Coronavirus officially arrives in Guadalupe County Officials say first local case confirmed on Friday By Darren Dunn and Linda Duncan (Seguin) -- Those in the local medical community have suspected for some time now that we would soon have a confirmed case of the coronavirus in Guadalupe County. It turns out that they were right, and the first case was reported on Friday. Guadalupe County Judge Kyle Kutscher says a local patient is now being treated for the COVID-19 illness. "Guadalupe County was contacted by the (Texas) Department of State Health Services and they gave us the information that there's confirmation of the first positive test of COVID-19 in Guadalupe County. Of course like a lot of folks, we had a lot of questions surrounding the circumstances of that case, but they don't have all the information, and they aren't allowed to give out some of the information they do have. What we do know about the case, that got confirmed (Friday), was that it was related to travel. It was not a community transmission type case. We don't know the age, whether that individual is male or female, (or) exactly where travel was. We do know; however, that the state has looked into the case. They are monitoring the situation and the individual. And that they did contact tracing, meaning that they went and investigated the situation and asked who that individual had been in contact with and where they had gone. So that's the information that they gave us, and those generalities are really all that we have right now," said Kutscher. Judge Kutscher says now that a case has been confirmed, the county has taken additional steps to make sure that they keep the community safe.

Seguin firefighters help Wal-Mart fill shelves in an attempt to get items out the public faster. Members of the Seguin Fire/EMS Department showed up at Wal-Mart on Friday morning to help get the store restocked for the heavy traffic being caused by coronavirus pandemic.

"We have also signed a disaster declaration, declaring Guadalupe County a public health emergency and disaster county. That is the document that gives us the ability as a county to be able to receive additional state and federal resources, and possible reimbursement of dollars that we spend on addressing this virus and this issue," said Kutscher. First COVID-19 patient announced for Guadalupe County CONFIRMED, continued from page 1

COVID-19 since late January. We just want the public to know that our office is here for them. If they have any questions or concerns, like the judge said, they can contact our office or his office. We also want (to hear from) medical providers in the community, who are short on PPE (personal protective equipment) -- including first responders and hospital staff. People don't understand that there is a need for PPE's all throughout the state (and) the county. We are not the only jurisdiction looking for that equipment. If you're a local healthcare provider and you do need some assistance trying to locate that stuff, get in contact with your local emergency management coordinator at your city level. They will then put the request in -- per the state's requirement to get that information out to us," said Pinder.

Kutscher says the county is coordinating with other agencies to make sure they have the best available information in regards to the coronavirus outbreak across Texas. "As a county, we are definitely committed to paying attention to this situation and monitoring everything that comes out from today and moving forward. We want to do everything that we possibly can to make sure that we keep the residents of Guadalupe County safe. It's also a time to remember -- as the governor signed his declaration (Thursday) -- it's important to realize and follow those guidelines -- not to gather in groups, to stay out of main public gathering areas, to mainly follow all the guidelines by public health officials and the state and local entities. Do everything that they can to protect themselves -- keep clean, stay away, practice social distancing and if citizens practice social distancing, wash their hands and do all the little things and protect themselves and their family. I think that's the best way that all of us can protect the community as a whole," said Kutscher.

The fact that a case was found here in Guadalupe County, could not have come as a surprised to Emergency Management Coordinator Patrick Pinder. Pinder's office has been on the frontline of this battle for months, and he says they stand ready to continue to be a resource for the community. "The emergency management office has been kind of geared up with this. We've been watching

Again, the first COVID-19 case has been reported here in Guadalupe County. The news was confirmed this afternoon, and the county has issued an emergency declaration. The patient did travel outside the county, and that's believed to be how they got the virus. No other details about being made available about the patient at this time.

