Minister praises role of Wales in defence industry DEFENCE PROCUREMENT MINISTER STUART ANDREW has visited Welsh firms to see at first hand the crucial role they play in the defence sector after a tour of military suppliers in the country. The Ministry of Defence has invested £945 million in Welsh industry, supporting more than 6000 jobs. The Minister visited leading organisations such as the Defence Electronics and Components Agency (DECA), Kent Periscopes, Qioptiq and Raytheon, which are all supporting equipment essential to the UK’s Armed Forces. The Minister’s tour of Welsh firms began at DECA Sealand, which will be at the forefront of maintaining the UK’s new supersonic F-35 Lightning Force fighter jets. The Sealand site will become a global repair hub for the aircraft, providing maintenance, repair, overhaul and
upgrade services for F-35 avionics, electronic and electrical components, fuel, mechanical and hydraulic systems. The fighter jet work will sustain thousands of jobs and pump hundreds of millions of pounds into the local economy. Whilst at the site, the Minister announced that the F-35B Lightning has carried out its first trials armed with UKbuilt weapons out in the United States. The Minister also visited Raytheon, where he had the chance to see the cutting-edge capabilities of the British aerospace and defence sectors. The company’s technology is used in some of the most advanced aircraft surveillance and intelligence systems in existence. This includes the Sentinel, which is one of the UK’s most advanced manned surveillance aircraft, and the closely guarded
Shadow special mission aircraft. The Defence Minister’s visit coincided with the company celebrating ten years of Sentinel and more than 30,000 operational hours. Mr Andrew said: “Wales is crucial to our world-leading defence industry, our Armed Forces and their future capabilities. The hundreds of millions of pounds we are investing in Welsh firms means the nation can continue making a massive contribution to our safety in the face of intensifying threats across the globe. “The 6000 workers in Wales’ defence sector can be extremely proud that their entrepreneurship, innovation and skills are ensuring our brave servicemen and women are equipped with the latest equipment and systems so they can protect us at home and around the world.”

UK aid to protect people from threat of lethal landmines PIONEERING TECHNOLOGY will help eliminate landmines across Africa and Asia, helping the world’s most vulnerable communities access safe land. New UK aid-funded technology, including radar detectors, will help trace ammunition in the equivalent of more than 16,000 football pitches. Remote controlled machines, such as the Mine Wolf, will also help clear cluster bombs more rapidly. Manufactured in Newcastle, the eighttonne Mine Wolf is a remote-controlled mineclearing machine used in high-risk areas. It can clear up to 12,000 square metres a day. The demining work will protect more than 820,000 people from the threat of barbaric relics across war-ravaged communities in Asia and Africa. Working in partnership with local authorities and governments and through

world-class UK organisations such as The HALO Trust and Mines Advisory Group (MAG), UK support will see local men and women trained to identify and remove these deadly objects. It is envisaged these projects will help boost local employment by recruiting men and women from communities where alternative job opportunities are severely limited. UK support will also help train all-female demining teams, often in areas where many of the men have died in conflict. Hundreds of women from impoverished communities are being empowered through skills training in landmine clearance, vehicle mechanics and paramedic first aid to protect their communities. International Development Secretary Penny Mordaunt said: “UK expertise and innovation are helping to shield vulnerable people from these barbaric relics and

liberating land contaminated by these devices. This will allow the poorest people to grow crops, walk their children to school without fear and ultimately give them back control over their lives.”

WFEL ‘bridges’ nations following Australian Army contract MINISTRY OF DEFENCE
UK military provides training support to Somalian National Army THE UK-LED BAIDOA SECURITY TRAINING CENTRE in Somalia has celebrated its 500th graduate, as Britain reaffirms its commitment to supporting peace and prosperity throughout the region. Since January 2017, British Service personnel have trained the Somalian National Army (SNA) in medical best practice, leadership development, intelligence gathering, equipment care, logistics and human rights. “The training we have provided will help build a more stable and prosperous Somalia,” said Armed Forces Minister Mark Lancaster. “The Somalian National Army have been motivated, keen to learn and professional and we remain committed to their country’s development.”
Having completed the training it is hoped that Commanding Officers in the SNA will be able to apply what they have learned, becoming self-sufficient as they impart that knowledge and experience to their own troops. Crucially, the initiative forms only a fraction of the country’s commitment to Somalia. The UK is the third largest donor to the African Union Mission in Somalia or AMISOM, and in 2017 it was announced that Somalia would be the beneficiary of £21 million in financial backing from the Conflict, Security and Stability Fund. The UK is also supporting development of a joint funding mechanism for policing, which the Government is currently developing with the European Union.

UK strengthens support to NATO mission in Afghanistan
ONE HUNDRED WELSH GUARDS accompanied the Defence Secretary, Gavin Williamson, as he arrived in Kabul for a threeday visit. The 100 troops are the first group of the additional 440 troops the Prime Minister committed to NATO’s capacity building mission in Afghanistan at the NATO Summit in July. The UK plays a leading role in NATO, and this troop uplift will make the UK the third largest contributor to Afghanistan with around 1100 personnel. The additional troops will bolster the UK’s existing contribution to the UK-led Kabul Security Force (KSF), which plays a critical role in enabling NATO advisors in the city to undertake 6
engagement with the Afghan Government. They will also continue to mentor the Afghan National Defence and Security Forces who are responsible for security in the capital. The Defence Secretary also travelled to Mazar-i-Sharif where, alongside the German Armed Forces, UK personnel are supporting the expansion of the Afghan Special Police. The force has recently illustrated its increased capability in responding to the InterContinental Hotel and Kabul Military Academy terrorist attacks. He met around 40 UK advisors who have been based in the north of the country since January 2018. He also met President Ghani and Chief Executive Officer Abdullah Abdullah, underlining the UK commitment to a secure and stable Afghanistan. Mr Williamson said: “We remain absolutely committed to building an Afghanistan that is a strong security partner for decades to come. A secure and stable Afghanistan helps keep the streets of the UK safe. “The uplift of UK personnel not only underlines our commitment to Afghanistan and regional security, but also to the Alliance that has been the cornerstone of our defence for 70 years. Thousands of our personnel stand shoulder to shoulder with NATO allies around the world. Those here in Afghanistan are just one example of Global Britain in action.”

