Welcome to the spring issue of South Cambs Magazine.

We have lots of news in this edition about how the area could be developed over the next 20 years to support an annual increase of around 1,000 new jobs. Following three extensive rounds of public consultation - where over 37,000 comments were received - councillors are being asked in March if our Local Plan is ready to be submitted to government. This plan sets out how we would use land to provide new jobs and homes up to 2031. To find out more about what is proposed, and the next steps in the process, take a look at page 11. And in more development news, the new town of Northstowe has moved a big step forward after an agreement was struck to secure £30 million for community facilities such as schools, sports pitches and a community centre. Delivering a high quality new town is really important and more information can be found on page 12. We’ve also lifted the limit on how much funding parish councils and community groups can bid for under our community chest grant scheme. Could grant funding help your community make a purchase? Page 6 has more information on how to bid. And finally, we take a look ahead to the summer when the biggest cycling event on earth visits the area. The Tour de France coming to the district will be a day like no other, but we are also asking you to start your planning early as such a huge sporting event will inevitably have an impact on transport and travel. Limit lifted on grants - get bidding

Funding to take on bigger projects is now available after the limit for our community chest grants was increased to £1,500.

Previously, community groups and parish councils could bid for up to £1,000 for one-off costs relating to a project or activity and we hope the increase will mean even more can be done to help further improve the quality of life in the district. So far this year we have helped fund numerous projects, from secure storage for Gamlingay Allotment Society, to equipment for Shelford and Stapleford Youth Initiative which support their school holiday youth club. Papworth Everard and Elsworth Women’s Institute Choir recently secured an £800 grant for a new electronic keyboard to accompany them and say it has given them a big boost. Joyce Burton from the Women’s Institute said: “Our choir aims to bring people together who like to sing and the grant for the keyboard has really helped get us off the ground. We are now 30 strong and newcomers are always welcome.” Community Chest funding is still available this financial year, so keep the applications flowing. Citizen’s Advice Bureau (CAB) is on hand In the last six months, CAB services in South Cambridgeshire have helped over 2,000 local people to access free impartial advice on issues such as debt, welfare rights, housing, employment and health. We’re pleased to be able to continue to support the local service with grant aid of £97,000 a year, which is needed more than ever in light of changes to the welfare system and the financial challenges residents face.  Cllr Ray Manning recently met CEO CAB recently helped one local resident who found himself with a £20,000 bill for of Cambridge CAB, Rachel Talbot, to overpayment from the Department of Work and Pensions (DWP). find out more about their work The resident retired on the grounds of ill health and it was alleged he’d been overpaid Incapacity Benefit because he was in receipt of an occupational pension. With help from CAB, he was able to establish that he had informed DWP before retiring and the overpayment was reduced to under a thousand pounds. CAB is keen to raise awareness of its disability advice service. Experienced advisers can help with the stress of living with long-term conditions and alleviate some of the anxiety arising from changes to the benefit system. Many people are unaware of the benefits they may be entitled to, which can be crucial in covering the costs involved in living with a disability. Financial issues or care needs can also be looked at, such as purchasing aids and appliances, getting a blue badge, or lowering fuel bills. Flexible and demand responsive transport

A proposed demand responsive transport service for some villages in South Cambridgeshire has moved a step closer after inviting bids from transport providers interested in operating the service. The proposed service, developed by Cambridgeshire County Council in partnership with communities, will pick up residents from villages within a defined ‘Roam Zone’ - Eltisley, Croxton, Caxton, Longstowe, Abbotsley, Waresley, Gamlingay, Little Gransden, Great Gransden, Arrington, Croydon, Orwell, Wimpole, Great Eversdan, Little Eversden, East Hatley and Hatley St George - and take them to the destination of their choice. This could be direct to the nearby town of St Neots, Cambourne, any other village in the ‘Roam Zone’, or to destinations further afield by connecting with commercial services, such as the X5, 66 or Citi 4 to Bedford, Huntingdon or Cambridge. Following concerns raised by residents, the demand responsive service will be supplemented by fixed route journeys during morning and evening peak times as well as a weekly fixed journey to St Neots on Thursdays. Furthermore, Stagecoach has confirmed it will continue to operate its number 18 service on an hourly commercial basis, serving the villages of Comberton, Toft, Kingston, Bourn and Cambourne. Demand responsive transport is new to Cambridgeshire, but it does operate successfully in other parts of the country, including Lincolnshire and Suffolk. Once the successful transport provider is in place, and the finer detail is agreed, more information will be made available in South Cambs Magazine.

