Guadalupe County assisting businesses as they reopen By Cindy Aguirre-Herrera (Seguin) -- Guadalupe County is doing its part to make sure that businesses know exactly what it is going to take and what is required in reopening their operations this Friday.

As soon as the governor gave the green light to pursue a slow opening of the state, Guadalupe County officials that next day began serving as a resource for the various retailers and operations in the county. As part of Governor Greg Abbott’s order, all retail businesses will be allowed to reopen, but they must limit occupancy to 25 percent under phase one. Should the state experience a downward trend of COVID-19 data, then phase two would allow 50 percent capacity at these businesses as well as the possible opening of other business currently not included in this phase one rollout. Patrick Pinder, Guadalupe County emergency management coordinator and fire marshal, says his office has steadily been working to make sure that all the fine details of the governor’s plan are understood and relayed to those hoping to do business. “So, if you are in the unincorporated area of the county and you have a question about your occupancy load, how many people you can have in your business or any questions, contact our office. I will send out my inspectors out to your facility and they will give you a count of how people you are allowed to have in your business. We only

its feet. “I think the intent of the fire marshals’ office to make contact is to be a resource, to try to give this information. There are enforcement measures laid out in the governor’s order and everything that he signed but again, the intent is to be a resource to businesses. Everybody is anxious and ready to get open. As the county, we want to help facilitate that and be somebody that the businesses can call up and ask for help. Hopefully, all the businesses and all the patrons out there understand that it’s a challenging time. We are trying to work through all of these modifications and changes on a daily and weekly basis but want to be here to support those businesses getting open. Everybody was on there including New Braunfels to go over the governor’s order, some of the details in it, our expectations as the county and how we are going to make contact with businesses in the unincorporated area of the county and the mayors have their departments going through some of the same measures within the incorporated areas of each of the cities trying to make contact with some of the businesses just to push out as much information as possible so we can all be on the same page trying to get to the same goal,” said Kutscher. Guadalupe County looking to modify reporting schedule of COVID-19 cases By Cindy AguirreHerrera

(Seguin) -- Although the state is slowly reopening, emergency officials in Guadalupe County say they will continue to monitor COVID-19 cases while also promoting testing opportunities for those showing symptoms. However, the release of those reports may be a little different. Since the county’s first reported positive COVID-19 case on Friday, March 20, the office of the Guadalupe County Emergency Management Office has been releasing the number of new patients each day including weekends.

I’ve talked to the state and asked them when will they stop making notifications to local jurisdictions and at what point are they just going to do a community spread thing. I was told last by DSHS, if they have so many consecutive days of 30

cases or more in a jurisdictional area, which is the region they are in, that’s when they would make the decision to stop the notifications. They have not even come close to that,” said Pinder. Currently, the totals are released on the county’s emergency management Facebook page. They are also

being provided daily at the bottom of the front page of the Seguin Daily News as well as during each newscast on Seguin Radio KWED. Guadalupe County Judge Kyle Kutscher says modifying the reporting of cases would be in place unless things begin to change.

“What if we went to a modification reporting schedule from the emergency management office starting May 1st, where we report on Friday, not over the weekend – report on the 4th which is Monday – Monday, Wednesday, Friday for the two

weeks up until the 18th and then if the governor comes out and relaxes restrictions even more so because things are headed in the right direction, we go to a once a week reporting or something like that. Depending on the numbers and of course, with the intent that if for some reason, we had a testing site, had a high number of cases come back, we had a unique situation of more hospitalizations that that would get reported on its own merit but kind of a summary of the general numbers,” said Kutscher. Pinder says the map used to pin

I can update the court. That’s an easy update. It’s just sending it out to all the media outlets and the 700 people that get my notification every day,

He says although the pop-up testing site was a bit of a surprise, he knows folks took advantage of being tested for the COVID-19 virus at Pickrell Park. “Last week, Guadalupe County had some testing done in the Schertz location. The national guard came in and set up a site in the Schertz area. That site went well. We were able to test 43 patients in Guadalupe County during that testing time. It was kind of a short notice. We got notified about 7 o’clock, 6:30 at night around that time frame and we were able to get at least 40 people through so I think that was successful on our side and we were working with the DSHS and the national guard to get those through there. They will be coming back to Guadalupe County probably next week. Hopefully, we can get a little better notification,” said Pinder. As of today, Pinder had not received information from the state on how many of the 43 patients were positive. He says because of its location in Schertz, only those in Guadalupe County will be released to him. See REPORTING, page 3

