Sea Glass Cares Sea Glass is proud to announce that it has partnered with the Community Foundation of the Virgin Islands (CFVI) to begin its own field of interest fund, which is named Sea Glass Cares. Sea Glass Cares aims to help the local community by raising funds and awareness with specific emphasis on educational wellbeing. Pictured aboce is the Emanuel Benjamin Oliver Summer School program. This program provides children with continued education throughout the summer which would not be possible without outside funding. Other current efforts that Sea Glass is working on is raising money for Ivana Eudora Kean’s baseball and softball teams so that they can have a seaon this year! Areas | St. Thomas

St. Thomas is home to nearly half of the residents of the US Virgin Islands. Thirty square miles of beauty and tropical paradise is the setting of a relaxed lifestyle unparalleled and virtually unknown to most “continentals” on the mainland US. St. Thomas is a U.S. territory but the way of life is the laid back approach loved by islanders and visitors alike. This is home to a growing number of people who have found that the life here is what they’ve dreamed of. Thousands of vacationers flock to St. Thomas annually to enjoy the scenic island beauty, relish its magnificent beaches, vibrant nightlife, its centuries of history, rolling hills and duty free shopping. Some make it home. The decision comes after a lifetime or after just one visit. The island catches their heart and calls them back to the allure of its unique life and beauty. Once a strategic stronghold on the World Wars, the U.S. Virgin Islands is now characterized by a quiet pace, where balmy weather and turquoise waters compel more and more people to call it home.


Peterborg (Residential Neighborhood) Peterborg is a long, narrow peninsula on the north side of the island that separates world famous Magens Bay from the Atlantic Ocean. By living in Peterborg, you have made a commitment to a lifestyle that is somewhat removed from conveniences. But that’s a commitment easily made by so many people for the sake of the beauty and calm that Peterborg offers. It is an exclusive address that hosts a preponderance of luxury homes, many within the confines of three gated communities – Red Rock, Sydney’s Fancy and Dove Way. Ocean views are the common denominator in Peterborg, and many homes sit waterfront, although the geography is such that few homes can actually access the shoreline. Cliffs abound. The end of the peninsula is Peterborg Point, known for its huge rock formations and tidal pools. It’s a destination for sightseers, if not for the adventurous. (Caution advised.) One thing that distinguishes Peterborg is its flawlessly paved road that hugs Magens Bay and which makes it possible to scoot quickly along the length of this landmass, as well as providing a nice surface for runners, frequently seen striding along the roadside.

Mahogany Run | From $189,900 When you’re talking condominium complexes on St. Thomas, you can’t help but talk about time-tested Mahogany Run. Built around a 100-acre golf course by the same name, Mahogany Run consists of 241 units bordering the Atlantic, many with spectacular views extending to the British Virgin Islands. There are two entrances to the complex – both gated with security guards. The main entrance leads to the golf course and clubhouse, with a popular restaurant, as well as to dozens of luxury homes, many of them waterfront. The condominiums in the main section of Mahogany Run offer views ranging from breathtaking ocean panoramas to pastoral, golf course scenes. And there are two pools to choose from. The other entrance to Mahogany Run is down the road from the main gate and is called “Tennis Village.” Why Tennis Village? No one seems to know because you won’t find any tennis courts there, or on the main property. What you will find, however, are three-bedroom condominiums, not available in the central complex. Of the 241 units at Mahogany Run, most are two-bedrooms, and several are one bedroom and studio apartments, but only about a dozen units are three-bedrooms, and all of those are in Tennis Village, which shares its entrance with the Old Stone Farmhouse – one of the finest restaurants on the island. One of the aspects of Mahogany Run that recommends it to condo buyers is layout. The boxy blueprint that many condos adopted is not evident here. Mahogany Run apartments tend to feel more like small homes, with layouts that speak to imagination and good planning – plenty of windows out onto the views rivaled only by plenty of closet and storage space.

Fairway Village| From $197,500 Fairway Village condominiums occupy a unique location in that they are within the gates of Mahogany Run, but they are not actually part of the Mahogany Run condominium complex. Fairway Village is a separate entity entirely. Nevertheless, the complex enjoys the benefits of a security gate and security guards, and residents are walking distance from The Grille, a delightful bistro located in the clubhouse at Mahogany Run, a famous golf course, should Fairway Village residents also be duffers. Fairway Village is a modest version of the Mahogany Run condominiums in that they are mostly studios, and their views are almost exclusively of the golf course, though some boast distant ocean views. The complex consists of 31 units – only a few are one bedroom. Depending on which level the condo is on, you could scale a few short flights to reach home. Fairway Village boasts a beautifully and newly refinished pool exclusively for the use of its residents. Like Mahogany Run, Fairway Village is located on the cool north side of the island, facing the Atlantic, and is a stone’s throw from world famous Magens Bay Beach. In addition to restaurants nearby, Fairway Village is close to the center of the island, Tutu, where conveniences abound.

