tofa, Bainistíocht agus Foireann Chomhairle Contae Átha Cliath Theas.

Céard é Tionscnamh an Mhéara i mbliana? “Pobail a Chumasú trí Chomhúinéireacht” an t-ainm atá ar Thionscnamh an Mhéara i mbliana. Is éard atá i gceist leis forbairt a dhéanamh ar an gcumas atá i ndaoine a bheith ina gceannairí ina bpobail féin agus an éagsúlacht a aithint agus meas a bheith uirthi. Táim tar éis comhráite a bheith agam le pobail in dhá limistéar - Tamhlacht agus Cluain Dolcáin. Tá súil againn an lámhleabhar “Handbook for living” [Treoir chun cónaithe] a chur i dtoll a chéile a fhéadfar a thabhairt do gach cónaitheoir san áit. Is éard atá ar intinn agam go leathnófaí an tionscnamh amach ar limistéir uile an Chontae.

Tá 33 bliain caite agam i dTamhlacht agus níl lá nach dtéann tharam nach ndeirim liom féin go bhfuil mé an-sásta a bheith i mo chónaí anseo go háirithe nuair a fheicfidh tú na saoráidí atá ar fáil do gach aon duine sa Chontae le taitneamh a bhaint astu:- leabharlanna nua-aimseartha, an amharclann chathartha, Ionad Ealaíon RUA RED, ionaid áitiúla siopadóireachta, Staidiam Thamhlachta, Sléibhte Bhaile Átha Cliath, gleannta abhann, páirceanna, dea-bhonneagar iompair lena n-áirítear an Luas agus go leor nach iad. Is í Tamhlacht an rogha agus an togha anois agus tá áthas orm gur anseo atá mé i mo chónaí.

Céard é an Dúshlán atá roimh Chontae Átha Cliath Theas inniu? Is í an dífhostaíocht an dúshlán is mó a bhfuil orainn aghaidh a thabhairt uirthi mar aon le dul i ngleic leis an tionchar atá aici ar ár bpobail. Creidim go sáróimid an fhadhb seo ach dul in iontaoibh na nuálaíochta agus na cruthaitheachta. Ba mhór agam a bheith rannpháirteach i Nuálaíocht Bhaile Átha Cliath an Deireadh Fómhair seo caite agus is breá liom go mbeifear ag leanúint ar aghaidh leis an imeacht i mbliana. Céim thábhachtach chun cinn is ea gur bunaíodh an tIonad Fiontar Nualaiocht - tionscnamh ilghníomhaireachtaí ar comhpháirtí an Chomhairle ann – chun tacaíocht a thabhairt do dhaoine a chaill a bpoist le tamall anuas. South Dublin County Council has physical assets of 3.7 billion euro and provides services to over a quarter of a million people, 90,000 households and over 6,000 businesses. Services include water supply and drainage network, waste management systems, transport infrastructure, social housing, community facilities including sports, recreation and leisure amenities, libraries and parks.

So much more could be achieved if we could create a greater awareness of the demands on our spending which results from a lack of public spirit evident in a small minority of people in our County. The monies we spend in remedying this damage caused by anti-social behaviour is referred to as the ‘Cost of Yesterday’. This cost of yesterday impacts directly on our financial ability to invest in our County. We aim to shift our spending in a positive way and this is referred to as ‘Investing in Tomorrow’. Investing in tomorrow enables us to redirect resources to provide improved services and infrastructure. In order to empower local groups and residents, we will introduce an innovative ‘Social Credit Scheme’ to reward citizens for proactive initiatives in their neighbourhoods. In our new Corporate Plan 2010- 2014, which will be delivered by the Mayor and Elected members in conjunction with the Council’s staff, we will continue to adopt an innovative approach to deliver improved services and strive to achieve value for money. We will use all our resources to empower and develop the potential of this County as an excellent place to live, work and invest.

