City needs new fire station to support growth in Seguin

(Seguin) -- The city of Seguin is in need of a new fire station. The Seguin City Council recently received an update regarding the city’s Insurance Service Organization (ISO) rating.

Seguin Fire Chief Dale Skinner says they recently had a study completed that looked at the rating. The ISO rating is a complicated measurement that looks at the availability of emergency services, and it also measures an area’s proximity to the immediate access of those services.

There are some other factors, but perhaps the most important to the public is the fact that the ISO can impact insurance premiums paid by people that live in certain areas of the city.

“They help set insurance premiums for homeowners and businesses and they do that through the public protection classification or the PPC. From this point forward, we will just refer to it as a ISO rating.

It’s easier to say that. So they help determine your rates. The insurance companies actually pay ISO for

them to actually do this work to evaluate communities and their capabilities. Don’t misunderstand

capabilities with competency. We are a very aggressive fire department. We are a very good fire department. ISO just comes in and looks at your capabilities,” said Skinner.

Seguin currently has a solid ISO rating, but another station is needed if they want to continue to maintain that rating or look to improve upon it.

“Our last evaluation was done in 2016 where we improved our rating from an ISO 3 to an ISO2 which is where we sit today. So as cities are assigned that PPC rating from a 1 through a 10 with one being the best and 10 being the worst. So 1 is you have all the capabilities needed to serve your community and a 10 can be no capabilities so a community with no fire department would receive a 10,” said Skinner.

Chief Skinner says they currently cover a great deal of territory with the three existing fire stations in the city, but there is a clear need for another station.

Elections office now handling City of Marion election filing Applications for Marion council now being accepted

(Marion) -- The search is officially on for the future members of the Marion City Council.

As reported last week by the Seguin Daily News, the Guadalupe County Commissioners Court has made way for the city of Marion to host an election this fall. That's after the city missed its opportunity to call its own election in May.

As a result, Guadalupe County is required by the local government code section to hold an Election under Special Circumstances to fill the five vacant Alderman positions for the City of Marion.

The Elections Administrator for Guadalupe County will conduct the Election under Special Circumstances during the November 5 General Election.

Elections Administrator Lisa Hayes says due to this unique partnership, filings for all candidates will be conducted in her office.

"We have the application for a place on the ballot for the City of Marion Special Election for Nov. 5. The elections office as you know is not typically the filing authority for a place on the ballot for candidates. But in this case because it is a special circumstance, they can apply to be on the Marion ballot if they are someone who lives within the city limits of Marion and who is going to run for office. They can actually apply here in the elections office," said Hayes.

Hayes says filing is officially underway and will be held until Aug. 22.

"The applications are available on our website or they can be picked up here in our office and the information that we have available is on our website. We've got the filing deadline information up there. I've got the election code that tells them some of the eligibility requirements for public office, the application for place on ballot is up there and the order of election will be up there shortly. Between those things, I think that is everything that a potential candidate for the city of Marion needs to have and it is its own section on our website so that voters and candidates hopefully can figure out who is looking for what because we also have a section below that for the Nov. 5 election in general and that's more from a voter's standpoint," said Hayes.

For the last several weeks, the city has been operating with essentially only two aldermen. The remainder of its council members, including its mayor have submitted written resignations.

The lack of leadership continues to be a concern for the area community and the move toward a November election was reportedly the next best step for the city should it want to remain intact.

The Guadalupe County Elections Office is located at 215 S. Milam in Seguin.

Seguin ISD to consider allowing home school students to compete in UIL events

Trustees to meet during monthly meeting

(Seguin) – The Seguin ISD Board of Trustees tonight will be deciding whether it should allow home school children to participate in UIL activities. Seguin ISD officials say the agenda item stems from interest that they have received from home school parents.

The opportunity for home school students to participate in UIL activities is the result of recent legislation made possible by HB 547.

The legislation states that a public school that participates in an activity sponsored by UIL may provide a “non-enrolled student, who otherwise meets UIL eligibility standards to represent that school in a UIL activity, with the opportunity to participate in the activity on behalf of the school in the same manner that the school provides the opportunity to participate to students enrolled in the school.”

