With elections for a third of our councillors having taken place in May, I want to take this opportunity to both welcome the five new members who have joined us and to say a huge thank you to those we have said goodbye to. To find out more about the councillors representing your community turn to page 30. The summer months mean we are just around the corner from our biggest free family fun day of the year. The action packed event will once again be one for all the family with activities to entertain every age group. Please join us at Milton Country Park for a fantastic day. See page 8. As we enjoy the summer months we will also be remembering the brave who fell during World War II. Community events are planned in the district and beyond to mark the 70th anniversary of the end of Word War II and we hope you find the time to join in the events too. To find out more about what is planned turn to page 13. And finally, do not miss out on our bumper ÂŁ72,000 grant fund available to support projects and activities in the district. Bid for funding

We’re urging groups to put funding bids forward now for our Community Chest grant scheme, which has been topped up to £72,000.

Grants are available for voluntary and community sector groups, charities and parish councils wanting to improve the quality of life for South Cambridgeshire residents. Applicants can apply for up to £1,500 for:  improvements to community facilities  repairs to historic buildings/monuments/memorials  tree and hedge planting schemes  equipment and materials  start-up costs In recent years £52,000 of funding has been handed out, but due to the popularity of the grants an extra £20,000 is available this year. Eltisley Parish Council recently received £1,500 towards the cost and installation of play equipment for the village green. Cllr Roger Pinner, Chairman of Eltisley Parish Council, said: “We had a very small play area and this grant enabled us to transform it. Children of all ages can now use it and already it is immensely popular.” Council Leader, Cllr Ray Manning, said: “We are always pleased to be able to support local community groups who work hard to deliver and improve services for residents. Community heroes recognised A Waterbeach woman who has worked tirelessly for over 30 years to help local older residents has been crowned ‘Village Hero’ at our annual awards ceremony.

Mary Longstaff was presented with the accolade for her voluntary work to establish and run Waterbeach Day Centre since the mid 1980s, providing companionship, activities and good food for older people. She said: “I was overwhelmed and flattered to win the award as it was most unexpected. I have been working for the day centre for 30 years and it is very rewarding. It has become part of my daily life. There have been a lot of changes since its inception and I have remained Chairman of the day centre for many years.” Five categories were contested at our fifth annual awards ceremony, celebrating the achievements of local people who have made a significant and voluntary contribution to their area. Other award winners were: Alex Collier from Cottenham - Parish Councillor of the Year Ickleton Froglets - Services and Amenities Granite 5 Limited, Croydon - Business Developing Talent Sawston Youth Group - Youth Group or Initiative

Parklife 2015

The summer is upon us and we’re looking forward to the district’s biggest family fun day on Sunday 19 July. School will be out for the summer and we invite everyone to get into the holiday groove with a fun day out at Milton Country Park to enjoy a host of exciting activities and try a wide variety of sports. Take to the lake and try your hand at fishing or have a go at paddleboarding, canoeing or kayaking. You can hone your skills in the Rugby Zone, part of the Festival of Rugby which marks the year the nation plays host to the Rugby World Cup. Visit this zone and maybe you could be in with a chance of bagging tickets for England versus France at Twickenham, their penultimate home game before the World Cup series begins. There will be a host of bikes suitable for all ages and abilities to try in our exciting Cycling Zone, sponsored by Ben Hayward Cycles. Little ones can get started on balance bikes whilst for older children there’s the challenge of the pump track. You can even power the incredible smoothie bike and then enjoy the fruits of all that pedalling! Youngsters can go den building in the Wild Place or get creative with our Parklife artist in residence. There’ll be live entertainment from local musicians and dancing talent; stART, the community arts network, have been working with our village colleges to shape what’s on offer in the entertainment zone and young people will be showcasing some of their work. Activities kick off at 10am and will go on till 6pm, so you can really make a day of it. You can bring your own picnic or take advantage of the catering on site, browse local craft and produce stalls and find out about the work of local charities in our community marquee. We have organised Parklife 2015 with our partners stART and Cambridge Sport Lakes Trust, with the support our sponsors, Ben Hayward Cycles and Milton Tesco.

There is car parking at Milton Country Park, with overflow parking available at Milton Park and Ride from which there’ll be a complimentary shuttle bus service provided by Cambridge Dial a Ride.

