Guadalupe County Judge shares message with county residents
(Seguin) -- Guadalupe County Judge Kyle Kutscher is reaching out with a message to county residents. The message followed Thursday morning's emergency meeting with Guadalupe County department heads. County leaders all met at the courthouse to discuss the current state of the county and the preventative measures that have or will need to be put into place should there be a community wide transmission of COVID-19. Kutscher says while much of the meeting was spent on policies and procedures for county employees, he felt it was important to also reach out to the citizens. He says just as important as rolling out the plans, Kutscher believes it’s important to be honest with residents and let them know that the county is ready to do whatever is necessary to help stop the spread of the virus.

"I think people in our community and Guadalupe County need to understand -- I'm not trying to scare them -- but we are always going to be honest with them. We don't have a confirmed case as of yet but with our emergency management team, with all the information that we are hearing, it's not a matter of if. It's just when. We assume and think based on the information that we've been hearing, we will have a case and or cases in Guadalupe County at some point. I want the public to know that we are watching this on a daily, hourly and almost minute by minute update from the state. So, we understand when those cases come in, the circumstances that surround them, how our community could possibly be impacted and the people who need that information in a timely manner so we can make better decisions. We don't want people to panic. There could be people in our community that already have COVID-19 and we just don't know about it because of testing limitations, restrictions, quarantines, timelines -a lot of different factors. That's why it's important to practice social distancing, to implement some of the measures that we've already talked about and already heard. It's time for us to take things serious -- not get scared -- but take things seriously so that we can have a positive impact," said Kutscher. Making sure kids don't miss lunch
Dozens of families were greeted with warm smiles as they pulled up outside of Jefferson Avenue Elementary School for lunch on Wednesday afternoon. Despite schools being closed, breakfast and lunch meals continue to be served at various Seguin ISD campuses as well at Navarro and Marion ISDs. The other schools participating in the Seguin ISD include Ball Early Childhood Center, Koennecke, McQueeney and Rodriguez Elementary School along with Seguin High School. The weekday hours are 7:30 to 8:30 a.m. for breakfast and 11:30 a.m. to 1 p.m. for lunch.

State Health Department official answers questions about COVID-19
(Seguin) -The Texas Department of State Health Services helped to answer a couple of questions that were raised during an emergency meeting of the Guadalupe County Commissioners Court. Guadalupe County currently has
no confirmed cases of the virus.

