700M FUNDING FOLLOWING FLOODS IN THE NORTH Following the extreme winter floods that particularly affected the north of England, an additional £700M was provided as part of the government’s commitment to ensure communities are protected against increasingly extreme weather. Floods Minister Rory Stewart said: “In December, I saw for myself how the record breaking levels of rainfall caused so much damage across the north of the England. Since these floods, there has been the most moving and impressive response to the floods, right from communities t‎ o volunteers, the emergency services and local authorities. “I’m extremely pleased that we have provided a further £700M to help better defend these communities in the future.” The extra funding across the north was spent on building flood defence schemes in areas that were badly hit by

the floods, to protect more than 7,400 properties. The Floods Minister hinted that future Government policy will look to move the country towards a catchment-based approach, with new spending used to fund “more imaginative” initiatives such as planting trees and protecting big businesses and mobile phone networks. A “difficult but correct political decision” had been taken by the Government not to spend the extra funding in accordance with a “clear, rational, economic, transparent” cost-benefit formula which puts “most of its weight on protection of houses”, Stewart said. He added: “This Government decided that we needed an additional injection in order to provide the resources for more innovative approaches both to natural flood management and to

a national resilience review, particularly looking at some of our critical infrastructure. As part of a £700M government boost to flood defence and resilience spending, £150M will be invested in flood defence in areas affected by the December floods, which will bring protection to more than 7,400 properties. “The additional funding could potentially be used in a more imaginative way, to look at things which aren’t captured by the formula - which could be vulnerable communities, critical national infrastructure, or natural flood alleviation schemes.” “Calculations could be made around social justice, or we could decide that vulnerable and more deprived communities might need more investment, including calls for particular regions.” A total of £33M extra was

given to support Cumbria, with schemes in Kendal, Appleby, Flimby, Eamont Bridge, Wigton, Pooley Bridge, Rickerby Park and Braithwaite – to better protect 1,700 properties and key local infrastructure.

underway in the area to the south of the station, which will protect 3,000 homes and 500 businesses. This scheme is due for completion in March 2017, following a £33M commitment from the government.

Leeds received a new £65M scheme, covering the area north of its station and the wider Aire catchment, to protect 579 properties. A total of £35M is being providing between now and 2021, with a scoping study published in March, which ensured a better standard of protection to a city with the economic importance of Leeds. The study looks at traditional flood defences, upstream flood storage areas, planting trees in the upper catchment, run-off reduction through better management of agricultural land, slowing the flow from the source of the river in the Yorkshire Dales. The new scheme for Leeds enhanced work that is already

Calder Valley received £35M funding for schemes in Hebden Bridge and Mytholmroyd, which will better protect 1,600 properties, in addition to the £17M of work already planned by 2021. York received £45M in additional funding, to protect over 2,000 properties with 15 different schemes throughout the area. A total of £10M had already been committed for repairs and upgrades to the Foss Barrier, with works due to completion by December 2017. Works already planned this parliament in 065 include schemes at Water End and Clifton Ings and Rawcliffe Meadows which will protect over 1400 homes.

The government will also invest up to £25m in flood defences in Carlisle once the Environment Agency has concluded a review of its needs, and will provide funding to support delivery of the final phase of the Leeds Flood Alleviation Scheme in later years subject to business case approval. The government also announced a 0.5% rise in insurance premium tax, with the money being spent on funding flood defences. This comes on top of the £2.3bn of planned spending up to 2021 - exceeding the Government’s manifesto commitment to build 1,500 flood defence schemes. In total £150m of capital spending will build flood defence schemes in areas affected by the December floods which will bring protection to more than 7,400 properties.

Safety matters! Every member of Harpers team undergoes an extensive induction which gives the grounding in HSEQ matters. Training is then conducted on the job with specific vehicles and/or equipment until they are deemed a competent member of staff. Following a successful probation period, each employee will be allocated the courses they need to ensure that the training they have received on the job is enhanced. Confined Space, Working with Breathing Apparatus, Rescue Techniques, Safety Passport, High and Ultra High Water Jetting Safety and are undertaken as a basic requirement for most Operators. Their job requirements then dictate specialist courses such as ADR Dangerous Goods Training.

GOVERNMENT PLEDGES £40M TO FIX FLOOD DEFENCES Following the devastating storms that hit parts of England at the end of 2015, the government announced a £40M flood package. On 3 January 2016, the then Prime Minister, David Cameron, revealed a package of more than £40M to rebuild and improve flood defences in the aftermath of storm Eva. Mr Cameron said: “Money is no object in this relief effort. Whatever money is needed, we will spend it. Nothing is more important than dealing with these floods. “It will be a long haul and it will require a stepped up national effort, with the whole country pulling together. Amidst all of this, as is so often the case, in the toughest of times we are seeing the best of Britain. “We will deal with the floods and we will build a more resilient country for the future.” In a statement on the UK storms and flooding on 11 February 2016, Mr Cameron said: “Britain is facing one