Ten Things to do……in South Dublin County

South Dublin County offers residents and visitors a unique opportunity to experience both the City and Countryside. There is plenty to see and do in South Dublin this year, whether you’re having a “staycation” or you fancy getting to know your County. We have selected a taste of what you can experience right here on your doorstep! There are almost 1,400 hectares of public parks and open spaces within the County. South Dublin County caters for all age groups providing sports and leisure facilities including golf, equestrian sports, angling, cycling and walking activities for all the family.

1. Cultural Quarter

3. Rathcoole - Peoples Park

The Cultural Quarter in Tallaght comprising of RUA RED, South Dublin Arts Centre, the County Library, the Civic Theatre and the Big Picture provides a profile and focus for cultural life in the County. Rathcoole Park extends over 35.4 acres (14.3 hectares). The Park has brought many visitors to the area and has enhanced the lives of people living within the existing communities of Rathcoole and Saggart. Rathcoole Park is noted for its interesting topography and water features which are enhanced by the surrounding rolling landscape to the south. Rathcoole village is nearby with an opportunity to take some refreshments after your walk. Definitely worth a visit!

4. Rathfarnham Castle Playground 2. Seán Walsh Intergenerational Park The playground in Seán Walsh Park includes play areas for young and old. The ‘Garden for All Seasons’ situated in the heart of the park is a dedicated space that provides the opportunity for persons with physical and intellectual disabilities, to participate in the creation and upkeep of a visually stimulating garden. The garden design provides for universal accessibility, so everyone can enjoy the sensory quality of this space. Nearby is Tallaght Stadium, a purpose built, state-of-the-art stadium.

South Dublin County Council has a playground situated near the grounds of the Castle with lots of grassy areas and a big pond with ducks. It is a good sized park, so lots of room for walks! Also find the hidden playground in the woods on your walk (for older kids). The Castle which is operated by The Office of Public Works is currently closed for renovations.

5. Tallaght and Clondalkin Leisure Centres The Council’s state of the art leisure centres at Tallaght and Clondalkin are both open for business and provide the ideal outlet for the entire family. Each centre has a fully-equipped gym with all the latest equipment, staffed by experienced gym instructors who will help you with your own fitness programme. Both facilities have achieved the White Flag, the industry standard for leisure centres. The swimming pools are geared to allow small children and anyone with mobility problems to use the facilities with ease and dignity. Páirc Bhaile Uaitéir, Baile Phámar Waterstown Park, Palmerston Waterstown is the most valuable park in South Dublin County in terms of its ecological diversity with over 300 species of plants, animals and birds. Recent works in the park were designed to protect this diversity while allowing visitors a chance to access this scenic part of the Liffey Valley. The area has long been popular with nature enthusiasts and walkers. The park is also a favoured training venue for tri-athletes, cyclists and joggers. Throughout the summer there will be over 20 junior cycle races taking place in the park. The Palmerston Active Aging Association also organises regular walks in the Park. Tallaght Stadium is delighted to present their brand new official website www.tallaghtstadium.ie. The site showcases South Dublin County’s state of the art sports facility as well as keeping visitors up to date on all fixtures and events taking place at Whitestown Way.

Late Night Leagues South Dublin County Council’s Sports Office is working with the Football Association of Ireland (FAI) and the Garda Siochána to establish a series of Late Night Football Leagues in Tallaght and Clondalkin over the coming months. This provides an opportunity for young people to meet and play a football tournament each Friday or Saturday night in an organised environment. The F.A.I. Development Officers will run a full tournament each night, and the Gardai will assist with transport to and from the venues as well as ensuring that order is maintained at each venue.

Link 2 B Active Link 2 B Active is a programme to promote participation among unemployed people in local sports facilities in the County. With Link2BActive, SDCSP is providing unemployed people with details of local sports facilities such as gyms, leisure centres, all weather pitches, golf clubs and other facilities which are all offering reduced rates. All offers are on the SDCSP website (www.sdcsp.ie).