County officials committed to helping get businesses back up on their feet

REOPEN, continued from page 1 “The governor did make a comment in his press conference and he is looking toward May 18th of possibly moving everything to 50 percent occupancy. That (would include talking) about salons, tattoo studios, gyms and bars about possibly being open. I think they are looking at testing more, looking at that metric – also allow outdoor activities as long as it was less than four participants which was like golf and tennis and those things still practicing social distancing and also made the comment and allowed counties in the state of Texas that have less than five cases to be open at 50 percent occupancy instead of the 25 percent that was stated, like what we fall under. So, that was the one good thing I did appreciate from the state and from the governor that they took into

consideration that over half of the counties in the state of Texas are very small and rural in nature and didn’t hold them to the same, very tight standards of more populated areas. I thought it could have been even more so relaxed in some of those rural areas but at least, they took that into consideration and had taken recommendations from their Strike Force and their committees,” said Kutscher. Kutscher says he remains optimistic on the future. However, he says for the state and local economy to be healthy, we must all help with the healing. “Everybody, we are going to get back to normal at some point just be diligent and work with each other, work with us and definitely go out and please support local businesses as

I’m going to ask for the court’s help to work through our chambers over in Schertz, Cibolo and Selma, here in Seguin also to do whatever we can as the county with city councils, with leadership within the entities to try to help push that shop local. I know we’ve all talked about it and understand the importance of that. If we can start helping to promote some of those things, I think it will help some of the small businesses that really do need the business, need the revenue and need the foot traffic as much as possible,” said Kutscher. Slowing returning to normal county business was also a topic during this week’s Guadalupe County Commissioners Court meeting. Officials say they will continue to discuss and look at slowly returning employees to offices on Monday,

May 4. Once decided, those details will be announced to the public. While no offices were closed, the various departments have been handling customers in various ways whether it be online or over the phone. Also, the county approved Pinder’s recommendation of allowing the county’s Stay Home, Stay Safe order to expire on April 30. County officials say the order which mirrors that of the governor’s is also set to expire on Thursday. Pinder not only recommended that the county allow the order to be terminated but that it picks up with Governor Abbott’s Executive Order GA-18 on May 1. The new order and declaration, again, relates to the “expanded reopening of services as part of the safe, strategic plan to Open Texas in response to the COVID-19 disaster.”

(Waterloo, IA) -- Make some room in the freezer and start stocking up on meat. That's the word from experts warning of a shortage in just two weeks. They say only big box retailers will likely get enough, leaving shelves empty at grocery stores. This comes as Tyson Foods prepares to close its largest pork plant in Iowa tomorrow after a coronavirus outbreak. The company is warning "millions of pounds of meat" will disappear from the supply chain as the pandemic forces more processing plants to shut down.

(Washington, DC) -- President Trump wants states to start reopening for business as quickly and safely as possible. Trump told a White House briefing that the U.S. is hungry to get back to work. He noted that decisions about reopening are being made by governors. Trump unveiled a blueprint to greatly accelerate the amount of coronavirus testing in the U.S. He called it "maximum testing." Congressional Democrats and many governors have complained for weeks about a lack of testing in a nation of more than 325 million people.

(Washington, DC) -- The White House is outlining plans to expand coronavirus testing. At a White House briefing, the President said the blueprint explains to states how they can maximize testing and monitor outbreaks of the respiratory illness. Trump said he's confident the country has the capacity to test enough people to start reopening businesses that have been shut down. Admiral Brett Giroir, an assistant to the Health Secretary, said there will be enough supplies delivered to states to dramatically increase testing.

(Woonsocket, RI) -- CVS and Walgreens are expanding testing for coronavirus. Walgreens has 18 drive-thru's open across 11 states, but will have 23 sites in 15 states in just a few days. The goal is to test 50-thousand people weekly nationwide. CVS is aiming for more than a million a month. It will offer self-swab tests at up to one-thousand locations by the end of May. The pharmacy currently has rapid-test sites in Connecticut, Georgia, Massachusetts, Michigan and Rhode Island.