City of Seguin, Guadalupe County makes changes in response to Coronavirus CHANGES, continued from page 2 POLICE DEPARTMENT Our police officers are also taking proactive measures. Emergency/life threatening calls or "In Progress" calls for service to the Seguin Police Department will be handled in the same manner as always and will not change. Non-emergency/routine calls for service will be handled over the telephone, if at all possible. Officers responding to a residence will make every effort not to go inside unless it is absolutely necessary, and will be asking people to step outside when responding

to calls for service. Officers will try to maintain a "social distance" of approximately 6 feet with persons they are interacting with. The presence of officers in the City will not change. FIRE DEPARTMENT Effective immediately, the Seguin Fire Department is closed to the public. Station tours and public relations events are suspended until further notice. The Seguin Fire Department has implemented a process to screen patients when calls come into the 9-1-1 Center – which includes asking a series of questions prior to arriving on-scene, and wearing the appropriate Personal

Protective Equipment if necessary to protect both the patient and the emergency technician. UTILITY BILLING In an effort to limit public contact during the COVID-19 situation, the City’s Utility Billing Office (UBO) will be closed to the public beginning Monday, March 23. UIL preparing for any possible outcomes

(Austin) - Seguin, Navarro, and Marion's athletic programs will be sidelined for at least six more weeks, as the University Interscholastic League (UIL) has extended its suspension of activities due to the Coronavirus threat, or COVID-19, to May 4. All games, contests, practices, rehearsals, and workouts will remain suspended until further notice, with May 4 set as the earliest date games and contests could resume. On the original UIL spring activities calendar, that would have been the week of the state trackand-field meet, the second round of the softball playoffs, the first round of the baseball playoffs, the week before the boys state golf tournament, two weeks before the girls state golf tournament, and two weeks before the state tennis tournament, with the regional championships already completed. If competition does resume on May 4, the UIL will give member schools a reasonable acclimation period for practices and rehearsals prior to that date. The UIL indicates in a press release that decisions remain flexible and will be consistent with the advice of local, state, and federal officials. “We are working diligently on contingency plans to conduct state championships in each of the activities that have been suspended,” UIL Executive Director Dr. Charles Breithaupt said. “While the immediate future is unclear, we are committed to providing these much-desired activities to all Texas students and will prepare for all possible outcomes, including extended school closures.” The moratorium creates a dilemma for coaches of both in-season and off-season sports.

Coaches want student-athletes to maintain their conditioning and skills, but they can't require kids to work out or open school facilities. That means no use of gyms, weight rooms, ball fields, stadiums, tracks, batting cages, or any other athletic or training facilities or equipment on school property. Seguin's softball team is one example of a program that was in the midst of a successful season when everything came to a screeching halt. Veteran head coach John Garcia's Matadors were 15-7 overall, 4-1 in District 26-5A, and picking up steam toward another playoff push. Garcia says he can only advise, but not direct, his players during the period of suspended activity and school closings. "It's really hard to try to do that, because you've got to be careful to not cross the line with UIL rules, and the district rules, and sometimes the kids can misinterpret things, and you don't want something like that happening where a bunch of them are getting together or coming up to the school to try to do something," Garcia said. "So we just tell them do what we're asking. Stay at home. If you can play catch in the back yard with somebody, if you can go for a bike ride or a run, do something like that." Seguin athletic director and head football coach Travis Bush is keeping

busy in both of those roles despite the absence of students and many of his colleagues on campus. Bush continues to provide leadership and direction to the entire SHS coaching staff and stay on top of any new information that comes down the pipe from the UIL, administrators, and other decision makers. His football players have seen a meticulously structured off-season workout program suspended indefinitely. While there is no way for athletes to completely duplicate that regimen at home, Bush can offer guidance until students are allowed back on campus. "We can stay in contact, try to guide them, try to tell them as much as we can," Bush said. "One, they're going to start getting lessons Monday from the school, you know, stay on top of your lessons. Keep up with them academically just like we would if we were in class, and try to make sure they're taking care of their business. At the same time, try to give them as much guidance to get some work done at home without being able to come in the weight room or come into your facilities, to give them a chance to be creative. It's kind of getting back to some oldschool roots here without all the fancy technology." Coronavirus Cases Climb over 14,000

Ford, GM Ready To Make Ventilators During Pandemic

(Undated) -- The coronavirus continues to spread around the U.S. The total number of confirmed cases has climbed over 14-thousand. The death toll has also surpassed the 200 mark. States continue to take big measures to help minimize the spread of the respiratory illness. California's governor ordered people in the Golden State to stay home while Arizona deployed its National Guard. California, Washington and New York have been hammered the hardest by the disease.

