Hayes says like in every primary election, the important reminder for all voters is that they will have to choose either a Republican or Democratic ballot while signing in. All locally contested races for Seguin and Guadalupe County appear on the Republican ballot. There are no locally contested Democratic races

although both ballots have nomination races for state positions and most importantly, the nomination for the President of the United States.

"There are no Democratic candidates at the county level for Guadalupe County for this election so there are several contested races at the county level on the Republican ballot so that is an important distinction for the voters to be aware of," said Hayes.

Voters are reminded that voting in a party primary does not bind them to vote for that same party's candidates in November. Hayes say you can vote for any candidate from any party or even independent candidates with no party affiliation during the November General Election. "One of the most important things for the voters to know is that this is a party primary election so the parties are doing a joint primary which means they are sharing polling locations and machines and co-workers but when the voters come to the poll, they are going to have to select either a Democratic ballot or a Republican ballot for the Primary. In this election, the parties have separate ballots and so the voters will have to make a choice between those two. In November, all of the different party candidates will be on one ballot so they can vote one ballot at

Candidates Corner 2020 The Seguin Daily News today continues featuring the candidates appearing on the March 3, 2020 Republican March Primary Election. Each candidate was asked to respond to the following three questions. Early voting begins today, Feb. 18 and runs through Friday, Feb. 28, 2020. Today’s featured contests are the races for the Republican nomination for the position of Guadalupe County Commissioner Pct. 1 and Guadalupe County Commissioner Pct. 3. There are no Democratic candidates running for those positions.

Candidate Name: Greg Seidenberger Guadalupe County Commissioner Pct. 1 (Incumbent) Tell us why you're running? "I am seeking re-election as County Commissioner Precinct 1 because I have a passion to serve and to make a difference in my community. Previous accomplishments include remodeling the courthouse, completing the Justice Center, renovating the AgriLife building, acquiring the Ridel building in Schertz to create a county services center, building a Lube Center for Road and Bridge, land purchase for future county expansion, and several major low water crossing projects. Those efforts are history. My focus now is how we continue to move forward in a rapidly growing county to insure infrastructure, fire and EMS, law enforcement, and road construction and maintenance meet the needs and expectations of our citizens. We need strong conservative leadership with creative vision for the future if we are going to meet these needs. I have served at the forefront in our county with innovation, strategic planning, and fiscal responsibility. I want to continue to serve in county government as the people's voice."

What are the biggest challenges facing the winner of this seat, and how are you prepared to address those challenges? "County Government presents daily challenges, certainly unique and often urgent. As commissioner I will continue to address every issue boldly and thoroughly. Construction and maintenance of county roadways will always be a major challenge. Increased traffic demands adopting innovative construction techniques and incorporating advanced materials to make our roads last longer. Having the proper equipment translates to efficiency and safety. I will continue working closely and first hand with Road and Bridge to build better roads, improve low water crossings, and to enhance public safety. A growing county creates a need for more records keeping, courtrooms, and basic services. I am already developing plans to construct or remodel facilities that will carry us far into the future. Permits, fees, and subdivision regulations must be fair and reasonable while protecting our environment and natural resources. A strategic plan is essential to our success. I was strongly involved in creating our County's Strategic Plan and will continue to insure it is implemented and updated and serves as a guide for continued prosperity. We must also maintain a strong partnership with Randolph AFB and understand the flying mission at Seguin Auxiliary Field. As a former commander of the squadron that flies at the Seguin airfield I am uniquely qualified to represent our community in all dealings with the Air Force. Water and lake issues will continue to challenge leaders to make decisions that impact our community far into the future. Tax rates must be kept as low as possible and every budget must be scrutinized line by line. I am prepared to meet any challenge and will always represent the views and values of the people."

What are the biggest challenges facing the winner of this seat, and how are you prepared to address those challenges? "I want to pass conservative budgets that focus on improving core services. I want to protect our tax dollars by cutting waste and running the county like a business. I want to improve our Guadalupe County Roads and implement longterm planning to improve road capacity and make our roads safer. I want to invest in our law enforcement with better equipment and training to keep our officers and community safe."

What do you believe makes you the best candidate for the job? In other words, what do you believe sets you apart from your opponent? Today’s featured contests are the races for the Republican nomination for the position of Guadalupe County Commissioner Pct. 1 and Guadalupe County Commissioner Pct. 3. There are no Democratic candidates running for those positions.

Candidate Name: Cedric B Edwards Sr. Guadalupe County Commissioner Pct. 3 Tell us why you're running? "Cedric Edwards is a servant leader with a heart for people. He is a 19-year financial advisor with the Financial Services Firm of Edward Jones Investments in Schertz, Texas. As a 10 year Schertz City Councilman, he established many of the quality of life facilities in existence there by implementing corporate disciplines and best practices in the budgetary, and management of the taxpayers resources. Being a good stewart of the citizens resources is paramount for Edwards a proud veteran of the USAF. Edwards understands service to others, sacrifice of self, and discipline. He embodies what America ultimately stands for, hard work being rewarded and where opportunity and preparation go hand in hand. While serving in the Air Force, he attended St. Phillips College earning an A.S. in Liberal Arts. He also attended the College of Financial Planning obtaining the Accredited Asset Manager Specialists Designation. He had the pleasure to work for and retire from FedEx Corporation. He is married to his helpmate Mary for 31 years, a proud father of four, he has two WestPoint graduate sons, two daughters, a Naval Academy Midshipman and one embarking on her academy experience in June. Truly, an American Military Family of duty, honor, country and service. Cedric enjoys target shooting and reading. He attends Journey Fellowship Church and invests his time in people."

