Council to discuss plans for Fourth of July weekend events By Darren Dunn

impacted by actions taken by Governor Greg Abbott who is working towards reopening more (Seguin) -- Will the COVID-19 pandemic have an of the state, but social distancing rules are impact on the Fourth of July festivities in Seguin currently still in place. If those are still required this year? The Seguin City Council will discuss just that during tonight's regular meeting. KWED's Freedom Fiesta and the city's Fireworks Fiesta and Biggest Small Town Fourth of July Parade in Texas are all slated to be held July 24 in downtown Seguin. It's not clear if social distancing rules will still be in place at that time, so the council will look at a variety of options, should there need to be changes this year.

In other business, the council will consider approval of a $20,000 loan to the SeguinGuadalupe County Heritage Museum. The museum located in downtown Seguin needs the money to make repairs to its public restrooms, which have been inoperable for some time. The loan would allow that work to take place now, and then give the museum time to raise the funds necessary to pay the city back. The loan would be in the amount of $20,000 and it would be drawn from the City of Seguin’s Downtown Fund which currently has over $35,000 in it. The terms of the loan would be zero percent to be repaid by the museum in monthly installments over five years starting Oct. 1.

The council meets at 5:30 p.m. The changes could include today at Seguin City Hall. Positive rate of COVID-19 on the decline in Texas REOPEN, continued from page 1 Informed by the data that he just outlined and with surge testing strategies in place, Abbott says Texas is more than prepared to move into Phase II for reopening Texas. He says since day one, Texas has relied on data and doctors for its every step in protecting the public. “To state the obvious, as testing increases so will the raw number of people testing positive. What matters the most, is the percentage of people who test positive. The White House Coronavirus Task Force uses this standard as the criteria for opening up. It requires and I quote ‘a downward trajectory of positive tests as a percent of total tests within a 14-day period’ and that is exactly what we have seen in Texas. The past month has shown a downward trajectory in the positivity rate. For example, on April 13, the seven-day rolling average was about 13.8 percent. Since then, that rate has steadily declined and to now about five percent. Another key metric is hospitalizations and hospital capacity. We want to avoid situations just like what people saw in New York where hospitals were overrun, and they lacked desperately needed capacity. Because Texans helped to contain the spread, we have plenty of ventilators and hospital and ICU beds. In fact, as of (Sunday), we have fewer people hospitalized for COVID-19 than any day since April 21. If our hospital capacity ever gets compromised, we will take swift corrective action to ensure

that we will be able to take care of our fellow in the reopening process,” said Abbott. Texans,” said Abbott. Seguin's Twitero to continue hoops career at Texas Lutheran (Seguin) - For the second straight year, the Texas Lutheran men's basketball program is adding a Seguin Matador to its incoming freshman class, as SHS standout Gerrit Twitero accepted an offer to join the Bulldogs Saturday during a signing event at his home.

In addition to consistent scoring and rebounding, Twitero made a big impact defensively during key stretches of the season. His low post defense against Tivy's Abraham Viera was critical in the Matadors knocking off the Antlers on Jan. 14, and he came up with the steal that led to Joseph Vela's buzzer-beating runner against Harlandale two weeks later.

Twitero, a 6'3" shooting guard, joins former Seguin teammate Trystin Silas on the TLU roster. Silas worked his way into the starting lineup as a freshman this past season. Twitero was the model of work ethic, fundamentals, and pristine shooting mechanics during a breakout senior season for coach Dwayne Gerlich's Matadors in 2019-20.

Incoming TLU basketball freshman Gerrit Twitero (seated, center) is pictured with his parents Dr. Trent Twitero and Angela Twitero, along with (standing, from left) Seguin athletic director Travis Bush, assistant basketball coach Guy Nowlin, and head basketball coach Dwayne Gerlich during a signing event at the Twiteros' home on Saturday.

He averaged 13.7 points and a team-high 5.3 rebounds per game to help Seguin more than double its win total from the previous season with a final record of 18-15.

Twitero's most impressive feat was achieving the rare 50/40/80plus shooting split, in which a player shoots better than 50 percent on total field goal attempts, 40 percent from threepoint range, and 80 percent at the

free throw line. The Seguin sharpshooter drained 52 percent of his total field goals, 45 percent of his threes, and 82 percent of his foul shots.

Twitero earned a spot on the AllDistrict team for his efforts. He was vital cog in Seguin's push for a District 26-5A playoff berth, which fell short in a road loss to Kerrville-Tivy with one game left in the season.

Texas Lutheran has advanced to the Southern Collegiate Athletic Conference championship game five times over the past six seasons, winning the SCAC title and qualifying for the NCAA Division III tournament four times during that span. Four of those seasons and two of those titles have come under TLU's current head coach Mike Wacker. The Bulldogs went 1612 and came up short to Centenary in the SCAC title game this past season.

Powell: Economic Recover Depends On Controlling Virus

Former CDC Director Predicts Multiple Waves Of COVID-19 In Parts Of U.S.

(Washington, DC) -- Federal Reserve Chairman Jerome Powell says the economy will start recovering once the coronavirus is under control. In an interview with CBS's "60 Minutes," Powell predicted the U.S. economy won't recover until people feel confident they are safe. He noted the sooner the virus gets controlled, the sooner the economy can reopen. Powell believes there will be an improvement in the economy in the second half of the year. However, he worries a second wave of the virus will undo any progress and cause more damage to the economy.

(New York, NY) -- Former CDC Director Dr. Tom Frieden [[ FREE-den ]] is predicting there will be multiple waves of the coronavirus. While many are worried about a second wave later this year, Frieden tells Fox News Sunday different parts of the country will likely have to battle the virus multiple times. Frieden described the coronavirus as "a lot worse than the flu."

Top JHU Official On Virus Future: 'The Future Really Is In Our Hands'

(New York, NY) -- A former CDC director is weighing in on the dispute over the role his agency plays in fighting the coronavirus pandemic. On Fox News Sunday, Dr. Tom Frieden [[ FREE-den ]] said he would feel much better when Americans are hearing directly from the Centers for Disease Control and Prevention. He added that the CDC not helping in the fight against the virus is like a person having one arm tied behind their back. On NBC's Meet The Press, White House Trade Advisor Peter Navarro [[ NAHvahr-oh ]] criticized the CDC on testing, saying the agency "really let the country down" early on in the fight against the virus. His view is not shared by Health and Human Services Secretary Alex Azar. He tells CBS' Face The Nation he doesn't believe the country was let down by the CDC.

(Baltimore, MD) -- A top health official at Johns Hopkins University says it's up to us to determine what the coronavirus pandemic looks like in the near future. Speaking on NBC's Meet The Press, Dr. Tom Inglesby issued a call to Americans as he said "the future really is in our hands." The director of the Bloomberg School of Public Health called for the continued use of face coverings and for folks to keep practicing social distancing. Inglesby also talked about what's been done to control the spread of the virus, saying lockdowns were "necessary."