Future transport services Communities across the district are helping to shape the bus services in their area as existing subsidised services come under review. This forms part of the County Council’s Cambridgeshire Future Transport project, which sees the county divided into clusters of villages, each looked at in turn. There are currently three areas under review in South Cambridgeshire: Area E: Barton, Bar Hill, Boxworth, Caldecote, Conington, Coton, Dry Drayton, Elsworth, Fen Drayton, Hardwick, Knapwell, Longstanton, Madingley, Over, Papworth Everard, Papworth St Agnes and Toft Area G: Arrington, Barrington, Barton, Croydon, Fowlmere, Great Chishill, Great Eversden, Little Eversden, Great Shelford, Little Shelford, Harlton, Harston, Haslingfield, Hauxton, Heydon, Newton, Orwell, Stapleford, Thriplow and Wimpole Area J: Balsham, Carlton Green, Carlton, Willingham Green, Weston Colville, West Wratting, Weston Green, West Wickham, Linton and Horseheath Surveys were recently conducted among the communities in Area E and Area G, looking at current and potential bus use. The County Council’s project team is now analysing the results to help shape proposals for future services. A survey of travel needs is currently taking place in Area J and residents have until 28 March to respond. Is Plan for new jobs and homes ready for independent examination? At a meeting on Thursday 13 March, councillors will debate whether a Plan to provide 22,000 new jobs and 19,000 new homes over the next 20 years is ready to be submitted to Government.

Over the last two years we have assessed around 400 possible development sites and carried out three rounds of public consultation to consider all the issues and options. In total, over 37,000 comments were submitted to us. When we asked people, they preferred a Plan that focusses most homes in new towns and villages, rather than excessive development in the green belt around Cambridge or building lots of homes at existing villages.

What is in the draft Local Plan? The draft Plan proposes building a new town north of Waterbeach, a new village at Bourn Airfield and to extend Cambourne westwards. Around 900 homes would also be built at six of the larger villages in the district which have the best services and public transport links. The new homes would be in addition to around 14,000 homes that have either already been allocated as sites, recently been built, are under construction, or have planning permission in locations such as on the edge of Cambridge and at the new town of Northstowe. Small housing sites in The Abingtons and Graveley could also be added. These were requested by the local parish councils who have been gathering support from the villages on how they want to meet the needs of the local community. Cllr Pippa Corney, cabinet member for planning policy and localism, said: “We know it is unrealistic to expect to prepare a plan where there is complete consensus, but we have been listening to all views throughout. Housing is much needed so our children and future generations can live near to where they grew up. The homes will also allow us to continue our success story of creating new jobs which makes the area a great place to live and provides a good quality of life. I am really pleased so many people have taken the opportunity to give their views when we consulted on the draft Plan as these will be part of the information an inspector considers once it is submitted for independent examination.”

Next steps

If councillors support the draft Plan at the Council meeting on 13 March, it will be submitted to Government. Once it is submitted the Secretary of State will appoint an independent planning inspector to carry out an examination of the Plan. This would include holding a series of public hearings. If, however, councillors decide more work is needed to consider different options, further consultation will be carried out on other sites around the district, which will delay submission. Multi-million pound deal sealed for Northstowe