Hop on board the BikeBus Explorer What better way to spend a summer’s day than walking or cycling in the beautiful South Cambridgeshire countryside? The BikeBus Explorer can help you uncover the hidden gems of our district, from leafy woodland and meadows to post mills and country pubs. Just hop on board and let the adventure begin. Steve Edmondson from Haslingfield used the BikeBus Explorer to access the ancient Clopton Way, close to Croydon. He wrote to the Cambridge News and said: “The BikeBus is a great rescource for exploring the villages to the west of Cambridge. We disembarked the bus at the west end of Croydon village and started our eight mile walk to Gamlingay. We decended on The Cock Inn to rest tired legs and refresh ourselves with beer and coffee. A very welcome meal at The White Horse Inn in Barton ended a great day out.” Bob Mitchell, owner of The Chequers in Little Gransden said: “There’s something really special about a rural country pub. We are particularly proud that ours has been owned and run by the same family for 64 years. We offer BikeBus Explorer riders a free tour of our microbrewery, where we brew our own Son of Sid real ale.” To enjoy a tour of The Chequers microbrewery, simply call 01767 677348 to book. For those residents who live along the route of the BikeBus, it offers a service direct to Cambridge, allowing passengers to hop off close to The Fitzwilliam Museum or The Botanic Gardens. For journeys further afield, passengers can also travel on the BikeBus Explorer all the way to Cambridge railway station. So whether for leisure or a spot of shopping in the city centre, the BikeBus is just the ticket. Cambridgeshire County Council supports passenger transport services across the district but does not provide Sunday services. The BikeBus Explorer fills this gap, offering a Sunday and bank holiday service for local residents where there was none previously by combining it with a leisure service which appeals to visitors too. This summer we are offering South Cambridgeshire residents two for one travel deals. Just cut out the voucher below and give it to the driver when you pay for your ticket. As a fully public bus service, concessionary pass holders already travel for free. Discounts are also available for family tickets. The programme of events is being coordinated by Cambridgeshire County Council under the title The Home Front: Cambridgeshire Commemorates the end of WWII. We’re involved in helping to promote this historic occasion where residents can come together to remember the wartime effort and wartime Britain, reminisce about the 'unforgettable forties' era and capture some of the celebratory mood of the time. A number of events have already taken place - particularly around VE Day in May - but there is still plenty of time to get involved over the coming weeks and months. You can find out more about the wide range of events across the county at www.cambridgeshire.gov.uk/WW2, but here are some highlights of events in and around South Cambridgeshire: Eversden Village Fete, 13 June, 2.30-5pm, £1.50, under 14s free - The Eversdens will be commemorating as part of their annual church fete and encouraging residents to share their experiences and memorabilia with younger villagers. Girton Feast Week, 3-12 July, free to £5 - a week of themed events from wartime music concerts to gathering memories of wartime experiences with the help of local school children. Barton Village Day, 11 July 1pm, free - Barton’s annual show will be themed around wartime community spirit. Their horticultural show will be themed around Dig for Victory, alongside make do and mend craft and cooking classes. Little Gransden Afternoon Tea Party, 31 August, 4pm to 7pm, £5 - Gransden & District Branch of Royal British Legion, recalling the end of WW2 at Little Gransden airfield. Orwell’s 1940s Tea Party, Orwell Village Hall, 5 September 3pm to 5.30pm, adults £5 children £3 - Orwell History Society will host a traditional 1940s tea party with an historical display and photos. Daddy’s Diaries in Cambridge, 18 September 7.30pm to 9.30pm at the Emmanuel United Reformed Church, £5 - a dramatised presentation by Jane Bower. Hear the wartime diaries of Leonard Bower, at an evening of story-telling, illustration, entertainment and historical accounts.

Communities on board Royston and District Community Transport are celebrating having been awarded a brand new wheelchair accessible minibus, helping local people to get out and about.

