City council reaches consensus to move forward with 4th of July events as planned City to still consider public’s thoughts with officially hosting events

The consensus reached by the council on Tuesday (Seguin) -- The Seguin City Council wants to give night was that both city events should move you the freedom to celebrate during the upcoming forward as planned, with a message going out to the public that they should still try to space Fourth of July weekend. themselves out to avoid additional spreading of The council gave staff the green light to move COVID-19. forward with the city's Fireworks Fiesta on Friday, July 3; and the city's Biggest Small Town CVB and Main Street Director Kyle Kramm says Fourth of July Parade in Texas on Saturday, July staff needed this input from the city, because the 4. The move to host both those popular events events will draw large crowds to downtown also paves the way for KWED's Freedom Fiesta Seguin and to Starcke Park for the fireworks show. He says this year's parade is going to be on Thursday, July 2 in Central Park.

held on a Saturday, which would normally draw in big crowds. He says the crowds may be impacted because some people may want to avoid crowds during this pandemic, but he says they will have video streaming available for those who want to watch from the comfort of their home.

happening with COVID-19.

"You are looking at spectator five rows deep in some places. Ten rows deep in some places especially around Central Park and so there are concerns there of having that large of a crowd and it's not a confined space but yet, it is current because everyone wants to be right by Austin Street and so we can really advertise that we will be streaming the parade," said Kramm.

Council members needed more time on Tuesday night to look at the various options for the parade. One of those options, presented by staff, was to change and lengthen parade route and encourage people to stay in their cars. Police Chief Terry Nichols says his department is prepared to handle whatever situation the council agrees upon, but he said lengthening the parade route created more logistical problems for his officers, and it would do little to really reduce crowd sizes. He says either way, crowds are going to gather and it's going to be difficult to completely stop them from doing so.

The council was able to reach a decision on the fireworks show fairly quickly, while the parade discussion took a longer time. Councilman Mark Herbold says that the fireworks show should move on, and the city should encourage people to spread out, stick with their family members, and utilize areas around Starcke Park, including the golf course. There was a question about whether or not the city should restrict viewing from the golf course, but Herbold said that would not make sense. "That wouldn't be bothering me because everybody has spread out there. Even in the past when we are on there, you don't want to infringe on people out there, you kind of spread out and I think if we let people know that and they've been good. We've all been good about social distancing ourselves. Let's just try to not get too close and keep it spaced out. I think we will be okay," said Herbold. Councilman Jeremy Roy says they all think the fireworks show is a good idea, but he also knows that things could change based on what's

Wayne Looff 210-862-4888

"I think we need to proceed with the fireworks as planned but if we get there and the numbers are up and this thing is not contained, we will have to make some hard decisions at that point," said Roy.

"If our goal is to prevent mass crowding, I don't think we will have a parade because this will not prevent people from gathering in large places, getting out of their cars -- we can't police that. So you have 300 people show up at one of these large parking lots, they all get out of their cars and line the street which they are going to, there's nothing we can do to prevent that. We can't police that. Could we do it the normal way? I don't think we can police that either. I don't know the right answer. I just think that this will be very, very labor intensive for the whole city not just us during traffic control but blocking our streets for a long time and you are cutting out so many different people that participate in the parade, the walkers, the horses, the large trucks, all that kind of stuff so there's a balancing act here but it will be very labor intensive for us and we will not be able to police the people gathering," said Nichols. Guadalupe County to consider slowing down the reporting of COVID-19 cases even more

time to kind of transition away from that every day and every week. Let the state report that information. It will give good perspective to compare us within the region to some of those other counties. The folks can see that,” said Kutscher.

By Cindy Aguirre-Herrera

(Seguin) – Guadalupe County officials say it might be time for a healthy transition when it comes to their reporting of COVID-19 cases here in the area. Guadalupe County Commissioners on Tuesday discussed the possibility of turning citizens to the Texas Department of State Health Services website for their daily updates on positive cases here in the county and across the state. At the beginning of March, the county through its emergency management office, released the numbers on a daily basis. Those numbers later turned into reports three times a week.