DEFENCE PROCUREMENT MINISTER STUART ANDREW has visited Stockport-based military bridge manufacturer WFEL in time to see the finishing touches put to a multimillionpound Australian Army contract. For WFEL, completion of the £53 million Australian Army contract is indicative of an international trend; the business has generated a staggering £600 million in defence export orders alone over the past decade. During his visit the Defence Minister paid tribute to this whirlwind success, describing WFEL as “a model for how companies across the country can thrive on the global stage” at a time when defence exports have risen by over 50% to £9 billion. The bridges themselves will be used in combat scenarios to provide rapidly deployable temporary infrastructure, ensuring soldiers and essential equipment are able to navigate even the most challenging of terrain. The bridges can also be deployed in times of crisis – during natural disasters, for example, where infrastructure often serves as an essential lifeline to those in desperate need. “Through WFEL, Stockport is leading the world in military bridges which help troops defeat our enemies and provide essential aid to people in disaster zones,” said the Defence Minister. “Not only does WFEL bring hundreds of jobs and millions of pounds of investment to the UK, but it enables relations with some of our closest allies to flourish. As they finish an order for Australia, kick one off for America and look towards more opportunities to build British bridges, they are a model for how companies across the country can thrive on the global stage and play a key role in the defence of our nation.” Acknowledging the close collaboration between UK and Australian industry, Air Commodore Brian Edwards, Head of Australian Defence Staff in London, added: “The Australian-UK bilateral defence relationship has been forged over many years and is incredibly strong and enduring. “In recent times, we have seen an increased emphasis in opportunities for collaboration from a defence industry standpoint. This project introduces into service the latest addition to the Australian Army’s suite of combat bridging. It will ensure that the Australian Defence Force has an enhanced gap crossing capability which will enable land forces, both mounted and dismounted, to cross wet and dry gaps in support of operations.”

HMS Queen Elizabeth arrival makes waves in Mayport, Florida HMS QUEEN ELIZABETH has been making waves in Mayport, Florida as the iconic aircraft carrier celebrates her long-awaited debut off American shores. Weighing a colossal 65,000 tonnes, HMS Queen Elizabeth began her first ever transatlantic voyage last month. She will now carry out on-deck trials with F-35B Lightning II test fighters from the Integrated Test Force, based at Naval Air Station Patuxent River in Maryland. The aircraft carrier and her escort, the Type-23 frigate HMS Monmouth, will remain off the east coast of the United States for a three-month period. Training serials will take place with the US Navy and Marine Corps, which will help to build military ties and demonstrate the vessel’s enhanced Carrier
Strike interoperability. It is thought that a major from the US Marine Corps (USMC) will join three British test pilots to conduct the first deck landings on-board the vessel in the F 35B variant of the Lightning II Joint Strike Fighter. The USMC will operate F-35B fighter jets – along with UK squadrons from the Royal Navy and Royal Air Force – from HMS Queen Elizabeth once she is fully operational in 2021. HMS Queen Elizabeth’s Commanding Officer, Captain Jerry Kyd. said: “This deployment to the United States is another first for my ship. Crossing a major ocean with 1500 sailors, aircrew and marines embarked and the anticipation of the first F-35B Lightning landing on the deck in September is very exciting for us all. It has been an incredible journey since we
left build in Scotland just over a year ago and we are all looking forward to this next, seminal chapter in HMS Queen Elizabeth’s life.” Commodore Andrew Betton added: “As a critical step towards delivering the UK’s new Carrier Strike Group, this deployment demonstrates the astonishing collaborative effort that will enable the new F-35B jets to fly routinely from our Queen Elizabeth Class aircraft carriers. “At the heart of the Maritime Task Group, the aircraft carrier is well protected and sustained, ready to operate around the world as a potent and exceptionally flexible instrument of our foreign policy. The first F-35B-embarked trials in a UK aircraft carrier are not only key to future operational success, but represent an iconic moment for the modern Royal Navy.”

the project, said: “We still use war gaming, just like the Wrens of the WATU, albeit in a modern form. Partnership with the Royal Navy and other frontline commands allows us to look at a huge variety of scenarios and how we might respond. “The women of the WATU had a difficult job, bringing together doctrine and intelligence on what was basically the floor, but their efforts helped those fighting on the high seas hundreds of miles away.”

Dstl recreates war games that helped win Battle of the Atlantic STAFF AT THE DEFENCE SCIENCE AND TECHNOLOGY LABORATORY (DSTL) have recreated the work of a World War Two unit which was set up to help stop U-boat attacks on Allied ships. The Western Approaches Tactical Unit (WATU) was formed of officers and ratings from the Women’s Royal Naval Service, or Wrens. Despite rudimentary facilities, more than 5000 officers were trained by the women; operational analysts and war gamers who helped to win the Battle of the Atlantic. September marks the anniversary of one of the most important achievements of the unit as the Wrens discovered and successfully

Team Challenger 2 offers thermal imaging for tank upgrade STATE-OF-THE-ART THERMAL IMAGING TECHNOLOGY is being offered to the British Army as part of Team Challenger 2’s bid to upgrade the Army’s Main Battle Tank. The technology, developed by Leonardo in the UK, forms part of the BAE Systems led bid to upgrade the tank and would for the first time bring independent night vision for both the gunner and the commander. Also known as ‘electro-optic technology’, the thermal imaging system will help British troops identify potential threats and move undetected in hostile situations, while also shaving valuable seconds off reaction times, which can make the difference between mission success and failure. Transformation of HMNB Clyde well underway WORK AT HER MAJESTY’S NAVAL BASE CLYDE is well underway, which will see the base become the home of the entire UK Submarine Service. Recent work has seen the refurbishment of 34 service family homes in Helensburgh, helping to improve the lives of Royal Navy families already living in the area, as well as the hundreds of families expected to move to the vicinity when the base becomes the Submarine Centre of Specialisation. The Defence Infrastructure Organisation (DIO) led the £1.5 million refurbishment at Bannachra Drive in Helensburgh, together with Amey and contractor Bells Ltd. The extensive upgrade work included the fitting of new roofs, windows and doors, as well as new boilers, external wall insulation and rendering of the buildings. Work was also undertaken to replace

Instead of sensing light like a standard digital camera, Leonardo’s infrared camera senses heat emitted by all objects with temperatures greater than absolute zero (-273°C). The hundreds of thousands of individual pixels in the camera, each one-twelfth the thickness of a human hair, can detect temperature differences as small as one-fiftieth of a centigrade, allowing for extremely sharp images. The technology is already proven on other military platforms – such as the Royal Navy’s Queen Elizabeth aircraft carrier and the Royal Air Force’s Chinook fleet – but has wider applications, including being used by leading broadcasters to capture some of the most difficult shots possible for television.