The planned new town of Northstowe has moved a big step closer after a deal to unlock £30 million of developer funding for community facilities was agreed. The funding agreed for facilities as part of the first 1,500 homes at the new town will include contributions toward primary and secondary schools. Along with Cambridgeshire County Council we negotiated the agreement to get the new town off the ground. Once signed and sealed by lawyers, the outline planning permission will be issued to the developers, Gallagher. Along with £11 million for a new primary school, and an £8 million contribution toward a new secondary school, the agreement also includes:

Full steam ahead for new railway station

Plans for a new railway station at Cambridge Science Park are on track after planners agreed the proposals in December. The new station will transform train travel to one of Cambridge’s main business areas and provide much easier access to rail services for residents in South Cambridgeshire – particularly those living north of the City. The new station will be on the main line between Cambridge and Ely and is expected to be served by direct trains running to London Kings Cross, Liverpool Street, Norwich and King’s Lynn. As well as connecting into the national rail network, trains may also be available to Stansted Airport and Birmingham. The station will be served by a direct link to and from the Guided Busway meaning villages along the route are only minutes away from rail services. The scheme will include: A10  a new station building and platforms to be used by Milton around 3,000 passengers a day A14  the extension of the Busway from Milton Road to the station, giving easy public transport access - Cycle bridge including for the planned new town of Northstowe A14 Cambridge  public space, pedestrian and cycle access Business routes Park Cambridge  parking for 1,000 bicycles Science Park  a taxi drop-off and pick-up area  a 450 space car park with disabled and short stay parking.

The joint committee of South Cambridgeshire, Cambridge City and Cambridgeshire County councils who approved the plans asked for a number of matters to be reported back for their approval, including adequate controls over noise and drainage. Get involved in what’s happening as the district grows

To help people find out more about what's happening in their local areas, community forums have been set up for new development sites that border South Cambridgeshire and Cambridge City.

The forums provide opportunities for all local people to come and hear more about what’s happening in their area, take part in question and answer sessions, and generally feel more involved in the developments as they progress. The forums range from presentations to sessions where you can just drop in at any time. Local people also help to decide topics covered at the forums by telling us what they want to hear more about.

Cambridge East community forum Between 1,200 and 1,300 homes are planned in the parish of Fen Ditton, on the eastern edge of Cambridge (known as ‘Wing’). The forums are being held between 7pm and 8.30pm at Fen Ditton Primary School on the following dates: 

Work experience opportunities Last year we ran a very successful work experience programme for young people interested in pursuing a career in local government, and it's back by popular demand! The two-week structured programme will take place in July this year and  Last year’s students aims to give local students the opportunity to gain knowledge and practical skills in the fields of urban design, architecture, town planning, landscape design, transport planning, public engagement, ecology, sustainability and historic buildings. Successful applicants will take part in design workshops, site visits and seminars after which, they will have the opportunity to put their knowledge and skills into practice by working alongside professionals in a masterplanning project. Students will also be assisted in creating a portfolio showcasing their work to help maximise their chances of securing better access to higher education and employment. Creating a home for nature We’re making energy efficicency improvements to a number of our council homes - making them some of the most environmentally friendly in the country.

The improvements are aimed at helping residents reduce energy bills and play their part in tackling climate change by retrofitting energy efficient technologies such as exterior wall insulation. The loss of wall cracks and crevices, however, can create problems for wildlife, such as bats and birds, which rely heavily on buildings for survival, especially in built up areas. To combat this, we’re installing locally sourced bird and bat boxes. These offer an unobtrusive way to create safe, warm and sustainable new habitats within the structure of existing buildings, attracting wildlife and conserving biodiversity in our villages. Many urban birds, such as swifts, are on the decline and it’s hoped these boxes will encourage them to live alongside us. Birds add colour and song to our streets and play an important role controlling pests like mosquitos. We’ll be contacting all tenants whose properties are due to be insulated, to ask if they would like a box fitted. Council tenants particularly keen to receive a box are invited to contact us on 03450 450 500 to arrange a visit from our ecology officer. Businesses must not miss out