Commissioner Drew Engelke says he is thankful of how the county has handled this pandemic and looks forward to continuing to heal.

it’s two, three days behind. Like over the weekend, we had the five cases so we got that information Saturday and Sunday and Monday so that was three days late. If we get the state reports – the state reports does not come out Saturdays and Sundays but Monday through Friday, you have a state report that comes out and we get those by 5 or 5:30 p.m. every day,” said Pinder.

Now, with the opening of more businesses across the state and a decline in COVID-19 cases, officials are looking to transition into modified reporting from here on out. That’s at least the potential plan according to Patrick Pinder, the county’s emergency Guadalupe County Judge Kyle management coordinator. Kutscher says the intent of modifying the release of the reports goes hand in “I think using the department of state hand with the data that shows a decline health services report is better to show in cases across the state. the current numbers daily. With us using this chart that we are currently using, “The intent is trying to transition away

from everyday updates on COVID as was stated and posted by the governor’s office. You got the percentage of positive cases based off the number of people tested decreasing from 13 almost 14 percent now down to five, five and a half percent. It’s been a consistent downward trend in projections so we’re sitting there going do we need to continue to do this. Some people I know want to see a COVID update, report specific detailed information every day for as long as they possibly can but again, we continue to see a decrease in the state of Texas. Overall, more people recovered than active positive cases in Guadalupe County. We want to get that information out but again, I think it’s

“The light at the end of the tunnel is getting bigger, more openings, more people out and about. I think we’ve all noticed more traffic, more people. Again, the common sense, the positive attitudes have prevailed. I again thank you and your team for what you have done but overall I think Guadalupe County, the state of Texas, USA and the world are ready to get back to getting out and about and this Texas heat I think is going to take care of whatever is left as far as this virus goes,” said Engelke. County officials also say that by limiting the regular reports of COVID, it also allows Pinder and his staff in the emergency management and fire marshal’s office to begin working with bars, taverns and other businesses in reopening their facilities.

City of Seguin moving ahead with plans for the Fourth of July weekend FORWARD, continued from page 1 The council debated the longer revised route, and eventually decided that keeping it on the traditional Austin Street route was the best option. Mayor Don Keil says moving the parade route or even just extending the viewing areas over to College Street, would be too difficult a situation to manage.

rules and regulations that we have here. Any kind of ordinances or orders that we had put in place initially are in between have pretty much been superseded by the state so all we have in effect right now is our emergency or declaration with no real orders in place other than to try and force what the state has suggested that we enforce and

most of those orders that the state has in place do not offer penalties such as mask wearing and things like that. That's just something that they have refused to people in jail for -- for those sorts of things or fine them any real amounts of money," said Keil.

Fiesta would officially kick off the Fourth of July weekend in Seguin with a free community celebration in Central Park. KWED has been sponsoring the event for the last several years, but Freedom Fiesta was first held in 1967 and for decades was hosted by the Seguin Area Chamber of If the schedule holds up, Freedom Commerce.

"I think it will create confusion and I think that it would be difficult to do from a logistical standpoint. I don't know. I think Kyle has got the drill down as far as staging, what goes where and how everything works. It's a nice compact route that I think it's probably just better to stick with the old one. That's my opinion," said Keil.

Council members ultimately decided that the city would proceed with the parade as originally planned, but they will again revisit the issue in a couple of weeks. That decision was made on a consensus basis, and a more formal decision is expected to come in a couple of weeks. As Mayor Keil mentioned earlier in the meeting, much of this may all be decided by the governor. If the governor still has crowd limits in place at that time, it could render decisions about Freedom Fiesta, the fireworks show and the parade all moot. Big Game Rewind - the area's top sports moments of 2019-20:

Navarro football - Deleon breaks season rushing record in regional semifinal win over Sinton -Mike McBride, Sports Director-

1) The Panthers earned their third trip to the regional finals in four seasons, and the second in as many years under head coach Rod Blount.

(Seguin) - Over the next few weeks, we look back and revisit the best moments in high school sports for the teams in the KWED/ Seguin Daily News coverage area that completed their seasons during the 2019-20 school year.

2) Senior fullback Euler Deleon broke Navarro's single-season rushing record, and he did it as emphatically as you could imagine a player doing it, decimating the Sinton defense for 238 yards and three touchdowns.

