Seguin prepares for over $100 million worth of capital improvement projects
(Seguin) -- More than $105 million worth of capital improvement project are coming to the city of Seguin.
The Seguin City Council on Tuesday put into motion a plan for the city to issue just over $105.4 million dollars in certificate of obligation bonds.
Approximately $26 million would be used for a number of general fund projects, including $8.1 million to completely renovate the Starcke Park Golf Course.
On the utility side, the city calls for expenditures of $79.4 million, with much of that money going to expand sewer capacity in some fast-growing parts of the city. Many of the projects directly address infrastructure upgrades that are needed to deal with the fast growth that’s occurring in the Seguin area.
City Manager Steve Parker says that all of these projects represent a significant investment that’s being made into Seguin’s future.
“We did attach a list of the projects from both the utility and the general funds. Some of the highlights there are GLO (Texas General Land Office additional drainage that we are issuing that would be paid for by the drainage utility – we’ve got the golf course funds in there. We also have $1.36 million to start the engineering design of Meadow Lake and then just some other additions to improvements to Austin Street, fire apparatus and so forth so we are really pleased to bring this list
to you and keep the momentum going with the construction that we’ve got in Seguin,” said Parker.
The city is using certificates of obligation or CO’s to fund the work. CO’s are typically seen as a flexible way for a governmental entity to issue debt for needed capital improvement projects and other public works.
The long list of projects also includes sidewalk improvements and some additional upgrades to some local streets.
All things safe following GRMC cyber incident
(Seguin) – After a thorough investigation of a possible cyber-attack, Guadalupe Regional Medical Center has confirmed that its hospital systems remain safe.
On the afternoon of March 27, 2024 Guadalupe Regional Medical Center (GRMC) received notification of unusual activity on our network. GRMC officers and directors obtained secondary confirmation of the unusual activity. In response to this cyber incident, GRMC activated its incident command center and worked through its processes to mitigate network vulnerabilities.
This week and after work with a third-party vendor specializing in these events revealed that no data was exfiltrated from GRMC’s network. Hospital officials say their system is functioning as intended and the incident command center has officially been deactivated.
Officials confident in power grid integrity during solar eclipse
(Seguin) -- The agency that manages the Texas power grid says Monday's total eclipse won't disrupt the state's electric supply.
The Electric Reliability Council of Texas says the eclipse will interrupt solar power production for a few minutes.
But there's more than enough natural gas and wind production to keep the lights on.
Some solar energy providers say they are also planning ahead for a brief dip in solar-power production, during the four-minutes or so the total eclipse will last.
The eclipse will plunge some areas into daytime darkness as they moon shades the sun.
Seguin is not in the path of totality, but we will get partial eclipse that provides more than 99 percent coverage of the sun.
Remember, if you are going to view the eclipse, make sure you have a pair of eclipse viewing glasses.
City of Seguin defines vape, CBD shop
Darren Dunn(Seguin) -- The Seguin City Council wants to make sure that downtown Seguin isn't overrun by a growing number of vape and CBD shops in the community.
Main Street and CVB Director Kyle Kramm says a concern was recently raised by a city about these types of shops going up in the downtown historic district. The city is not attempting to ban the shops from downtown, but Kramm says they are placing some distance requirements which should limit the number of shops that could open in the downtown historic district.
“My staff did a little bit of research on other communities and kind of followed along the path of what we have done for other uses of downtown so things like tattoo parlors, bars, pawn shops, bail bonds – they allhave distance requirements associated with that use within the downtown historic district. So, that is what the Main Street Advisory Board had recommended as a 300-foot distance which is the distance that all the other uses have – a 300-foot distance from another CBD or vape shop – 300 feet from a church and 300 feet from a school. That there then went on from Main Street to our Planning and Zoning Commission last month and our Planning and Zoning ultimately kept those three uses and the distance requirements for those but added 300
feet from parks and 300 feet from daycares as well. This would be a limited use permit which means that in order to get their certificate of occupancy through planning and zoning, they would also have to get a limited use permit where staff would measure the distance to make sure that that location meets the 300-foot requirement,” said Kramm.
The new restriction also spells out exactly what qualifies as a vape or CBD shop.
“We also added a definition for what a vape shop or CBD shop would be called. It’s a retail establishment that predominantly sells electronic cigarettes, E-Cigs, vapes, hookah, vape pens, electronic nicotine delivery systems – products containing THC and paraphernalia for the consumption of products containing THC so this would still allow some of our retailers -if they just wanted to add THC lotions or one case of vapes, they would still allow to do that without being called a Vape or CBD shop,” said Kramm.
The city's Main Street Advisory Board and its Planning and Zoning Commission all weighed in on this issue. They made the recommendations that were unanimously approved by the council during its meeting on Tuesday night.
Area high school baseball and softball roundup
(Geronimo) -- The Navarro Lady Panthers made short work of San Antonio Memorial, runruling the Minutemen 15-0 in three innings at Navarro High School on Tuesday night.Sarah Falor had two hits and four RBI in the first inning as the Lady Panthers batted around twice scoring 14 runs. The first 15 batters all reached base to begin the ball game for Navarro.
Kaislynn Tovar had two hits in the inning and finished 3-for-3 with a pair of runs batted in on the night. In the circle, Reagan Herrera got the victory striking out two and allowing two hits.
The Lady Panthers are now 5-1 in District 28-4A. They will play at San Antonio Kennedy on Friday.
(Geronimo) -- Just next door to the softball field on Tuesday, the Panther baseball team fell to La Vernia, 9-6 in a back-and-forth affair.
Down 4-1 in the third, Navarro scored three runs to tie the game. Landun Taylor had a
double in the inning, the first of two two-baggers on the night for the senior, who would finish the game 3-for-4.
La Vernia would score four runs in the 5th and a run in the 6th and would hold off the Panthers who scored two runs in the bottom of the 7th. The Panthers saw their district record fall to 2-2. La Vernia is 4-0.
Navarro will host San Antonio Kennedy on Friday for Little League Night. We will