Only last year, after securing grants and fundraising, the scheme was very proud to take possession of a fifteen-seat wheelchair-accessible minibus costing  The latest addition to the fleet at Royston and District £42,000 from the Department of Transport to add to the Community Transport, which can be contacted on scheme’s growing fleet. 01763 245228 to arrange journeys David Wherrell, manager at Royston and District Community Transport, said: “This is a tremendous boost to our service and will ensure we can continue to provide a lifeline for many isolated people, helping them to get out and about and, most importantly, retain their independence. “With the continued grant support from the Council, we can continue to offer residents pre-booked journeys, group outings and a really comfortable ride. What makes us special, however, is the pool of volunteer drivers who keep us on the road.” Many of our parishes run community transport schemes and the details of these can be found in the South Cambs Transport Directory, available at www.scambs.gov.uk/community-transport or from your library or parish council. We all know that exercise can significantly improve our health, but for people with certain medical conditions it can be difficult to know where to start. Our Active & Healthy 4 Life exercise referral scheme makes it easy. It provides individual fitness programmes lasting twelve weeks for those with high blood pressure, high cholesterol, diabetes, osteoporosis, depression, anxiety, arthritis and other health issues. Qualified instructors undertake an initial assessment before devising a tailored exercise programme. They are then on hand to encourage and motivate. At the end of the programme they carry out a final assessment and help find ways for those on the scheme to carry on with regular exercise. PrimeTime Fitness in Oakington Road, Girton became the tenth centre in the district to offer the scheme in April, joining sports centres in Cambourne, Comberton, Cottenham, Gamlingay, Impington, Linton, Melbourn, Sawston and Swavesey. Access to the scheme is via referral from a GP or other health professional. Terry Harding, of Rampton, is benefiting from the scheme at PrimeTime Fitness. He said: “It has given me the motivation to improve my health. New advice shop opens Regular sessions from the Citizens Advice Bureau have been set up in Bassingbourn thanks to our funding.

The Limes Community Centre has been hosting the advice sessions by North Herts Citizens Advice Service since Easter as part of their outreach programme to bring the advice people need closer to where they live. CAB advisor Karen Hoy, said: “People come to see us seeking advice on a range of issues, from benefits and tax, money and debt, to employment issues and problems with utilities or housing. Often these problems seem overwhelming but we can help people get on top of things. One of the important things is for people to seek help early before things escalate.” The new sessions run on the second Thursday of every month, alongside the book café, from 2pm until 3.30pm. There is no need to make an appointment, simply drop in and speak to an advisor on the day. The Limes Community Centre is on Bassingbourn High Street. There are many other locations across the district where CAB services are available. This ranges from touch screen access points to face-to-face sessions with an advisor. Rogue trader warning Like most areas in the country, our district suffers from waste being dumped in the countryside. This is commonly known as fly tipping. When we investigate fly tipping we normally find that it is a result of ‘man with a van’ calling at households with waste on view. Householders pay in cash for their waste to be removed without asking any questions about how it will be disposed of. Summer safety

Whether you’re jetting abroad, camping in the UK or planning a home staycation, we’ve got some safety tips to ward off the summertime blues. Be BBQ safe When the sun shines, it’s BBQ time. Have fun, not food poisoning, by keeping these tips in mind:  pre-cook it - cook meat or poultry in the oven if you’re at home, finishing it off on the BBQ for flavour  charred doesn’t mean cooked - make sure meat is properly cooked by cutting into it and checking that it is steaming hot all the way through, none of it is pink and any juices run clear  disposable BBQs take longer to cook - always check that meat is cooked right through  avoid cross contamination - store raw meat separately before cooking and use different utensils, plates and chopping boards for raw and cooked food  don’t wash meat - especially chicken, it just splashes germs around.  If you’re BBQing in a park or other public space, make sure that you’re using permitted locations. It’s vital that all BBQing takes place in a well ventilated area. If you’re camping or caravanning, don’t bring BBQs into tents or awnings - carbon monoxide fumes can kill. Eating out Home or away, keep food hygiene in mind when you eat out: 

check UK restaurant and takeaway food hygiene ratings at www.food.gov.uk/hygieneratings. If you do not have internet access, many businesses display a ratings sticker or certificate on their premises, or you can ask staff for information

Changes to the Licensing Act Good news! Government has announced that the limit on the number of temporary events that can be held at a single premises will increase on 1 January 2016 from 12 to 15 per year. This covers events that involve music or sale of alcohol. Lots of community halls and schools are restricted by the current 12 event rule, so the increase is good news for our villages. Another national change to Licensing means existing Personal Licence holders are no longer required to renew with us. However, if you are a personal license holder you need to notify us of your intention to carry on holding a licence. You can do this by visiting www.scambs.gov.uk/licensing-act-2003 or www.gov.uk/government/collections/ alcohol-licensing-personal-licences where you can fill in and submit the revised forms. Supporting local talent We’re very pleased to announce that our Elite Athlete Award Scheme has been topped up with another £10,000 which is now up for grabs.

