Guadalupe County Judge unveils transparency behind budget, tax rate

Public invited to review Guadalupe County proposed budget

(Seguin) – Guadalupe County leaders are not only saying that they are fiscally responsible. They are also showing taxpayers the evidence.

This budget process, Guadalupe County Judge Kyle Kutscher has extended his commitment of maintaining fiscal responsibility by ensuring that all expenditures benefit the residents of Guadalupe County.

In doing so, Kutscher has taken it upon himself to draft a letter directly to taxpayers.

In that letter, he explains how the county’s growth has led to significant development, increased prosperity, and has added value, affecting the overall tax rate.

“It is great to report that Guadalupe County remains financially strong because of

conservative decision-making and a well-planned, consistent approach to budgeting taxpayer dollars. The county has a strong fund balance, low debt and a conservative tax rate that reflects the commissioner’s court’s responsibility to the public,” said Kutscher.

The process of creating a budget has involved several months of input from different departments as well as public budget workshops. Earlier this month, a proposed budget for the 2025 fiscal year was presented to the commissioner’s court during an open public meeting.

In his notice to residents, Kutscher says the proposed budget emphasizes its focus on meeting the needs of growth while ensuring efficient and highquality services.

Time to plan those Scarecrows and Skeletons

Entries sought for annual fall contest

(Seguin) -- It may still be summer with temps over 100, but us here at Seguin Main Street are dreaming of fall with its cooler weather, seasonal flavors, and family friendly festivals. We are in full swing getting prepared for all those fall festivals that are held in downtown Seguin

One of those fun fall activities is the Downtown Scarecrow & Skeleton Display Contest. The competition began in 2000 as a partnership between Seguin Main Street and the Guadalupe County Fair Association to tie downtown to the annual fair. The window displays go up the week of the fair parade which goes through downtown Seguin and the displays remain up until Pecan Fest at the end of the month.

“The fall is normally a busy time for downtown Seguin with numerous

events that bring thousands of visitors to downtown, and the scarecrows and skeletons have always been a nice addition to the downtown streetscape to welcome those visitors,” said Kyle Kramm, Seguin Main Street & CVB Director.

Any local business or organization is welcome to decorate a scarecrow or skeleton. If your

business or organization is outside of downtown, the Seguin Main Street Program will assist in finding a location for your scarecrow or skeleton downtown.

It is a friendly competition, and all entries will be judged by our celebrity judges on Wednesday, October 2, so all entries need to be up by October 1. Entries will be judged on their creativity and uniqueness. Businesses are encouraged to make their display reflect their business, the fall season, or be fair themed. Entries should remain up until October 28

To participate in the contest, you must complete a free entry form that can be found at the Main Street Program office at 200 South Austin Street or online at www.seguintexas. gov. All applications must be received by September 23.

“The proposed tax rate is $.3167 per hundred-dollar valuation, which is lower than the current tax rate of $.3231 and above the no-new revenue tax rate of $.3105 per hundred-dollar valuation. The revenue generated by the proposed tax rate is adequate to meet the current proposed budget,” states Kutscher.

He further outlines how growth continues to shape the services and buildings for a more enhanced operation.

“Our capital improvement plan for the fiscal year 2025 includes facility improvements for the Elections Office, Schertz Annex, Justice of the Peace and Constable, Precinct 4 in Marion, and the Animal Control Division. American Rescue Plan funds will help with the Emergency Operations Center / Warehouse and our first Emergency Response Center,” said Kutscher.

The recommended budget also allows provisions for 19 new personnel and focuses on areas critical to the county’s growth and infrastructure needs. With population growth, Kutscher says plans are made to enhance development services to meet the ongoing infrastructure demands and manage growth effectively.

While maintaining its current operation, Kutscher says the budget also takes into account the future of this growing community.

“Future capital projects are always a big part of discussions, with plans to include secure file storage for historical documents and a major construction and expansion project for the needed jail capacity. Additional funds for road construction, flood and drainage study, and a master plan of 160 plus acres are included to assist in prioritizing and completing future project needs,” said Kutscher.

Kutscher reminds taxpayers of the court’s desire to remain transparent while conducting county business.

