Seguin ISD to hold voter approval tax ratification election

(Seguin) -- The Seguin ISD is turning to voters in hopes of no longer operating in the red.
On Tuesday, the Seguin ISD Board of Trustees officially approved plans to move forward with a voter approval tax ratification election (VATRE) for November. A VATRE’s success allows districts to secure more revenue specifically designated for people and programs such as salary increases.
This action comes a few months after the district announced that it was operating with a deficit budget of almost $4 million. Like so many other districts throughout the state of Texas, the Seguin ISD’s budget shortfall was largely due to the state’s inability to increase the per-pupil allotment. Officials say it’s been a few years since districts have seen an increase in funding.
Chief Financial Officer Liz Oaks says the school district will
ask voters to approve a tax rate of $1.1028. She says that’s a decrease of .0138 per $100,000 of taxable property value.
While she admits the language and the election process can be quite confusing, Oaks says this tax rate would maximize the amount of state funding the district receives. More importantly, she says generating these additional dollars through these “golden pennies” would all be done without impacting local wallets.
“It’s not going to be a tax increase. It is still going to be a small tax decrease which makes no sense, right, because we are doing an election to pass a higher tax rate but it’s actually not a higher tax rate. Due to recent legislation, you have to have certain wording out there. The tax rate that they want us to refer to on the ballot is referring to the effective tax rate but that’s not the actual tax rate that people pay.

Seguin Parrot Head Club to host annual summer Phling

(Seguin) -- If you haven’t made it out to the beach this summer, don’t worry because the Seguin Parrot Head Club is again bringing those tropical vibes to Seguin this weekend during its 14th Annual Phling. The event is scheduled for Saturday night at the McQueeney Lions Club.
Party with a Purpose continues to be the mission for the Seguin Parrot Head Club. Explaining more about the group and its annual fundraising party is Kathy Seeger. Seeger says the annual Phling is a guaranteed good time and a party you don’t want to miss.
“I think a lot of people are still confused what the Seguin Parrot Head Club actually is. It may look like all we do is party and have a good time, but that party for a purpose is truly what we do and we all work because we have to. We’d love to live on the island somewhere but that doesn’t happen, so once a month we get together and enjoy each other’s fellowship and listen to tropical music and we raise money at every happy hour. At this one event that we host this time of year is where we make the majority of our money that we give to our local charities,” said Seeger.
Seeger says folks won’t be disappointed when purchasing their tickets. She says it includes everything
you need for a fun night.
“The $65 a ticket gets you -- most of the community knows Mark Hartmann, he cooks the best pork steaks around so he will be cooking for us again this year. So the meal is included as well as a live band, Lost Shaker of Salt which is one of the most popular Jimmy Buffet tribute bands and we thought they would be a perfect fit for us since coming in September will be the one year anniversary since we lost Jimmy. All the drinks are included. We have a shot bar with 10 different kinds of shots. We have frozen margaritas with the recipe of a local place that has the best margaritas in town and we have 500 Jell-O shots, beer, wine, water, tea, of course and over 100 silent auction items and then we are going to have three awesome raffle items. They are going to be a lottery tree, a two night stay at Margaritaville in Lake Conroe including $250 spending money and then another item will be a Tommy Bahama cart filled with beverages,” said Seeger.
Over the years, the group has awarded over $210,000 to local charities. Seeger says affording various groups a piece of the pie each year is why the group continues to party hard all year long.

“It’s actually a .0138 decrease for every $100,000 in property values. So it is a decrease but since we have tax rate compression that started back in 2018 from the legislature, we have decreased our tax rate since then by a total of 34 cents. We do have further tax rate compressions that we are doing for 2024-2025, but that tax rate compression is a larger amount than the golden penny so we are forced to go down on part of our M&O side of our tax rate but we can add the two golden pennies and still be seeing a decrease,” said Oaks.
If the new tax rate is approved, it will create $2.3 million in annual additional revenue starting in the 2024-2025 fiscal year. That includes 1 million dollars in increased local tax revenue and a further $1.3 million in increased state funding.
Oaks says approval of this ballot item will allow for additional funding to support staff salaries across the district. She says the district was unable to allocate funds for salaries for this current school year. She says these additional funds from here on out would continue to keep the Seguin ISD competitive.