Grants of up to £2,000 are available to all athletes competing at local, regional, national or international level who live in South Cambridgeshire, with priority going to those taking part in Olympic or Paralympic sports. If applicants are currently studying or training outside of the district they can still apply, as long as their family home is in the district. Since the scheme was launched in 2009, we have awarded over £60,000 to local sporting talent. Rosannah Cormack, 23, from Whittlesford, competes in touch rugby at international level and is in the squad representing England at this year’s Women’s Open Touch World Cup in Australia. Rosannah received a £500 grant in January, she said: “I’m really grateful for the support from South Cambridgeshire District Council, it was of considerable value to cover training and tour costs, helping motivate me in the final weeks as I prepared for the World Cup.”

Walking on water One of the world’s fastest growing sports has returned to Milton Country Park this summer.

Paddleboarding taster sessions and courses are now available for young people and adults of all abilities, as well as team building events and group activities. Advance booking for all sessions is essential.

Taster sessions - £10 per person  Every Friday until 25 September:

4pm to 4.45pm 4.45pm to 5.30pm

 Every other Saturday until 19 September:

10am to 10.45am 10.45am to 11.30am 11.30am to 12.15pm 12.15pm to 1pm

Five week courses - £60 per person 

Every Thursday from 5pm to 6pm or 6pm to 7pm. Starting on either 11 June or 3 September

Three-hour Ready to Ride courses - £40 per person 

Every other Saturday until 18 July as well as 12 and 26 September.

Ready to Ride courses are aimed at those aged 18 or over who have tried paddleboarding before and want to pass their BSUPA (British Stand Up Paddle Association) Level 1 Award to be able to hire our boards and paddle independently. Board hire is now available Thursdays and Fridays, from 5pm to 7pm, and Saturdays, from 9am to 1pm, until the end of September.

The domestic Renewable Heat Incentive (dRHI) is a government financial incentive, designed to encourage people to make the switch to renewable heating systems in their homes. For example, homeowners and landlords could be eligible to receive an income of about £2,000£6,000 when fitting an air-to-water heat pump, depending on the size of their property and the type of heating system installed. The domestic RHI offers quarterly payments over seven years, based on a set of tariffs and according to the type of system installed, which help to offset the cost of installing renewable heating systems. RHI tariffs The tariff levels are 7.42 p/kWh for air-to-water heat pumps and 19.51 p/kWh for solar thermal. The tariffs have been set at a level that reflects the expected cost of renewable heat generation over the system’s lifetime. Tariffs will be subject to review every quarter.

For solar thermal, the figure is taken from the Microgeneration Certification Scheme (MCS) certificate, which is based on a calculation by your MCS installer. For some households, metering may be required and the payments will be based on regular meter readings. The power of waste Your household waste is a valuable asset. By working together we can keep as much as possible out of landfill and get it turned into new products. We’ve put together some facts and figures to help show how you can help us on the journey, as well as the easiest ways to find out more.

 Last year 58% of waste in South Cambridgeshire was diverted away from landfill. In weight this equates to 35,290 family cars!

You can find out which bin to put anything in, from aerosols to zinc batteries, by visiting our handy recycling A-Z at www.scambs.gov.uk/content/what-goes-which-bin

 This time of year means more grass cutting and green waste. In fact, the amount we collect could fill four Olympic sized swimming pools!  Food waste can be wrapped in newspaper or put in a paper liner before going into your green bin. Liners that break down during the composting process are also available to buy in packs of 50 from our Cambourne offices for £4.10

