New chief appraiser already hard at work, office also recognizes former leader Appraiser Peter Snaddon who was named to the position last month.

In his recognition of Osborne's dedication, Snaddon says he hopes to continue the great work started by her leadership. He says a key component in continuing that relationship is working closely with the public. "That's a big aspect of it -- working with the public and trying to communicate in a manner that they feel like they are being heard because that's important to us. Because sometimes, when they walk in and have some perceptions of the district and what we do here and things don't always go the way you want -- value wise -- but hopefully, they understand that what we are doing here is a solid approach to appraising their property and they leave here with an understanding that they were heard -- which is the main thing -- and hopefully, the outcome is something that we both can feel good about," said Snaddon.

The Guadalupe Appraisal District welcomes new chief appraiser Peter Snaddon. By Cindy Aguirre-Herrera

(Seguin) -- The Guadalupe Appraisal District is recognizing its past leadership while also welcoming a new chief appraiser. The appraisal district board of directors recently recognized former Chief Appraiser Jamie

Osborne with a service award for her many years to Guadalupe County. Osborne retired last last year after serving the office for the past 23 years. Since that time, the workload has been transferred over to the hands of new Chief

Snaddon acquired the top position after having served 12 years with the local office. He still, however, had to go through the application process -- a process he believes has helped layout its future. "I think we are at 36 to 37 full-time employees right now and that's one of the things for my interview here with the board was my goal here was going to be to improve poten-

tially -- maximizing the tools available as far as technology -- our systems and stuff to improve on efficiently. I think we've got a full staff and I think we can maximum the software as well as the new technology that comes out with integrations a lot of times with the iPads and stuff like that for the appraisers while we are on the field. My thought was geared towards improving hopefully the work flow as well as the efficiency to maximize that as much as possible. Saves the tax dollars," said Snaddon. As part of the interview process for the job, Snaddon says he provided a growth snapshot of the county to help outline the vision for the appraisal office. "So, I did a 10 year analysis of the growth patterns for the past 10 years and looking out to 2029 and we've been right around that 2.8 to somewhere around 3.5 percent growth countywide. Obviously, there's some cities that are definitely growing a lot quicker -- Cibolo on the west side but everything that I've seen and speaking with developers -because of the cost of the development in these west side communities is always increasing, Seguin should get a good windfall of the development in the next 10 years," said Snaddon. Seguin softball rallies past Champion for district win amidst 4-2 tournament weekend

(Seguin) - Seguin softball survived a back-and-forth battle with BoerneChampion to notch a 9-8 district win over the Chargers on the SHS campus Friday night in the middle of a busy weekend that saw the Matadors go 4-2 in their home tournament a Huber Ranch.

plate when the Chargers' right fielder dropped a fly ball hit by Madaline Bone.

Seguin trailed Champion 7-5 with two outs and the bases empty in the bottom of the sixth inning, but the Matadors capitalized on two walks and three errors to produce four runs and claim a 9-7 lead.

With the tying run at second, Bradley induced a grounder up the third base line from cleanup hitter Krista Tarve. Cardenas fielded it cleanly and rifled the long throw across the diamond perfectly to first baseman McKenzie Neumann for the final out.

Jailey Cardenas' pinch runner Ashlie Aguilar, Mia Cevallos, Marrissa Bradley, and Ashlyn Flores each scored in the frame. Cevallos, Bradley, and Flores all crossed the

Champion scored to make it a one-run game in the top of the seventh when Ashley Ottmers tripled with two outs and came home on Emily Luna's RBI double.

The win over Champion moved Seguin's District 26-5A record to 3-1. Head coach John Garcia

complimented his team for being mentally prepared to face a district playoff contender in the middle of a tournament weekend. "It's a grind, but unfortunately that's the situation we're in with the way the district scheduling came out," Garcia said. "The tournament we have is a huge tournament - we have 40 teams - so it's just something we have to deal with, and we told the girls on Monday it's going to be a grind this week." Bradley doubled twice, scored twice, and drove in three runs to lead Seguin offensively against Champion. Flores belted a two-run triple. Cardenas notched a base hit and a run scored.

Cevallos walked scored three times.

and

The Matadors didn't score in the first two innings against the Chargers' third-year starting pitcher Blake Holtorf, but the hitters made the necessary adjustments from that point. "We found a way to get on," Garcia said. "That was part of what the adjustment was, to be more patient, and more selective, and not chase bad strikes, to start letting those go. It paid off. We started getting some walks, we started getting deep in the count, she had to bring the ball more over the middle to not walk anybody, and we were able to get good bat on the ball."

Seguin opened the Huber Ranch tournament with an 11-0 win over San Antonio-Regan and a 6-1 loss to East Central on Thursday. The Mats followed with Friday tournament wins over EdcouchElsa 11-1 and 7-5 over Southside. Neumann hit home runs in each Friday tournament game. The Matadors split the final tournament games Saturday, outlasting Hondo 4-3 and falling to Weslaco 9-4. Bradley hit a home run in the win over Hondo, and Neumann launched one against Weslaco. Seguin (15-7, 3-1) only plays once this week. The Mats host Harlandale in a district contest on Tuesday at noon.

WHO Urges Governments "Pull Out All Stops" To Fight Coronavirus Former USAID Director Says U.S. Coronavirus Cases Are 'Tip Of The Iceberg'

(Undated) -- The World Health Organization is urging governments around the world to pull out "all the stops" in the scramble to keep up with the spreading coronavirus outbreak. The organization's director general said Thursday, "This is not a drill, this is not a time for excuses." The outbreak that began in China in December has now infected more than 95-thousand people in 86 countries. More than 32-hundred people have died, including at least a dozen in the U.S.

Trump Disagrees With Mortality Rate Associated With COVID-19 (Washington, DC) -- President Trump is taking issue with the mortality rate experts say is associated with the novel coronavirus. The World Health Organization puts it at three-point-four-percent but Trump claims that's a "false number." On Fox News' Hannity, the President said his "hunch," after talking to a lot of people is that the COVID-19 death rate is "way under one-percent." Eleven people in the U.S. have died of the virus and more than 160 have gotten infected.

(Washington, DC) -- A former director of the U.S. Agency for International Development says the number of U.S. cases of the COVID-19 coronavirus is likely just the tip of the iceberg. Jeremy Konyndyk [[ CON-dyke ]] told CNBC's Squawk Box that the numbers are small because of testing shortfalls. Konyndyk said as more people are infected, it could strain the U.S. health care system.

Health Experts On How COVID-19 Coronavirus Is Spread (New York, NY) -- The novel coronavirus that's spread to more than 60 countries is transmitted through droplets. Health experts say whether you contract it from an infected person depends on how much time you spend around that individual and if you're closer than six-feet away. It also depends on whether that individual is sneezing, coughing or breathing on you and whether you then touch your face because COVID-19 enters the body through the nose, mouth or eyes. So, kissing can definitely spread it but health experts say coronaviruses aren't typically spread through sex. There's evidence COVID-19 can remain alive on surfaces for as long