(Detroit, MI) -- Two automakers are ready to help in the coronavirus fight. General Motors and Ford have told government officals they can begin making lifesaving ventilator machines. If they get the go-ahead, they would reopen factories and call back workers. The CEO of Tesla and SpaceX says he's also ready to make ventilators and it can be done instantly.

California Governor Orders People To Stay At Home

(Sacramento, CA) -- California's governor is issuing a statewide order for people to stay home to slow the spread of the coronavirus. Gavin Newsom explained more than half of the people in California, over 25 million people, could be infected with the respiratory illness. That could result in thousands of (Seattle, WA) -- A soccer field near Seattle is being turned into a makeshift hospital. It'll have up hospitalizations, much more than the state's hospital capacity. Folks will still be allowed to do essential to 200 beds for anyone exposed to or at risk of the coronavirus. The idea is to relieve pressure on tasks like going to the store, picking up medicine and going for walks. Newsom suggested law hospitals and free up space for critical patients. This is happening where a nursing home became enforcement wouldn't be enforcing the order, instead saying social pressure would regulate behavior. The the first outbreak in the nation. The hospital should be ready within a week. statewide order follows similar orders in major California cities like Los Angeles and San Francisco.

HOW DOES COVID-19 SPREAD? The virus is thought to spread mainly from person to person: • Between people who are within about 6 feet of one another. • Via respiratory droplets produced when an infected person coughs or sneezes. People are thought to be most contagious when most symptomatic (the sickest), however some spread might be possible before showing symptoms. For more information, visit grmedcenter.com/covid-19

Home and Garden Clara Mae Marcotte is a Texas Master Gardener with Texas A&M AgriLife Extension. If you have a question to be answered, call the Master Gardeners at 830-379-1972 or leave a message to be answered. The website is The Master Gardener research library is open Wednesdays from 1 to 4, at 210 East Live Oak Street in Seguin. Q: A friend says she is going to divide her Gulf Muhly. Is this the right time of year? A: If you are going to divide your fall blooming perennials and your ornamental grasses, do it now. Doug Welsh in his Texas Garden Almanac says this allows time for them to reestablish themselves before blooming. Your ornamental grasses can have their dead foliage cut off now also, since new growth has already started growing from the base. Mine is sprouting as is all the grasses around Seguin High School.

Q: How can I control bedstraw (some call it sticky weed)? A: Calvin Finch says to keep it mowed. This works, of course, if it’s in the lawn. If it’s in the flower beds, you need to rake or to pull it up. It really helps to pull it out now before it blooms and goes to seed. I have fewer this year than last year since I was very proactive in pulling out the plants.

Q: I do not like to put out seeds for the birds because it makes such a mess and becomes expensive. Is there something I can do that is easier and cheaper, yet still provides for our feathered friends? A: You can provide one very important item: water. Place shallow bird baths high enough off the ground to make it harder for cats. However, in my yard, other animals are also looking for water, such as raccoons, possums, armadillos, squirrels, foxes and probably other animals I don’t even know about. So place a few water containers on the ground. Bird friendly plants can be put in your flower beds such as salvia, Turk’s Cap, flame acanthus, Esperanza, and others.

Q: What is the plant growing down the median on 123 Bypass? Is it forsythia? A: The plant in the median is Primrose Jasmine, Jasminum mesnyi. Even though it is not a Texas native it is very easy to grow and is deer resistant. Forsythia blooms best in northern Texas and likes acidic soils.

Q: When do I fertilize my lawn? A: Welsh recommends that you fertilize in the spring after you have mowed the grass twice. This shows that the grass is actively growing. In the fall, fertilize after the grass has stopped growth.

Q: I would love to have a vegetable garden but I have a small yard and the only sun I have is by my front door. Help! A: Pots! Not only are pots good for small places, they are also higher in the air which makes it easier to weed and to harvest. Almost anything can be grown in a pot. One Patio tomato would be lovely in a pot by your front door. Green herbs can be grown in a slightly shadier spot. Last year I had a pot of basil by my front door that looked absolutely great (and tasted great too). I always keep a pot of parsley growing by my back door along with a pot of chile pequin.
