TLU President appointed to NCAA Division III Presidents Council
(Seguin) -- Texas Lutheran University President Dr. Debbie Cottrell has been appointed to the NCAA Division III Presidents Council. The National Collegiate Athletic Association exists to regulate student athletics among its member schools, and the Presidents Council is the highest governing body in Division III.
The council serves to implement policies adopted by the Association’s Board of Governors and establishes and directs general policies of the division, among other things.
“I’m grateful for the opportunity to serve on this important leadership group,” says Cottrell. “The NCAA and our Southern Collegiate Athletic Conference help ensure that athletics on our campus provides the strongest possible experience for our students. I look forward to representing the Conference and furthering the goals and philosophies of Division III athletics.”
Division III, the largest of the three NCAA divisions, consists of athletics programs at colleges and universities which do not offer athletic scholarships to their student-athletes.
Cottrell has been appointed to serve a three-year term on the Presidents Council, ending at the conclusion of 2027’s NCAA Convention.
City begins pulling in interest for downtown development project
Cindy Aguirre-Herrera
(Seguin) – The actual search for a unique development project officially gets underway in the city of Seguin.
City officials say today is the day that they begin seeking qualified partners – partners who want to work with them on the redevelopment of the historic Nolte property abutting downtown’s Central Park.
Seguin officials recently purchased the property and are working with renowned TBA Douglas Architects to create a development plan that will reimagine the site. The city is now issuing a Request for Qualifications (RFQ) from experienced developers. Interested parties today can begin to sign for the receipt of a RFQ.
The RFQ is part of a strategic real estate initiative, in which the city aims to divest its interest in the property, while facilitating a visionary project that enriches the fabric of the community. To pave the way for this transformation, the city, in collaboration with stakeholders, has designated a General Land Use Plan (GLUP), that allows for a diverse but targeted range of potential uses on the property.
Seguin Director of Economic Development Josh Schneuker says the city is excited and eager to work with qualified developers on this monumental project.

Students sign on for a manufacturing future
(Seguin) -- The Texas Federation for Advanced Manufacturing Education (TX FAME): Lone Star Chapter & Texas State Technical College (TSTC) has launched its second cohort at the Central Texas Technology Center (CTTC) located in northern Guadalupe County.
The second cohort is comprised of 15 talented students who will embark on a journey to become Advanced Manufacturing Technicians (AMTs) upon successful completion of the TX FAME program.
The TX FAME Lone Star AMT program, provided by TSTC at the CTTC in New Braunfels, offers students a unique “earn while you learn” model. These promising individuals are proudly sponsored by leading manufacturing companies from Seguin and New Braunfels Participants spend two days a week in the classroom and three days a week on-the-job with a sponsoring company. This hands-on approach leads to an Associate of Applied Science degree in Advanced Manufacturing Technology and a strong foundation for career success. After completing 1,800 hours of practical experience, an impressive 85 percent of graduates secure direct employment with their sponsor, enjoying an average salary increase of 38 percent compared to non-
FAME graduates.
“We are incredibly proud to celebrate another exceptional group of students joining this program,”said Jason Dinscore, President of the TX FAME Lone Star Chapter. “These students will train at TSTC and their sponsoring companies to become the highly skilled manufacturing professionals this industry needs to continue thriving. Adding these well-trained students to the local workforce will secure our region’s position as a leader in advanced manufacturing.”
TX FAME and TSTC also equips them with a thorough understanding of industry standards, safety protocols, teamwork dynamics, and collaborative learning practices. This holistic approach establishes a strong foundation for their transformative educational journey within the FAME framework.
“TSTC is excited to continue our partnership with TX FAME Lone Star,” said Mike Anderson, Provost with TSTC New Braunfels. “This is a great group of students and it’s enjoyable to watch them learn and grow into the future of the Central Texas workforce. There is no doubt in my mind that our faculty and staff will have them prepared to be impactful for our manufacturers.”