From 2020 HM Naval Base Clyde will host all of the Royal Navy’s hunter killer submarines and will be the future home of the Dreadnought Class of nuclear deterrent submarines. The MOD is investing hundreds of millions of pounds in developing HMNB Clyde, with the construction phases of the work expected to support a further 1000 contractor jobs. The development of the site will see the number employed rise from the current figure of 6800 to an eventual population of 8500, with up to 1400 Royal Navy submariners moving to the area from Plymouth. In the future all submariners will expect to serve their entire career at HMNB Clyde, ensuring greater harmony and stability for them and their families. Refurbishment of these 34 family homes also contributes to the joint Royal Navy and Argyll and Bute Council strategy to align the development of the naval base with local needs, such as planning and transport. In February 2017 the Naval Base, UK Government and local authority Argyll and Bute signed a unique agreement committing
the parties to work together to ensure that investment in the military site benefited the growth and regeneration of the wider community. The Strategic Defence Delivery Framework agreement, as it is known, is aimed at delivering new housing and improved infrastructure, ensuring that both the Service community and people living in Argyll and Bute benefit directly from hosting the base. Commenting on the work, Air Commodore Rothery said: “The refurbishment of these houses is a prime example of how DIO provides vital support to the Armed Forces. This upgrade work will make a real difference to the quality of life of our Royal Navy personnel and their families. We are grateful to all the residents for their patience with the inevitable disruption caused by the work, and we hope they are very happy with the results.”

New guide to help Armed Forces spot symptoms of mental illness A NEW POCKET GUIDE has been launched to help people in the Armed Forces recognise and support those with mental health issues and contemplating suicide. The guide, jointly launched by Samaritans and the Ministry of Defence, gives advice on how to identify signs that someone may be having difficulties, suggests ways of offering support and gives information on where help can be found. All military personnel and reserves, some 200,000 people, will have access to either a hard copy or digital version of the booklet. The guide builds on the range of support already available to Service personnel who are
struggling with their mental health, including access to specialist mental health medical care, training and education on good mental fitness and the Combat Stress 24-hour Mental Health Helpline. Defence Secretary Gavin Williamson said: “Mental health issues can affect anyone and I want to ensure no one in our military suffers in silence. It is vital that Service personnel know where to turn to in times of crisis, and this guide will raise awareness of the support available. “By helping our people to spot the early signs that someone may be struggling, we give them the best chance of a full recovery.”

Royal Canadian Air Force assumes NATO Air Policing role THE ROYAL AIR FORCE has officially handed responsibility for the NATO Enhanced Air Policing mission over to the Royal Canadian Air Force. During a ceremony held at Mihail Kogalniceanu Air Base in southern Romania, 135 Expeditionary Air Wing (EAW) relinquished command of the NATO mission to their Canadian counterparts. RCAF Hornet fighter jets will now replace the RAF Typhoon to police the skies over eastern Europe. Among the VIPs present at the ceremony was British Ambassador Andrew Noble, who said: “Today marks the conclusion of the second year in which RAF Typhoons have helped to defend and secure the skies of this important Black Sea flank of the NATO Alliance. This mission is in response to Russia’s use of military force against its neighbours and its military build-up in the region. In contrast, NATO’s aim is to contribute to European defence and security by preventing 12
conflict, protecting our allies and preserving the peace.” Ambassador Noble was joined by the Canadian Ambassador Kevin Hamilton, in addition to the Chief of the Romanian Air Force, General Viorel Pana, and Air Officer Commanding No 1 Group RAF, Air ViceMarshal Harvey Smyth. Also present were personnel from the Royal Canadian and Romanian Air Forces. According to Wing Commander Chris Ball, who led 135 EAW for the duration of the mission: “Today my team’s role in NATO Air Policing draws to a close, for now, and it is a great honour to hand over to the Royal Canadian Air Force as they also prepare to make their contribution to our collective defence in this region for the second year. I know they will do a fantastic job and we are, of course, both working hand-in-hand with the Romanian Air Force who never stop providing defence in this region.”

SAAB’S command and control system, SAFE, has been procured by Nottinghamshire Police, the fifth UK police force to do so, through the East Midlands Strategic Commercial Unit. SAFE is Saab’s unified control room solution for any environment that needs centralised command, control and communication. When the SAFE system goes live in Nottinghamshire in early 2020, the unified solution will replace several of Nottinghamshire Police’s legacy control room systems with a single modern software application. The system will increase police force efficiency through multi-channel public contact, intelligent resource management and officer dispatch. Officers in the field will be able to access and update incident details as well as capture and share information via their SAFE mobile app. Developed in partnership with the emergency services, SAFE is growing in popularity among police forces and is increasingly tailored to the specific needs of UK police forces. Cheshire Constabulary went live in March 2018 with Warwickshire Police, West Mercia Police and Cumbria Police due to follow, starting in early 2019. Nottinghamshire Police Chief Constable Craig Guildford said: “I’ve seen the system work in practice and I’m really pleased to be working closely with Saab. The new technology will bring together several systems which will allow our officers and staff to work more efficiently and the force will make significant savings following a lengthy procurement process. This ultimately will deliver a better service to the public.”

KBRwyle to provide cyber protection for US military healthcare data ASIA
Airbus delivers first A330 Multi Role Tanker Transport to Singapore AIRBUS has successfully delivered the first A330 Multi Role Tanker Transport (MRTT) to the Republic of Singapore Air Force (RSAF). Singapore’s brand-new A330 MRTT debuted in public during the 50th anniversary celebrations of the RSAF. According to Airbus, the next generation tanker transport will enhance the endurance of Singapore’s fighter aircraft, while also future-proofing the service’s air-to-air refuelling capabilities. The A330 will also provide the RSAF with greater cargo and passenger transport capabilities, and enhance its ability to contribute to international humanitarian assistance and disaster relief (HADR) and peace support operations.
The transport also functions as a strategic aeromedical evacuation (MedEvac) aircraft. Its immense fuselage can accommodate up to 130 NATO stretchers and fly them over intercontinental distances. In the Light MedEvac configuration, medical beds are able to be installed above designated fold-down seats. This allows the aircraft to be used as a troop transport on outbound relief missions, with medical beds stowed in the lower cargo compartments and converted for MedEvac during the return journey. In the Intensive MedEvac configuration, critical care modules can be installed to replicate an intensive care unit in flight. The aircraft can typically carry 28 NATO stretchers, up to six critical care modules, 20 seats for medical staff and 100 passenger seats.