“We operate today out of three fire stations and each fire station we operate an engine. So we have two engines and then a ladder/quint whic is a fancy word for a fire truck that has a ladder and a pump and each fire station has an EMS/ambulance and those are also firefighters, paramedics or fire fighter EMT s that carry their fire fighting equipment and gear so they are able to respond and then a battalion chief. So, we have 22 authorized positions per day with a minimum staffing of 17. As you can see on the map here -- obviously there is the layout of the city -- that is the most current city map and then you can see the three little dots that are in an angle. That is our current three fire station locations. Police pay attention to the big void to the north,” said Skinner.

Chief Skinner says in order for the city to maintain a solid rating, it needs to look at the creation of a fire station, particularly one located north of Interstate 10, where a significant amount of growth in the city is occurring. There are several new subdivisions actively building north of the interstate on both State Highways 46 and 123.

“Obviously, we need to construct a fire station No. 4. How do we do that? First, we need to acquire the land and then design the fire station. These things usually take about a year to two years to accomplish. We don’t believe we have that much time. The need is there today and this can still be accomplished very easily by purchasing or acquiring land, building temporary structures and operate out of that until the funding is available to actually build the fire station and of course, hiring the additional staff required to open up Fire Station No. 4

The district tonight will further layout the requirements that it would have for both residency and academic. Officials say in the end, it will be a local school district decision.

Also on the agenda is the approval to give Seguin ISD’s Chief Financial Officer Elizabeth Oaks the authority to sign the necessary papers so that the district can secure utilities for the district’s new McQueeney school property. The property is located at 6625 FM 725.

The meeting begins at 6:30 today in the Seguin ISD Board Room located inside of its Administrative Offices at 1221 E. Kingsbury St.

which is a pretty good number of fire fighters -- to be able to open up that fire station up in 2026 and also, what is going to help us with our grading is to sign what’s called an Auto(matic) aid agreement with the Guadalupe County Fire Rescue. As many of you know, they actually operate within the city of Seguin so they are a resource that can be counted toward our ISO rating and so having an auto aid agreement would help us tremendously. What that means is we don’t have to call and ask for them when there is a structure fire. They are automatically dispatched,” said Skinner.

Councilman Jim Lievens, who represents a large portion of that fast growing area, says that the study clearly shows the need for the city to start working towards developing a fire station north of I-10.

“So, when I ran for election less than two years ago, I think I said according to the appraisal district data, that about 15 percent of the city of Seguin’s households where in the Navarro ISD. I wish I had data for north of IH-10 but I don’t have that. So, we are basically about Rudeloff Road and north. I checked last month and that number has now grown to 20.8 percent. It just continues growing and we all know that it will. As you have to cross IH-10, as you have to cross railroad tracks to reach all those households north of IH-10, it becomes a public safety issue,” said Lievens.

Everyone seemed to agree that the need was there and the clock was ticking. City Manager Steve Parker says there are some options that can be considered to get moving on this issue. The first step will be securing the land for the new firehouse.

“We do have some developments that are in a perfect location that are coming to Seguin. I think we had some very good initial discussions with those developments. We talked a lot about public improvement districts where they would donate the land as part of the Public Improvement District (PID)to be able to issue the PID bonds and then actually maybe even put money towards the construction of a fire station. We have had initial discussions -- if they are not far enough along maybe there is a chance to use some of that property - do some temporary structures -- I think depending on our net capacity, we are probably looking at a November 2025 election where we will be able to probably fund some things temporarily until that happened to get some resources up on the north side of IH-10,” said Parker.

The creation of Fire Station No. 4 would provide the city with the coverage that it needs to handle that expanding part of the community. Chief Skinner says it will also give the city what it needs to protect its ISO rating.

“If we put a station up in the recommended area which is around the Rudeloff and Huber

area, that fire station and that location would get us complete coverage of the 46 quarter and so any areas that are outside of that five miles, don’t have residents in it as we sit here today up around the Geronimo area but if that Geronimo area does develop, then that would require that additional Fire Station No. 6 up that 123 quarter but today, our focus from the fire department’s perspective is that 46 quarter and Cordova location where those folks are outside of those five road miles,” said Skinner.