Pick of the bunch

Although we sweep the streets, provide and empty hundreds of village litter bins and clear rubbish from the sides of some major roads, litter is still a problem in our area as it is in most parts of the country. We’re helping volunteers across the area who are supporting our efforts in the district by organising community litter picks. Our well used kit that communities can borrow includes twenty litter grabbers, gloves, jackets and bags. Once your litter pick has taken place, we can also help by collecting the litter from you. Milton has a well established litter picking group of volunteers who meet around three times a year. Cllr Mick Martin, cabinet member for waste and recycling, said: “Clearing litter costs money that could be better spent elsewhere and we’re keen to support our communities in

taking action to help keep their areas clear.” Cllr Anna Bradnam, local member for Milton and part of the village’s environmental group, said: “Please take pride in the community you live in as it is simply not acceptable to drop litter. There are plenty of village litter bins you can put it in or take it home to be sorted for recycling. City Deal boost for housing, transport and jobs A partnership between councils, Cambridge University and the Greater Cambridge Greater Peterborough Local Enterprise Partnership has begun to set out how hundreds of millions of pounds for Cambridge City and South Cambridgeshire could be invested in transport infrastructure, housing and skills to maintain economic growth.

The Greater Cambridge City Deal partners recently agreed principles to speed up the delivery of affordable homes by becoming a housing developer. Funding will be used to kick start a joint council team that will project manage all key housing development activities to get homes built more quickly. This will range from finding, assessing and securing land to working with local communities, site design, gaining planning permission and handing over completed homes. Cllr Ray Manning, Leader of the Council, said: “The team will bring together skills and housing knowledge from our own and Cambridge City Council’s housing teams and could see land owned by the County Council used for some development to deliver between 4,000 and 8,000 homes over the next 16 years. Along with Cambridge City Council, we have ambitious council house building programmes with around 1,000 new homes expected to be completed over the next 30 years in both areas. This is a fantastic opportunity.” Cambridge University has approved the principle of investing £30 million in affordable and key worker housing, which could be delivered more effectively using the proposed joint team. Through the City Deal agreement, £100m of Government funding will be made available in the five years from April 2015. If certain conditions are met, a further £200m may be secured from April 2020 onwards and up to a final £200m from April 2025 onwards. Money is also being invested in a skills service to work with businesses and colleges to help meet needs of students and employers. At the moment courses being chosen by students are not always matching the skills needed locally and the project aims to redress the balance by creating an extra 420 targeted apprentices within five years.

Get involved in local decisions

Did you know that we hold regular public meetings that you can come along to? You can even get involved by asking questions and getting councillors to debate community concerns.  There are lots of ways you can get involved in debate at our public meetings

In total we have 57 councillors (see page 30) representing the views of over 100 villages in the district. Councillors sit on various committees ranging from planning and licensing to meetings of all councillors at Full Council. Attending meetings Everyone is very welcome to simply come along to any of our public meetings. There is no need to book in or tell us you want to attend. You can drop in at any point and stay for as little or as long as you want. We’ve provided a bit more information below if you want to get more involved. Public questions Most agendas for our meetings will include an agenda item entitled ‘public questions’. This provides you with an opportunity to ask an individual councillor or a particular group of councillors a question relevant to the services that we provide. In most cases questions need to be received by us before the agenda for the meeting is published so that your question is included. This also helps make sure we are able to give you a satisfactory response. By submitting a question it also gives you the opportunity to present it at the meeting. You can speak for up to three minutes.

Public speaking at Planning Committee meetings The planning committee operates slightly differently from our other meetings, as it provides members of the public the opportunity to speak either for or against a specific planning application. The councillors on the committee listen to all points of view along with our officers’ recommendations before making a decision on each item. Submitting a petition If you or your community are particularly concerned about an issue you can submit a petition to us. It will be presented at a meeting of Full Council. Petitions usually have to include 50 signatures which can be collected online using our e-petitions facility. We accept paper petitions too. Filming meetings We are really happy for anyone to film any meeting open to the public. The only rule we have is that filming must not disrupt the meeting. Want to find out more? Temporary new homes unveiled After four years in the planning and two years in the making, we’re very pleased to announce the opening of thirty new short stay homes in Waterbeach.

