Market Commentary

A

ctivity in the market continues to surround mainly Far Eastern resale business with a number of sale agreements believed to be close to fruition for speculative PSVs scheduled for delivery during the remainder of 2013 ex China. We see more speculative PSVs also on order for 2014 delivery ex China compared to the number of AHTS and therefore expect more PSV resale activity as we go through Q2 into Q3. In the Western hemisphere, a hefty NOK 1.2billion (USD 210mill) sale and lease back agreement did make the headlines early in March in relation to two newbuild high end large AHTS and there was also an even larger sale and leaseback agreement a month later involving one of the major global OSV owners and a major Chinese financial house involving up to 51 vessels with a USD 1.5billion price tag. With Opex costs ever increasing it is no surprise to see owners shore up their cash reserves using the Sale and Leaseback strategy and which may also give Boards more breathing room with cashflow and debt repayment schedules.

Some older tonnage movement has been noted although this as expected continues to be a difficult arena with a lot of time and resources required to find buyers for ships heading towards the twilights of their careers. Buyers in Northern and Eastern Africa have recently taken up older AHTS vessels based in Med and Middle East but not in great volume it must be said. Indeed since the turn of the year a number of laid up units in the Mediterranean have gone to scrap related buyers and once a vessel comes even remotely close to its 30 or 35 year special survey position then prospective Buyers become even harder to chase out of the shadows. Newbuilding announcements remain reasonably regular although unsurprisingly the majority of Norwegian yard business is now derived from the high end subsea sector which due to the complex nature of construction continues to offer some

barriers to market entry for the less experienced Eastern yards. Indeed we have not seen any recent standard PSV or AHTS orders secured by the Norwegian builders who have now only two AHTS on the books and only a handful of PSVs all barring one (due to deliver imminently) being advanced 4000+dwt units. Italian and Spanish yards traditionally seen as a middle ground between Scandinavia and the Far East have also not been picking up many orders with decidedly light books through 2014/2015. This in part may be due to changes in the Spanish Tax lease system making the scheme less attractive to foreign owners. Slots are still securable in Asia for late Q3 2014 delivery but many yards now quoting end 2014 and into 2015 in part due to speculators still seeing good prices and the opportunity to mark up and turn around nearer to delivery.


Sale & Purchase

Rem Buys Speculative PSV from Kleven

Rem Offshore has confirmed the purchase of a new VS-485 MK III designed PSV from Kleven Verft AS. The yard had built the vessel on speculation with delivery scheduled for May 2013. The new owner has also announced that it has secured a two year firm contract with additional options for a further three years and nine months for the vessel with an undisclosed charterer. The 4,900 dwt vessel is expected to deliver at the end of May.

Otto Explorer 3 ROV Support Vessel Sold Otto Marine has sold its newbuild MT-6009 L ROV Support Vessel Otto Explorer 3 to RY Offshore. The deal, which is worth around USD 50m, will see the vessel go on charter to Otto subsidiary GO Marine. The vessel is currently being built at the Otto shipyard in Batam, Indonesia and will be handed over to the buyer on completion of a final inspection. A USD 1 million deposit has been paid so far with the balance due upon delivery.

1978-Built Geobay Sold to Middle East DOF Subsea Group has entered into an agreement where the 1978-built vessel Geobay is sold to a Middle East buyer. The selling price is slightly above book value of the vessel. The sale is expected to be completed after the ongoing project utilising the vessel is finalised in May 2013. The Geobay is a DP2 construction support vessel equipped with a 2,500 rated Triton work class ROV and 30t crane.

Statoil Puts Huldra Up for Sale Statoil has put the Huldra platform up for sale. The unit, which started production in 2001 has a design life of 20 years although the company believes it can exceed this design life by several years without major investments beyond regular maintenance. Huldra was constructed as a High Pressure - High Temperature (HPHT) platform with sleeping facilities for 30 people although it is normally unmanned. ŠCopyright Braemar Seascope Offshore 2013

Jasa Merin Picks up Pair of AHTS Vessels

Jasa Merin has entered into a Memorandum of Understanding for the purchase of two 10,800 bhp AHTS vessels with Muhibbah Engineering. The 2011 built DP2 units are named IDS Darul Ehsan and IDS Darussalam have been acquired for a total consideration of MYR 240.6 million which equate to around USD 39 million per vessel. The vessels have bollard pulls of around 120t. Jasa Merin is a subsidiary of Silk Holdings.