“I invite you to review the proposed budget; it supports the county’s growth, addresses current needs, and prepares for future challenges with a focus on capital projects, personnel, and the strategic use of federal funds, all to position the county for sustainable development,” said Kutscher.

The proposed budget is available for public review on the Guadalupe County website available at www. co.Guadalupe.tx.us. A public hearing and adoption of the Fiscal Year 2025 budget is scheduled for 10 a.m., Tuesday, Sept. 3, 2024, at 10 a.m. The hearing will be part of the regularly scheduled commissioner’s court meeting held at the Guadalupe County Courthouse.

Seguin boys force play-in game; Marion

Navarro and Marion runners place at cross country meets

(Floresville) -- Navarro runners competed at the Floresville Cross Country Invitational meet on Saturday.

In the Varsity Girls 3.2 Kilometer race, Lilia Flo finished 4th out of 134 runners. Madi Gilliam finished in 8th place. And Linlee Sturm finished 25th. Flo had a time of 12:17.04. Gilliam’s time was 12:36.00. And Sturm crossed the finish line at 13:38.21.

In the Varsity Boys 5K race, Ethan Luu finished in 30th place out of 147 runners with a time of 19:20.61. Robert Leal was 58th at 20:25.17 and Emilio Salazar placed 128th with a time of 24:14.83.

(Kerrville) -- The Marion cross country team competed at the Antler Rust Buster meet in Kerrville on Friday.

Julio Arroyo finished 27th in the 5000 Meter Finals. Arroyo’s time was 20:17.00. Luke Sowell finished 54th with a time of 21:27.00. Giancarlo De La Cruz was 80th at 23:12.00. Logan Grimm was 93rd at 24:15:00.00. And Sebastian Lleverino finished 100th with a time of 25:0.00. The Marion boys finished 10th overall as a team.

In the Girls 3200 Meter Finals, McKenna Jaquez-Calama finished 31st crossing the line at 14:41.00. Lailah Garcia finished 97th at 16:54.00. Caylee Castellanos was 98th at 16:54.00. Ryley Lindaman finished 126th with a time of 18:28.00. And Alayla Gonzalez placed 130th with a time of 18:43.00. The Marion girls finished 13th as a team.

Haug

Mikel Lawrence Haug, 67, of Seguin, passed away peacefully in hospice care on Thursday, August 1, 2024. He was born on January 28, 1957, to Lawrence Ottmer and Eva Gordon Haug of Seguin. Mike was a 1975 graduate of Seguin High School and the Matador Marching Band and Jazz Band. He is preceded in death by his parents.

Mike was a member of Emanuel’s Lutheran Church where he was Baptized, Confirmed, and married in 1985 to Deborah “Deb” Floyd Haug. After nine years with the USPS, he earned a degree in Mathematics from Southwest Texas State (1993) and began his career in teaching. Mike earned his master’s degree in 2002 at Texas A&M University in College Station.

Mike was a loyal Aggie who “bled deep maroon” and let everyone know it. One of his favorite pastimes was following his stepson’s career in the Fightin’ Texas Aggie Band and Corps of Cadets and enjoying his season tickets to the football games.

An avid outdoorsman, Mike said he “loved” to hunt, but he “lived” to fish and cherished his time with his family fishing at Big Shells on Padre Island and fished Costa Rica in 2022. His hunts took him around Texas and Colorado and he enjoyed many years hunting on a small family ranch in Sanderson, Texas. He was in the Explorers in his youth and enjoyed hiking, kayaking and working in the garden.

Mike grew up dancing. He square danced with the Happy Soles in Seguin and the Fire on the Mountain Cloggers of San Antonio where he travelled to Venezuela to teach folk dancing to school children. He danced in the movie, The Best Little Whorehouse in Texas, and on Hee Haw.

Teaching and reaching students was Mike’s passion for thirty-one years first at Saegert Middle School and then Randolph High School on RAFB in

San Antonio where he taught high school math for twenty-five years. Mike was a master at encouraging his students and instilling a love of mathematics in them. His students loved him and proudly took to his assigned moniker of “slackers” in his Algebra and AP Calculus classrooms. Mike developed his lessons to teach “real life” math and practical applications of the study of mathematics. He held high expectations for all of his students and was in the classroom routinely twelve hours each day to help them achieve those expectations. He was so proud of them. He was published in Mathematics Teacher, a professional journal for math educators and taught a precalculus course for the University of Texas at Austin at Randolph High School, though he hid his burnt orange faculty ID card in the back of his wallet!