Caret Bay Villas | From $219,900 Tucked on the northern shore of St. Thomas, the Caret Bay Villas offer panoramic vistas to the North. Built in 1999, this 14-unit complex is waterfront and offers two or four bedroom town homes, and each unit has a private pool. Very secluded and serene, residents feel like they are in their own tropical world. The complex is gated for added security.

Cowpet Bay West| From $411,000 For those unfamiliar with St. Thomas, hearing the name “Cowpet” often prompts heads to tilt, followed by, “huh?” Cowpet. It’s hardly mellifluous. And cows are not the creatures you connote with Caribbean beaches. Nevertheless, Cowpet Bay, whose name derives from the island’s Danish heritage, is regarded as one of the most desirable locations on St. Thomas, located in Estate Nazareth on the coveted East End. Cowpet Bay West is a community of 102 condominiums sitting waterfront on Cowpet Bay. The condos range in size from 2/2 to 3/3 to 4/4. Some of the three and four bedroom units are two-story. Each bedroom has its own bathroom, and at least one bedroom in each unit is large. Plenty of closet and storage space too, for a condo. The complex was built some 40+ years ago, but has stood the test of time thanks to solid concrete construction. Whether you’re a fixer-upper, or someone seeking a modern renovated unit, you’ll find what you want at Cowpet Bay West. Some units remain perfectly enjoyable while still in close to original condition. Other units have been renovated, and some in such a way that the floor plan has been completely redone, achieving a truly modern look and feel. Prices for condos at Cowpet Bay West range from two bedroom units priced in the 3’s to four bedroom units priced in a range that could begin with a “5” and perhaps go as high as “9” depending on the upgrades. Cowpet Bay West is situated on a long white sand beach. There’s a large, flat grassy area leading up to the shoreline where residents are seen playing croquet from time to time, or playing ball with their children. That grassy patch is a rare thing on a hilly sandy island, so it’s just one more amenity that favors this community as a destination for condo buyers.

Cowpet Bay East| From $279,000 Like its sister complex, Cowpet Bay West, this group of 100 two, three and four-bedroom condominiums sits ocean-side on the coveted East End of St. Thomas. Shortly before you reach the complex, you pass the entrance to the St. Thomas Yacht Club, and should you overshoot the turn-off to Cowpet Bay East, you’ll immediately find yourself at the Ritz Carlton. Bordering the complex are two good waterfront restaurants. All in all, Cowpet East is wonderfully situated especially if you enjoy walking places – a rare treat on St. Thomas. While both Cowpet East and West are not the most stunning stretch of condominiums architecturally, their perch above Cowpet Bay, and the five minute drive into chock-full-of-everything Red Hook have sustained them over the decades, rendering them two of the most desirable condo complexes both for year-round residents and snow birds. In every unit, the bedrooms are coupled with a bathroom, and some of the three and four-bedroom units are two story. Cowpet is known for closets and storage, and you can count on at least one bedroom in every unit being particularly large. With an upper tier, Tara Way, and a waterfront tier, Tracy Way, the views at Cowpet East range from spectacular to disappointing, but that, too, builds in a range of prices, allowing for more modest budgets to nevertheless be part of a waterfront complex on the East End.

The Anchorage | From $275,000 Anchorage condominiums have a very compelling combination of location, amenities and the lowest condo fees of any of its three neighboring complexes along Cowpet Bay on the desirable East End of St. Thomas. The Anchorage is a J-shaped sweep of handsome buildings that arch around a spacious courtyard whose green grass extends to the shoreline. Along the way are two tennis courts and a large ocean-side pool exclusive to the residents. The Anchorage, located on prestigious Deck Point, is a gated community of 75 condos, either two-bedroom or two-bedrooms with a loft. Owners sometimes convert the loft space into a big master bedroom as the other bedrooms are cozy. But the front bedroom opens onto a sizable porch that makes the courtyard and the ocean feel like an extension of living space. There are stairs, ranging from a few to several, to reach most units. Because it’s located on Cowpet Bay, you are walking distance from the two seaside restaurants nestled in the Elysian condo complex down the shoreline, and you’re minutes from the conveniences and entertainment options that nearby Red Hook offers including restaurants, clothing and gift stores, a medical practice, a pharmacy, a video store and a good grocery store, in addition to the ferry terminal that links you to St. John and the British Virgin Islands.