Older and Active SDCSP are committed to working with older adults and have launched a programme entitled "Living the Life" in Tallaght, Clondalkin and Lucan Leisure Centres in partnership with South Dublin Leisure Services Ltd. Participants do not need to be a member of any recognised group to take part. The aim of the program is to offer older adults the opportunity to meet up and take part in activities which include bowling, Boccia , Frisbee and many more. South Dublin Gladiators The Heineken Cup came to visit the young people involved in South Dublin County Council’s accessible sports club “South Dublin Gladiators” on Tuesday the 27th of April. South Dublin County Council's Sports Office together with Irish Wheelchair Sport and Cerebal Palsy Sport have set up an inclusive sports club targeting young people aged 4 – 14 with a physical disability. The group meet every Tuesday from 5.30pm – 7pm in Collinstown Sports Complex where they take part in a number of different activities in a fun, safe and most importantly inclusive environment with the emphasis all the time on young people’s “ability”. The club already has over 20 Gladiators in training and new members are welcome. Maintenance Tips for dealing with Condensation in the Home Condensation is probably the main cause of dampness and mould growth in dwellings. Continuing condensation causes walls, ceilings and sometimes floors to become damp, discoloured and unpleasant due to mould growing on their surfaces.

• Reduce cooking steam e.g. keep lids on saucepans, do not leave kettles and pots boiling for long periods. • If you have an extractor fan in your kitchen, use it when cooking especially if the windows mist up. If you have no extractor fan, open windows and keep doors between kitchen and rest of house closed. • After taking a bath or shower, keep bathroom window open and bathroom door shut until bathroom dries off. If there is no window use the extractor fan. • Provide some ventilation to all rooms so that moist air can escape, do not block air vents and allow air to circulate around furniture and cupboards. • Provide some level of heating.

Mould Growth If black spots appear on the walls or other room surfaces, this is the start of mould growth. The mould growth spots should be washed off and the affected area sterilized. A suitable sterilizer can be made by mixing 1 part bleach with 4 parts of water. Make sure that you then tackle the cause of condensation as recommended above.

The grant scheme is means tested. Apply now for a Higher Education grant for the academic year 2010/2011, by gathering the documents you need to accompany your application form (eg P60, P21, Birth Cert etc) as there can be a delay in obtaining certain documents and without these documents applications cannot be processed. A Polling Scheme divides the County into Electoral Areas, Electoral Divisions, Polling Districts and Townlands, and provides a Polling Place for voting. In preparing a Polling Scheme the Council will follow national regulations made by the Minister for the Environment, Heritage and Local Government and before the scheme is approved by the Council it will go on public display for a period of 5 weeks and then the Council must consider any submissions made proposing alterations to the scheme.

South Dublin County Council Local Artists Exhibition congratulates Richard Baneham Opportunity At South Dublin County Council’s meeting on Monday 8th March 2010, the Council unanimously agreed the following motion “That South Dublin County Council congratulates local artist Richard Baneham who to-day at the 82nd, Academy Awards in Los Angeles, received an Oscar, and that this Council initiate arrangements to honour this outstanding achievement.”

RUA RED will be hosting its second annual Summer Open Show which runs from 19th July to 21st August this year.

The Council will arrange to honour Richard Baneham, the award winning animator on his wonderful achievement, in the future. The Mayor Mick Duff said “All of us in South Dublin County are very proud of Richard, who is from Tallaght. He is an inspiration and a role model to young people in the County. This Council will continue to foster creativity and imagination by providing facilities such as RUARED Arts Centre which has multimedia labs, exhibition and art work spaces and the wonderful resource of the Library Service. I look forward to meeting him in person and honouring his achievement. We also pass our congratulations and delight to Richard’s proud parents.”

