Seguin’s mini Matadors head back to school!

It’s back to school today for Seguin ISD’s youngest students. Ball Early Childhood Center is opening its doors today to not only a brand new school year but to a newly expanded campus. District officials recently held a ribbon cutting ceremony for the additional classrooms. The Seguin ISD also officially celebrated the completion of AJB middle school. See story on page 2. City of Seguin master planned community on the horizon

(Seguin) -- A big master planned community is moving forward in the city of Seguin. The Seguin City Council recently approved a plan for the project, which is slated to be built on property located off Rudeloff Road near the Fields at Huber Ranch.

Planning Director Pam Centeno says this project offers new housing, commercial and green spaces in that area.

“The property located at the northeast corner of Rudeloff and Huber Road is just over

400 acres. The proposed mixed use development consist mostly of single family residential housing with a variety of lot sizes ranging from 40 feet to 70 feet. The plan also includes a network of open spaces with parks and green lands and a few commercial neighborhood lots,” said Centeno.

The project has been in the works for some time. Former Seguin City Manager Doug Faseler has been working with the developer, Bitterblue Group, on this project. Faseler says this will be

a quality development for the city of Seguin, and it will also help the city address some of its additional needs, like the creation of a new fire station in that part of town.

“It’s approximately 1,100 residential lots and as Pam brought out, it’s a wide range of a lot of widths and sizes with a lot of green space and a lot of drainage area to take into consideration and we are investigating a fire station site and park facilities,” said Faseler. Community, pg. 3

Open for business, Seguin ISD celebrates pair of completed bond projects

(Seguin) -- Students at two Seguin ISD campuses are starting the new school year in renovated facilities.

The district officially opened the new additions at Ball Early Childhood Center and A.J. Briesemeister Middle School Monday morning. Superintendent Dr. Veronica Vijil was joined by several past and present board members to cut the ribbon at both campuses. On hand for the ribbon cuttings were current President Alejandro Guerra, Secretary Linda Duncan, Trustees Grace Mueller and Denise Crettenden plus former President Cinde Thomas-Jimenez, and former Secretary Glenda Moreno.

Briesemeister’s remodel was approved by Seguin voters under the district’s 2019 bond package. The construction expanded on the original school’s 1974 blueprint to bring the full student population under one roof.

Additional funds from the 2019 bond were also used to add classroom space at Ball ECC. Its new wing will welcome Seguin ISD’s youngest students on Monday, August 19.

Students at the district’s 12 other campuses start class on Thursday, August 15.

City hopes tax break will facilitate more childcare options for families

(Seguin) -- The city of Seguin is taking advantage of a state law that should help to provide more childcare opportunities in the community.

Alora Wachholz, deputy director of economic development for the city of Seguin, says state law gives the city the ability to offer a tax break to qualified child care facilities.

"At the previous council meeting, I did provide a presentation to you all about Senate Bill 1145 which did amend Article 8 Section 1-R of the Texas Constitution to allow cities

and counties the opportunity to authorize local ordinances that would create a property tax exemption for certain qualified childcare facilities," said Wachholz.

Wachholz says rules for receiving the tax break are clearly defined. There are a number of existing child care centers in Seguin that would qualify, and the hope is that this will encourage even more quality child care options in the city.

"A qualified childcare facility as defined under SB 1145 is one that

participates in the Texas Rising Star Program which has certain levels of oversight and requirements for certified providers and that is also a facility in which at least 20 percent of their student body receives subsidization through the Texas Workforce Commission," said Wachholz.

The tax break would only be applied to portions of a facility that are directly used for child care purposes, and it would not be an option for child care based out of someone's home. Tax, pg. 3

City of Seguin gives TIRZ the green light for its future

(Seguin) -- There's a new tool being used to allow the city to make more investments in the future of downtown Seguin. The city's first Tax Increment Reinvestment Zone, better known as TIRZ, has now officially been approved by the Seguin City Council. The initial reinvestment zone covers much of the downtown area.

Kyle Kramm, the city's Main Street and CVB director, says the zone was expanding to include a few areas outside of the downtown historic district.

"It is approximately 150.7 acres and it will have a baseline value of $64.6 million. Over the life of the TIRZ -- I found that will be 25 years which means that it will expire on Dec. 31, 2049. It will have raised about $8.5 million for the TIRZ area. A later resolution will come before the council to establish the board members of the TIRZ," said Kramm.