Boeing wins $805m MQ-25 Stingray contract for US Navy BOEING will deliver the first operational carrier-based unmanned aircraft – the MQ-25 aerial refueller – to the US Navy, fending off rival bids from Lockheed Martin and General Atomics. Having won the coveted $805 million contract, Boeing will undertake MQ-25 construction at a site in St Louis, Missouri. Here, engineering and manufacturing work will take place to develop an initial complement of four unmanned aircraft. For the uninitiated, the MQ-25 concept was designed to provide the US Navy with muchneeded refuelling capabilities. According to the US Navy, the MQ-25 Stingray will allow for

wider use of the combat strike fighter, extending the current range of deployed Boeing F/A-18 Super Hornet, Boeing EA-18G Growler and Lockheed Martin F-35C aircraft. MQ-25 will also integrate seamlessly with a carrier’s catapult and launch and recovery systems. “As a company, we made an investment in both our team and in an unmanned aircraft system that meets the US Navy’s refuelling requirements,” said Leanne Caret, President and CEO of Boeing Defense, Space & Security. “The fact that we’re already preparing for first flight is thanks to an outstanding team who understand the Navy and their need to have this important asset on carrier decks around the world.”

KBRWYLE has been awarded a $71 million contract to provide cyber security services for the US Defense Health Agency (DHA). The US Navy’s Space and Naval Warfare (SPAWAR) Systems Center (SSC) Atlantic awarded this three-year, cost-plus-fixedfee task order under the SeaPort Enhanced (SeaPort-E) contract. KBRwyle has held a seat on SeaPort-E since 2005. KBRwyle will assist SSC Atlantic with its cyber security and risk management framework (RMF) initiatives and provide support to the DHA Assessment and Authorization (A&A) Division. This work will help DHA provide secure healthcare to US Air Force, Army and Navy warfighters and their families. Under this task order, the company will provide cyber security A&A support including ensuring DHA IT is compliant with information assurance (IA) directives and processes; preparing and reviewing RMF packages; supporting IA test procedure standardisation; and performing risk assessments. KBRwyle will carry out a range of other health IT efforts, such as program management, security controls, privacy requirements, and warranty management support. It will also provide critical cyber security tools, and maintain and enhance DHA’s web-based platform for data management. Leidos Australia secures Land 2110 Phase 1B CBRND project LEIDOS AUSTRALIA has won a contract for Land 2110 Phase 1B from the Australian Department of Defence. The cumulative value of the contract is $243.5 million over the Acquisition and Initial Support phase of five years. In partnership with the Capability Acquisition and Sustainment Group, Leidos will deliver critical capability to Defence in the area of Chemical, Biological, Radiological and Nuclear Defence (CBRND). The primary objective of the joint CBRND capability is to provide Force Protection to deployed Australian Defence Force (ADF) personnel, assigned coalition personnel and designated civilians, both offshore and within
Australia, against extant and emerging CBRN threats including environmental hazards. Additional objectives of the ADF’s CBRND capabilities are to enhance support to other government agencies in domestic CBRN incidents, and to assist integration in a coordinated whole of government effort. The project will deliver and sustain capabilities in Detection, Identification and Monitoring, Warning and Reporting, Physical Protection, Hazard Management and Medical Support. The deal will see Leidos Australia create local jobs through working with 14 Australian-based companies of which five are SMEs who will support capability delivery
under the contract. Forty new jobs will be created under the acquisition contract to support the Government’s Sovereign Industrial Capability Priority of Test, Evaluation, Certification and Systems’ Assurance, and will help to ensure a skilled and sustained Australian workforce to support Australia’s unique requirements. A further ten new jobs will be created to deliver the Initial Support Phase. Christine Zeitz, Leidos Australia Chief Executive, said: “Leidos has a long heritage of delivering complex logistics and CBRND capability globally, and we are delighted to be chosen to deliver this critical capability to the ADF.”

Lockheed Martin secures eCASS contract from US Navy THE US NAVY has awarded Lockheed Martin a seven-year contract worth upwards of $500 million to manufacture more than 200 electronic Consolidated Automated Support Systems (eCASS), with a view to maximising aircraft readiness. Currently, sailors use eCASS to troubleshoot and repair avionics both ashore and at sea, allowing them to quickly return aircraft – such as the F/A-18 and E-2D – to operational duty with greater efficiently. According to Naval Air Systems Command, eCASS already saves the US Navy a considerable sum in avionic repairs by averting the need for next-level maintenance, meaning fewer parts have to be sent back to their original manufacturer. The previous US Navy CASS contract, also awarded to Lockheed Martin in 2000, was worth £287 million. “Lockheed Martin’s partnership with the Navy on Automated Test Equipment began more than 30 years ago with the production and sustainment of the legacy CASS family of
products,” said Amy Gowder, General Manager and Vice President of Lockheed Martin Training and Logistics Solutions. “Our technology is always evolving and now can support F-35 advanced avionics and other fifth-generation platforms. Our goal remains the same – keep aircraft mission ready
at the most affordable lifecycle cost now and for the future.” Since 2010, Lockheed Martin has delivered more than 80 eCASS stations to the US Navy as part of its transition from legacy CASS testing stations to the smaller, faster and more reliable variant.

Northrop Grumman appointed to DARPA Electronics Resurgence Initiative THE US DEFENSE ADVANCED RESEARCH PROJECTS AGENCY (DARPA) has appointed Northrop Grumman to its Electronics Resurgence Initiative in a concerted effort to drive microelectronic technologies. Led by the DARPA Microsystems Technology Office, the Electronics Resurgence Initiative (ERI) has a potential worth of $1.5 billion, which will be divided between the initiatives’ many industry and academic participants. First established in 2017, the ERI is comprised of numerous existing programmes along with six new additions – two for each
of the three key research thrusts. The hope now is that the ERI will spark a new wave of semiconductor advancement focusing on microsystem materials, designs, architectures and integration. The ERI was conceived to increase momentum for innovation in the microelectronics industry while also maintaining technical superiority and advancing national defence. Northrop Grumman – along with subcontractor JITX, headquartered in Berkeley, California – was one of 11 chosen research teams to perform on the Intelligent Design of Electronic Assets programme, itself part

The company will attempt to create an automated electronic circuit layout generator that enables users with no experience to create circuit designs ready for manufacturing within 24 hours. The technology could reduce design times for electronic circuitry from years to a single day. “Northrop Grumman is at the forefront of microelectronics and next-generation computing,” said Vern Boyle, Vice President of Advanced Technologies at Northrop Grumman Mission Systems. “Our ERI partnership with DARPA is an important step toward maintaining the nation’s leadership in electronics and improving national security.”

