Seguin approves Seguin Former Seguin Strong Stimulus Program City Councilwoman By Darren Dunn

(Seguin) -- The Seguin City Council wants to help more small businesses get back on their feet. The council on Tuesday approved a staff initiative called the Seguin Strong Stimulus Program (SSSP). The program calls for the city to set aside a quarter of a million dollars that will be used to make grants to qualified small businesses inside the Seguin city limits. Economic Development Director Josh Schneuker says the idea is to provide a cash grant to businesses that have struggled during this pandemic. "Tonight, we are requesting $250,000 in funding to help establish the Seguin Strong Stimulus Program. This will allow for us to create an emergency small business grant program where we can assist some of those businesses that have been adversely impacted through this time and specifically focusing on those businesses that were deemed non-essential and that really took the biggest hit during this time," said Schneuker. Main Street Director Kyle Kramm says that he and Schnueker worked together to help come up with the plan. Kramm shared some data with the council that provided a snapshot of how the pandemic was hurting businesses in the downtown area. Kramm says, while the Seguin Strong Stimulus isn't just about downtown businesses -- the data

clearly showed how hard business owners have been hurt by this situation.

"Pretty much all businesses have seen a reduction in revenue. Some have told me from 25 and some up to 80 to 90 percent and that was just for the month of March. April I imagine is even lower as that is the first full month that restaurants and bars have been closed and hair stylists have been closed as well," said Kramm. Schneuker says the city's stimulus plan will focus on helping those businesses that have suffered the most during this pandemic. "We are focusing on those nonessential industries most severely impacted through this and that is going to include retail, food and beverage, personal care -- that will be barbershops, nail salons, spas etc., health and wellness and entertainment venues and these businesses can not have more than 75 full-time employees. Ineligible businesses will include national chains (and) regional chains that do not have more than five establishments within the state of Texas. We are looking at excluding financial institutions, RV parks, apartment complexes and home based businesses as well. So again, that focus is going to be mostly on those industries that have a lot of interfacing action with customers, a lot of that type of interaction," said Schneuker.

There's only $250,000 available through this program, and Schneuker says they will not be funding big businesses or those that are based elsewhere. He says they want to help the small businesses, which really are the backbone to the local economy. Schneuker says they've created a matrix that will be used when scoring the submitted applications. He says applications will be graded on a first-come, firstserved basis, and he says they will be looking for businesses that can really detail how the money can help them during this recovery process. He further laid out some of the criteria for the program.

"They must have a physical location within the city of Seguin. We are excluding home based businesses, must be a city of Seguin utility customer, have experienced decline in either revenue or had to furlough or lay folks off during this time as well, being able to provide us with supplemental documentation to really prove that up. I'm really encouraging applicants, the more background information that you can provide, the better your application will be in that review time as well. We are acquiring that the business are in good standing with the city of Seguin, that they are registered with the Texas Comptroller's Office and of course, engaged in legal activities per city and state law," said

Schneuker. The council specifically wanted to know about places like hair salons, where chairs are often rented by stylists who are independent contractors. How the salon owner would use the money to help those stylists would be something that would have to be included in any successful application. Councilwoman Jet Crabb says it's important that each application is carefully scrutinized, so that the city can help as many of these people as they can. "Every situation is really going to have be evaluated on its own because it is something we haven't faced this before so I do hope that a lot the businesses that apply, they'll be given every consideration and be sure that the people that are a part of contributing to that business whether it's an employee or a tenant like a beauty salon or whatever that they are involved in this process too because that is the life blood of the business," said Crabb. The Seguin Strong Stimulus Program is now officially open, and the maximum grant awarded will be $5,000. Applications must be submitted by Wednesday, May 13, 2020 in order to be considered. City of Seguin works toward fully opening its doors By Darren Dunn

Parker says the Texas economy continues to open, social distancing rules continue to be in place, and it's not clear how long they will last. He says, that's one of the reasons why he wants the council to consider how the city should handle the city's Fourth of July Parade this year. Parker says an item will be placed on the agenda in two weeks, and it will give the council some potential options should social distancing requirements remain in place this summer.

(Seguin) -- Local retailers aren't the only one's staffing up again. The city of Seguin is also bringing more people into the office. City Manager Steve Parker on Tuesday provided the Seguin City Council with an update on the city's latest response to the COVID-19 pandemic. Parker says many city departments are back in full swing. "All of our operational crews, streets, traffic, brush are all back, water, wastewater, electric are all back fulltime. They are staggering those shifts where some come in at 7:30, some come in at 8, so come in at 8:30 a.m. so they are all not there at the same time, all in big groups and they come in at different times to make sure that there is not that overlap so that we don't come up with a whole crew infected at one point. If we do have teleworking people that have the ability to work from home, EDC, finance, some of those areas that have the ability to do a lot of work on the computer at home, they are still allowed to do that. We are really trying to minimize the number of people that are in these departments at one given time," said Parker. Parker says they are still limiting public access to city facilities, including the lobby at Seguin City Hall. He says people are still able to do business with the city, but they are still trying to do all they can to keep people safe during the pandemic. He says they are also slowly reopening the Seguin Public Library. He says the library is a very interactive space, so it's going to take a little while longer for it to be completely reopened to the public.

