Anger At Protesters’ Behaviour Anti-Water charges protesters blocked local county councillors and council staff in the local authority car park in Swords last week, in a move which came as a complete shock to all. A group of approximately 10-15 protesters prevented councillors and staff from leaving the car park, by blocking the car park exit, after the monthly meeting of the Council. The blockade lasted for approximately 90 minutes, in which time the gardai were summoned to secure the release of the elected representatives. The group of protesters shouted chants loudly through microphones, criticising councillors for their stance on Irish Water and steadfastly refusing to let anyone leave. County Mayor, Mags Murray was due to visit her seriously ill daughter in hospital, directly after the meeting, but was refused permission to undertake her urgent journey. One of the protesters was clearly heard telling the Mayor, “If your daughter was that ill, why were you at the meeting in the first place?” Eventually, she was allowed to leave. Among those trapped in the car park was Chief Executive of the County Council, Paul Reid, who confirmed that staff safety is his first priority. “Although I don’t want to make specific comments in relation to the incident that took place at the staff car park, I want to reassure my staff that their personal safety is my priority at all times,” he said. “Council staff had already put in a long day in preparation, and in support of our monthly Council meeting. Then they were on Twitter claiming they were standing with the protesters, when quite clearly they weren’t. Just to clarify, there were nine protesters blocking the car park, not 25/30 as claimed by others,” he added. He also went on to say that there were reported burglaries in the Swords area on the night in

the County Leader, “This was outrageous behaviour by the protesters, deciding who could leave and who could not. The actions of Socialist councillors, Eugene Coppinger and Matt Waine was deplorable. They played a pivotal role in who was allowed to leave. They pointed out who were councillors and who were council staff. I was also very disappointed in the role played by the gardai on the night. There were 10 to 12 of them there, and they could have sorted the problem out sooner. Nobody has the right to imprison people like that,” he concluded.

Claims Of Electioneering From Both Sides A motion by local councillor, Keith Redmond (FG), seeking to remove the 15 per cent limit on Local Property Tax reductions, so that larger reductions can be applied, has been criticised as a political stroke aimed at garnering votes in the general election. The motion was rejected by six councillors, at the full Council meeting held last week. Redmond’s motion reads: “It is expected that the valuation on property prices mandated to occur in 2016, is expected to reveal that valuations have increased far above 15 per cent, and as a result, local councillors will be powerless to prevent what may be an unnecessary imposition of higher property taxes.’ Three of those opposing the motion, Cllr Joe Newman (NP),

Cllr Justin Sinnott (NP) and Cllr Duncan Smith (Lab), outlined to the County Leader why they opposed the motion. Newman said, “I think it’s an unworkable proposition that wasn’t well worked out I’m opposed to the local property tax in it’s present format and it

WOW air, Iceland’s low-cost airline, has announced that it is the first low-cost carrier to fly transatlantic from Dublin, with a new low fare route to the USA for Irish passengers. Beginning next October from just €149 one way, including taxes, WOW air will fly to Boston and Washington, via Reykjavik Iceland, from Dublin Airport. Flights will operate on Tuesdays, Thursdays and Sundays, offering the cheapest connection between Dublin and North America. Last October, WOW air announced that the airline would fly from Dublin to Reykjavik, offering the first ever direct scheduled flights between Ireland and Iceland. This route begins on 2nd June next. WOW air will fly three times a week from Dublin to Boston Logan International Airport and Baltimore Washington International, via Reykjavik Iceland.

Quinn Criticises Lack Of Public Bins Local councillor, Malachy Quinn (SF) has had several enquiries from dog owners in the Balbriggan area, regarding the lack of dog foul bins. He told the County Leader, “If you either own, or are responsible for a place to which the public has access, for example, a school campus, public park, train or bus station or the precincts of a shopping centre, you are obliged by law to keep the place litter-free, regardless of how the litter got there.” “Also Cllr. Quinn by law, dog owners must remove their pets’ waste from public places and dispose of it in a proper manner. However, responsible dog owners are finding it difficult to adhere to the law, due to the lack of these bins,” he said. Quinn went on to say, “The littering issue is not going away. In fact, there are dog foul notices

Five bins have been removed from the route at the Westbrook Roundabout along the Naul Road to Stephenstown Road. This is a common route for our many dog walkers here in Balbriggan. The introduction of more bins across North County Dublin is needed to accommodate the responsible dog owners and encourage others to bin the waste. In comparison to other areas of Dublin, and the large amount of dog owners here, the problem is not huge. But the removal of bins has seen a sudden increase of this problem.” “Furthermore, litter and the lack of bins along our coasts is a worry, in particular our beaches, which need more bins, and not open bins. The few that are there are regularly overloaded. This is a serious health problem and needs to be reduced by the introduction of more bins across the North County,” he concluded.