Ravenswood to support US Army Joint Modernization Command RAVENSWOOD SOLUTIONS has been awarded a contract worth $1.3 million in support of the US Army Joint Modernization Command (JMC) for communications support services during a Network Integration Evaluation (NIE). The evaluation will take place at Fort Bliss, Texas and the White Sands Missile Range, New Mexico and will see JMC analyse current US Army warfighter challenges and assess new capabilities and doctrine. Ravenswood will provide support via its proprietary Mobile Ground Truth System (known to DoD clients as FlexTrain). FlexTrain is a rapidly deployable Global Positioning System (GPS) based instrumentation system that tracks vehicles, units and individual participants

US NAVY CHOOSES L3 FOR TB-23 SYSTEM CONTRACT The Ocean Systems Division of L3 Technologies has been awarded a $49.3m contract to provide support and repair services for the TB-23 towed array systems and related test equipment. L-3 will evaluate, salvage, repair and refurbish TB-23/BQ Towed Array System modules and associated test equipment and provide inventory management services. Work will be performed in Sylmar, California and is expected to be completed by December 2021. TECNICO WINS DEAL TO DELIVER LCAC LIFE EXTENSION PROGRAMME
NORTHROP GRUMMAN’S INTEGRATED AIR AND MISSILE DEFENSE (IAMD) Battle Command System (IBCS) has successfully detected, tracked and simulated engagements with hostile targets at the White Sands Missile Range in New Mexico. During the live air test, IBCS demonstrated its ability to combine data from sensors and various information sources to engage with real and simulated fixed-wing, rotary-wing, cruise missile and tactical ballistic missile threats. For testing purposes, military aircraft such as the F-15 and F-16 fighter jets and the slowermoving C-12 turboprop were used as surrogates, replicating the flight patterns of hostile targets along a flight corridor of the White Sands range. The test was designed to evaluate the various hardware and software functions of the US Army’s future IAMD ‘system of systems’, of which Northrop Grumman’s IBCS is the centrepiece. Continued testing with Army soldiers in realistic environments is the best way to ensure IBCS and the wider Army IAMD architecture is ready to meet the operational needs of the warfighter.”
Tecnico Corporation has secured a $25.5m contract for the Landing Craft, Air Cushion service life extension programme (LCAC SLEP). The company will provide three LCAC SLEP availabilities, with an option for one additional availability. This contract includes options and orders which, if exercised and issued, would bring the cumulative value of this contract to $47.9m. Work is expected to be completed by February 2021. US NAVY AWARDS SURVEILLANCE DCS CONTRACT TO CORP TEN Corp Ten International has been awarded an $8m contract to support the existing surveillance Data Collection System (DCS) to include hardware, software, airtime, technical and engineering services. The existing DCS integrates all sensors and transmitters currently used in a comprehensive client-server architecture that is expandable to accommodate new sensors, transmitters and communication systems as required. Work is expected to be completed by September 2023.

This multi-mission support vessel will be chartered to provide proof of concept for a single vessel to meet various training, exercise, experimentation and operational mission support requirements. Work will be performed at sea, and is expected to be completed by June 2019. RADAR REPAIR WORK TO BE UNDERTAKEN BY DRS SUSTAINMENT SYSTEMS DRS Sustainment Systems has been awarded an $11.6m contract for the repair of components on the AN/APQ-170 MultiMode Radar System used on the MC-130H Combat Talon II aircraft. This contract will provide repair work determined by the initial teardown, test and evaluation and subsequent repair. Work is expected to be completed by September 2023. SIERRA NEVADA SECURES $1.8BN US AIR FORCE CONTRACT Sierra Nevada has secured a $1.8 billion contract from the US Air Force for potential procurement, sustainment, modifications, ferry and related equipment for the A-29. Work will be performed at Moody Air Force Base, Georgia and Kabul, Kandahar and Mazar-i-Sharif Air Bases, Afghanistan. Work is expected to be completed by December 2024.
US ARMY NATIONAL GUARD DEAL GOES TO DYNAMIC SYSTEMS TECHNOLOGY The US Army has selected Dynamic Systems Technology for a $7.7m contract to promote and sustain the quality of life and resilience of Army National Guard children and youth by providing secure, flexible, highquality support services and age-appropriate development programmes. For all new requirements advertised from 1 January 2016 which entail the transfer of MOD identifiable information from customer to supplier or the generation of information by a supplier specifically in support of the MOD contract, MOD will require suppliers to have a Cyber Essentials certificate by the contract start date at the latest, and for it to be renewed annually. This requirement must be flowed down the supply chain. It is expected that this scoping will apply to most direct MOD contracts; however, the supply chain will also need to apply the same test as it flows work down into sub-contracts and it is recognised that the scoping statement may not be applicable at some of these lower levels, eg items procured on a regular basis where allocation is unknown at the time of purchase. The more extensive requirements of the DCPP Cyber Security Model will be implemented in a phased approach from April 2016. HM Government commissioned a 2015 Information Security Breaches Survey. There are some rather worrying statements, some of which can be attributable to the cyber threat. 90% of large organisations and 74% of small businesses will have suffered a security breach. 69% of large and 38% of small businesses were attacked by an unauthorised outsider last year whilst average costs for the worst possible breach range from £75k to £311k for a small business to £1.46m to £3.14m for a large business.
By implementing the basic cyber controls required of the Government’s Cyber Essentials Scheme businesses will protect their information assets from almost 80% of cyber threats. SOME OF YOU may have noticed a reference in the recently published Cabinet Office Report on Progress and Forward Plans of The UK Cyber Security Strategy to the Defence Cyber Protection Partnership (DCPP); others may have seen a presentation on this topic in the past few months but I suspect for the majority this may be your first exposure to this MOD Implementation of work. These measures build on HMG’s Cyber Essentials Scheme (CES) by adding, at Low, Moderate and High, additional measures needed to protect defence information from the greater and more sophisticated threat it faces. The final part of the CSM is a supplier assurance questionnaire which measures how a supplier is complying with the required measures. The intent is to mandate this approach contractually during 2015, although the exact start date won’t be known until we have agreed and implemented the required commercial mechanisms. However, it is planned to publish the assurance profiles ahead of any contractual implementation, along with a description of the criteria that will result in a contract being assigned each of the levels of risk (with the caveat that the ultimate decision will always be the output of the risk assessment process). Publishing this info will give you the opportunity to identify the risk level that the contracts you currently deliver, or aspire to deliver, are likely to attract along with visibility of the measures you will need to achieve to demonstrate that you can satisfactorily mitigate that risk. In advance of the launch of the CSM you may wish to commence the process of achieving Cyber Essentials Scheme certification. Cyber Essentials is available at two levels: CES and CES Plus. Under our approach CES will be the sole measure required for Very Low risk contracts; for anything carrying a greater risk the baseline will be CES Plus. All of these elements and the proposed approach have been developed jointly with the industry partners of the DCPP – in fact they have led the work. Our piloting of the risk assessment process and supplier assurance questionnaire over the summer with a small number of projects (both MOD and supplier sides) gave us additional confidence that the approach is industry-friendly. That said we are also well aware that there will be further feedback generated when we start using these for real and will happily receive and collate all such comments for consideration as part of an ongoing review and refresh cycle. AS MUCH OF THE COUNTRY BRACES FOR BREXIT, the UK government has unveiled a £92 million investment package to develop a state-of-the-art alternative to the European Union’s Galileo satellite system. The investment package, which comes