of its wettest winters in two and a half centuries and some of the worst flooding in decades. In the past week, more than 800 properties have been affected. “As we stand right now, there are still currently 16 severe flood warnings, meaning there is danger to life; 133 flood warnings, which means that more flooding is expected and that immediate action is required; and a further 225 flood alerts.” The Prime Minister visited some of the worse affected areas, and witnessed the hard work that the emergency services and Environmental Agency have been doing to help communities. As part of the promise, he also said that the government would support charities helping those caught up in the floods which came on Boxing Day, by matching every pound of the first £2M raised. He commented: “I have seen at first-hand the devastation caused by flooding. And that’s why this work to repair and improve flood defences

is so vital. “We are already spending £280M over the next 6 years to protect thousands of houses from flooding in Yorkshire as part of our £2.3Bn investment to protect 300,000 houses across the country. “But now more than £40m will be spent to fix those defences overwhelmed by the record rainfall we’ve seen in recent weeks and to make them more resilient to further bad weather.” A number of new schemes were announced to help including support for homeowners through grants to improve flood protection as properties undergo repair. A tax deferral scheme was set up for businesses hit by the floods, giving them more time to pay their taxes and also grants made available to help them improve their flood defences. New funding was also established for farmers to release up to £10M to help them recover from the devastation to their livelihoods.

1 VACUUM EXCAVATION Harpers Vacuum Technology brings the latest advances to help business perform at its best, with today’s demands for faster completion times, cleaner, smaller excavations, safer methods and less risk for damage, Harpers Equipment addresses it all. Dry suction excavation is an economically smart method for a wide range of applications and industries. One suction excavation truck replaces work that used to be done by many, and the whole

operation is simplified and the process faster, so overall costs are significantly reduced. The suction is powerful enough to pull up all debris to expose targeted area, but “gentle” enough to prevent damage to utilities or cabling – especially important where the location of underground features are unknown. Worker injuries are reduced with less material handling and slip and fall hazards. Public safety is improved with more contained site areas, shorter project durations and lower

noise levels. Excavated material, including liquid or potentially hazardous waste, is moved directly into a sealed container on the Disab, so airborne dust and dirt are eliminated and the material traditionally on the ground nearby no longer poses a hazard or requires time for cleanup.

2 NORM Naturally occurring radioactive material Harpers Environmental Ltd are one of a few experienced industrial services businesses that have the certification, skills and large capital assets that can deal with NORM waste extraction and transport for processing and recycling. Harpers have experience across the UK dealing with NORM and 10 ensure that work involving NORM is carried out safely and effectively. Harpers can enter tanks and vessels, clean, decontaminate and extract liquids, sludge and loose solids that have been contaminated with NORM. Using various techniques for deep or “long pull” extraction Harpers use multiple powerful DISAB air flow vaccumation vehicles supported by specialist confined space teams. NORM is potentially high risk.

• Radioactive materials which occur naturally and where human activities increase the exposure of people to ionising radiation are known by the acronym ‘NORM’. • NORM results from activities such as burning coal, making and using fertilisers, oil and gas production. • Uranium mining exposes those involved to NORM in the uranium orebody. All minerals and raw materials contain radionuclides of natural origin. The most important for the purposes of radiation protection are the radionuclides in the U-238 and Th-232 decay series. For most human activities involving minerals and raw materials, the levels of exposure to these radionuclides are not significantly greater than normal background levels

and are not of concern for radiation protection. However, certain work activities can give rise to significantly enhanced exposures that may need to be controlled by regulation. Material giving rise to these enhanced exposures has become known as naturally occurring radioactive material (NORM) Excluding uranium mining and all associated fuel cycle activities, industries known to have NORM issues include: • The coal industry (mining and combustion) • The oil and gas industry (production) • Metal mining and smelting • Mineral sands (rare earth minerals, titanium and zirconium). • Fertiliser (phosphate) industry • Building industry • Recycling


3 TANK CLEANING

(including specialist non man-entry) Harpers have significant experience of cleaning all types of storage tanks, from retail forecourts to major refinery and military holding tanks. We provide extremely cost-effective tank cleaning services, using the most advanced tank cleaning technologies available to ensure that tanks are taken out of use for the minimum time. With highly trained operatives, our cleaning methods use both manual and automated methods to ensure compliance with tank certification standards and health & safety rules and regulations. Harpers where appropriate use powerful remotecontrolled mechanical washers to speed up tank cleaning, reduce risk, cost and downtime due to limiting man-entry. For manual tank cleaning, our operatives are trained to operate in confined spaces using breathing apparatus and jetting equipment. Where necessary, Harpers use cold cutting techniques to access enclosed tanks, and will uplift and transfer any tank residues.

4 SHUTDOWNS AND ESSENTIAL MAINTENANCE Harpers have been involved with numerous shutdowns and essential maintenance programs over many years at some of the UK largest facilities. The time critical nature of the work and need for reliability and diligent planning is essential to ensure the work gets done on time and to budget. Often involving day and night shifts over several weeks Harpers has the resources and expertise to manage these large, high risk and often complex projects. When major facilities are taken offline for maintenance the work may include tank cleaning, surface preparation, pipeline cleaning and deep/long pull sludge or liquid extraction from parts of the site rarely inspected or visited. Harpers are familiar with the challenges to be met and have well trained staff, the equipment, vehicles and certification to allow our teams to seamlessly work with the client. With accreditation and certification to undertake NORM waste removal and confined space / breathing apparatus work as well as mobile treatment plant licences Harpers supports customers to ensure this vital work gets done successfully.