The TIRZ is not a tax increase, but it allows the city to take existing revenue and pour that back into zone. The money in the TIRZ can be used to make a number of improvements.

Economist Travis James, vice-president of the firm TXP, has been working with the city on the creation of the TIRZ for the downtown area. He says it's a value tool to have in the city's economic development toolbox.

"The base year is 2024. The first year increment will

Community, continued.

Current City Manager Steve Parker says he’s excited about this development, and the partnership with Bitterblue, who he says has a great reputation for building high quality developments. He says this project also aligns well with some additional needs within the community.

“Almost a year and half ago, we put some new tools in our toolbox related to public improvement districts that would give the city the ability to kind of negotiate these higher end developments and get more master plan communities because at the end of the day, there’s just limited resources. These are very expensive projects. We are looking at Huber extensions and Rudeloff -- those become very expensive for the developer but if the city can participate with a public improvement district and be able to negotiate higher end monuments signs, park facilities -- I mean, we are

be next year '25 and that's not due until Jan. 31 of 2026. If you like this tool, we just have to put it in place and it does take time for that increment to build up over time. It's not a tax increase -- all the things that we talked about in the past. The next steps would be if you approve it, you would have a board. We would have to create what's called the final project and finance plan. The board approves it and then that final plan comes back to you. So, you are not done seeing me yet. You will see me a few more times along the way," said James.

The council still needs to appoint a board that will help to oversee the TIRZ. Funding from the TIRZ can be used to tackle a number of public improvement projects, including sidewalks, building facades, utility upgrades and more.

talking things like a new splash pad -- all of those types of amenities that we just don’t have on the north side of I-10. It just makes a lot of sense to participate and partner with a quality developer and I think that’s the key here and I think that we all feel and trust Bitterblue as a quality developer and you can look at any of his projects in San Antonio and I think you would be very impressed of what he brings to the table and they have been excellent to negotiate with. We keep asking for more and more so it’s a great negotiation but we are very open and honest and I think we are getting very close to being able to bring back a full plan to you of what that public improvement district would mean to the city,” said Parker.

The council unanimously approved the plan for the project, and Faseler says the developer is excited to move forward with its plans for this master planned community in Seguin.

Tax, continued.

"The appraised value that can be exempted under this option is only for the portion of a facility used for childcare. So, if it is a facility with multiple uses, it would only be on the portion of the building that they do provide childcare services in," said Wachholz.

Quality child care is a real need for communities across the state. City officials say they hope that this move will also attract more quality child care options to the community. Guadalupe County is also eligible to offer this tax break to child care facilities, but that action would have to be considered by the Guadalupe County Commissioners Court.

TLU football gets practice started for 2024 season

(Seguin) -- The Texas Lutheran football team practiced for the first time on Thursday.

2024 will be year three of the Neal LaHue era on the TLU campus as the Bulldogs move into the Southern Collegiate Athletic Conference. Texas Lutheran spent the past seven seasons as an affiliate member of the American Southwest Conference.

“We have a lot of numbers out here. They moved around well,” LaHue said of the first practice. “We had a few guys that have to get in better condition, but I thought overall, the young guys did a good job and the older guys picked up where they left off. So, I’m pretty pleased with day one.”

The SCAC will employ a double round-robin format. With only five conference schools participating in football, each team will play each other twice this season.

LaHue says they are approaching the new conference format like the pros do.

“It’ll be like playing in a division with NFL guys. We’ve reached out to friends of mine that are in the NFL about how they approach that,” LaHue said. “We’ll have a plan for that. You know, we’ll see how we respond. We’ve got some long trips and hopefully (our opponents)

have some long trips coming here.”

TLU is coming off a 2-8 season in 2023. Despite losing eight games, the Bulldogs were competitive. Half of their losses were by five points or less. Junior quarterback Caden Bosanko is back. Last year, the San Antonio East Central product appeared in all 10 games with six starts, throwing for 1260 yards.

LaHue says there is a big competition for the backup to Bosanko.