While the VATRE election is a solution to trimming the deficit, Oaks says it’s not the only solution that would be required.
“The goal is to not be in a deficit by the end of this year so this is more than half of the deficit -- this additional revenue. We’ve looked at a lot of things -- looking at ways to increase our revenue. This is our big thing and then also taking advantage of CTE funding which is Career and Technology. That is a very high weighted program. We have a lot of programs that are CTE here at Seguin ISD so we are kind of massaging, I guess, that program to make sure we are maximizing our revenue both there and here and we are hopeful that that will take care of our deficit for this year and then that money also is not just a one year thing. It’s every year going forward,” said Oaks.
Meanwhile, Oaks says the district is committed to further educating taxpayers on this ballot item and will be providing opportunities for them to ask questions.

Samuel Neail Boothe was born at home in the Avant Community of Atascosa County TX on February 15, 1942 to James Thomas and Martha Ophelia (Paul) Boothe. It was said the doctor could not get across the low water crossing because of rain so his father took the tractor and picked up the doctor at the crossing. Sam was raised as the son of a dirt farmer and enjoyed the country life. His maternal grandparents immigrated from Germany and he was very proud of his German heritage.
He attended Christine school, and when they closed, he went to Jourdanton, and later transferred and graduated from Charlotte School all in TX. Many years later he graduated from Eastern Kentucky University.
Sam joined the U.S. Navy in November, 1963. While in the Navy during 1965-1966 he was stationed aboard the USS Forrestal aircraft carrier. During this time, he went to many different countries. (France, Italy, Spain, Greece and Lebanon) While on the Forrestal he was the engineer of the captain’s boat. Sam finished his enlistment in November, 1967. Upon discharge he returned to Jourdanton, Texas.
On February 20, 1965, Sam met the love of his life, Eva Rachel (EvaRae) Bowles on a blind date. Thirteen days later they decided to marry and had a large church wedding on April 16, 1965. One month later they were on the road to Portsmouth, Virginia to Sam’s new duty location. Sam and EvaRae were married 59 years.
His pride and joy was his family. He had two sons, Dustin Neail Boothe and Clayton Neail Boothe. He coached each of his sons in sports, taught them to hunt and fish and to be hard workers. Every moment not spent at work was spent with his family, both at home and church. Sam was a deacon and he was very devoted and active in both families. He was ordained as a deacon in June of 1975.
Sam was a diesel mechanic for large equipment from 1968 until June, 1970 when he went to work as a mechanic at the laundry at Fort Sam Houston Texas. He moved up through the ranks and later retired as Manger, supervising

Debra Ann Danish, 61, of Seguin, passed away peacefully on August 9, 2024, surrounded by her loving family. Born on January 10, 1963, in Goliad, Debbie was the daughter of the late Lee Joseph and Irene Mergele Danish.
Debbie graduated from Seguin High School in 1985.
Debbie was a loving sister, daughter, and aunt. She is survived by her beloved siblings