Businesses in South Cambridgeshire are being urged not to miss out on a new scheme to help them afford faster broadband connections and make the most of digital technologies. Destination Digital has recently been launched by the Connecting Cambridgeshire programme with £4.5 million extra Government and European funding to help businesses get better connected, increase productivity and create jobs. Grants in the form of vouchers of up to £3000 are available to help small and medium enterprises in South Cambridgeshire pay for high speed broadband connections, plus free business support and a 40% discount on digital technology. This includes home-based businesses and sole traders. Destination Digital will run until March 2015 on a first-come, first-served basis, so businesses need to register now to benefit. Eligible businesses will get free workshops and one-to-one advice to identify how they can benefit from the latest digital technology. Cllr Nick Wright, cabinet member for economic development, said: “Faster broadband connections and digital technology will help our businesses to grow and compete in an increasingly digital world. Open For Business In January we launched a new bi-monthly e-newsletter, Open For Business, offering practical ideas, tailored advice, news and information to help start, grow, manage and run your business in South Cambridgeshire. The numbers behind your waste Did you know that 60% of the total waste we collect in black bins across the district could have been recycled? And some of those materials, especially paper, could have helped us generate an income to spend on providing services to you. To help us know where we are missing recycling opportunities, we assessed what waste and recycling made it back to the processing centre in the blue, green and black bins as well as the blue bin paper caddy.

Could you do more to help after reading these statistics? 

£200,000 - this is the amount of money we could have generated to spend on services for you if all your paper we collected at the kerbside had gone in the blue bin paper caddy. At the moment 9% of the contents of the main section of blue bins are filled with paper. And 4% of paper is going in the black bin too.

12 Olympic sized swimming pools - this is the volume of plastic pots, tubs and trays that were recycled through the blue bin last year - but the same quantity is going in black bins.

Three quarters - this is the quantity of your tin cans you are recycling using your blue bin. A good result but maybe still room for improvement? If we can avoid metal going to landfill it really helps the environment and we can generate money too.

Education encouraging recycling and composting We’ve been visiting primary and secondary schools in South Cambridgeshire to help educate future generations about the need to recycle and compost as much as possible. Just before Christmas ‘Bill the bin man’ visited Orchard Park Primary School to get youngsters thinking about the need to recycle. Tough savings target after another cut in government funding

Our grant funding from government is being cut by another 24% which means we need to save a further £1.1 million.

At the time of going to print, councillors were just about to consider proposals which would see us absorb 90% of the savings needed through efficiencies - equivalent to around £18 per band D home. To make sure we can continue to provide services from housing and benefits, to planning and waste and recycling, a 1.99% increase in council tax is also proposed - equivalent to £2.40 per year for a band D home. This is the third successive year we have seen our grant reduced by around 25% which means £300,000 of savings will need to be delivered by us next financial year, with a further £790,000 in 2015/16. To meet the bulk of the £300,000 savings needed in 2014/15, councillors have agreed small route changes to the blue bin collection rounds, along with moving to monthly green bin collections for three months in the winter. Most residents are not cutting their grass in the winter months which means the number of people putting out their green bin falls and the amount of green waste we collect halves. Due to seasonal fluctuations, some councils do not collect  We are pledging to deliver 90% of the garden waste during the winter months but analysis of savings needed through efficiencies - what is collected in South Cambridgeshire has equivalent to £18 per band D home shown a monthly collection is a better fit. To protect services from the full extent of the cuts in national funding, we are also investing £7 million in a housing company, which will deliver an annual income to pump back into supporting our services. An initial project with around 40 homes will begin to be rolled out in 2014/15. Generating income from investments will also ease the reliance on grant funding from government which is expected to be totally withdrawn in the future. Cllr Simon Edwards, deputy leader and cabinet member for finance, said: “We’ve already delivered £5 million of efficiencies over the last four years to meet previous cuts to our funding so there are no more easy answers. All the low hanging fruit was picked some time ago but we believe the proposed changes in waste and recycling are very smart as they will help meet our savings target in a way that has as little impact on residents as possible. Importance of making a Will