“There’s a battle. We got two guys from the spring, Jacob Smith and Isaiah Phillips. I also like what I saw from Landon Gill. Micah Casson and Andres Sepulveda looked good as well. They are all athletic. They can run the zone read and they all have good arms. So, we’re happy with our quarterbacks.”

Defensively, the Bulldogs have a number of contributors back from 2023. Troy Tomaselli and Mason Hardy are back in the secondary. Christian Monroe and Kaleb Hamilton are back on the defensive line and Tristan Smith returns at linebacker.

TLU will start the 2024 season on the road against Trinity on September 7th in San Antonio. Conference play starts the next week at Bulldog Stadium with Centenary, who will be playing in their first official NCAA football season in over 50 years.

Haug

Mikel Lawrence Haug, 67, of Seguin, passed away peacefully in hospice care on Thursday, August 1, 2024. He was born on January 28, 1957, to Lawrence Ottmer and Eva Gordon Haug of Seguin. Mike was a 1975 graduate of Seguin High School and the Matador Marching Band and Jazz Band. He is preceded in death by his parents.

Mike was a member of Emanuel’s Lutheran Church where he was Baptized, Confirmed, and married in 1985 to Deborah “Deb” Floyd Haug. After nine years with the USPS, he earned a degree in Mathematics from Southwest Texas State (1993) and began his career in teaching. Mike earned his master’s degree in 2002 at Texas A&M University in College Station.

Mike was a loyal Aggie who “bled deep maroon” and let everyone know it. One of his favorite pastimes was following his stepson’s career in the Fightin’ Texas Aggie Band and Corps of Cadets and enjoying his season tickets to the football games.

An avid outdoorsman, Mike said he “loved” to hunt, but he “lived” to fish and cherished his time with his family fishing at Big Shells on Padre Island and fished Costa Rica in 2022. His hunts took him around Texas and Colorado and he enjoyed many years hunting on a small family ranch in Sanderson, Texas. He was in the Explorers in his youth and enjoyed hiking, kayaking and working in the garden.

Mike grew up dancing. He square danced with the Happy Soles in Seguin and the Fire on the Mountain Cloggers of San Antonio where he travelled to Venezuela to teach folk dancing to school children. He danced in the movie, The Best Little Whorehouse in Texas, and on Hee Haw.

Teaching and reaching students was Mike’s passion for thirty-one years first at Saegert Middle School and then Randolph High School on RAFB in

San Antonio where he taught high school math for twenty-five years. Mike was a master at encouraging his students and instilling a love of mathematics in them. His students loved him and proudly took to his assigned moniker of “slackers” in his Algebra and AP Calculus classrooms. Mike developed his lessons to teach “real life” math and practical applications of the study of mathematics. He held high expectations for all of his students and was in the classroom routinely twelve hours each day to help them achieve those expectations. He was so proud of them. He was published in Mathematics Teacher, a professional journal for math educators and taught a precalculus course for the University of Texas at Austin at Randolph High School, though he hid his burnt orange faculty ID card in the back of his wallet!

Mike will be remembered for his incredibly positive attitude, kind nature, quick and sarcastic sense of humor, and his unfailing ability to endure any obstacles life threw at him without complaint. He is survived by his wife, Deb, stepson Onni Hynninen of Seguin, two sisters, Tammy Marshall (Kevin) of Floresville and Heidi Milgrim (Steve) of Dumphries, Va., his treasured grandchildren, Murphy and Sara, and numerous beloved nieces and nephews.

A memorial service will be held on Saturday, August 24, 2024 at 1 p.m. at Emanuel’s Lutheran Church, 206 N. Travis St. in Seguin.

The family invites everyone to a reception immediately following the service in the church Fellowship Hall to reminisce and honor the life of Mike.

It has also reportedly spread to at least four countries in East Africa.

FDA Upgrades Health Hazard In Candy Recall

(Washington, DC) -- Dozens of snacks and candies are being recalled because of a salmonella risk. The FDA says it’s upgrading its recall of about two dozen snacks made by the Palmer Candy Company because the white candy coatings on the snacks may have been contaminated. The snacks were sold nationwide at retailers like Target, Walmart and Dollar General and have a best-buy date of April 2025. The FDA says the recall has been upgraded to its highest level of health hazard because there is a reasonable probability that the use of or exposure to the product will cause “serious adverse health consequences or death.”