He coached teams in multiple leagues and sports for nearly 20 years, some years having two teams in different age groups playing at the same time. He mainly coached football, but also coached basketball, baseball, and even soccer. Over the years he treated all kids the same, no matter their ability. Some of the happiest times were time spent in McMullen County visiting with his sister, brother-in-law and their family and friends (always watching old westerns). He also loved to Bar-B-Que for special events in the lives of family and friends. His specialty was brisket which he enjoyed serving to everyone.
Sam was preceded in death by his parents, infant brother, Norman Edgar Boothe; sisters and husbands Jimmy Dell Mikolajczyk Lawson & Emmett Mikolajczyk Sr., and William Lawson; Bobbie Rae Swaim & Rodney Swaim, Jr.
He was survived by his wife EvaRae Boothe; sons Dustin (Olivia) Boothe, and Clayton (Jill) Boothe; grandchildren Garrett (Kaia) Boothe, Kasey Wade, Paige Boothe, Manuel Cintron, Marcus Cintron and Eoghan Roe Alfarano; great granddaughters May Lynn Boothe and Kynix Wade; many cousins, nephews, and nieces, other loving family members and friends. Mikel Lawrence Haug, 67, of Seguin, passed away peacefully in hospice care on Thursday, August 1, 2024. He was born on January 28, 1957, to Lawrence Ottmer and Eva Gordon Haug of Seguin. Mike was a 1975 graduate of Seguin High School and the Matador Marching Band and Jazz Band. He is preceded in death by his parents.
Mike was a member of Emanuel’s Lutheran Church where he was Baptized, Confirmed, and married in 1985 to Deborah “Deb” Floyd Haug. After nine years with the USPS, he earned a degree in Mathematics from Southwest Texas State (1993) and began his career in teaching. Mike earned his master’s degree in 2002 at Texas A&M University in College Station.
Mike was a loyal Aggie who “bled deep maroon” and let everyone know it. One of his favorite pastimes was following his stepson’s career in the Fightin’ Texas Band and Corps of Cadets and enjoying his season tickets to the football games.
An avid outdoorsman, Mike said he “loved” to hunt, but he “lived” to fish and cherished his time with his family fishing at Big Shells on Padre Island and fished Costa Rica in 2022. His hunts took him around Texas and Colorado and he enjoyed many years hunting on a small family ranch in Sanderson, Texas. He was in the Explorers in his youth and enjoyed hiking, kayaking and working in the garden.
Mike grew up dancing. He square danced with the Happy Soles in Seguin and the Fire on the Mountain Cloggers of San Antonio where he travelled to Venezuela to teach folk dancing to school children. He danced in the movie, The Best Little Whorehouse in Texas, and on Hee Haw.
Teaching and reaching students were Mike’s passion for thirty-one years first at Saegert Middle School and then Randolph High School on RAFB in

Sherrie Joan Powers went home to be with the Lord on August 14, 2024, at the age of 81.
She was born on May 10, 1943 in Minneapolis, Minnesota to Joan Catherine (Burke) and Gene Weldon Brady.
Sherrie was a devoted wife, loving mother, Sunday school teacher, neighbor and friend. After graduating from the University of Minnesota with her nursing degree, she became a profound force in her profession. After moving to Seguin, Sherrie worked tirelessly as a Guadalupe Regional Medical Center Volunteer, working specifically with Hospice services and the Hospice gala.

She is preceded in death by husband Robert Eugene Powers, her
San Antonio where he taught high school math for twenty-five years. Mike was a master at encouraging his students and instilling a love of mathematics in them. His students loved him and proudly took to his assigned moniker of “slackers” in his Algebra and AP Calculus classrooms. Mike developed his lessons to teach “real life” math and practical applications of the study of mathematics. He held high expectations for all of his students and was in the classroom routinely twelve hours each day to help them achieve those expectations. He was so proud of them. He was published in Mathematics Teacher, a professional journal for math educators and taught a precalculus course for the University of Texas at Austin at Randolph High School, though he hid his burnt orange faculty ID card in the back of his wallet!
Mike will be remembered for his incredibly positive attitude, kind nature, quick and sarcastic sense of humor, and his unfailing ability to endure any obstacles life threw at him without complaint. He is survived by his wife, Deb, stepson Onni Hynninen of Seguin, two sisters, Tammy Marshall (Kevin) of Floresville and Heidi Milgrim (Steve) of Dumphries, Va., his treasured grandchildren, Murphy and Sara, and numerous beloved nieces and nephews.
A memorial service will be held on Saturday, August 24, 2024 at 1 p.m. at Emanuel’s Lutheran Church, 206 N. Travis St. in Seguin. The family invites everyone to a reception immediately following the service in the church Fellowship Hall to reminisce and honor the life of Mike.