The second installment of our Big Game Rewind series focuses on Navarro football.

Deleon's performance that night pushed his season rushing totals to 2,003 yards and 27 scores. He finished the year with 2,041 yards after some tough sledding in the fourth-round loss to Wimberley the following week.

It's no easy task to choose the best moment from a season that produced a 13-1 record, an outright district championship, an undefeated regular season, and a four-round playoff run to the 4A Division II Region IV finals.

I'm going with the the 31-22 playoff Deleon broke the previous record of win over Sinton in the regional semifinals at Cuero's Gobbler Stadium Navarro's Euler Deleon (44) shakes a would-be Sinton tackler as part of a 238-yard, three- 1,869 yards, set by Austin Randle in on Nov. 29, because it produced two touchdown performance in the 4A Division II regional semifinals on Nov. 29 of last year. Big Game Rewind Panthers stave off Pirates rally in 3rd round playoff win BIG GAME, continued from page 4 “He’s a great young man, he works his tail off, he plays with everything that he has, and his teammates love him,” Navarro head coach Rod Blount said of Deleon in the postgame interview with KWED's Ivy Meehan. “They’re going to do everything they can to make sure he gets what he needs to, and they feed off each other. You can’t say enough about the young man as a student, as an athlete, as a competitor. He’s unbelievable.” Navarro had to stave off a furious Sinton rally after three Deleon touchdowns staked the Panthers to a commanding 22-2 lead in the first half. Sinton used a 30-yard touchdown pass from Rene Galvan to Daelyn Davis on a 4th-and-7 play and a failed two-point conversion late in the second quarter to make it 22-8 at halftime. Galvan hit Robert Hughes with a touchdown strike and called his own number on the two-point conversion try to make it a six-point game, 22-16 with 6:46 left in the third quarter after Navarro failed to convert a 4th-and-2 from their own 14-yard line. Sinton had a promising drive going with a chance to tie or take the lead midway through the fourth quarter before a

bad snap forced Rylan Galvan to dive on the ball for a loss that put the Pirates in 3rd-and-23. After an incomplete pass, Sinton elected to punt on fourth down, and Navarro’s Gabe Means blocked the kick. Defensive lineman David Reyna recovered the ball and returned it 15 yards for a touchdown to put the Panthers up 28-16 with 4:40 to play. Sinton didn’t go away quietly. Robert Hughes returned the ensuing kickoff to the Navarro 37, and Rene Galvan delivered a 15-yard touchdown pass to Jackson Allen three plays later to cut the deficit to 28-22. Navarro sophomore Brody Whitson recovered Allen’s onside kick attempt seconds later at the Pirates’ 48-yard line. Sebastian Sneed nailed a 26-yard field goal into the wind with 1:58 remaining to generate the final 31-22 margin. The onside kick recovery, the field goal, the blocked punt, and a fake punt conversion by Jean “MoMo” Sims to keep Navarro’s first touchdown drive going all contributed to an exceptional special teams effort that proved critical against a scrappy Sinton team. Sims supported Deleon’s big night on the ground with 88 rushing yards on 13 carries. Sinton contained Johnny Alegria for the most part, holding the senior tailback to 53 yards on 17 carries just a week after he ran for a career-

high 237 and two touchdowns in the area playoff win over Rio Hondo. “We need tough ballgames, and we need to be backed up against the wall,” Blount added during the post-game interview. “We knew that they were going to come out and play hard in the second half. They always have. Much improved team. They’ve done a great job. But our guys made plays when they needed to, picked up the first downs, and got stops.” Another sidebar from that game that didn't factor in my decision, but is definitely worth noting - it happened on the home field of the Cuero Gobblers, a program that was Navarro's annual post-season nemesis for more than a half-decade, but missed the 2019 playoffs after winning the 2018 4A-Division II state title. Navarro would fall to Wimberley 42-12 in the Region IV finals at the Alamodome a week later, but the win that got them there had everything you could ask for in a team's defining moment - stretches of collective and individual brilliance, toughness and resolve through periods of adversity, and clutch play when the chips were down and the outcome was on the line. The third installment in our Big Game Rewind series will run next week, and focus on Marion football.