Youth Arts Project in St. Kevin’s Family Resource Centre

‘CLICK CLICK’, is a unique arts project that challenges stereotypes about young people with and without disabilities, celebrating individuality and uniqueness through an integrated project. www.click-click.ie. Young people from the Irish Wheelchair Association and the Tallaghtfornia Foróige Club (supported by Tallaght Youth Service) have collaborated with artist Aileen Lambert to develop skills in video, camera and stopmotion animation for this film and web-based project, resulting in the production of three short film works, Butterfly, Tallaght’s Top 5 Pool Tricks and Need for Speed. ‘CLICK CLICK’ was funded and supported by the Arts Council’s Artist in the Community Scheme managed by CREATE, and by the Department of Social Protection, South Dublin County Council’s Arts Office, St. Kevin’s Family Resource Centre, the Irish Wheelchair Association, and Tallaght Youth Service. CONTACT studio is a professionally equipped and run recording studio based in RUARED, Tallaght, beside the last luas stop. It is a flexible, affordable space for artists, youth groups and community groups in the County to record and archive their work. It provides opportunities for people interested in music to spend time in a professional recording environment, taking part in workshops on song writing, music production and music technology. The studio has been equipped to an extremely high standard, can cater for all styles of music and is ideally suited to musicians that are in the early stages of their recording career. Individuals and groups can contact the studio directly to arrange a session. South Dublin County Council’s Arts Office is also engaging with local groups and other projects to archive activities in the County. The cost of hiring the facility is €150 for a full day (9am 5pm), €75 for a half day (4 hours) or €25 per hour. All prices include the support and services of CONTACT’s engineer. Time Machine for the County: Mapping South Dublin County in Time This is an exciting new web service bringing historical maps of the South Dublin County area to you online for the first time. Anyone living in South Dublin County can now use the Libraries’ website to check out the location of their house or school on a series of maps from 1760 up to the current Ordnance Survey mapping and aerial photography. This service offers people a time machine to investigate their area through time – to see its progress over the centuries bringing them right up to today with aerial photography from the 21st century. The website is available now through www.southdublinlibraries.ie. Anyone who loves maps will love this virtual time machine.

‘All Join In’ at your Local Library! South Dublin County Libraries invites all teachers, children and indeed everyone in the school community to join us in our ‘All Join In’ campaign designed to encourage all primary school children across the County to join their local library. Every young reader in South Dublin County will receive a specially designed library card this year with instructions on how to join. Children can activate their cards by joining online at our website www.southdublinlibraries.ie or by visiting any library in the County. Library staff are on hand to visit schools to demonstrate how to join online and also to show the fantastic virtual resources that are available from the library website. Remember library membership is free and available to all.

New Waste Payment System Almost 95% of SDCC’s 75,000 customers are now availing of the Waste Payment System. The project involved the scanning/registration of 75,000 customers, the installation of hardware and software on the Council’s Refuse Fleet and the development of an in house Customer Management System. Information was published on the Council’s website by text/email and phone contact was used to update customers. This new system has considerable benefits over the former bin tag system – it is easy to use, customers can purchase bin credit in various ways up to midnight on the eve of collection and the danger of bin tag theft or loss is gone. As with the introduction of any new system on this scale there have been teething problems. One of the issues was that of “replacement cards”. During the cross over period from bin tags to the waste payment system, customers were issued with cards. However not all customers availed of the new facility as they continued with the bin tag system. In addition a large number of customers reported mislaying their card or having no recollection of ever receiving them. At this stage in excess of 12,500 replacement cards have been issued to our customers. The implementation of the new system was aided by our customers, our administrative staff and by our Elected Representatives who also assisted by directing customers towards alternative ways of contacting the Council and addressing their individual concerns. South Dublin County Council would like to thank our customers for their patience, understanding and for working with us through out this process and hope that they can now enjoy an advance payment waste system that provides convenience of payments, a more flexible and secure system.