Ocean Mainport Sold into Renewables The 1976-built large PSV Ocean Mainport has been sold by Atlantic Offshore. The vessel is the third vessel that Atlantic Offshore has sold to the windfarm industry and its new owners are expected to utilise the vessel shortly in the renewables sector. The vessel is a UT-705 designed pipe carrier with a deck area of around 870 square metres, accommodation for 34 personnel and under decks for Fuel Oil, Mud, Brine, Fresh Water and Ballast/ Drillwater.

Acadian Sea Bought By Fletcher Shipping Fletcher Shipping has bought the PSV Acadian Sea for an undisclosed price. The vessel, has undergone a recent drydocking, engine overhaul and has been repainted and now been renamed FS Taurus II is presently on time charter with Apache. The vessel is a UT-705 designed 1991built vessel equipped with a deck area of around 868 square metres and underdecks for Pot Water, Drill Water, Liquid Mud, Brine and Base Oil.

Vos Premier Sold to Chellsea The UT-755 LN vessel Vos Premier has been sold to Chellsea and will be renamed the Ma Devi. The Indianbuilt medium sized PSV was previously on a long-term charter with BP and under its new owners is trading the spot market. The vessel is the second UT-755 LN owned by the company which already has the Durga Devi which is currently carrying out a four well plus options charter for RWE. ITC Tempest & Typhoon Sold

International Towage Contractors (ITC) has sold their 1976 built AHT vessels Typhoon and Tempest. The company originally purchased the pair in 2005 when they were the Smitwijs Typhoon and Smitwijs Tempest. Indus Shipping & Trading Corp is the new owner of the Tempest and has renamed the vessel Indus. Meanwhile, the Typhoon has become Gudri after being bought by Gudri Shipping & Trading Corp. The tugs have a maximum bollard pull of around 120t and a bunker capacity of almost 1,000 m3.

SMIT Adds Tugs to Fleet SMIT has announced two new arrivals to its fleet with the anchor handling tugs Union Sovereign and Union Princess. The vessels will be managed from SMIT's Antwerp office and have bollard pulls of 180t. The vessels were purchased from JP Knight and are the former UK ETV UT719-T designed Anglian Sovereign and Anglian Princess with an LOA of 67.40m, breadth of 15.50m, draft of 6.20m and DWT of 1,800t. The addition of the Union Sovereign and Union Princess takes the SMIT anchor handling fleet to 16.

Rohde Nielsen Purchases Tugs Market reports indicate that Rohde Nielsen has bought two tugs from Damen Shipyards. The vessels: Rimfaxe R and the Skinfaxe R are currently being transported to East Timor on the heavylift vessel Grietje. From there they are expected to head to Geraldton in Australia where they will be utilised on a dredging project alongside an excavator Gungnir R and two barges which are being mobilised by heavylift vessel from Brazil.

Kirby Corp Buys Allied Marine Assets Kirby Corporation has entered into an Asset purchase Agreement with Allied Marine Industries to purchase the assets of Allied for USD 116 Million in cash. Allied is an operator of offshore barges and tugboats in the transportation of petrochemical and dry sugar products. The assets include 10 coastwise tank barges with a total liquid capacity of 680,000 barrels, three offshore dry bulk barges and seven tugboats. ŠCopyright Braemar Seascope Offshore 2012

Comfort at Sea adds Further Vessel

Offshore Accommodation specialist Comfort at Sea has acquired a vessel. The 1986-built passenger vessel has a capacity of 235 in 147 cabins. The Ocean Atlantic will also have space for tool containers and workshops for offshore wind projects. The vessel will join Comfort at Sea's existing fleet of vessels being used to support renewables projects including the Sea Discoverer which is currently working as a floatel on the London Array wind farm.

New Jack-up Order for Seajacks Seajacks has placed an order for a newbuild jack-up construction vessel. The Seajacks Hydra will be a modified Gusto MSC NG2500X self elevating self propelled jack-up and will be built at Lamprell's Hamriyah facility in the UAE for delivery in 2014. The vessel is similar to the Seajacks Kraken and Leviathan. Kraken is currently on a two year well intervention contract with Shell UK and the Leviathan is working on the Sherringham Shoal offshore wind farm.

CTruck Gets Third 20t Catamaran CTruk’s third 20t multi-purpose catamaran has commenced work on the London Array offshore wind farm. The vessel, named Admiral P, will be working alongside the Cardinal P and the Captain P. The work boats are built using a resin-infusion composite design at the CTruk base in Brightlingsea in Essex. According to CTruk’s the workboats are lighter than some competitive craft making them more fuel efficient.

Thunderbird Delivers for Marineco Marineco has taken delivery of the fourth in a series of high speed support vessels from Damen. The FCS 2610 designed Twin Axe unit, Marineco Thunderbird, will be deployed by Siemens off the west coast of England, at the same latitude as Barrow. The vessel will be used to carry out installation and maintenance work on the Walney Offshore Windfarms. The vessel will have an LOA of 25.75m, deck area of 90 square metres and a maximum speed of 25kn.


