Texas economy begins reopening on Friday By Darren Dunn
(Seguin) -- Texas Governor Greg Abbott is opening more of the state. The governor held a press conference on Monday to announce that much of the state's economy will begin reopening Friday, May 1. Abbott says all retail businesses will be allowed to reopen, but they must limit occupancy to 25-percent under phase one. If COVID-19 data continues to show that the virus cases are continuing on a downward trend, then phase two would allow 50-percent capacity at these businesses, and the possible opening of businesses that were not included in the governor's new order. Barber shops, hair salons, gyms and bars will continue to be closed at this time. Abbott says he hopes they can start to reopen by mid-May. Governor Abbott says that the state must continue to work together to control the spread of the virus, while also allowing people to start going back to work. “With my new executive order, all retail stores, restaurants, movie theaters and malls can reopen May 1. Now to minimize the spread of COVID-19 during phase one, on the advice of doctors -- I am limiting occupancy to no more than 25 percent. This is a proven business strategy. It's exactly the kind of practice successfully used by HEB and Home Depot. The extent,
to which this order opens up businesses in Texas -- supersedes all local orders. If phase one works while containing COVID-19, phase two will expand that occupancy to 50 percent. Further increases will be allowed in the future so long as COVID-19 remains contained," said Abbott. While hair stylists and barbers will still be sidelined under the order, Governor Abbott is putting much of the medical community back to work. "Doctors, nurses and dentists -- they need to get back to work. But even more importantly, the patients need to get in to see those doctors, nurses and dentists. So, all licensed healthcare professionals are allowed to return to work, with few restrictions. However, all licensed hospitals still must reserve 15 percent of capacity for COVID-19 patients," said Abbott. Governor Abbott says Texans made a number of sacrifices so that the state could reduce the spread of the virus. He says it has been hard on everyone. He says many small business owners have been without a revenue stream because they were not able to open up, but his new order will allow that to safely happen. See ECONOMY, page 2

ECONOMY, continued from page 1 "A lot of business in Texas is done by sole proprietors. They can safely return to work now. The guidance in this book and online provides safe standards for solo practioners. Also, churches and places of worship -- they were kept open under the existing executive order, but effective May 1, they will be able to expand their capacity even more. We do, however, emphasize the importance of safe distancing practices to ensure that church members remain protected from COVID-19," said Abbott. Dr. John Hellerstedt, commissioner of the Texas Department of State Health Services, says this is an important step
for the state, and he says it's made possible because the people of Texas have largely cooperated with the state's attempts to reduce the spread of the virus. Dr. Hellerstedt says that kind of cooperation will continue to be needed as we move into this first phase of reopening businesses across the state. "We've taken this very seriously. We've been willing to sacrifice. Now we are going to be in a different phase. We are going to be able to ask to do some different things that allow us to become physically closer, but still remain out of range of COVID-19. And the things that we have outlined will do that. I'm confident that the people of Texas understand that and will have the
discipline and the goodwill in order to follow these recommendations. When we do so, I think we'll find that we have reopened Texas very safely and will not have excessive rates of resurgence of COVID-19 in Texas," said Hellerstedt. Lt. Governor Dan Patrick, who has been pushing for the state to reopen more quickly, spoke highly of the governor's plan. He says it's what people have been clamoring for, but he says for the plans to work, Texans have to continue to follow the guidelines that have been put into place. "So now it is incumbent upon you to continue to social distance (and) wear a mask. Wear a mask. That's our
suggestion. We are not mandating it but wear a mask. It's very important. And it's important for our businesses as they open up, to have customers. To our businesses, customers are going to come to businesses that they see are safe for them. So this will be a team effort between the customer and between the business. Support your local business, and as a business make it safe for your customers, because the faster we can get to the next step, the more employees you can hire, the more customers that will be there, the more business that will be created, and the closer we get to something that will remind us of the Texas we were before all of this happened," said Patrick. Texas Speaker of the House Dennis Bonnen also spoke in support of the plan to reopen Texas. He says the state is on the right track in this fight against COVID-19. He says everyone will need to be patient as the state transitions into this next phase. He says the plan will allow businesses to reopen, while also protecting some of the most vulnerable people in the state. "With limited capacities, we are going to have to show patience for those business owners. We are going to have to show patience for those who are trying to get into those businesses with us. We are not there, but we are the way to getting there. We must continue our social distancing. We must continue our considerations for others. We must remember that we may not find ourselves as vulnerable as others, but we have compassion for the most vulnerable in our society. And
in Texas, the most vulnerable are dying at a higher rate than the rest of us. That's what we must remember as we reopen Texas, is that our goal is to support our seniors and keep them healthy and keep them alive," said Bonnen.
There's been a growing contingency that wanted the state to reopen, but there are also those who are worried that the state is opening too soon. Governor Abbott says they’ve looked at the data and the science, and then consulted with the medical team. He says they are confident that this is a plan that will allow the state to reopen safely. "There's a reason that all businesses in Texas cannot open all at once. We've already seen precautionary tales of what can happen when things reopen. There have been reports that China is now having new outbreaks. Singapore is having a second wave that's bigger than its first wave. There is coronavirus expansion in places
like Hong Kong and Japan. The deal is -- it's a fact that it's hard to get rid of this virus because it is so contagious. So, we are not just going to open up and hope for the best. Instead, we will put measure in place that will help businesses open while also containing the virus and keeping Texans safe," said Abbott.
Abbott says they are also lining up additional testing capacity to also help control the spread of COVID-19. He says that will be an important part of monitoring the spread of the virus. State health officials have said the state needs to be able to handle 25,000 test per day. Abbott says they should be able to hit that number soon. "Getting up to 25,000 tests is something that should occur early on in the May timetable that we are looking at as we work our way through phase one. The additional test will be coming, in part, from the massive increase in the amount of tests being provided by the