(San Antonio) -- The Seguin Matadors edged the San Antonio Wagner Thunderbirds, 7-6 in San Antonio on Tuesday night.
The win improves Seguin’s District 26-5A record to 3-4. The Matadors are just one game back of New Braunfels Canyon for the fourth and final playoff spot in the district standings. The Matadors and T’birds will play again tomorrow night. First pitch is set for 7 p.m. at
Smokey Joe Williams Field.
(Spring Branch) -- The Seguin Lady Matadors fell to first place Smithson Valley Tuesday night with the Lady Rangers runruling the Lady Mats, 15-0 in four innings.
Seguin dropped to 4-5 in district play. Smithson Valley is 8-1. The Lady Mats will look to rebound when they host Kerrville Tivy at the Fields at Huber Ranch on Friday.
(Universal City) -- And both the Marion baseball and softball teams got big wins Tuesday in Universal City over District 263A rival Randolph.
The Marion baseball team improved to 5-0 in district with a 20-11 rout of the Ro-Hawks. Jaxson Garner had three hits and four RBI in the victory for the Bulldogs.
On the softball diamond, the Lady Bulldogs crushed Randolph 21-5 to improve to 3-1 in district play. Both teams will be at San Antonio Cole on Friday.
Atzger VITAL STATISTICS
Carolyn Emma (Hartmann) Atzger, age 79, passed away on March 27, 2024. She was born on December 14, 1944, in Marion, Texas to Edna (Staats) Hartmann and Achilles Hartmann.
Carolyn attended school in Marion and graduated in 1963 where she was Salutatorian of her graduating class. On December 14, 1968, she married Eugene Atzger at St. James Catholic Church in Seguin, Texas.
Following high school, Carolyn worked at Sagebiel’s Home & Auto Center from 1963 to 1966. She began a long career in 1966 with Donegan Insurance Agency which later became Barnard-Donegan Insurance. Her keen sense of accountability served the agency well as she meticulously managed the financial records for 45 years. Carolyn was not afraid to embrace technology when the agency transitioned from hard copy records to the digital age. She enjoyed learning more about technology, even beyond retirement.
She made many friends in the community being an active member of the St. James School and Church community. She served on the PTA for many years and there was not one field trip or class party she missed while Tricia, her daughter, attended St. James School. Following her retirement, Carolyn remained active in the church community by helping count weekly contributions and participating in other various parish functions. She also participated in the TOPS Chapter #1201 for many years.
Carolyn and Gene enjoyed traveling and camping. Some of her favorite trips were to Branson, Missouri, and Alpine, Texas. She also cherished her granddaughters, Tylynn and Campbell. Omie, as they called her, enjoyed sewing them dresses when they were young. They were known to call her requesting a new dress in their recent favorite colors. Carolyn always looked forward to spending time with the girls during their summer vacations and providing them the opportunity to attend local summer
Nick P. Evola, Jr, age 84, of Geronimo, Texas passed away on March 26, 2024. Nick was born on October 13, 1939, in Independence, Louisiana to Lena Evola Barcia (Noto) & Nick P. Evola, Sr.
Nick or “Mr. Nick” (if you were younger) grew in Independence, graduated high school, and joined the Army where he served as a nurse in Ft. Dix, New Jersey. After marrying the love of his life, Marena J. Schubert Evola, they moved back to Louisiana, then to Texas where they settled in Geronimo in 1972.
Nick was a social person & enjoyed getting out and about, meeting new friends, serving in the Geronimo Volunteer Fire Department as an EMT & Firefighter, being involved in the Catholic Church (serving as usher & Eucharist minister), working at the hospital as a surgical tech (Christus Santa Rosa & Guadalupe Valley
camps at the Seguin Outdoor Learning Center. She also enjoyed hearing about her great-grandchildren’s milestones and receiving many pictures of them on her digital frame.
Carolyn was also known for her love of baking, especially her homemade pecan pies made with the fresh pecans harvested from their yard. Friends often requested her pies when they traveled to Schulenberg during the Thanksgiving holidays. For the longest time, Tricia thought the recipe was an heirloom family recipe – only to find out later that the recipe was on the back of the Karo syrup bottle.
Carolyn is preceded in death by her parents and survived by her husband of 55 years, Eugene Atzger; daughter, Tricia (Gregory) John; granddaughters, Tylynn (Maverick) Culp, and Campbell (Brandon) Day; great-grandchildren, Cooper Day, Caspar, Io, and Seren Culp.
Visitation will be held Thursday, April 4, 2024, from 5:00 p.m. to 7:00 p.m. at Tres Hewell Mortuary Chapel. The recitation of the Holy Rosary will be Friday, April 5, 2024, at 10:30 a.m. at St. James Catholic Church followed by the Mass of Christian Burial at 11:00 a.m. with the Reverend Gregory J. Frances Lillian Kluth Altherr, age 82 of Seguin passed away on March 17, 2024. Frances was born on November 12, 1941, in Guadalupe County, Texas to Norma Mary (Stautzenberger) and Erwin Kluth.
In May 1986, Frances (Kluth) Schwarzlose married Paul Altherr and they enjoyed 35 years of marriage together. With their love of God, they shared a beautiful life.
She and Paul faithfully attended St. James Catholic Church, where she participated in Saint Ann’s Circle. They were also members of the American Legion Post #245, where she held many posts in the Ladies Auxiliary. She and Paul loved to go camping and fishing, having many adventures at the state parks. She had a talent for sewing and crocheting, making clothes and blankets for her family. She was a fabulous cook, making delicious holiday meals and family dinners. She also loved gardening, enjoying many plants and flowers in and around their home. But most of all, she loved spending time with her children and grandchildren, handing down her many talents and creating precious memories.
Frances is preceded in death by her loving husband Paul Altherr, her
parents, sisters, Joyce Koepsel and Clara Brownfield, and a baby brother.