Skinner says the study also suggested that the city consider some other actions to help improve its ISO rating. That includes more opportunities to work with others.

“Explore some additional county and city agreements whether that be with a joint facility where we share a facility or personnel. Construct Fire Station No. 5 which we already own the land for that up in the corner of Meadow Lake and Stockdale Highway and then obtain land for Fire Station No. 6 somewhere around 123 near Geronimo so up on that far north eastern part of the city and then another recommendation assuming the way our growth patterns are -- so if we start to grow a little bit more out 90, then we will

need to relocate Fire Station No. 3 a little bit more towards the east to give us good coverage there and then the same with Fire Station No. 2 just relocate it about a mile away at West Kingsbury and 464 in that general area,” said Skinner.

Skinner says they want to assure the public that the fire department is able to meet the needs of the community, but they need to make sure they are also ready to handle future growth that is coming to the community.

“By no means was it our intent to scare you and that bad things are happening. Your fire department is still a very good fire department. However, we are concerned about response times in the northern part of town. The need for services, the demand on our service delivery is increasing every single day and so the addition of that engine and staff would help offset some of that,” said Skinner.

The report on the ISO study did not require any action from the city council when it met earlier this month. However, it was clear that council members wanted to make sure the city’s ISO rating stayed strong or improved, and that they understood the need for the new firehouse to be built sooner, rather than later.

Sydney Ouellette Named SCAC Woman of the Year Finalist

SEGUIN, Texas -- Former Texas Lutheran softball standout Sydney Ouellette (Corpus Christi/Gregory-Portland) is a nominee for the 2024 NCAA Woman of the Year and has been named one of seven finalists for the Southern Collegiate Athletic Conference (SCAC) Woman of the Year award the conference announced on Thursday.

The award recognizes the conference’s senior female student-athlete who has best distinguished herself throughout her collegiate career in the areas of academic achievement, athletic excellence and service and leadership. Member schools were permitted to submit two nominations if at least one of the nominees was a woman of color or international studentathlete.

To be nominated, student-athletes must have completed intercollegiate eligibility in her primary sport by the end of the 2024 spring season, received her undergraduate degree prior to the conclusion of the summer 2024 term and had a minimum cumulative grade-point average of 2.500 (4.000 scale) with the noted exception due to COVID-19 pandemic. A student-athlete who received an extension waiver or a season of competition/participation waiver in her primary sport due to cancellation of a 2020 and/or 2021 athletics season or championship may be nominated for the 2024 Woman of the Year, provided she otherwise satisfies nomination criteria.

Ouellette capped her incredible career by leading Texas Lutheran to its tenth straight NCAA Regional appearance and earned All-SCAC First Team and SCAC Elite 19 honors in 2024. Ouellette finished the 2024 season with an 8-3 record with two saves and a 2.13 ERA. Ouellette also became the first two-time SCAC Elite 19 winner in conference history for her performance on and off the field.

In her five-year career at Texas Lutheran, Ouellette was a seven-time SCAC champion (four regular season, three tournament), tossing 400 innings for a 46-11 all-time record with a 1.61 career ERA and a program

record 11 saves. Her 46 wins ties her for 12th in SCAC history while her 1.61 ERA ranks tenth in SCAC history and her career winning percentage (.807) ranks eighth in the history of the conference. Ouellette was also a two-time NFCA All-Region honoree, earning the honors in 2021 and 2022. Ouellette has the unique distinction of making the All-Tournament Team in every NCAA Regional she has ever played in, making it every season from 2021-24.

In the classroom, Ouellette is one of four Bulldogs in Texas Lutheran history to be a three-time Academic All-American earning the honors between 2021-23. She graduated in May 2024 with her Master’s in Accounting, completing both her master’s and undergraduate studies with a 4.0 GPA. Ouellette is also a five-time member of the Texas Lutheran University President’s List and earned TLU’s Accounting Excellence Award in 2024. Ouellette is a member of Alpha Lambda Delta (2020-2024), Alpha Chi (2023-2024), and Delta Mu Delta (2021-2024) honor societies.