"We are still limiting people from coming into the library. We have been doing curbside. A lot of volume still going out. They are doing a great job with that. We do plan on expanding that May 11 to include Saturdays as well and then we also want to look at -- one of the things that people want to come in and need to fill out a resume, need to fill out some financial paperwork, having those access to laptops -- we plan on opening up that May 11-16. Make it a reservation. This isn't about checking YouTube and playing around on a computer but to really have a designated time. Make it worth your while. Make your reservation. We are going to make sure we have enough time between those to stagger those reservations (and) we have time for proper cleaning. We have been working with facilities to put up guards for the desk workers that are there at the library services so we are continuing to do all those things and as each week goes on, our plan is to gradually implement more (and) expand hours," said Parker.

"We do have some contingency plans to do an alternate parade route where people can stay in their cars. I think the ultimate goal is to try to have a Fourth of July parade but as things progress (and) we get updated numbers on the number of cases, I think we could make that determination (and) let the council see what direction ya'll want us to have. We could show you the alternate parade route and then talk about the pros and cons. We have a little bit of time before we have to council with the fireworks display people. We can actually push that to another time period if we get to that point and so we have that flexibility but we wanted to bring back a special item at the next meeting," said Parker. The number of COVID-19 cases in Seguin currently stands at 16. Parker says more testing is expected to soon come to Seguin. He says the Texas Department of State Health Services is planning on hosting a drive-thru testing site in Seguin later this month.

Lizzo inspired music video launched by local teachers By Cindy Aguirre-Herrera

(Seguin) – A Seguin ISD elementary school wasn’t going to let COVID-19 get in the way of tradition. Instead teachers and staff at Rodriguez Elementary School spent part of their quarantine as music video stars. In keeping with its annual release of a music video encouraging kids to do their best on the STAAR Test, the staff this year instead came up with something to help lift the spirits of their students and their families.

School Principal Yolanda Grijalva says her staff again has collectively managed to amaze her. With all the other things going on and still keeping up with their students on a daily basis, she is proud of everyone's contribution to the video. She says prior to Spring

Grijalva says what is most impressive about the video is perhaps how it was all pieced meal throughout the last several weeks. She says who better than a teacher to handle an assignment."

The video has received approximately 15,000 views and can still been seen on the Rodriguez Elementary School Facebook page. The video is also available at SeguinToday.com.

The campus on Monday night released it's 2020 Music Video. This time, however, the emphasis was on keeping kids safe during the COVID-19 pandemic and helping them all realize that we are all in this together. The video is a parody of the song Good as Hell by Lizzo. Of course the lyrics are changed into the various COVID safety practices and are tailored with lyrics such as "And wash your hands with soap, check your temp, child how you feelin', Feelin' COVID free."

So, he just sent out the information to the teachers and they all started videoing their pieces from home because all he did was send out the song with the lyrics and he just said 'whatever you want to record, whatever you want to contribute just go ahead and send it in and we always try to include everyone," said Grijalva.

Navarro's Kyle Dietert to join Sul Ross State football team

(Geronimo) - Navarro High School senior Kyle Dietert recently finalized his decision to play football at the NCAA Division III level for Sul Ross State University in Alpine.

Dietert was part of the running-back rotation that helped Navarro's Slot-T attack pile up an average of 398 rushing yards per game last season. Global COVID Death Toll Passes 250K

(Undated) -- The global death toll from coronavirus has passed 250thousand. The U.S. has had more deaths from the respiratory illness than any other country. In the U.S., the major hotspot has been the New York City area. As the death toll in the U.S. continues to rise, many states are beginning to relax their lockdown orders.

(Issaquah, WA) -- Costco is now putting a limit on how much meat customers can buy. The wholesaler says members will only be allowed three products of beef, pork and poultry. It comes as meat factories have temporarily shut down due to their employees testing positive for COVID19. Recently, Kroger applied a similar restriction to their stores.

Tyson Limits Production, May Cause Grocery Store Meat Shortages

California To Modify Stay-At-Home Order This Week

(Undated) -- Tyson Foods says pork production is down 50-percent due to the coronavirus outbreak. Despite President Trump's order last week to keep meat processing plants open, the company has been fored to shut down or slow production at half of its plants around the country because of sick workers. So, it's likely we'll see shortages of meat products in grocery stores and rising prices. Some stores are even limiting the number of meat products to three items per customer to make sure everyone gets what they need. There will be empty shelves at the grocery store but Economist Steve Meyer assures it won't last forever.

(Sacramento, CA) -- California Governor Gavin Newsom is announcing efforts to update the state's stay-at-home order guidelines and enter phase two of reopening. Speaking in Sacramento, Newsom says the new guidelines will be released Thursday. He said if those are met, then businesses can begin to reopen in certain regions of the state. Phase two includes the possible reopening of low-risk sectors like retail businesses. Newsom also said different criteria can be put in place in different regions for other businesses. If locally certified by health officials and proper capacity is in place, places like restaurants can move further into phase two.