Rigs - S&P

Seafox Sells Pair of Jack-up Rigs

Coastal Energy has acquired a pair of rigs from the Seafox Group. The Seafox 3 and Seafox 6 will be used in benign water areas including Thailand where they have been working for Coastal Energy in the last couple of years. The units have been working as mobile offshore production units in the region. No contract value for the transaction has been released so far.

Transocean Sells 38 Rigs to New Company Transocean has sold 38 shallow water drilling rigs to a newlyformed company Shelf Drilling for approximately USD 1.05bn. The sale price for the fleet, which includes 37 jackups and one swamp barge, is made up of USD 855 million cash and USD 195 million in seller financing. The fleet ranges in ages from 1974 through to those refurbished in the mid 1990s. Full details here: www.shelfdrilling.com

Energy Exerter Rig Sold for USD 43.5M Northern Offshore has announced that it has entered into an MOA for the sale of the jackup drilling rig Energy Exerter for USD 43.5M. The deal is expected to be closed by October 19th although details of the buyer have yet to be revealed. The Energy Exerter is a 1982-built CFEM T-2005C self elevating cantilever jackup capable of working in a max water depth of 300ft and has a max drilling depth of 25,000ft.

Prosafe Sells Safe Esbjerg Prosafe has entered into an agreement to sell the accommodation jack-up Safe Esbjerg to a buyer in South East Asia for USD 55 million. The payments will be dividend into two tranches. The first of USD38.5 million is payable within 60 days after closing, which took place on 7 August and the remaining USD 16.5 million will be paid as a three -year term loan with an interest rate of 10 per cent. Newbuilds

Vard Signs LOI with Simon Mokster

Vard has signed a Letter of Intent with Simon Mokster Shipping for the design and construction of a platform supply vessel. The PSV 06 LNG designed vessel is scheduled for delivery in the first quarter of 2015 from Vard in Norway although the hull will be delivered from Vard in Romania. The vessel will be a Clean Design environmentally friendly dual fuel LNG/diesel electric ship.

New Cable Vessel Announced Orange subsidiary France Telecom Marine has announced the order of a new cable ship that will be operational in the summer of 2014. The vessel, which will be called Pierre de Fermat, will be designed to manage the installation and maintenance of all kinds of submarine cables including fibre optic and energy cables. The vessel will also be equipped with an ROV and have DP2, accommodation for 80 and a 80t Bollard Pull. France Telecom has commissioned VARD for the project.

Ulstein Pair for Kuma Kuma Shipping has ordered two PSVs from Ulstein. The vessels, which are of the new P128 design, will be aimed at serving the general support market related to workover barges and jackup rigs. They will have an LOA of 71.5m by 15m with a deadweight of approximately 3,000 tonnes. The deck areas will be around 610m2 and able to accommodate four lengths of 12m casing pipes. The vessels will be constructed at a Chinese shipyard with delivery planned for 2014.

SCI Takes Delivery of Newbuild AHTS The Shipping Corporation of India (SCI) has taken delivery of its latest newbuild AHTS vessel SCI Urja. The vessel is the last of a series of 120t bollard pull sister ships and is equipped with DP1, Fifi and is UKOOA (c) compliant. The vessel will be used to support the Indian offshore sector. The SCI Urja is an AH-03 designed vessel with an LOA of 65.2m. The vessel will be registered under Indian Flag with Mumbai as the home port. ŠCopyright Braemar Seascope Offshore 2013


Newbuilds

Hull of Blue Protector Launched

The hull of the newbuild PSV Blue Protector has been launched at the Zaliv Shipyard. The PX-121 designed vessel is the thirteenth built by the yard over the last six years for Ulstein Hull AS. Upon launching the hull the vessel was set to be towed by tug to Norway for final outfitting. Earlier this year, the shipyard carried out the dual launch of the hull of the Blue Guardian and the first of a series of PSVs for Damen Shipyards Bergum.

Sea Tantalus Delivers from Cochin The PSV 05L CD designed Sea Tantalus has delivered from Cochin Shipyard in India. The vessel is the latest in a series of four sister ships being built for the same client. Each of the vessels has an LOA of 82.2m, accommodation for 28 and is of DNV Clean Design. The vessels also have Fifi 1 and OilRec. The Sea Tantalus is the first vessel built by Cochin to be filled with a Ballast Water Treatment Plant that will aim to eliminate environmental damage from aquatic organisms. Enquest has chartered the vessel for 1-3 years.