Rewards for Improving Your Environment South Dublin County Council is establishing an innovative Social Credit System to encourage, assist and reward those taking action to improve their environment. So how will the social credits work? “Social Credits” will be awarded for environmentally sustainable actions. Credits can be accumulated and then exchanged for a variety of rewards. Actions and points required for a variety of rewards will be listed in the Social Credit Catalogue. Examples of actions include a community group keeping their area graffiti free, a business siting a bring bank on their premises, a school keeping their grounds litter free. Rewards could include free swims, a free round of golf, use of a sound studio, a free WEEE collection for your area, your street could be awarded litter free status or have trees planted. Many schools, community groups and businesses continuously strive to improve their environment by cleaning up, planting and maintaining places all around the County. The new Social Credit System aims to acknowledge and reward such groups and motivate others to get involved and take ownership of the County.

Beautiful South Dublin County is back! Judging of the fifth Beautiful South Dublin County will take place during the summer of 2010. The competition gives South Dublin County Council an opportunity to recognise and acknowledge the great effort put in by communities to improve their local areas. The competition is one of the highlights of the year for the Council and for the community groups and residents associations that take part each year. Each year the number of entries increases and this year we have added even more categories to encourage greater participation. The competition encourages participants to become responsible for their local environment and develop more sustainable communities. We will be inviting applications from individuals, community groups, youth groups, residents associations, businesses and any other groups that are actively making South Dublin County a cleaner, greener place to live and work. Entries will be judged based on effort and community involvement, litter management, planting and floral enhancement and environmental management.

The Importance of Water Conservation Water, Water everywhere and not a drop to drink…..is this very far from the truth? In Ireland we have no end to the amount of rain we get and therefore by association we have lots of clean usable water – Right?

South Dublin County Council is currently one of the best Counties in Ireland with regard to water leakages. Less than 20% of water loss is due to leakage. Even so the Council had to call on the public to conserve water. This was as a result of water levels reaching a critically low level combined with and an all-time high demand level. During the bad weather the demand for water in the County rose significantly, in one day the water usage rose by 10 million litres of water! Because of this people were left with low pressure water or no water for a period of time. South Dublin County shares water with three other Dublin Authorities and once one area is affected, all areas are, due to the use of a common water source, the Liffey. Therefore, water conservation is essential to maintaining water supply. In order to avoid any future rationing of water please consider the following:

Unfortunately this statement couldn’t be further from the truth, lots of rain does not mean there is lots of clean useable water. Clean useable water is not limitless. 1% of all the water in the world provides all our usable water, which includes drinking water, household water, all the water in the atmosphere and all the ground water, lakes and rivers! Of the remaining 99% of the water on earth, 97% is salty water in the oceans, 2% is locked in the polar ice caps…. Water used in South Dublin County comes from the Poulaphouca Lakes on the River Liffey and is pumped to a water treatment plant to be cleaned before it makes its way to our homes. All clean water that is flushed down the sink or toilet ends up in a wastewater treatment plant. This clean water becomes contaminated and has to be treated again, at huge expense, before it can be discharged to the sea again. As a County, South Dublin uses 42,239,000 litres of water a day. This translated into 148 litres per person per day or 407 litres per household per day, this can be broken down as follows per person: • Drinking per person will only account for an average of 2 Litres • Washing Machine - 40 Litres • Cooking – 10 Litres • Power Shower – 125 Litres • Standard tap shower – 35 Litres • Dishwasher – 10 Litres • Brushing your Teeth Morning & Night with the tap running - 12 Litres • Hand washing – 12 Litres • Toilet Flushing – 27 Litres

• Do not leave taps running in your house while carrying out normal tasks • Check for leaks and repair dripping taps, cistern or pipes • If a leak is seen in a public place, report it to the Council • Operate dishwashers and washing machines when full • Use a basin when washing fruit and vegetables • Reduce time in the shower and avoid having a bath • Fill the kettle with just enough water for your needs • Collect rain water to water plants, wash cars etc

Water is precious - Don’t waste it! Don’t take it for granted! Conserve it!