Candidate Name: Michael R. Carpenter Guadalupe County Commissioner Pct. 3 Tell us why you're running? "I believe that the experience I gained leading a city as its mayor, combined with more than 30 years working and managing in the private sector, provide me a unique opportunity to make a strong, positive, accretive contribution to the taxpayers and cities in Precinct 3 and all of Guadalupe County. Expanding and accelerating the overall success and prosperity of the taxpayers, the precinct, the cities, the school districts and the county, in the aggregate, have seen over the last decade is work I am very, very excited to take on. One of the consistent and recurring focal areas in my time in public service has been working to find ways to bring private-sector discipline and best practices to local government. I want to bring that same drive, record of success and team spirit to the Precinct 3 Commissioner’s office."

What are the biggest challenges facing the winner of this seat, and how are you prepared to address those challenges?

"I'm not a politician. I'm a businessman that has served the Schertz & Cibolo Community in many capacities prior to my 10 years as a Schertz City Council Member. I'm a real Republican and have been since 1985 and simply seek to bring corporate discipline and best practices to the county in which I've resided in since 1997 and I have never changed by party affiliation to suit any ambitions. As a servant leader placing my name on a ballot is as American as baseball, hot dogs, apple pie and Chevrolet. I will always be engaged in my community regardless of holding office.

"Economic Development and Managing Growth. Under the leadership of Judge Kutscher and the commissioners, the county has published its first strategic plan. Moving forward we need to build on that and communicate clearly to the investment and development communities what we want to see - and WHERE we want to see it (inclusive of where don’t want development!) – as to commercial investment in the county. Compatible, sustainable commercial development (again, only where we want to see it!) takes property tax burden off residents and farm and ranch families over the long term. Each of these steps are things the team and I put in place while I served as the mayor in Schertz. I am ready to share my experience and knowledge with the judge and the commissioners to help get these efforts underway. Continued and Expanded Regional Cooperation. Few things make our tax dollars go farther than partnering with our cities, the regional authorities (Alamo Area Metropolitan Planning Organization, AACOG, etc.) and the state.

Edwards continued from page 3 As the adage states, 'Don't complain if you're not willing to be the change.' I do not regard myself better than any person that places their name on any ballot. I've placed my name on many ballots and by doing so, I've grown as a leader. I have witnessed examples of leadership that I prefer not to model. I prefer speaking gently, acting boldly, and being inclusive of each individual listening to all of the citizens, in turn making a collective difference in our community." What do you believe makes you the best candidate for the job? In other words, what do you believe sets you apart from your opponent? "Guadalupe County has a 24 percent population growth rate. Major demographic shifts are occurring in our county. This challenges our roadways and public safety. With our limited resources, along with funding concerns, we must delicately balance sustainable growth and economic development. I will work with colleagues and transform this community through economic empowerment to all those that are willing to seize the opportunity. Seeking more sustainable and complimentary growth will allow our citizens to add input into what they want and I will balance that with what is necessary for the county. The lifeblood in the community will always be its people. I will always invest my time in people and listen to their concerns. I have always engaged the business and non profit stakeholders in our community and the county."

Candidate Name: Greg Seidenberger Guadalupe County Commissioner Pct. 1 (Incumbent) Seidenberger continued from page 3 What do you believe makes you the best candidate for the job? In other words, what do you believe sets you apart from your opponent? "My record of leadership, service, innovation and planning make me the best choice to continue serving and representing the residents of Guadalupe County. I was born and raised in Seguin. My roots are deep and this will always be home for me. It is truly an honor to serve as Commissioner and represent the people not only in precinct 1 but all of Guadalupe County. I am a Viet Nam veteran, retired Air Force Pilot, and retired American Airlines pilot. I have no hidden agenda or ego trip to take. I want to serve and make a difference in my community. Experience and consistency really does matter. I have the vision, experience, passion and skill to provide County government that works for the people. So humbly and determined I come once again to you the voters asking for your support in the Republican primary election on March 3rd. Vote Greg Seidenberger to continue being your voice in County Government. Thanks you."

Finding grants, pooling funds for mutually beneficial projects and long-term engagement with these entities can help us maximize the value of our tax contributions when we have their dollars included. While serving as mayor we were very successful in leveraging our relationships with other cities, regional authorities and the state and federal governments. Once again, I am ready to share my experience and knowledge with the judge and the commissioners to help expand and accelerate our regional participation and cooperation." What do you believe makes you the best candidate for the job? In other words, what do you believe sets you apart from your opponent? "I believe there is no other candidate that possesses the combination of privatesector experience, public service experience (inclusive of strong relationships and partnerships that have been forged throughout the region - in both the public and private sectors) and educational background who can bring the same energy, work ethic, meaningful contribution of ideas and availability (my personal mobile number is 210 452 8003, by the way) to ensure the taxpayers’ continuing safety, prosperity and long-term relevance in the precinct, the cities and the county as a whole."

Kelly is retired from the Guadalupe County Sheriff's Office while Reyes currently serves the Guadalupe County Sheriff's Office as a sergeant of patrol. The position was vacated by Harless, who, again, is seeking the position of county sheriff.

Also appearing on the Republican ballot is the race for the 25th Judicial District seat which serves Seguin and Guadalupe County. Judge William "Bill" Old III is seeking re-election for the position that also includes the counties of Gonzales, Lavaca and Colorado. Old is campaigning against challenger Jacqueline Phillips Ott. Ott currently serves as a Guadalupe County prosecutor. Again, there are no locally contested races on the Democratic ballot for Guadalupe County voters. The Primary Election is slated for Tuesday, March 3.