Margie Lee Schomer, age 69 of Seguin, passed away on March 31, 2024.
Margie was born on October 30, 1954, in San Antonio, Texas to Celia Ann (Plosczynski) and Melvin Preston Easley.
She met her husband, Michael, in the spring of 1980 and they were married on September 20, 1980. Mike and Margie never traveled much as they spent much of their time working on their homes (moved 15 times) in 44 years. Margie loved to cook and compiled a cookbook of her simple quick recipes. Margie did this cookbook just last year as she received chemotherapy treatments.
She enjoyed her grandkids and she loved Jesus. She taught Sunday school for sixteen years, ministering to hundreds of people she encountered. Margie had a heart of Gold and a spirit of faith that surpassed understanding. Margie always put everyone else first. She was always a comfort to the brokenhearted.
Mary Louise G. Carrillo, age 66, of Seguin, Texas passed away on March 28, 2024. Mary was born on February 13, 1958, in Seguin, Texas to Julia M. Guillen and Jose Perez Guillen. Mary attended Seguin High School and graduated in 1977. On January 29, 1982, she married Robert Carrillo Sr. in Seguin, Texas.
Mary was a devoted and caring wife, mom, grandmother, and greatgrandmother. Nothing made her happy that spending time with her family whether it was traveling to the coast and experiencing the outdoors with her husband through the years, having family cookouts at home or the park, and spending time with all her grandchildren. She loved supported her family in all their extracurricular activities, such as dance, football, and various sporting events.