We all have the freedom to live our lives the way we choose and, whilst it can be difficult to face the fact that we’re not going to live forever, it’s just as important that we stop to consider the inevitable and think about our end of life choices too. Thinking about these today can improve our quality of life in the future and ease the burden on our family. Preparing a Will offers the best assurance that our last wishes will be known and honoured, and family and friends taken care of. Without a valid Will we are said to die ‘intestate’. This means that our estate will not automatically be passed on to our loved ones, which may leave them in a difficult position. If we have not made a Will and have no relatives, the residue of our estate will be paid to the State. Changes to mobile home site licensing

Last year the Government passed a new law designed to give greater protection to occupiers of residential mobile park homes. Whilst most of the new measures have already been introduced, some important changes dealing with site licences issued to park owners by local authorities take effect on 1 April. These changes ensure that, as the local authority, we are properly funded and have sufficient powers to take effective enforcement action where sites are neglected, and to refuse to grant or transfer a licence where appropriate. In most cases, a change of licence holder doesn’t give rise for concern, but the current system has been abused with some licenses changing hands rapidly, or being transferred to unsuitable applicants. Under the new rules, we’ll have regard to the proposed management structures by the new licence holder as well as any outstanding licensing issues with the existing one, and may refuse to grant or transfer a licence until we are satisfied that any outstanding issues have been resolved. To recover the costs of administering the scheme, we’re introducing fees for considering an application for the grant or transfer of a licence and an annual fee for existing licences. Cracking down on crime A crime-busting campaign by Cambridgeshire Police recently saw officers visit 30 South Cambridgeshire villages to offer crime prevention advice aimed at helping to reduce house, shed and garage burglaries.

As a rural district crime doesn't fit an identifiable pattern seen in urban environments, so part of the campaign involved interviewing convicted burglars to gain a greater understanding of how they operate here. It should be reassuring to know that burglars will almost never deliberately target a house where someone is home. They will always check for signs of life by knocking on the door, listening for a TV or radio and looking for lights. If it’s apparent someone is home, they will move on. Traditional deterrents, such as timer lights are the most effective. A visible burglar alarm remains the number one deterrent. The most effective measures to protect garages and sheds include high quality padlocks, simple alarms and good hinges and bolts to strengthen doors. It is advisable to mark your property with permanent markers or UV pens and to keep tools locked up - they can make excellent implements to break into homes.

Clever homes deliver 90% energy saving The first social houses designed to trap as much heat as possible during the winter, and do the opposite in the summer, have begun to be built in the district.

The homes are known as Passivhaus standard, and can deliver a staggering energy saving of 90%. They have high insulation levels, high performance doors and windows, very low air leakage and mechanical ventilation with heat recovery. Preventing heat escaping is so important to achieving the energy saving that even tapes are used around windows for air tightness. To help Hastoe Housing Association develop the site in Audley Way, Horseheath, we provided them land on a long lease. It will consist of three homes for rent, two of which will be built to Passivhaus standard. Hastoe has already completed two Passivhaus schemes elsewhere - at Wimbish in Essex and Ditchingham, Norfolk where residents have seen a staggering reduction in annual fuel bills.

Foundations laid for biggest building programme as first homes completed Four new tenants have moved into new council houses the first homes to be built as part of our biggest building programme since the 1950s.