Mike will be remembered for his incredibly positive attitude, kind nature, quick and sarcastic sense of humor, and his unfailing ability to endure any obstacles life threw at him without complaint. He is survived by his wife, Deb, stepson Onni Hynninen of Seguin, two sisters, Tammy Marshall (Kevin) of Floresville and Heidi Milgrim (Steve) of Dumphries, Va., his treasured grandchildren, Murphy and Sara, and numerous beloved nieces and nephews.

A memorial service will be held on Saturday, August 24, 2024 at 1 p.m. at Emanuel’s Lutheran Church, 206 N. Travis St. in Seguin.

The family invites everyone to a reception immediately following the service in the church Fellowship Hall to reminisce and honor the life of Mike.

Richardson

Joann Iltis Richardson passed away peacefully on August 16, 2024 surrounded by loved ones.

Joann was born in Seguin, Texas, on January 31, 1934, and married the love of her life, Bob Richardson, on February 10, 1953. They lived happily in a bond of powerful love for 64 years until his death in 2018.

She was preceded in death by her husband Bob, parents Joe and Ida Wernette Iltis, sister Dorothy Tschoepe, son Brian Richardson, daughter-in-law Sandy McCleod Richardson and her granddaughter Jamie Richardson.

Joann aka Gramom, is survived by her sister Mickey Hartikka and husband Arnie, three children Steve Richardson and his wife Debby, Chris Richardson and his wife Nancy, Tracy Ginn and her husband Mike, and her daughter-in-law Gerry Richardson.

She is also survived by her grandchildren; Jennifer Gressett and husband Rodney, Jacie McHaney and husband Andy, Landrie Waldron and husband

Michael “Mike” Ray Cuellar, age 65 of Cuero, formerly of Seguin, passed away on August 15, 2024. Mike was born on March 12, 1959 in Cuero, Texas to Frances (Gonzales) and John Medina Cuellar. Mike attended Seguin schools and was a graduate of Seguin High School Class of 1977.

Mike is preceded in death by his father and his nephew, Nickolas Ryan Cuellar

Survivors include his children, Frostan Evans, Thomas Farnsworth, Michael Ryan Cuellar, John Louis Cuellar, James Morgan Cuellar, Michaela Rae Cuellar, and Amanda Dannielle Cuellar; ten grandchildren; mother, Frances Cuellar; brothers,

John, Rianna Richardson, Brittany Pickering and husband Chris, Ruston Richardson and his wife Karina, Garrett Wright, Jessica Edler, and Juan Menchaca along with her precious great-grandchildren and nieces.

Joann graduated from Seguin High School in 1952 and was voted Miss SHS and Most Beautiful. Joann & Bob were also voted Class Sweethearts. After raising four children, she returned to college, and graduated from TLC cum laude as an English major.

Joann went on to teach at Seguin High school for 32 years and retired in 2003. She was voted best teacher several times. She was beloved by her family, friends, and students for her tough discipline and her sharp wit, but mostly for her beautiful love and wisdom, which she shared with all.

Joann’s celebration of life will be held at 11:00 a.m. on Saturday August 24, 2024 at the Silver Center in Seguin.

Joseph “Joe” Thomas Moryl, Jr., age78 of Seguin, passed away on August 12, 2024. Joe was born on February 7, 1946 in San Antonio, Texas to Gladys Marie (Boniewicz) and Joseph Thomas Moryl, Sr.

Joe retired from the Texas Department of Public Safety after 28 years of faithful service as a state trooper.

He always enjoyed cheering on the Houston Texans as they were his all-time favorite football team. His most precious times were spent with his family, especially his grandchildren and great-grandchildren.

Joe is preceded in death by his parents and his siblings, Sophie Madalinski, Margaret McEwen, Thomas Moryl, Sr., Stanley Moryl, Sr., and Helen Farley.