The former Bulldogs pitcher is also active in the community as a member of TLU Athletes in Action and a four-year TLU Student Athlete Advisory Committee representative while working on campus, volunteering at Argent Court Assisted Living in Seguin and being a member of Texas Society of Certified Public Accountants. Ouellette was also named a TLU Distinguished Student Leader in 2023.

The 2024 Southern Collegiate Athletic Conference Woman of the Year will be announced on August 1st.

Fruehling

Gladys Evelyn Kuhn Fruehling, age 102, of Seguin passed away on July 11, 2024. She was born on October 31, 1921, to Emma Orts Kuhn and Albert John Kuhn in the home of her grandmother Orts in Paige, Texas.

She was baptized in the same house on April 23rd, 1922. Rev. Gerhard Poehlman confirmed her on July 13th, 1936 in St. John’s Lutheran Church in Paige, Texas.

She attended a four-room school in Paige through the 10th grade. For her last year of school (11th grade), she commuted to Giddings daily by a commercial bus. She also worked, as needed, at the General Store in Paige that was run by her family.

After graduating from High School in 1939, she made the decision to become the first in her family to attend college. She went to Texas Lutheran College for two years. To further her education, she taught for two years in country schools and attended The University of Texas in the summers.

She graduated from UT on Feb. 6th ,1945 and moved to Iowa where she worked as a Social worker for Lutheran Social Services. While there, she met a charming young pastor. She married H. Walter Fruehling on Dec. 5th, 1945 in his father’s church in Nemaha County, Nebraska. His father, William R. Fruehling officiated.

Together, Walt and Gladys, served congregations in Windsor, Colorado; Marion, Texas; Overland Park, Kansas and Beatrice, Nebraska. Gladys met the challenges of a pastor’s wife and was a great support to Walt. She was active with her church family wherever she was. Her faith was the most important part of her life. She spent time studying the Bible and praying every day. She died secure in Jesus’ arms.

She was preceded in death by Walt after 76 years of marriage. They were in love until the end. She is survived by their four children; Mary (Raymond) Grote; Mike (Mary Lou) Fruehling; Sam (Anne Bogaev) Fruehling; Becky (Susano) Galvan; 9 grandchildren and numerous great grandchildren, numerous nieces, nephews, other loving family members and friends.

Private interment will be held at a later date.

Allan Gregg Krueger, age 90 of Marion, passed away on July 9, 2024. Allan was born on April 21, 1934 in Guadalupe County, Texas one of thirteen children, to Milton and Hilda (Laechelin) Krueger.

He is preceded in death by his parents, his daughter-in-law, Cynthia Krueger and several brothers and sisters.

Survivors include his loving wife of 71 years, Ruby (Hoffman) Krueger; sons, Larry Krueger and wife Debra (Hunt), and Kenneth Krueger; daughter, Jannice (Krueger) Doege; grandchildren, Robyn Doege, Amber (Doege) Crawford and husband Dustin, Russell Krueger and wife Cheryl (Doell), Heather Krueger and husband Michael Bolanos, and Baylee Krueger; great-grandchildren, Aidan Krueger, Cole Crawford, and Waylon Krueger; several siblings, numerous nieces and nephews, other loving family members and friends.

A memorial service celebrating Allan’s life will be held on Thursday, July 25, 2024 at 10:30 a.m. at Tres Hewell Mortuary Chapel with the Reverend Dale Jones officiating.

Deharde

Mary Rose Velek Deharde, age 92 of Seguin, passed away on July 17, 2024.

Mary was born on January 31, 1932 in Shiner, Texas, to Mary (Tousek) and Jerry Velek. Mary grew up in Shiner and worked in Yoakum at the leather factory known as Textan. In 1976 the Deharde family moved to Seguin where Tony and Mary purchased and operated a previously owned water well service. Mary worked at Deharde Water Well Service up until she was 90 years old, now owned and operated by her sons Larry and Gary.

Mary was an active member of St. James Catholic Church in Seguin as well as Catholic Daughters of the Americas. Other memberships she enjoyed were in the American Legion H U Wood Post 245 and the American Legion Auxiliary Post 245 here in Seguin.

She enjoyed sewing and cooking especially for family and friends. Hosting large family gatherings at Thanksgiving and Christmas were always a favorite and made for many great times and memories.