Elysian Beach Resort| From $359,000 There is a vitality about the Elysian that the three other condominium complexes which share the Cowpet Bay waterfront don’t quite have. The Elysian has been a resort destination – a hotel service used to operate for owners who chose to rent – so there’s a spa, a large ocean-side pool, a tennis court, a mini convenience store, as well as two restaurants on the property. It’s got it all, not to mention, proximity to Red Hook, where services abound. The residences at the Elysian, also known as Cowpet Beach Resort, are designed with a rental option in mind. Each bedroom has a porch facing the ocean, and a door to the outside. The common living area can be used as a studio, and the door accessing the bedroom can be locked to enable the owner to rent the bedroom, which includes a full bath, and a station for a mini fridge. Most units have a bedroom flanking both sides of the common living area, essentially providing for two rentals, while the owner enjoys a studio with a full kitchen, full bath and a laundry room. Some Elysian units have a loft bedroom/bathroom, with a large balcony. If being able to host guests or earn rental income is important, you may still enjoy plenty of living area, even if you’ve sectioned off a bedroom or two for private use. Architecturally, the Elysian is perhaps the most attractive of the Cowpet area condominiums. Some units require you to climb a couple flights of stairs from the parking lot. Views from the Elysian can be somewhat removed from the ocean. Many units overlook the parking lot, or the buildings housing the resort’s amenities. But palm trees abound, a pool adds some cache to the vista, and regardless of what comes first, the sandy beach and blue ocean are where your gaze lands, and they provide a welcome sight as you sip morning coffee or evening drinks from your porch.

Regatta Point| From $125,000 Situated on a knoll above Bolongo Bay on the south shore of St. Thomas, Regatta Point condominiums are gated and offer owners the use of three pools and a tennis court. If you’re a dog lover, you can bring your pooch, as long as it weighs less than 25 pounds. There are a total of 75 units at Regatta Point, broken down between one-bedroom units, 2-bedroom units and 2-bedroom units with a loft. One tier below Regatta Point is Sea Cliff Villas, a condo complex that shares a security gate with Regatta Point; and alongside Sea Cliff is a complex called Watergate East. The three have a reciprocal relationship whereby residents are allowed to use each other’s pools as well as the Regatta Point tennis court. In the courtyard at Regatta Point is a large pool and deck; down the path is the tennis court. There’s also a path that leads down to Bolongo Bay Beach Resort, where you’ll find a long sandy beach for swimming, as well as a range of dining opportunities. Iggie’s Beach Bar and Grill is oceanfront on the bay and is a great stop for a burger, fries and a beer. Or, dine at The Lobster Grille, also on the ocean. Stroll down the beach and you’ll find Mim’s Seaside Bistro with specializes in seafood. It’s not too common to be walking distance to restaurants on St. Thomas! With downtown Charlotte Amalie ten minutes to the west and Red Hook’s shopping and restaurants 10 minutes to the east, Regatta Point is well situated for convenience. The complex was built in the 1970s and is governed by two separate governing bodies, although costs and amenities are shared.

Sea Cliff, From $138,000 Sea Cliff Villas is a waterfront complex that offers the use of three pools and a tennis court, and it allows owners to have dogs. It’s got the full monty. Located directly on the water in Bolongo Bay, each one of the 75 units enjoys a waterfront living. There are 43 one-bedroom, 25 two-bedroom and seven three-bedroom units. Sea Cliff Villas is the skirt surrounding Regatta Point, another condominium complex which shares a security gate with Sea Cliff. And neighboring these two complexes is Watergate East, also on the water, but not behind a security gate. The three complexes have a reciprocal relationship which means residents can use each other’s pools, as well as the Regatta Point tennis court. Another advantage of living here is being able to walk to one of three beachfront restaurants. The Bolongo Bay Beach Resort is home to Iggies Beach Bar and Grill for a burger, fries and a beer. Or for more upscale dining there’s The Lobster Grille at Bolongo Bay. Additionally, Mim’s Seaside Bistro is situated on Bolongo Bay and specializes in seafood. Sea Cliff Villas were built in the 1980s, according to the association’s office. Their lack of curbside appeal – the buildings are boxy and bulky – is softened somewhat by the fact that they literally are oceanfront. There’s a trail that leads from Sea Cliff to the Bolongo Bay Beach Resort’s beach, and keep in mind, all beaches in the VI are public, regardless of whether a resort or a residence is alongside. The beach directly in front of the complex is rocky – not too bad for strolling but hardly a place to lounge and swim.