Boa Awarded Outfit Work for AHTS Bergen Group Fosen has signed a contract with BOA subsidiary NFDS Offshore 1 AS for the outfitting and commissioning of a new AHTS vessel. The contract for the VS-491 CD designed vessel is valued at more than NOK 600 million and is expected to be completed by the end of the first quarter of 2014. The hull for the vessel has already been completed at Nantong Mingde Heavy Industries in China and is expected to arrive at Fosen in Q2 this year. There is also an option for a further vessel.

CSS Olympia Launched & 4 More Ordered MAC Offshore has announced the launch of the CSS Olympia hull at the Liya Pingtan Shipyard. The vessel, which is the first Compact Semi Sub (CSS) accommodation variant, is due for delivery to its new owners Graal Invest of Brazil in November 2013. The launching ceremony also came with the announcement of four further CSS vessels, due for delivery between August 2014 and October 2015 worth around USD 500m in total. Newbuilds

Vroon Places Order For Four 60m Vessels

Vroon Offshore has ordered four MRV's from Fujian shipyard in China with delivery scheduled from 1st Quarter 2014 onwards. The 60m units will be equipped DP 1 with an option to upgrade to DPII. This augments a previous order for six standard / 50 metre units at the Nanjing shipyard in China with the first delivery of this batch due in the Q2 2013. Vroon has taken delivery of 19 newbuildings since 2007 which has dramatically improved the age profile of their 50 strong UK fleet.

COSL Planning 50 Newbuilds Market reports are indicating that China Oilfield Services Ltd (COSL) is planning to build up to 50 offshore vessels for use on the domestic market. The fleet is expected to include deep water AHTS vessels, PSVs as well as multipurpose vessels and barges. Currently COSL is understood to have nine AHTS vessels, five PSVs and five other vessels including multipurpose tonnage and workover barges.

Palmali Orders Three Ice Class PSVs Palmali Shipping of Turkey has ordered three Ice Class PSVs at the Besiktas yard in a combined USD 120 million contract. Two units will be 75 metres in length while the third will be 80 metres and will feature an enhanced specification including oil recovery and standby capability. It is believed all the vessels have been awarded long term charters in the Caspian Sea with Lukoil upon their delivery in 2014.

Ulstein Confirms Seatankers Order Ulstein design has entered into a contract with Sinopacific Zhejiang yard in Ningbo China for the delivery of twelve design packages for PX-10 PSVs for Seatankers Group. The vessels will each have an LOA of 88.9 metres and 19 metre beam, they will also be equipped with diesel-electric propulsion and have deck areas of around 1,000 square metres. The vessels will comply with DNV requirements for Clean and Clean Design standards.


Subsea

Subsea Construction Newbuild for Sealion

Sealion shipping has announced an order for a large subsea construction vessel from Hyundai Heavy Industries. The DP3 deepwater installation and contruction, flexible, pipelay and cable lay vessel is a customised version of the Ulstein Deepwater Enabler design. It will have an LOA of 150.5m, beam of 32m, deck area of around 2900 square metres and accommodation for 250 personnel. The X-bow vessel will also have a 900t offshore crane, moonpool and two large workclass ROVs.

Solstad Orders Vessel for 5-Year Reach Deal Solstad Offshore has ordered a newbuild subsea vessel that will go on long-term charter with Reach Subsea immediately after delivery. The OSV 03 designed vessel, which was ordered at a cost of around NOK 600 million, is due for delivery in the second quarter of 2014. The five –year charter with Reach Subsea also has an extension for a further three one-year options with the firm period worth around NOK 650 million. The vessel will have an LOA of 121m, a deck of 1,300 square metres and a 250t crane.

Farstad Orders OSCV 07 IRM Vessel Farstad has ordered an STX OSCV 07 designed subsea construction vessel. The subsea vessel will be designed primarily to carry out inspection, repair and maintenance workscopes. The vessel will have an LOA of around 143m, a beam of 25m and a deck area of around 1,800 square metres. In addition it will be equipped with two offshore cranes with the largest having a lift capacity of 250t. It will also have 3 ROVs and accommodation for 130 personnel.

New Subsea Vessel for DOF DOF Subsea has ordered a newbuild subsea vessel from STX OSV scheduled for delivery in the first quarter of 2015. The OSCV 12 designed vessel will have an LOA of 161m and a beam of 32m. The vessel, which is currently charter free, will be used to support the subsea construction, intervention and survey work carried out by DOF’s fleet. Meanwhile, the company has chartered the Harvey Deep Sea on a four-year charter agreement that will see the DP2 vessel working from delivery in the United States in June 2013.