Sammy Sikes is the emergency preparedness and response manager for TDSHS Region 8 office in San Antonio. Sikes answered a question from Precinct 1 Commissioner Greg Seidenberger, who said that he heard from a constituent who had been in Houston recently. There are a number of cases being reported there now, and they wanted to see if it was necessary for them to selfquarantine now that they are back here in Guadalupe County. This person had no symptoms, and Sikes says it's not likely that
"We don't want everybody to automatically start self quarantining. The chances of them contracting COVID-19 if they were in the same building as another person that was positive and most of the time very low. You have to remember that this is a droplet virus so a productive cough must be present and you must be within -- closer than six feet of a person even to catch that virus. That's why we practicing social distancing and most people aren't really in close contact for that long in a period to contract the disease," said Sikes.
Now if the person who was traveling visited a specific location where they might have come in contact with the virus, Sikes says they have a pretty good method in place to track those people down so that they know about the potential contact. "All epidemiologists not only here but all over the state and US do what we call contact tracing and so if they do have a positive individual that will trace back where that individual has been, who that individual has been in contact with and they do that relatively quickly so if a person was identified as a having a close
contact with a positive individual, those people will be notified enough to self-quarantine or selfmonitor and do daily temperature checks and be asked to report those back to their local health department and or the region as it would be in (your) case," said Sikes. Sikes also responded to questions about the 14-day number that's often quoted when officials discuss quarantine periods. He says that 14-day really is the time that it would normally take for symptoms to show up in someone who was suspected of having the virus.
"All the science is showing that the development of symptoms from COVID-19 usually develops between 5 and 12 days from what they had seen after a potential exposure. The longest period being at 14 days so we ask people to self monitor or quarantine for those 14 days to make sure that no signs or symptoms have developed and if after that time, that shows that they do not have the virus. So, it's basically just science right now from all the case studies that they are looking at," said Sikes. See ANSWERS, page 3
County officials work to ensure safety of all residents, employees MESSAGE, continued from page 1 "We want residents to know and understand that everybody should be paying attention and taking seriously the COVID-19, coronavirus situation. I think everybody has stated in commissioners court that everybody has a moral and ethical obligation and responsibility to each other to think about our actions and what we do and how other people will be affected by those actions. Heed all the warnings and the guidelines set out by the Department of State Health Services, the CDC, by local governments. We are trying to be cautious and take proactive measures that help prevent the spread of a very dangerous and unknown virus. If we all take those precautionary measures, we can have a positive impact on the outcome and what this thing looks like a few months from now. That means don't gather in large groups, if it's not needed. It means don't take unnecessary travel. Do all the little things that everybody is already tired of listening to but we all know we need to do like washing our hands, covering our mouths, doing the very simple things. Like I said, doing all the
small things right now will have a big impact later on and remember that we all need to be neighborly, take care of each other. It's not about what somebody else has that I don't. We need to think about how we can help each other, work together as a community and be safe and protect each other," said Kutscher.
While the number of cases continues to rise across the state and country, Kutscher assures residents that all the necessities will still be made available to them. He says there's no need to panic or hoard items at the store. "I got a call from HEB yesterday and it was just making sure that they were letting people know that they are committed to staying open -- that if we sign a disaster declaration as a county which I think will be coming soon, that we partner and work with those important businesses that provide needed services like food and all of those things to our public that they are going to
need no matter what's going on -- remain open, accessible, that they are working with county government to be safe, our medical professionals - working with everybody. So, it's good to hear from them but there are a lot of concerns surrounding those types of businesses on whether people will be able to get items that are vital and that they need to survive," said Kutscher. Kutscher says helping to keep everything in order for residents is the operation of the county itself. He says he's proud of all those who have worked around the clock to come up with the latest policies and procedures for employees. He says things, of course, are guaranteed to change on a daily basis but taking the necessary precautions now helps to actively plan for all employees. "So many people were starting to go in different directions and wanted to know what was going to happen if this happens -- if I have to be put on quarantine, if I'm out of work. If I have to watch
kids, do I use my time? Is somebody going to pay me for that. We just wanted to give some clarity to county employees and some direction and guidelines where county department heads can answer and say look if you are quarantined, if you come into contact with somebody who is a presumptive positive or positive or you test positive yourself, have a family member that test positive and has to be quarantined and you take care of them or you need to watch your kids -there are provisions put into place at the county to make sure that you are taken care of that we are still going to care about our employees and make sure that they have the normal necessities and have their paycheck so they can take care of their families," said Kutscher. County officials say they continue to participate in three to four meetings a day with all involving agencies across the state. They also advise that residents call into the county before they stop by to do business. They say most offices have already developed an alternative to doing business face to face.

City’s utility billing office closes to public beginning March 23 (Seguin) -- In an effort to limit public contact during the COVID-19 situation, the City of Seguin’s Utility Billing Office (UBO) will be closed to the public beginning Monday, March 23. Customers can utilize the following bill pay options: • Send payment in the mail • Pay at Utility Billing drive-thru window at City Hall • Payments can be placed in the drop box located in the overflow parking lot across from City Hall on Mountain Street. The drop box is secure and checked daily by the Utility Billing staff. Please
include the bill stub with payment that includes the utility account number. • Set up automatic bank drafts • Pay online using the City Hub Customer portal at www.seguintexas.gov • Pay over the phone by calling the Utility Billing Office at 830401-2460 Service and convenience fees are also being temporarily waived to better assist our customers During this time, customers needing to set up accounts for new utility service can do so over the by calling 830-401-2460.

Customers can also fill out a new service application online, scan it or take a photo of it and email it along with the required documentation (copy of lease/rental agreement or proof of ownership and copy of valid driver’s license or Texas identification card) to utilitybilling@seguintexas.gov. Deposits for new service can be made over the phone at 830-401-2460. All disconnects and late fees for non-payment of utility accounts are also temporarily suspended. Based on the current COVID-19 situation, the City is willing to work with customers on flexible payment arrangements based on their specific needs on a case by case basis. He says they want to make sure those people are virusfree before they go back out into the public. "In the beginning, we were trying to get two consecutive negative tests. As we are seeing more and more individuals with the disease, testing is very limited so we are advising people of that 14 days or until you no longer have signs and symptoms - fever, cough -- any of those
symptoms. Then, at that time, the virus should be gone and again, we don't have the luxury right now with the low amount of testing kits that we have to be able to test everyone for two double negatives so sometimes, it's longer than 14 days. It depends on the individual and again, that's if they are positive. In Layman's terms basically, you just have ride it out if you are healthy enough and don't require hospitalization," said Sikes. Commissioners also raised questions about testing. Testing is being conducted on a limited basis around
the state, and the court wanted to know how quickly those results were being turned around. "Our laboratory response network lab that is actually here in the city of San Antonio, they get tested every day. I'm sure any of you have seen in the news and have heard about the drive thru so they are constantly receiving tests in not only from those but from private doctors' offices and now, some private labs as well. Depending on where those specimens go, we are used to seeing pretty quick turnarounds of 24 to 48 hours. Sometimes if they get a heavy
workload, we are seeing a little longer. In the beginning, it was a lot longer because those tests had to go up to the Center of Disease Control in Atlanta so shipping time, testing time by the time we got it back was longer but usually now it's within 24 and 48 hours that we are getting tests results back," said Sikes. Sikes was not initially scheduled to be part of the meeting but the Guadalupe County Emergency Management Office was able to conference him into the meeting so that more questions could be answered.