Jack Douglas Johnson, age 93 of San Antonio passed away August 13,2024. He was born in the Overby Community, Karnes County Texas to Walter and Ruth Johnson on December 12, 1930.
After graduation from Karnes City High School in 1949. He worked for a brief time at HEB in Kenedy, Texas. In 1950 he enlisted in the Air Force and did his basic training at Lackland Air Force Base in San Antonio, Texas. He would serve nearly twenty-four years and retired in 1974.
On March 17, 1952, he married his high school sweetheart Leola Jauer. They were married seventy-two years. Together they moved around the country during his military career.
Jack loved polka dancing and traveling across the country going to polka fests. He loved working in their yard and watching politics on tv.
Jack is preceded in death by his wife of seventy-two years Leola Johnson, his parents Walter and Ruth Johnson, brothers Blanton Johnson and Junior Johnson, sisters Gladys Pendley, and Evelyn Tripoli.
Jack is survived by his daughter Diane Winton (Steve); son Dennis Johnson (Wynne); granddaughters Stacey Winton, Julie Cruz and Melanie Malone.
He is also survived by six great grandchildren and many other loving family members and friends.

Joseph “Joe” Thomas Moryl, Jr., age78 of Seguin, passed away on August 12, 2024. Joe was born on February 7, 1946 in San Antonio, Texas to Gladys Marie (Boniewicz) and Joseph Thomas Moryl, Sr.
Joe retired from the Texas Department of Public Safety after 28 years of faithful service as a state trooper.
He always enjoyed cheering on the Houston Texans as they were his all-time favorite football team. His most precious times were spent with his family, especially his grandchildren and great-grandchildren.
Joe is preceded in death by his parents and his siblings, Sophie Madalinski, Margaret McEwen, Thomas Moryl, Sr., Stanley Moryl, Sr., and Helen Farley.
Survivors include his loving wife of 56 years, Cheryl Moryl; daughter,

U.S. Smoking Rate Returns To 80-Year Low
(Washington, DC) -- Cigarette smoking in the U.S. is returning to an 80-year low. In a new Gallup poll released Tuesday, eleven-percent of U.S. adults said they had smoked cigarettes in the past week. That matched the historic low mark measured in 2022. The smoking rate is now around half as large as a decade ago. In 1944, the first Gallup poll about cigarette smoking found 41-percent of American adults smoked. Gallup says a major part of the continued decline in smoking rates is the dropping number of young adults who light up.
Study: Eating Anti-Inflammatory Foods Lowers Dementia Risk
(Washington, DC) -- Eating an anti-inflammatory diet lowers the risk of dementia by over 30-percent. That’s according to a new study published in the journal Jama Network Open. Researchers found that eating whole grains, fruits and vegetables instead of red and processed meats and other ultra-processed foods like sugary cereals, soda, or fries, is linked to a lower risk of dementia. That’s also among those with diseases who already have an elevated risk of developing dementia.
Americans Increasingly View Alcohol As Unhealthy
(Washington, DC) -- Americans increasingly believe moderate alcohol consumption as unhealthy. But a new Gallup poll shows that the majority of respondents think the best advice for someone who drinks an average amount is to consume less rather than stopping altogether. Young adults are more likely than middle-aged and older to say alcohol is bad for health. It also showed that while wine is the drink of choice for older adults, younger Americans prefer beer or liquor.
Orlando Hospital Using First-Of-Its-Kind Blood Testing
(Orlando, FL) -- A Central Florida hospital system is the first in the world to use a new blood testing technique to help patients with traumatic brain injuries. The emergency room at Orlando Regional Medical Center is able to run blood tests that will give doctors an idea of how bad an injury is within 15 minutes. The director of Clinical Research at Orlando Health, Dr. Linda Papa, told News 6 that the new process will revolutionize treatment by allowing the tests to take place on the sidelines of sporting events, in the military, and in the ambulance to screen patients. The blood test is currently only in use at the Orlando facility, but the developer, Abbott Laboratories, is hoping to expand to other hospitals nationwide.

The Seguin Fire Department Fan Drive is currently underway. Fans will be available to households (within the Seguin city limits only) that are without air conditioning.