Margie is preceded in death by her son Jason Schomer, her parents, her brother, Melvin Joseph Easley, her sister, Roseann Hermes, and her husband Kenneth.

Gerard A. Adcock, age 89 of Stockdale, passed away on March 28, 2024.
Gerard was born on June 19, 1934, in San Antonio, Texas to Rosalee (Campbell) and Evan Adcock.
Gerard grew up in San Antonio and will be remembered as a graduate of St. Gerard High School. He proudly served his country in the United States Army during the Korean Conflict. Most of Gerard’s career was spent as the Director of Biomedical Repair in both Houston and Victoria.
Gerard was preceded in death by his son, Andy, his parents, and his siblings, Margie, Rosemary, Evelyn, Michele, Doris, and Evan.

Bertha Anita Mueller, age 87, of Seguin, Texas, passed away on March 31, 2024. She was born on December 26, 1936, in Houston, Texas, to Herbert and Bertha Mueller. Anita grew up in Tomball, Texas, and graduated from Tomball High School Class of 1955. She attended Massey Business School and later attended the American Institute of Banking.
Anita and Charles were members of Grace Lutheran Church since 1976 and she was a member of the Dorcas Guild at the church.
Anita is preceded in death by her loving husband of 65 years, Charles Walter Mueller, her daughter, Betty Jeanette Mueller, and her parents.

Biden: FL Abortion Rulings “Outrageous” (Washington, DC) -- President Biden is calling the Florida Supreme Court’s decision to allow a six-week abortion ban in the state “outrageous.” In a statement following the Monday ruling, Biden said the “extreme law” would prevent women from accessing care before many even know they are pregnant. He said abortion restrictions are putting the health and lives of millions of women at risk nationwide and vowed to push for reproductive rights in Florida and across the country. The court decided the abortion ban can go into effect May 1st, but also ruled an initiative to codify abortion rights can be on the ballot on November.
Texan Tests Positive For Bird Flu (Austin, TX) -- Texas health officials are reporting a human case of the bird flu. The case was identified in a person who had direct exposure to dairy cattle presumed to be infected with avian influenza. The patient, who experienced eye inflammation as their only symptom, was tested for flu late last week with tests performed by the Centers for Disease Control and Prevention over the weekend confirming it. Officials are monitoring others who may have been exposed, but say the risk for the general public remains low. According to the CDC, this is the second human case of H5N1 flu in the United States and the first linked to an exposure to cattle.
HPV Linked To Heart Attacks, Strokes
(Undated) -- High-risk strains of HPV in women can lead to increased risk of death by heart attack or stroke. A study by the European Society of Cardiology found that women with the particular strains of the virus were up to four times more likely to eventually suffer from cardiovascular disease. HPV, or human papillomavirus, can also cause genital wants and certain types of cancer.

(Undated) -- Eclipses aren’t dangerous for pets like dogs and cats, but experts recommend not bringing them with you to see one. The upcoming eclipse will see thousands of people traveling to the path of totality to witness the cosmic alignment of the moon and sun and those crowds could have a negative effect on pets. If you do bring a pet, make sure they have plenty of space and water and that they’re on a leash. Also don’t force your dog to look at the eclipse; it has no interest.