The new homes include a mixture of one and two bedroom flats and have been built in partnership with Sanctuary Housing Group to provide temporary accommodation for homeless households. The self contained flats replace sixteen shared hostel rooms, providing a far better living environment for families, and the increased capacity will help to further reduce our reliance on costly bed and breakfast accommodation. Site Manager, Annie Gordon, believes there are many benefits to the new development. She said: “The new cleaner, brighter building brings a more positive sense of self-worth to the individuals using it at a time when they find themselves at risk of losing their home through circumstances beyond their control, such as domestic abuse, redundancy or ill health. “Residents receive support to become valued tenants and members of the community and, where possible, are helped back into employment, college or voluntary work, achieving a positive outcome for both the residents and the community as a whole.”

Biggest social housing regeneration project complete A £35 million regeneration project has transformed part of Fulbourn.

The eight year project with housing association, Accent Nene, saw 159 poor quality Council-owned homes on the former Windmill Estate demolished and replaced with 257 energy-efficient and environmentally friendly affordable new homes for rent and sale. The demolished homes were built in 1966 from pre-cast concrete and had an expected lifespan of 40 years. By the late 1990s, structural problems were evident and the homes were poorly insulated, making them expensive for residents to heat and maintain. We and Accent Nene worked closely with the local community throughout the redevelopment programme, enlisting the help of a panel of local residents to ensure local views were taken into account. One phase of the work saw protection put in place for the largest colony of swifts in East Anglia and the housing estate is now known as The Swifts. Cllr Mark Howell, cabinet member for housing, said: “The redevelopment is a huge success but it doesn’t stop there. We are also carrying out an improvement programme for some of our other non-traditionally built homes that are hard to heat and lack insulation. This includes external cladding and proposals to redevelop some of our homes in Gamlingay to provide better quality accommodation. Additional new affordable homes are also planned in Foxton and Swavesey.”

Water-way to play The first children’s water play area in the district is now open.

The water play area in Cambourne has been designed to encourage children to interact with one another, experiment and problem solve. But most importantly they can splish and splash water! The play area includes water pumps, dams, water wheels, a mini beach and even has a special hand turned screw that transfers water up from a lower lying area of water. When the water gets too much for the family, there is also a seating area surrounded by earth mounds, another play area and a zip wire. The water play area was provided by MCA Developments, a partnership between Taylor Wimpey and Bovis Homes Ltd, who are building the 950 homes in Upper Cambourne, after talking to children at the nearby Jeavons Wood and The Vine schools. The play area is on the village green in Upper Cambourne, opposite the Vine Primary School. The 950 homes have contributed hundreds of thousands of pounds towards enhancing the facilities in the village, including all weather and junior sports pitches, local play spaces for young children and money towards a new sports pavilion. Cllr Robert Turner, cabinet member for planning, said: “The water play area is a fantastic addition to the area and will draw in children from the nearby villages. Let’s hope for a hot summer so everyone can really enjoy learning while having heaps of fun.”

Work experience opportunities Over recent years, our Planning and New Communities team has run a very successful work experience programme for young people interested in pursuing a career in local government. It’s back by popular demand.

The two week structured programme will take place in July and gives participants the opportunity to gain skills and practical work experience across a number of areas, from urban design, architecture, town planning and landscape design to transport planning, public engagement, ecology, sustainability and historic buildings. Successful applicants will take part in design workshops, site visits and seminars after which they will have the opportunity to put their knowledge and skills into practice by working alongside professionals on a masterplanning project. Students will also be supported to create a portfolio showcasing their design work to maximise their chances of securing better access to higher education and employment. If you are interested in design and town planning, aged between 15 and 18, and keen to develop skills, knowledge and experience in the workplace, we’d like to hear from you. Things are happening at Northstowe Work is underway to improve the B1050 that passes the access to the first homes and facilities being built at Northstowe.

 Archaeology work has been done on the main site next to the B1050

This first step as Northstowe gets off the ground will see the road between The Busway park and ride entrance and the nearest roundabout at the start of the Longstanton bypass realigned and improved. Drainage works will also be carried out. The work to help get the development underway is expected to last until the early part of 2016 and temporary traffic lights will be in place for some periods. To help make sure traffic can continue to flow as well as possible, these will only be used during off-peak periods.

Next up

A planning application for the town centre, education and community facilities, as well as up to 3,500 homes, was presented to councillors on the Northstowe Joint Development Control Committee in March. Further work on sports and community facilities is now being carried out by both us and the County Council along with the developers, the Homes and Communities Agency.