Rush Society Receives Keys To New Home Members of Rush Musical Society (RMS) are celebrating receiving the keys to their new home, the former Garda Station in Rush. This is a great milestone for the society in their 27th year entertaining audiences in the North County. For RMS, the building is ideally located close to the Millbank theatre where the society stages their annual productions. The group wasted no time in putting the building to use, as members raised the roof

Malahide Sea Scouts Celebrate 40 Years Malahide Sea Scouts Wednesday Troop celebrated it’s 40th birthday with a party recently, One of the three scout troops in the group, the Wednesday troop was formed in 1975, when the group acquired its first scout den on the current site. The existing Friday troop, which had reached over 100 members, split into two distinct troops. The troops shared annual camp together, but they soon developed their own distinct identities. The Wednesday troop currently provides an adventurous outdoor Nautical and landbased programme for over 70 scouts. The evening also provided an opportunity to recognise the achievements of the Scouts in the Troop during the year. Among the awards presented were, Andrew Desmond (Scout of the Year), Daniel Crothers (Canoeist of the Year), David Seagrave (Sailor of the Year), Ronan Allen (Hiker of the Year), Reuben Allen (Oarsman of the

Year), Kian Hopkins (Seamanship Award) and Colum McCaffrey (Leader of the Year). Sinnott opposed the motion on the grounds that such a move would place other services provided by the local authority in doubt. “Bringing such a motion to the Council, when the power to make such a change lies with his own party, is nonsensical. I found it to be somewhat disingenuous, as we are now coming into an election season. It may have been a bit of showboating on his behalf. I think that local property tax, based upon a notional value of property is no way to fund local services. We had the decision to reduce the property tax by up to 15 per cent, because we knew that the finances were strong and even with the 15 per cent cut, there was still a surplus.” Duncan Smith was one of four Labour councillors who voted against the motion. He said, “When we agreed the reduction in the property tax, we, The Labour Party, proposed a reduction of 10 per cent in order to save up to €2 million. We are aware that there is a housing shortage and my concern with this motion, particularly coming from a very right wing Fine Gael agenda is that it is purely to reduce taxes, to such a degree,

that it would put in danger the funding of our local authority, at a time when we are just bedding down in a new funding model for the property tax. The Labour Party councillors and left independents voted against the motion, because they are afraid of being accountable to their electorate for their spending and taxing. There will be an automatic, uncontrollable Local Property tax rise, if properties are revalued in 2016, at 15 per cent more than their 2013 valuations.” “North County properties have increased by 25-30 per cent in that period. Labour and left Independents know that will happen and want that extra revenue to spend on new pet projects. They don’t want councillors to have the ability to match those price increases by reducing the local property tax. They want to be able to blame central government for the tax rises, so they can buy votes with the extra cash. They are actually electioneering here, not me. This is classic tax and spend leftism. Ultimately, they are opposed to local politicians being accountable to voters for their taxing and their spending. They’re actually against local democracy. They’re afraid of it,” he concluded.

Blaze Destroys Lusk Launderette Residents of Lusk were shocked, when a launderette and DVD shop were destroyed by fire on Friday last. Fire fighters tackled the blaze in the rented commercial premises, called Life2Short. The alarm was raised by a female member of staff shortly after 9am, minutes after she opened the premises. Castle Theatre Group Showcase Their Wares A group of local artists have come together in Swords, in an effort to gain recognition and a base where they can collaborate together in their pursuits. Castle Theatre was formed by local artists, and they held an information evening, which featured some outstanding art work, crated by it’s members at Empire in Swords on Wednesday last. The event was attended by a large gathering of invited guests, including some local county councillors, as well as Council Chief Executive, Paul Reid. Co-founder of Castle Theatre, Sean Farrell spoke to the County Leader about the aims and aspira-

tions of the group. He said, “The aim of Castle Theatre is to eventually get a theatre established in Swords, where artists can collaborate, along with film makers, musicians and others. We want to have everyone represented,,” he said. “Tonight is the launch of a campaign to get our voices heard and this event is all about awareness and getting our message out there. Eventually, funding will be required, so hopefully the Council will be kind to us. We are looking for a venue, perhaps the old library on North Street, near the Castle. At the moment we’re in negotiations with the Council, with a view to getting such a location,” he said. The group recently created a large mural over a piece of graffiti, close to St Colmcille’s GNS in Swords, which was featured in a video which was shown on the night. It drew much praise from those in attendance, who were very impressed by the creativity shown by the group. See our pictures of the event on page 12