The one-bedroom semi-detached homes in Chalklands, Linton, replaced a block of ten under-utilised garages with the keys being handed over just before Christmas. One of the new tenants, Katy Lester, 25, has settled into her new home and is delighted with the standard. She said: "I'm over the moon. After five years in temporary accommodation it's great to have a place to call home. Everything in the house is brand new, finished to a high standard, and there is ample space for me to live in and enjoy. I feel very lucky and look forward to building a new life for myself here.” The properties were built to meet Lifetime Homes standards which mean they are accessible and adaptable for residents with different needs. They also comply with Homes and Communities Agency standards and have been designed to be energy efficient with air source heat pumps and solar panels. Councillor Mark Howell, cabinet member for housing, said: “It is always a great day when we hand the keys over to new tenants and the completion of the first new homes as part of our building programme marks a new era. This is just the start of more to come.” Over the next 30 years up to 1,000 new council and social rented homes will be built and we are currently working with more parish councils to deliver the next batch of homes for local people. We could help if you’re struggling to meet any shortfall in your rent If you receive housing benefit you may be able to get extra financial help with your housing costs. Discretionary housing payments are short term financial assistance available to claimants who we consider need additional help to pay their rent. There is still money available before the end of March for families who are in hardship and need some additional temporary assistance. We will also be providing a new round of funding for next financial year. We can consider assisting you with any rent shortfall which is not already being met through the housing benefit scheme and we can also help with deposits and removal costs. To claim, you must already be in receipt of some housing benefit. Discretionary housing payments may help if:  You have been affected by the recent welfare reform changes and subsequently you have had your housing benefit reduced due to under-occupancy. 

On Monday 7 July, we’ll experience a day like no other as the spectacle of Le Tour de France takes to our streets. Beginning at Gonville Place, Cambridge (by Parker’s Piece) the peloton will ride through the historic city via Regent Street and Sidney Street, past the world famous colleges of St John’s, Trinity and King’s before leaving via Trumpington Road. The peloton will then arrive in South Cambridgeshire via the A1301, taking in the beautiful villages of Great Shelford, Little Shelford, Stapleford, Sawston, Whittlesford, Pampisford, Duxford, Hinxton and Ickleton. Swing into action this spring

With spring almost upon us it’s a great time to put a swing in your step and give golf a shot.

With its winning combination of exercise, skill and social interaction, golf is the perfect tonic for good health and happiness. And there’s never been a better time to try it thanks to the Cambridgeshire Golf Partnership, which has organised free taster sessions for residents at clubs across the county. Helen Thornton, a working mum in her 40s, was one of those inspired to give it a go and says she has discovered a game for life: “Golf is a sport I can continue to play, improve on and enjoy for years to come. “The taster session at Girton Golf Club appealed to

me because it was local and free. I had tried to play before, without lessons, and struggled. The instructor I met through this scheme was excellent and very encouraging. After just four lessons, I had a much better idea of what to do and my confidence has continued to grow.” Since taking advantage of the free taster sessions, Helen has gone on to participate in low-cost group courses with the Club’s PGA professional. Helen said: “I love to be outdoors. The Vitamin D boost from sunlight coupled with the exercise is a joy. I joined an outdoor keep fit group a few years ago to lose weight and get fit, and golf is a natural continuation of this sporty regime.” If you’re inspired by Helen’s experience, why not give golf a go? Girton Golf Club is one of five centres offering the scheme in Cambridgeshire, together with Nene Park Golf in Peterborough, Cambridge Golf Driving Range, Ely On Par Golf and Ramsey Golf Club. Each centre offers beginner coaching, starting with four group lessons for just £20, and a player pathway - taking new golfers from novice to full club member. The Cambridgeshire Golf Partnership launched the scheme to encourage people to give the sport a go and forms part of a national Get into Golf campaign aimed at inspiring both newcomers and former golfers to play.

An all rounder for fitness We are very excited to be adding rounders to our successful 'Adult Try' sports programme.

Rounders is a striking and fielding team game, where points are scored by a player hitting a ball and then completing a circuit of the track. Whether you can reach 1st post or 4th post, rounders is a great recreational activity to help keep you fit and healthy. For many, rounders may bring back distant memories of sunny afternoons in the park or the school field, but it’s not just for the young. Over 16,000 adults regularly play in England. The weekly sessions will be held on Wednesdays, from 7.30pm to 9pm, at Impington Sports Centre’s outdoor field, starting on 7 May for 10 weeks (excluding half term). Sessions will be led by qualified coaches and will teach participants the basic skills of running, batting, bowling and fielding with ample opportunity for game play. We’re also offering the opportunity to train people up as rounders activators and support them in establishing further local sessions in other villages with a view to setting up teams across the district for future tournaments.