During the adverse weather conditions which gripped the Country over Christmas and New Year, the Council carried out gritting runs on the 350 km of roads twice daily, with particular emphasis on the main commuting routes. This constitutes over 40% of the total roads in South Dublin County Council’s area. Over 13,000 linear kilometres of road were gritted in the County during the cold spell, utilising all 8 of the Council’s Gritting Trucks and deploying over thirty staff to the gritting and salting process. 250+ additional staff as well as plant and machinery from all other departments within the Council were deployed to clear snow and ice from footpaths in the main commercial and shopping areas in our towns and villages. The Council’s Traffic Management Centre monitors road conditions and provides live updates on the Web and via SMS. The centre is used as an early warning system for difficulties as they arise and we are able to advise the gritting teams on the ground of difficulties so that they can be directed to a location without delay. Weather warnings and ongoing information is provided and constantly updated on the Council’s website . National Bike Week: 14th-20th June 2010 South Dublin County Council will be marking National Bike Week from the 14-20th June 2010. Lined up are a variety of activities including a cycling challenge, cycle safety instruction for participating ‘Green Schools’ and lots more! . This year a number of events will be featured for schools, community groups, children and families, cycling groups and local businesses. Look out

County Development Plan Preparation 2010-2016 The preparation of the development plan is in the second year of the statutory process as set out in the Planning and Development Acts 2000-2007 and is due for completion in Autumn 2010. The next step of the process will be the consideration of the plan by the Council with the likelihood of a third public consultation and public display taking place in June 2010. At this stage, any proposed amendments to the draft plan will be made available for inspection by members of the public, stakeholders and landowners and the public will again be invited to make submissions or observations on these amendments. Further details, advertisements and information will appear in the press, on the Council website (www.sdcc.ie) and in local libraries during the coming months and your views will be sought.

Update on Luas Citywest extension Luas Citywest is the proposed extension of the Luas Red Line (Connolly Tallaght) from Belgard to Saggart. A total of five new stops on Luas Line A1 are proposed at Fettercairn, Cheeverstown, Citywest Campus, Fortunestown and Saggart with a Park & Ride Facility proposed at the Cheeverstown Stop. The line will end at Saggart. The line is a Public Private Partnership between Railway Procurement Agency, South Dublin County Council and private property developers. Luas Citywest is part of the Government’s Transport 21 capital investment framework.

Déanann Ionad Bainistíochta Tráchta na Comhairle monatóireacht ar staid na mbóithre agus cuireann sé eolas cothrom le dáta ar fáil ar an suíomh gréasáin agus trí SMS. Baintear úsáid as an ionad mar áit ina bhfeidhmíonn córas a thugann rabhadh go luath i dtaobh deacrachtaí de réir mar a bhíonn siad ag tarlú agus bíonn ar ár gcumas comhairle a chur ar na foirne a bhíonn amuigh ag leagan grin faoi na deacrachtaí ionas gur féidir iad a threorú chuig láthair gan mhoill. Ullmhú An Phlean Forbartha Contae 2010-2016 Tá ullmhú an phlean forbartha sa dara bliain den phróiseas reachtúil faoi mar atá leagtha amach faoi na hAchtanna um Pleanáil agus Forbairt 2000-2007 agus tá bailchríoch le bheith curtha air san Fhómhar 2010. Is í an chéad chéim eile sa phróiseas go mbreithneoidh an Chomhairle an plean agus gur dócha go mbeidh an tríú comhairliúchán poiblí agus taispeántas poiblí ann i mí an Mheithimh 2010. Innovation Enterprise Zones

This project aims to sustain existing jobs in this County by supporting local businesses and community facilities.