She is preceded in death by her parents, her previous husband Daniel Barcak, her husband Anton (Tony) Deharde Sr., brother Jerry Velek, and sons-in-law Robert Owen and Perry Lynn Bell Jr.

Survivors include her children, Carol Brzozowski (Charlie), Larry Deharde (Cara), Shirley Ayotte (Chris), Gary Deharde (Donna), and Tony Deharde Jr. (Karen); brother Gene Velek (Evelyn); sister-in-law Lorene Velek; grandkids, Charla Hollingsworth (Alex), Casey Angell (Kenny), Derek Deharde (Noelle), Rawson Young (Ashleigh), Waylon Bell (Cassie), Wendy Rhea (Kevin), Christian Deharde (Koriann), Lena Deharde, and Sam Halm (Callye); great-grandkids, Coy and Jake Hollingsworth, Kodi and Charlee Angell, Ethan and Kaitlyn Rhea, and Perry, Raylee, Sawyer, and Luke Bell; nieces, nephews, other loving family members and friends.

Cleburn Henry Roecker died on Saturday, July 20, 2024 at the age of 89 years.

He was born on August 28, 1934, in Belmont, Texas to Henry and Meta (Giesick) Roecker. He is preceded in death by his parents, daughter, Charlene Roecker Green, and his mother-in-law and father-in-law, Bertha and Alfred Mattke, sisters-in-law, Rosalie Mattke, and Evelyn Friedeck and husband Helmuth, brothers-in-law, Leroy Mattke and wife Irene, James Cheatham, Charlie Mollenhauer, and Anthony (Tony) Baer.

Survivors include his loving wife of 69 years, Gladys (Mattke) Roecker; daughter, Karen Lynn Roecker Hartmann of Tomball, Tx.; Randall William Roecker (Annette) of Belmont; grandchildren, Michelle (Roecker) Barbee (Benjamin), Dustin Green, Dina Green Nall, Kaitlyn Hartmann, Travis Hawkins (Chelsea), and Wendy Hawkins Frazier (Tim); great-grandchildren, Sterling, Kailey and Grant Barbee. Micah, Elijah and Judah Nall, Cory Hawkins and Brahm Hawkins; brother, Norman Roecker (Martha Raye); sisters, Shirley (Roecker) Grigg and Marjorie (Dollie Roecker) Baer; sisters-in-law, Irene Cheatham and Betty Mollenhauer; numerous nieces and nephews, other loving family members and many friends.

He attended and was very proud to have been in the last graduating class of the historical Dowdy High School. He furthered his education by attending Durham Business College in San Antonio.

He spent his entire adult life in the tractor business. He had a real appreciation for tractors and the differences they made in farming and ranching, which may have started when his father took him, as a child, to Gonzales to see one of the first tractors built, or later when his father purchased his first iron wheel tractor.

Cleburn first worked for Ewald Tractor Company as their accountant, but he learned so much more selling and ordering parts, as well as, selling tractors and equipment, customer service and equipment appraisals. Later he purchased T&E Tractor Company. He built his own building on Kingsbury Street where he became the Massey Ferguson dealer in Seguin for many years. After selling the dealership, he had a tractor repair and sales business, Seguin Tractor Sales and Rentals, until he retired for health reasons at the age of 80.

In his early years he enjoyed hunting, fishing, playing cards and dominos, and cooking. He was very active in the community; he coached

little league and was overjoyed when their team became city champions for 2 years and the entire team went to the Astrodome each year in Houston for an Astro’s Game.

He was always willing to help with the Vocational Tractor Mechanics program, when it was taught at Seguin High School, donating many tractors and parts. He hired many of the young students who completed that course. He spent many years on the Vocational Education Board at the High School.

He was on the Guadalupe County Fair and Rodeo Board for many years, where he earned a lifetime membership. On his years with the Fair Board, he also helped put together the first tractor pull in Seguin.

He was a charter member of the rural water company and later served on their Board. He was also a supporter of the local Youth Show. He received Agri-Business Award from the Seguin Chamber of Commerce.