courtesy of the £3 billion Brexit readiness fund announced last year, is to be rolled out over the coming months. Satellite navigation systems like GPS have a myriad military and commercial applications, from shepherding aircraft, ships and emergency services to their

destinations to guiding millions of motorists along the UK road network. In fact, a recent government study placed the approximate cost of sustained navigational disruption at an astonishing £1 billion per day. While the government hopes the UK will remain a key partner to the Galileo

programme, and is negotiating with the European Commission to that end, contingencies must be made. If British industry isn’t able to collaborate on equal footing, and the UK is unable to access the security-related data needed to rely entirely on Galileo for military use (such as missile guidance), an alternative must be found. Consequently, the UK Space Agency is leading preliminary work to investigate the possibility of a British Global Navigation Satellite System – one which would fully meet the government’s security requirements and support the nation’s burgeoning space and cryptography sectors. The investment package will go towards developing specific technical proposals with the Ministry of Defence playing a support role. The 18-month engineering, design and development project will also deliver a detailed technical assessment and schedule for a UK global positioning system. This would accommodate both civilian and encrypted signals and have direct compatibility with its counterpart in the US. UK industry has proven instrumental to the development of Galileo’s cuttingedge technology and encryption, and this experience will be essential if the UK is to develop an alternative, with a number of
multimillion-pound contracts available to British space companies. “Britain is a world leader in the space industry and satellites,” said Business Secretary Greg Clark. “We are investing in an alternative option to Galileo to ensure our future security needs are met using the UK’s world-leading space sector. “Our position on Galileo has been consistent and clear. We have repeatedly highlighted the specialist expertise we bring to the project and the risks in time delays and cost increases that the European Commission is taking by excluding UK industry. “Britain has the skills, expertise and commitment to create our own sovereign satellite system and I am determined that we take full advantage of the opportunities this brings, backed by our modern Industrial Strategy.” Defence Secretary Gavin Williamson added: “The danger space poses as a new front for warfare is one of my personal priorities, and it is absolutely right that we waste no time in going it alone if we need an independent satellite system to combat those emerging threats. “This alternative system and the UK’s very first Defence Space Strategy which I will launch later this year will be a further boost to military skills, our innovative businesses and our genuinely world-leading
role which has seen us make such a key contribution to Galileo.” Dr Graham Turnock, CEO of the UK Space Agency, concluded: “We remain confident in the strength of our space sector and look forward to working in partnership with them on the exciting prospect of a national satellite navigation system.” Even if the decision is taken not to create a UK independent satellite system and the UK remains a full member of Galileo post-Brexit, this preliminary work would still support UK jobs and expertise in areas including spacecraft and antenna design, satellite control systems, cryptography and cyber security. Crucially, it will also support the UK’s fast-growing space sector. The British space industry is going from strength to strength. Recently, the European Space Agency’s revolutionary British-built wind measuring spacecraft Aeolus was launched. The spacecraft was built by Airbus Defence and Space in Stevenage, while other British businesses provided critical elements to the mission, including camera equipment, software and propulsion systems. Meanwhile, at the Farnborough International Airshow in July the government committed £31.5 million to support the development of a spaceport in Sutherland in the north of Scotland – potentially the first of its kind in Europe. The sky is the limit for the UK space and satellite industry, it seems.

NICK FORD, EXECUTIVE DIRECTOR OF PROCUREMENT ADVISORY COMPANY, ODESMA, EXPLAINS WHY THE CAREFUL MANAGEMENT OF TAIL SPEND IN DEFENCE CAN LEAD TO GREATER INVESTMENT IN OTHER KEY STRATEGIC AREAS. IN DEFENCE, as in most industries, resources available to procurement are limited. As such, managers must prioritise purchases and optimise their supply chains. Many Chief Procurement Officers (CPOs) consider small or tail spend unimportant during this prioritisation process; however, the defence industry in particular has unique pressures which make the exact

opposite true. With close management, companies can significantly reduce tail spend, enabling them to prioritise investment in more strategic areas. What is tail spend? In broad terms, 80% of an organisation’s suppliers account for 15%

of a company’s spend. This 15% is known as tail spend, and refers to the majority of transactions made, covering a wide range of services, products and indirect purchases. In defence, companies invest heavily in machinery, equipment and facilities. After that, it’s raw materials, MRO and consumables that make up the tail spend. Because many leaders will view these
FEATURE categories of spend individually, the extent of combined tail spend is often missed, which could amount to tens of thousands, if not millions, of pounds.
We can categorise tail spend into four types: 1. Low value stranger spends 2. Low value items bought frequently 3. Ongoing low value spend 4. Obscured tail spend: this can be somewhat strategic in nature, but probably bought once or twice
This classification system can help CPOs get a handle on the exact type of spend involved, allowing them to assess overall value and identify areas for improvement. Why is tail spend significant for defence? With tail spend accounting for roughly 15% of a business’s costs, the amount spent on these products and services, such as couriers and freight, is relatively similar across all industries. However, in defence, as well as other industries with high value contracts like oil, total annual tail spend can creep up to a staggering figure. One client of ours initially estimated tail spend
to be around £15 million, only to find out after a detailed spend analysis that the correct figure was four times this amount, at roughly £60 million. Key decision makers in defence prefer to spend their time on strategic efforts rather than managing smaller costs. This makes perfect sense, when you think of the very real life or death consequences of the decisions made. However, by auditing and managing tail spend, they could free up money and staff resource to assign to such strategic efforts in aid of the front line. Project spend versus assigned budget is, understandably, of great public interest when it comes to defence projects. Taxpayers like to know how their money is being spent, and with such scrutiny, tail spend management is one method businesses should use to help stick to budgets. If a company demonstrates efforts to bring projects in under budget via supply chain innovation and efficiencies, this will be a real stand-out factor, whether you’re answerable to government or the general public. The majority of logistics and supply chain decisions are made in central departments while assigning contracts; hence more work needs to be done here to improve awareness of the benefits of
managing tail spend as part of a total cost management strategy. What should businesses be doing next? A comprehensive audit needs to be carried out to get a clear picture of a business’s tail spend. This should include a full breakdown of spend type by category, as well as a valuation of total outgoings. Once this has been performed, businesses will be able to understand the inner workings of individual supply chains and their effects on outgoings, allowing them to identify areas for supplier consolidation. Once a complete spend picture is understood, CPOs must develop clear business cases for transforming their tail spend operation and its service to the rest of the business. This is important for getting other key decision makers, such as Finance Directors, on board. The key take home message here is the need for CPOs to refrain from brushing tail spend aside and thinking that it’s a small, unavoidable cost. In an industry where as much time and effort as possible should be put into equipping the front line, surely addressing an area that could free up money and resource for that very thing is something worth looking into?