South Dublin County Council in partnership with FÁS, the Department of Social Protection, the Institute of Technology Tallaght and the South Dublin County Enterprise Board are developing the concept of Innovation Enterprise Zones in the County. This initiative proposes to set up a network throughout the County where individuals and Small to Medium Enterprises (SMEs) can use a dedicated desk/office space on a time share basis to run and operate their business start-ups.

The project is currently targeted at professionals on the live register. At present, approximately 150 members have signed up for the initiative. A virtual business campus has been developed where research can be carried out into the cost of doing business and where innovative new technologies will be explored with a view to creating new business opportunities. www.iez.ie is an interactive space where participants can give feedback, ask questions, register for training, interact with colleagues and book time/space in the Innovation Enterprise Zone work space. What are Commercial Rates? Commercial rates are a form of property based tax charged by local authorities on the occupiers and in some cases owners of commercial/industrial properties. The income generated from commercial rates is used to support a wide range of services for businesses and the local community. These include roads, footpaths, cycleways, street lighting, water supply, waste water treatment, planning, economic development, waste management, litter and pollution control, environmental protection, the fire service, libraries, parks and playgrounds, community services, sports and arts programmes and local representation. South Dublin County Council adopted its Annual Budget for the Financial Year 2010 on 21st December 2009. The €254 million budget reflects the cost of operational activities and services for the year. Economic activity in South Dublin has increased significantly in the past 10 years and sustaining this strength and growth is important for the future of South Dublin County. Council members, conscious of the cost of commercial rates for businesses, have taken steps to contain this cost during the annual budget process. In this regard, the annual rate on valuation (ARV or rates multiplier) for 2010 was decreased by 2.34%. This has delivered savings in 2010 for every business in the South Dublin County rating administrative area. The average national cost of local authority rates in retail operations are 3-4% The liability for commercial rates attaches to the individual in occupation of the property at the time of the making of the rate (i.e.22nd January 2010). If this individual defaults on paying the rates, the liability for arrears, in relation to the previous two years, may fall on the subsequent occupier. If the property is vacant on the date of the making of the rate, the liability to pay the commercial rates bill attaches to the person entitled to occupy the property (either the leaseholder or the owner). They, in this situation, may be eligible for a refund if the property was available for letting, vacant for the purpose of carrying out works or vacant pending redevelopment. The Valuation Office is the independent state agency that provides valuations and revision of valuations for non-domestic properties. Non Principal Private Residences - (NPPR) The Local Government (Charges) Act 2009 introduced a €200 annual charge on non principal private residences, payable by the owner to the Local Authority in whose area the property concerned is located. Liability to pay the charge is assessed by the owner of a property. The ownership of a non principal private residence on the 'liability date' (31 March in 2010) determines liability to pay the €200 charge. Payment is due by 30 June 2010. A €20 per month late payment fee will apply from 1 July 2010 in respect of each month for which payment for 2010 is overdue. The residential property liable for the charge includes private rented property, vacant property (except new but unsold residences) and holiday homes (excluding mobile homes). Payment can be made online at www.nppr.ie. To pay the NPPR charge online you will need: 1. The PPS number for the registered owner of the property 2. The address of the NPPR property(ies) 3. Laser or credit card details. Alternatively registration forms can be downloaded from the website and/or are available from South Dublin County Council. These must be completed and returned with a credit or debit card payment or bank draft/ postal order/cheque made payable to "LGCSB NPPR" to NPPR, PO Box 11654, Dublin 8.

Is é nó í úinéir na maoine a mheasfaidh an dliteanas muirear a bheith le híoc. Aon duine is úinéir ar áit chónaithe phríobháideach neamhphríomha ar an “dáta dliteanais” (31 Márta sa bhliain 2010), dlífear air nó uirthi an muirear €200 a íoc. Beidh an íocaíocht dlite faoin 30 Meitheamh 2010. Beidh feidhm ag táille €20 íoc déanach in aghaidh na míosa ón 1 Iúil 2010 i leith gach míosa a mbeidh an íocaíocht don bhliain 2010 imithe thar téarma.