Survivors include his loving wife of 56 years, Cheryl Moryl;

daughter, Michelle Harborth and husband Dale; son, Joseph “Joe” Moryl, III and wife Michelle; grandchildren, Trever Harborth, Hanna Diaz and husband Jacob, Nick Harborth and wife Maria, Joseph “J.T.” Moryl IV, and Gunner Moryl; great-grandchildren, Eli and Brooks Harborth, and Kash Diaz; siblings, Frances Parnell, Josephine Mollenkopf, Gladys Moore, John Moryl, Sr., and Antoinette Tudyk; numerous nieces, nephews, other loving family members and many friends.

Jack Douglas Johnson, age 93 of San Antonio passed away August 13,2024. He was born in the Overby Community, Karnes County Texas to Walter and Ruth Johnson on December 12, 1930.

After graduation from Karnes City High School in 1949. He worked for a brief time at HEB in Kenedy, Texas. In 1950 he enlisted in the Air Force and did his basic training at Lackland Air Force Base in San Antonio, Texas. He would serve nearly twenty-four years and retired in 1974.

On March 17, 1952, he married his high school sweetheart Leola Jauer. They were married seventy-two years. Together they moved around the country during his military career.

Sherrie Joan Powers went home to be with the Lord on August 14, 2024, at the age of 81. She was born on May 10, 1943 in Minneapolis, Minnesota to Joan Catherine (Burke) and Gene Weldon Brady.

Sherrie was a devoted wife, loving mother, Sunday school teacher, neighbor and friend. After graduating from the University of Minnesota with her nursing degree, she became a profound force in her profession. After moving to Seguin, Sherrie worked tirelessly as a Guadalupe Regional Medical Center Volunteer, working specifically with Hospice services and the Hospice gala. She is preceded in death by husband Robert Eugene Powers, her

polka fests. He loved working in their yard and watching politics on tv.

Jack is preceded in death by his wife of seventy-two years Leola Johnson, his parents, brothers, Blanton Johnson and Junior Johnson, sisters, Gladys Pendley, and Evelyn Tripoli.

Jack is survived by his daughter Diane Winton (Steve); son Dennis Johnson (Wynne); granddaughters Stacey Winton, Julie Cruz and Melanie Malone; six great grandchildren; sister, Shirley White; brother, Larry Johnson (Carol); and many other loving family members and friends.

Funeral service will be held on Wednesday, August 21, 2024 at 10 a.m. at Tres Hewell Mortuary Chapel with the Reverend Jeremy Roy officiating. Interment with military honors will follow in Guadalupe Valley Memorial Park.

U.S. Women Have Lowest Life Expectancy Among High-Income Countries

(Atlanta, GA) -- Women in the U.S. have the lowest life expectancy among most industrialized countries. That’s according to the nonprofit group The Commonwealth Fund. It used provisional data from the CDC to calculate that American women in 2022 have a life expectancy of 80. That’s two years shorter than the life expectancy of the nation with the next lowest, the United Kingdom, and seven years shorter than in Korea and Japan which have the highest life expectancy rates for women.

US Responds To Mpox Outbreak In Africa

(Washington, DC) -- The U-S is responding to the mpox outbreak in Africa. The World Health Organization has declared mpox to be a global public health emergency. Vedant Patel, Principal Deputy Spokesperson with the State Department, says the US government is sending 50-thousand doses of mpox vaccine to the Democratic Republic of Congo to help fight the outbreak. Mpox has spread across countries in west and central Africa.

Cucumbers Linked To Salmonella Outbreak That Sickened Hundreds In 31 States

(Atlanta, GA) -- The CDC is warning of a multistate salmonella outbreak linked to cucumbers. The outbreak has affected over 440 people across 31 states, leading to 125 hospitalizations but no reported deaths. The CDC believes the actual number of people affected is likely higher, as many recover without medical care and are not tested for Salmonella. The CDC has assured the public that there is likely no ongoing risk as the cucumber growing and harvesting season for these farms is over, and there is no product from these farms on the market. Two Florida growers have been identified as likely sources.

Permafrost Melting Dumps Mercury Deposits Into Freshwater

(Yukon, AK) -- Climate change-driven permafrost melting is pouring mercury deposits into the Bering Sea. A California research team found that the release of the metal in Alaska’s Yukon River, which has been stored in the permafrost for millennia, presents an environmental and public health hazard to the five-million living in the Arctic zone. A co-author of the study said it could be a “giant mercury bomb in the Arctic waiting to explode.”