private sector. This new plan encourages people to wear a mask when they go out, but it's not required. The governor's order would supersede all local orders approved by counties and municipalities around the state. So those places where masks have been mandated, the governor's order will undo those rules. You're still encouraged to wear that mask, but local governments would not be allowed to ticket you or fine you for not wearing one. The governor's stay-at-home order will be allowed to expire on Thursday, April 30, and the new rules will go into effect on Friday, May 1. Texans are still encouraged to practice social distancing and to wear masks when they go out.

cross country and track commitment to Texas Lutheran
(Seguin) - Seguin High School senior Jerry Garcia is staying in his home town to continue his running career at the NCAA Division III level.
Garcia signed a commitment last Thursday to join the cross country and track & field programs at Texas Lutheran University. Garcia was a two-time First Team All-District selection and qualified for the 5A Region IV Cross Country Meet twice during his high school career. He shared the Cross Country Most Valuable Matador award with fellow senior Cheney Stephenson.

Garcia's original signing was scheduled for March 20, but it was cancelled when Seguin ISD closed its campuses due to the COVID-19 pandemic. His parents put together a signing event in their front yard last Thursday with family members present. The event opened with a welcome from Garcia's mother Sulema Silva. Little did Garcia know that his parents had invited coaches, teammates, and team parents to participate in a suprise celebratory signing parade. Nowlin led the way in the back of his truck waving the Matadors' team flag. The team's Co-MVP Cheney Stephenson, Coach Nance, and the rest of Garcia's teammates followed.
"This was the best surprise I could ever ask for to have my coaches and teammates here with me one last time," Garcia said. "I have missed my teammates, who I consider the brothers and sisters I never had, and for them not to be part of my signing day was a bummer until now."
Garcia plans to major in physics while pursuing a Bachelor of Science degree at Texas Lutheran, with the ultimate goal of earning a Masters of Engineering in Geospatial Garcia was surprised and full of Systems Engineering.

They say only big box retailers will likely get enough, leaving shelves empty at grocery stores. This comes as Tyson Foods prepares to close its largest pork plant in Iowa tomorrow after a coronavirus outbreak. The company is warning "millions of pounds of meat" will disappear from the supply chain as the pandemic forces more processing plants to shut down.

(Woonsocket, RI) -- CVS and Walgreens are expanding testing for coronavirus. Walgreens has 18 drive-thru's open across 11 states, but will have 23 sites in 15 states in just a few days. The goal is to test 50-thousand people weekly nationwide. CVS is aiming for more than a million a month. It will offer self-swab tests at up to one-thousand locations by the end of May. The pharmacy currently has rapid-test sites in Connecticut, Georgia, Massachusetts, Michigan and Rhode Island.