Reilly Determined To Forge Public Consultation Ahead With Tobacco Plans Launched For Children’s Minister and local resident, Dr James Reilly is forging ahead with plans to introduce plain packaging for tobacco. This comes, despite a growing level of opposition from fellow EU member states. Dr Reilly maintains that this measure will be very effective in reducing the Dr. Reilly TD number of young people taking up smoking. A total of 10 EU countries have objected to the plans to introduce standardised tobacco products, including Hungary, Poland, Spain, Italy and Portugal. This represents the highest number of objections a piece of Irish legislation has received, and MEP, Brian Hayes said that the level of disquiet illustrates that Ireland is well ahead in terms of addressing the abuse of tobacco. Dr Reilly is adamant that the measures will have a profound impact in terms of tackling tobacco addiction in this country, and he has no intention of amending the proposals.

Medical ‘Fitness To Drive The Road Safety Authority (RSA), together with the National Programme Office for Traffic Medicine, a joint initiative between the RSA and the Royal College of Physicians of Ireland, launched a public consultation process for Medical Fitness to Drive (MFTD) OffRoad and On-Road Assessment Guidelines. A MFTD assessment generally arises when a doctor wants further information on the ability of a person to drive, usually after the person has had a sudden illness, e.g. stroke or heart attack, or an existing condition has worsened. Typically in such a case, the doctor will look for a report from an Occupational Therapist or from an on-road driver assessor who will provide information on whether the illness has affected the person’s ability to drive. The consultation

process, which is now open and will run until Monday, 9th March 2015, allows for feedback and submissions from the public and medical professionals on MFTD Assessments. Professor Des O’Neill, Director, National Programme Office for Traffic Medicine welcomes the consultation, “Many professionals and stakeholders are involved with MFTD, and few European countries have clarified the roles and pathways involved. This consultation is an important step in clarifying roles and pathways for Ireland.” Declan Naughton, Director, Driver Testing and Licensing at the Road Safety Authority added that, “To date the Road Safety Authority and the National Programme Office for Traffic Medicine has updated the medical fitness to drive guidelines in line with international evidence and best practice. We are now taking a further step to support medical practitioners in making decisions about the medical fitness to drive of their patients and we greatly welcome the views of the public about proposals.”

This is simply unacceptable as health insurance is not a ‘luxury’ but is an important resource which must be affordable for all,” Farrell told the County Leader. “Last November, Minister Varadkar introduced the Private

Health Insurance Package which largely focused on implementing measures to allow for a reduction in the cost of health insurance and, following this, a number of policies have become more affordable. However, this is an issue which we must continue to monitor and address,” he continued. “With the youngest population demographic in the State, it is essential that young people in the North County can obtain and afford health insurance cover. On May 1st this year, the Lifetime Community Rating will come into effect. Launch Of Daffodil Day The Irish Cancer Society and Dell launched Daffodil Day 2015 last week. Daffodil Day will take place on Friday, 27th March. This year marks the 28th Daffodil Day, Ireland’s longest running and biggest fundraising day. The Society announced a growth in cancer incidence that is sure to have a direct impact on its services increasing the need for the people in the North County and the greater Dublin area, to support Daffodil Day, so they can reach their fundraising target of €3.5 million for 2015. Funds raised on Daffodil Day by volunteers across the North County go directly to fund the work of the Society across support, p r e v e n t i o n , research and advocacy. Night Nursing is one service funded by Daffodil Day. Last year the Society was able to fulfil 96 per cent of requests for a night nurse. Seventy five percent of cancer patients wish to die at home surrounded by family, yet only 25 per cent get to do so. The Irish Cancer Society provides the only night time care service for cancer patients in their own homes. In 2014 the Society’s nurses provided 1,242 nights of care to 381 patients in Dublin and this service is fully funded by the people of Dublin, who consistently support the work of the Society. It’s vital that Daffodil Day reaches its ambitious fundraising target of €3.5 million in order to continue to provide and expand this service and others. New Tourism Enhancements For Swords Swords is to get a number of additions, in order to enhance the tourism prospects in the area, according to the County Council. Fianna Fail councillor, Darragh Butler originally asked the Council about the possibility of a Heritage Trail (cycle and walkway through the Ward Valley Park) from Swords Castle to Knocksedan including Swords Castle, St. Columba’s Church and Towers, St. Colmcille’s Well, Knocksedan Bridge and the old Mill, at a recent Council meeting.

The local authority responded by saying that, although they would be happy to engage with local communities that wish to establish local heritage trails, they were not aware of any proposal that has come forward from the Swords community for a heritage trail. They then said they had commissioned a new feature to elevate the tourism potential of the area, complement a heritage trail should one be developed in the future. “The County Council have commissioned

Swords Historical Society was consulted in relation to the guide, which will be launched in the near future.