t is important for any company seeking business to find out as much as they can about the potential customer and their needs. The MOD Defence Contracts Bulletin (MOD DCB), published in conjunction with the UK Ministry of Defence (MOD), contains details of potential prime and sub-contract opportunities arising from the MOD's competitive and non-competitive ‘warlike’ and ‘non-warlike’ requirements valued at £118,133 and above. Details of potential prime and sub-contract opportunities arising from all the MOD's competitive and non-competitive ‘warlike’ and ‘nonwarlike’ requirements valued at £10,000 and above can be found on the Defence Contracts Online (MOD DCO) service at www.contracts.mod.uk free of charge. The material in this publication is intended only as a guide. The MOD is UK industry’s single largest customer, with a spend of £19.6 billion in FY 2014/15. Supplying to the MOD can open up not just opportunities in the UK, but also export opportunities to other defence buyers. While many of the MOD’s requirements are military in nature, many are not – as a major land and property owner and employer, the MOD has requirements for anything from window cleaning to catering. Although every effort is made to ensure that the information given within MOD DCB is accurate, the MOD is not to be taken as incurring any legal or contractual liability whatsoever as a result of any statements made in the magazine. Announcements contained in this publication remain Crown Copyright, with the sole exception of those concerning requirements of US Forces, copyright of which is vested in the US Government.
Quality Assurance and Certification To reduce risk the MOD prefers to contract with suppliers that use certified management systems. The management system specified in an Invitation To Tender (ITT) depends on the type and complexity of the product or service required. When no particular management system is specified (No Def ), the MOD does not require a supplier to have a certified management system. When a particular management system (eg ISO 9001) is specified in the ITT, then certification must be obtained from a third-party Certification Body which has been accredited by the United Kingdom Accreditation Service (UKAS) or by a signatory to
the International Accreditation Forum – Multi Lateral Agreement (IAF-MLA). When responding to an MOD ITT in which ISO 9001 has been specified, suppliers are to clearly state what exclusions, if any, have been made in their certification from the full requirements of ISO 9001. The MOD reserves the right at all times to conduct sufficient investigation to determine the credibility of accredited quality certificates offered by suppliers. Should it be necessary, the MOD will conduct its own assessments or take action to have the credibility of the certification verified.
Commitment to Procure Suppliers should note that, whilst entries in either the Contract Notices / Voluntary Transparency Notices or Contract Bidders Notices sections of this publication are placed in good faith with the aim of fulfilling a potential MOD requirement, needs, priorities or applications may subsequently change. Thus, the announcement of a Contract Notice / Voluntary Transparency Notice, or the issue of an Invitation to Tender, is not to be construed as a commitment by the MOD to place an order as a result of the tendering exercise or at a later stage. Any expenditure, work or effort undertaken prior to contract award is accordingly a matter solely for the commercial judgement of potential suppliers.
Contract Notices / Voluntary Transparency Notices The intention of this section is to provide companies with as much advance warning as possible of forthcoming MOD tenders or contracts. Should a purchase be decided, full documentation for the requirement will be available in due course and an announcement will appear in the usual way. Companies are invited to note the summaries given and register their interest, if appropriate, with the named MOD acquisition team, quoting the project/requirement title. T
he UK Ministry of Defence (MOD) spends over half its budget each year on equipment, works and miscellaneous stores and services, ranging from tanks, ships and aircraft through to tools, clothing, window cleaning and much more besides. Increasingly, the MOD is placing its requirements with Prime Contractors and many of the opportunities will arise within the Prime Contractor’s supply chain. To ensure it achieves best value for money, the MOD encourages competition in the supply chain. If you are interested in competing for defence business at the prime or sub-contractor level, you should contact, in the first place, the Doing Business with Defence Team (previously DSS).

Potential Sub-Contractors Companies wishing to apply for sub-contracting work on the tenders or contracts listed herein may apply to any of the companies to which the tender or contract concerned has been issued. Any additions to, or deletions from, lists of tenderers will be contained in the Addendum section in each issue of the Bulletin. It is the responsibility of the Prime Contractor to decide with whom to place sub-contracts. In making the decision, the Prime will take into account the ability of the sub-contractor to meet the quality required and to meet all other aspects of the requirement.

How to Use this Publication
M
OD Defence Contracts Bulletin (MOD DCB) provides a gateway to new business opportunities for companies, large and small, who wish to compete for UK Ministry of Defence (MOD) business, either directly as a Prime Contractor, or indirectly as a sub-contractor. MOD DCB, in addition to containing information on how to tender for UK MOD contracts as a Prime Contractor or sub-contractor, contains announcements made by defence-related organisations that are pertinent to defence procurement. It also provides information on MOD Contract Notices/VTNs, so providing suppliers with advance notification of forthcoming MOD tenders or contracts. The publication of Contract Bidders Notices and Contract Award Notices also allows those wishing to act as subcontractors to identify potential new business opportunities. The Sub-Contract Opportunities section also provides potential business opportunities for those companies wishing to act as sub-contractors to the MOD. It allows the MOD’s Prime Contractors to advertise, free of charge, subcontract opportunities valued in excess of £10,000 and resulting from MOD Prime Contracts. This may be of particular interest to small and medium-sized companies interested in becoming defence suppliers.* For ease of reference, information within MOD DCB is listed by section, each relating to a specific topic area. The purpose of an RFI is to obtain information from the market and/or experts. This will likely relate to procurements where the requirement and procurement strategy is in the early stages of development.