He and Gladys loved to talk about their Family Tree. They collected old family photos and attended many family reunions. If you ever attended a local wedding, you probably saw Cleburn and Gladys leading The Grand March at the wedding celebration or waltzing across Texas and dancing the Beer Barrel Polka. He was quite the dancer. He loved to travel whenever he could. He would go to many areas including, Mexico City, Beaumont, Houston, Eagle Pass, Colorado, Florida and Louisiana, but most of all, loved visiting with family and friends. He always loved to help cook for holidays and get-togethers!

After retirement he enjoyed watching the news and football on TV, checking his cattle and other animals on his farm south of Seguin, and he was always ready to give advice and share thoughts. We always enjoyed listening to his stories about his childhood and early adulthood. He always tried to take care of his family and put their needs before his own.

Viewing and visitation will be on Thursday, July 25, 2024 from 5:00 – 7:00 pm at Tres Hewell Mortuary with services to follow on Friday, July 26, 2024 at 10:00 am at Tres Hewell Mortuary Chapel with the Reverend Marcus Bigott officiating. Interment will follow at Guadalupe Valley Memorial Park.

Pallbearers will be Don Baer, Benjamin Barbee, Sterling Barbee, Micah Nall, Dwayne Mattke, and Justin Cheatham.

Hospitals Play Catch Up After Cyber Outage

(Boston, MA) -- Some hospitals nationwide are having to play catch up following Friday’s global cyber outage. The issue triggered by a software update from the cybersecurity firm, CrowdStrike, forced major hospitals like Mass General Brigham in Boston to cancel non-urgent surgeries and procedures. Houston’s Harris Health Quenin Mease Health Center also cancelled all elective procedures and outpatient care. German Man

Seemingly Cured Of HIV

(Munich) -- A German man seems to be cured of HIV, the seventh such case recorded. The man was treated with a stem cell transplant for acute myeloid leukemia in 2015. He’s been in remission since at least 2018 and tests have shown no signs of HIV in his body. The man, who wants to remain anonymous, said, “A healthy person has many wishes, a sick person only one.” The case will be presented at the 25th International AIDS Conference in Munich this week.

Studies Showing Lifestyle Changes Could Lead To Slowing Or Reversal Of Alzheimer’s

(Undated) -- Significant lifestyle changes may be the key to slowing or reversing Alzheimer’s Disease and related dementias. That’s according to a team of doctors including Dr. Heather Sandison of California who believe sleep optimization, mindfulness practices, and supplements to support gut health are among the lifestyle changes proving to show improved cognitive function for some patients. Dr. Sandison put her protocol to the test in a pilot study, that showed nearly 75-percent of participants with significant cognitive improvement in just six months. Her study was published last summer in The Journal of Alzheimer’s Disease ahead of her new book called Reversing Alzheimer’s.

Study Shows Long COVID Rates Declining

(Undated) -- A new study finds long COVID rates are on the decline mainly among those vaccinated. The survey published in the New England Journal of Medicine shows rates of long covid have fallen from a high of just over ten-percent before vaccines were available, to just over three-percent for those vaccinated during the omicron era. The analysis out of the VA Saint Louis Health Care System used data from the Department of Veterans Affairs health records, that included more than 440-thousand veterans who had COVID between March of 20-20 and January of 20-22. A COVID-19 vaccine booster is expected in the fall. County Health Department’s latest report yesterday shows a total of 322 deaths under investigation, meaning the medical examiner suspects they are heat-related. So far, 23 have been confirmed as being heat-caused or heat-contributed following a brutally warm June and scorching start to July. Both numbers are already ahead of last year’s record-breaking pace.

The Seguin Unit Salvation Army office is located at 205 North King Street. The office is open to receive requests for assistance weekly from 9:30 to 11:30 a.m. on Tuesdays, Wednesdays, and Thursdays.

Volunteers Needed

The Guadalupe Valley Young Marines need volunteers. They promote a healthy, drug-free program and need males, 19 years and up who would like to see the program grow by contributing time to help future citizens, boys and girls 8 to 18. La Trinidad Blessing Box - Food Pantry

The La Trinidad United Methodist Church invites you to “Take what you need, Bring what you can, and above all be Blessed!” by its Blessing Box Food Pantry located at the corner of the church at 306 E. Gonzales St. in Seguin. The Blessing Box is filled with items to help those in need.