Post joins Alex Cornman as Bulldogs named to the D3baseball Team of the Week in 2020. TLU has had three of the six award winners for SCAC Baseball Hitter of the Week in 2020. Cornman was the Week 2 winner, and Tyler Cauley was the Week 5 winner. TLU Baseball's season has been suspended indefinitely due to the COVID-19 health threat. The NCAA and the SCAC have canceled spring championships for the 2020 season. Texas Lutheran's Kayla Oliveira, Chassety Raines named SCAC Players of the Week (Seguin) - Texas Lutheran senior right-hander Kayla Oliveira and sophomore outfielder Chassety Raines have been named Southern Collegiate Athletic Conference Softball Players of the Week. Oliveira is the SCAC Co-Pitcher of the Week, with Southwestern's Lindsey Longuet. Raines is the SCAC Hitter of the Week. Oliveira notched a pair of pitching victories last week and did not allow an earned run in 12 innings of work. Oliveira tossed a complete-game, one-hitter in the 12-0 win over Baldwin-Wallace in Tucson, Ariz. She struck out four and walked two in that win.

Senior Lindsey Longuet of Southwestern picked up the win in both games of Tuesday's doubleheader sweep of Concordia (Texas), working 14.0 innings while allowing just a combined eight hits and one earned run. The league's leader in strikeouts with 79, the senior struck out 14 batters while walking four in the two wins. Junior pitcher Allie Holbrook of Trinity allowed just two runs and scattered seven hits over a complete-game effort against defending national champion Texas Lutheran over the weekend, closing out the 2020 season.
Freshman catcher Kathryn Dull of Southwestern went 3-for-3 with five RBI's in the 14-5 win over Concordia (Texas). Senior first baseman Danielle Ruiz of Trinity had three hits in the last four games of the year for the Tigers, including a 2-or-3 performance against Texas Lutheran in the 2020 finale. She also drove in the gamewinning run against Washington College in the 10th inning on Monday, and picked up the team's only RBI of the game in Saturday's finale.
Against Trinity, she pitched six shutout innings, walking one and striking out five. For the year, Oliveira is 7-1 with a 1.05 ERA. Raines hit .571 over five games, all TLU victories, last week as the second-ranked Bulldogs improved to 19-1 and to 5-0 in the SCAC. Raines was 6-for-6 on March 9 in victories over Bethany Lutheran and Baldwin Wallace with a pair of doubles, a triple and three RBI. In the doubleheader sweep of Trinity, Raines scored four runs and had two stolen bases. For the week, Raines' on-base percentage was .571, and her slugging percentage was 1.000.

Another Coronavirus Milestone For U.S.
Ben McAdams Is Second Lawmaker With Coronavirus
(Undated) -- The U.S. is hitting another milestone amid the coronavirus outbreak. The number of confirmed cases has surpassed the nine-thousand mark. There were more than nine-thousand-300 cases as of Wednesday night, along with at least 150 deaths. The biggest hotspots are in Washington state, New York and California.
(Washington, DC) -- A second member of Congress is revealing he tested positive for coronavirus. Ben McAdams of Utah tweeted the news just an hour after Mario Diaz-Balart of Florida said he had it. Both men started getting sick Saturday night, saw a doctor and got results today. They remain quarantined and urge everyone to listen to health experts.
Wuhan Hasn't Had A Coronavirus Case In 24 Hours (Wuhan, China) -- There's new hope in the coronavirus fight. The city where it all began hasn't had a case in the past 24 hours. The disease first popped up in Wuhan, China in December. It quickly became an emergency with more than 80-thousand people infected and three-thousand-plus deaths. But it's slowed significantly recently. In fact, Beijing has claimed almost-victory over the virus.
NY Has Nearly 2,400 Cases, NYC Doubled (New York, NY) -- Nearly 24-hundred people are now sick with coronavirus in New York. That's the highest of any state in the nation. Most are in New York City, which saw cases more than double as testing increases. The number of deaths also soared to at least 21. Governor Andrew Cuomo says it's to the point of deciding "How many people are going to live, how many people are going to die?" He stopped short of issuing a shelter in place but did order businesses to keep half their employees working from home.