Prior Information Notices (PIN)
Issued to
The purpose of a PIN is to give potential suppliers early opportunity to prepare for an upcoming procurement. Where the requirement and/or procurement strategy has yet to be fixed, the PIN may also be used to seek information/feedback from the market. Contract Notices are used as the call for competition in all competitive procedures. The Contract Notice starts the formal procurement procedure. It allows potential suppliers to express an interest (or request to participate) in the procurement procedure. The purpose of the VTN is to announce the decision that the MOD intends to conduct single source procurement. The notice includes the name of the chosen supplier and the reason(s) why the procurement is single source. The VTN provides the market with an opportunity to raise an objection if they think single source procurement is unjustified or contact the proposed supplier with regards to subcontracting opportunities.
ITT Issue Date Indicates the date for issue of the Invitation to Tender (ITT) to selected organisations. Reference number of contract in Tenders Invited section (usually same as Contract Notice number). This reference must be quoted in all communications regarding the contract.
ITT Return Date Indicates the date by which organisations should return their tenders to the issuing branch.

The purpose of the CBN is to announce the names and addresses of suppliers who have been issued an Invitation to Tender (ITT), Invitation to Negotiate (ITN) or Invitation to Participate in Dialogue (ITPD). The purpose of this notice is to announce the result of a procurement procedure. It will state the name and address of the supplier(s) to whom the MOD has awarded the contract(s) as well as the value of the contract(s). Some contracts are awarded after a competitive procedure, while others are placed non-competitively. Announces amendments to notices previously published.

Advertising the MOD’s Tender MOD DCO / MOD DCB Value Bands and Contract Opportunities
T
he MOD already leads the way in the transparency of its tender and contract opportunities and procedures. The MOD lowered the threshold for the advertisement of its tender and contract opportunities from 1 April 2011. In line with the measures contained in the White Paper ‘National Security Through Technology’, published in February 2014, this was one of a range of measures aimed at making the MOD easier for SMES to do business with. The MOD is committed to encouraging SME entry into a broader range of defence opportunities, and this change has been welcomed by the defence trade associations.
All competitive contract opportunities for goods, services and works valued at greater than £10,000 must be advertised both before and after contract award on MOD DCO, unless the requirement meets the approved grounds for exclusion from MOD DCO (see ‘Exemptions’ below). All noncompetitive contract opportunities with a value of over £40,000 are also required to be advertised on MOD DCO. The MOD’s requirements for goods, services and works valued at £118,133 or above must also be advertised within the MOD DCB publication. The advertising regimes and thresholds are as set out below: £10,000 to £118,133 – All requirements for goods, services or works valued at equal to or less than £118,133 that are not exempt from being advertised in MOD DCO, can be advertised, at the discretion of MOD acquisition staff, on MOD DCO and on the Contracts Finder portal, the exception being requirements met by call-offs under an existing framework agreement. £118,133 or above – All requirements for goods, services or works valued at equal to or greater than £118,133 will be advertised on MOD DCO and within MOD DCB unless the requirement meets the approved grounds for exclusion from MOD DCO and MOD DCB. Where EU Public Procurement Regulations apply, the requirement must be advertised in the Official Journal of the European Union (OJEU) as well as in MOD DCO/DCB. MOD DCB is published fortnightly whereas MOD DCO is updated daily. Tender and contract notices are advertised in the Contract Notices / Voluntary Transparency Notices, Contract Bidders Notices, Contract Awards and Sub-Contract Opportunities sections of each. The Sub-Contract Opportunities section provides details of the MOD’s Prime Contractors’ requirements, while the Contract Bidders Notices section includes the names and addresses of the companies that have been invited to tender for various Prime Contract requirements and which may be seeking subcontractors for elements of their bids. Subscriptions to MOD DCB are available from the publisher, BiP Solutions Ltd. The MOD DCO website is free to access upon registration. Further information regarding MOD DCO and MOD DCB can be found at www.contracts.mod.uk.
Exemptions from advertising in MOD DCO/DCB Requirements for the following, and services connected to them, are approved exemptions from advertisement in MOD DCO/DCB: a) Nuclear weapons and nuclear propulsion systems; b) Toxic and radioactive agents; c) Requirements for which no meaningful unclassified advertisement can be written; d) Requirements covered by international agreements and/or a Memorandum of Understanding (MOU), the terms of which preclude MOD DCO/DCB announcements; e) Formally approved Urgent Operational Requirements (UORs) may be exempted from adverts in the Contract Notices / Voluntary Transparency Notices and Contract Bidders Notices sections of MOD DCO/DCB and reduced timescales may be applied. Selection of Standards for Use in Defence Acquisition

he selection of standards is key to the success of any technical acquisition project. This selection process needs to be conducted intelligently and in accordance with the correct EU Directives to ensure success. The intelligent selection of standards will drive standardization and interoperability within a project by achieving commonality, interchangeability and compatibility. Standardization and interoperability assist the UK in achieving its NATO obligations and bring NATO into the heart of defence. This intelligent selection process enables a through-life standardization management approach that promotes: • The use of civil standards wherever possible, utilising military standards only where necessary. • Collaboration with NATO as the bedrock of our defence. • Security and prosperity through an outward-facing European Union. • Collaborative relationships with national and international standards development organisations This is all enabled by the EU Defence and Security Public Contracts Regulations (DSPCR) which establish the rules for the procurement of defence and sensitive security-related goods, works and services. T
he MOD DCO website provides details of UK MOD requirements over £10,000, whereas MOD DCB provides subscribers with details of all UK MOD contracts with a value of over £118,133. However, for those businesses that have ambitions to sell to the broader defence and security marketplace, or to defence organisations outside of the UK, a range of other services are available to increase the visibility of such opportunities. The Defence Contracts International (DCI) UK & ROI service provides online access to all of the UK MOD contract opportunities contained within MOD DCB magazine and on the MOD Defence Contracts Online (MOD DCO) portal, as well as details of contract opportunities from the emergency services, coastguard, civil aviation and homeland security organisations. The DC Europe service builds on DC UK & ROI, containing all of its contract opportunities as well as details of contracts from European defence ministries, agencies and other organisations, including all defence-related contracts published in the Official Journal of the European Union (OJEU). DC Europe also contains contracts from organisations such as the European Defence Agency (EDA), NATO and the European Space Agency, as well as aid-agency requirements from organisations such as the Red Cross and the United Nations. DC Global provides the most comprehensive view of defence, defence-related, humanitarian aid and emergency services contracts from around the world. It contains all of the content within DC Europe, as well as details of contract opportunities from regions such as Asia, Africa and North and South America. As with each of the DCI services, DC Global is supported by a dedicated business intelligence research team – focused on locating not just high-value contract opportunities, but contract opportunities of all values.