Sapphire Beach (Condo Community) Sapphire Beach is one of the most scenic beaches on St. Thomas. The Virgin Islands Economic Development Authority (EDA) is a semi-autonomous government instrumentality responsible for the promotion and enhancement of economic development in the United States Virgin Islands. It has five major components, to wit, the Government Development Bank, The Economic Development Commission, the Industrial Park Development Corporation, the Small Business Development Agency and the Enterprise Zone program. The purpose of the Economic Development Authority is to act as an umbrella authority that assumes, integrates and unifies the functions of the aforementioned agencies under one executive board in order to achieve maximum efficiency of operations, avoid duplication of services, positions and responsibilities, reduce expenses for personnel, physical plant and operations and develop comprehensive programs for the economic development of the Territory by exercising the powers and duties of all four former entities, in conjunction with one another, and in the context of the overall goal of promoting and enhancing the economic development of the Territory. The Economic Development Commission (EDC): The United States Virgin Islands is a relatively small insular economy having few natural resources. Consequently, it relies heavily on revenue generated from export trade and services for resident income and employment. To reconcile the difference, the federal and territorial governments have enforced a series of tax incentives suggested by the Economic Development Program. These tax incentives are designed to promote investment and growth chiefly in export related activities.?With offices in Washington, D.C., New York, St. Thomas, and St. Croix, the Economic Development Program aims at promoting growth, development and diversification of the United States Virgin Islands. The scope of the Economic Development Commission (EDC) encompasses encouragement and assistance in the creation, development and expansion of commerce and industries in the US Virgin Islands. The seven-member Economic Development Commission reviews applications from all Ecnomic Development benefit applicants. The step by step procedure is as follows: Receipt of completed applications Public hearing Approval/denial by the Commission Approved applications are subject to the Governor’s approval And finally, a USVI tax benefits and time period certificate/contract is executed. There are EDC offices on St Thomas and St Croix. Applications for tax benefits are made through the EDC Executive Director on St. Croix. In 1991, approximately 80 active companies employing nearly 5,500 persons received EDC tax benefits. They represented a broad range of industries - manufacturing and assembly, hotels, major tourist attractions, guest houses, transportation-related and service businesses. The manufacturing sector includes oil refining, watch assembly, aluminum production, generic pharmaceuticals, rum, liquor, construction materials and a wide variety of products including high-tech electronics.

What is WAPA?

An autonomous public utility created by the Virgin Islands Legislature in 1964, the Virgin Islands Water and Power Authority (WAPA) generates and distributes electricity to approximately 55,000 customers throughout the territory. It also provides desalinated, potable water to 13,000 customers in the major commercial and residential centers of Charlotte Amalie (St. Thomas), Christiansted and Frederiksted (St. Croix) and Cruz Bay (St. John) as well as certain subdivisions.

Because of its reliance on fuel oil and continually escalating crude oil prices worldwide, WAPA’s customer rates are generally higher than in most regions of the United States. Monthly bills will vary according to customer usage and the prevailing Levelized Energy Adjustment Clause (LEAC) factor. The LEAC factor (or fuel factor as it is called in other Caribbean islands and at some mainland utilities) is a customer surcharge that allows WAPA to address increases or decreases in fuel prices. WAPA’s customer rates, as well as adjustments to

the LEAC factor, are subject to approval by the Virgin Islands Public Service Commission How is WAPA different than stateside services? WAPA charges about 56 cents per kilowatt versus an average of 12 cents per kilowatt state side. Basically, electricity is pretty pricey here in the Virgin Islands, but we have all the tips you need to lower your bill! The best time to get ready for a storm is well before the winds blow & the pounding rain comes. With hurricane season now upon us, the best time to prepare is now. Here are several useful reminders on steps you can take to protect your home and belongings, and to begin the process of repair and/or replace should a loss occur.

Protecting Your Property

• Review your insurance coverage with your insurance agent to ensure it is adequate & verify any windstorm deductibles. • Take photos of your residence both inside and out, before the start of hurricane season or before a storm hits. Make sure you get clear photos of each room of the house that show the appliances and furniture in each. Take photos of your personal belongings that may require special insurance coverage. Make two copies of the pictures, one for you and one for the insurance adjuster. • Create an inventory of your possessions and store it in a secure place other than your residence. If your belongings are damaged, this list will help in filing a claim. • Clear brush and remove dead branches and trees to reduce the amount of debris that could be blown around by storm winds.

If Your Home is Damaged

• Take precautions for your personal safety & comply with orders of local emergency management authorities. • Notify your insurance agent as soon as possible. Secure your premises before evacuating & provide your agent with contact information. • Photograph damaged property and take notes describing the damage. Along with your inventory, these will help your agent and adjuster assess the damage for your claim. • Temporary repairs may be authorized to protect against further damage. Check with your agent before commencing with repairs. Keep all receipts for repair work done on your property.