Project, continued.
“This property has great potential, and we have no doubt that it will be an asset to the residents of Seguin in whatever form it takes. We look forward to working hand in hand with innovative teams to come up with a plan for these great buildings,” said Schneuker.
The issuance of a Request for Qualifications (RFQ) marks the initial step in a two-step process, culminating in a Request for Proposal (RFP), to identify a developer capable of executing the city’s vision and objectives. City officials say they are especially eager to see what developers have in mind for the property, with the expectation that it should catalyze economic growth, foster community engagement and preserve cultural heritage.
“This is a fantastic opportunity for our community to invite a new and exciting development to our city,” said Mayor Donna Dodgen. “We are ready to work with qualified teams that will help us create a more fulfilling downtown experience for our residents and visitors.”
The property, located at 101 East Nolte in downtown Seguin, consists of an entire city block just south of Central Park. The site consists of four buildings lining E. Nolte and a large surface parking lot to the south of the buildings. Officials say two historic buildings, the Nolte National Bank Building and the Post Office, located at the northwest corner of the site, will be major components of the redevelopment project.
The property sits on 0.92 acres in the heart of downtown and in its current configuration, the buildings encompass 40,000 square feet across two stories.
Following the issuance of the RFQ, the City of Seguin will host a site tour at 10 a.m. on Thursday, September 5, 2024, for interested developers. Those interested may go to visitseguin.com/thenolte/. A formal Request for Proposals will be sent to selected teams at a later date.
Meanwhile, the city council plans to select a developer based on these proposals, with the intent to negotiate the redevelopment of the property and kick-start what officials say will be “an exciting new chapter for Seguin’s downtown.”
Manufacturing, continued.
The second cohort of the TX FAME Lone Star Chapter students are sponsored by Alamo Group, Inc., Caterpillar, Inc., CMC Steel Texas, Continental, H-E-B, L’hoist, Republic Plastics, and Tyson Foods, Inc.
As a culmination of a comprehensive orientation week for the incoming AMTs, the incoming students participated in a signing day ceremony on Monday. To learn more about TX FAME Lone Star and its initiatives, please visit www.lonestarfame.com.

VITAL STATISTICS
Garrison
Henry “Hank” Worth Garrison, age 87 of Seguin, passed away peacefully on August 12, 2024. He was born November 14, 1936, in Boxelder, Texas to Onvie Leo (Coats) and Henry Otto (Ottie) Garrison.
His family had very hard times when Hank was a child after the depression, and they struggled as farmers. He picked cotton by his mother’s side as a very young child and learned patience, discipline, and tenacity. He learned these qualities from his beloved mother, kindness, fairness, humility and honesty.
After high school he received his license as an X-Ray Technician from Parkland Hospital School of Radiology. He joined the Army National Guard in 1958 and was called to active duty in 1961 to assist after the impact of Hurricane Carla along the Texas coast at Port Mansfield.
During high school he met his friend, Don Powell’s youngest sister, Helen Marie Powell. Many years later their paths crossed, and she was all grown up. Then the magic began. They married June 4, 1960, at First Baptist Church in Texarkana, TX. They had two children, Janyce Marie (Kester) and Sean Patrick Coats Garrison and resided in San Antonio, TX for 37 years. He adored his family and worked diligently to provide the very best for them.
Hank retired in 2002 after a 37-year career in medical sales. He enjoyed interacting with the staff in doctors’ offices and developed many friends from San Antonio to the Rio Grande Valley, Corpus Christi to El Paso. He also was a highly motivated businessman, flipping houses during the 70’s and 80’s. After that, he began investing in multiple rental properties. His tenants loved him as he was kind, compassionate and more than once would overlook a missed rental payment. He was quick to take care of repairs and always showed respect for them and for their needs.
In 1997, Hank and Helen moved from San Antonio to Seguin, TX to embark on their next adventure. Hank loved the outdoors and discovered his dream property along the Guadalupe River. He worked tirelessly to make it special for his family. He hunted and fished often, teaching his daughter,
Mertz
son and four grandsons to love the same. He taught them to clean a deer or the fish they caught, then enjoy eating their bounty. He was an avid gardener growing a multitude of produce on his beloved land. He enjoyed playing in the lake with his family all day while he had something smoking on the grill for dinner in the evening. Kids, dogs, whoever, were always welcome. Of course, they fished.
He volunteered at his beloved church, First Methodist Church, Seguin, helping with grounds upkeep for many years until age 80. He worked in the Pumpkin Patch and served on the Trustees Committee along with other committees. He attended Sunday School, the 8:00 sanctuary service, the 10:30 Seasons Service and Wednesday Bible Study.
He is preceded in death by his parents and sisters, Cornelia Sipes and husband Johnnie, and Lenora White and husband, Tommy, and his niece Sheri Thompson.
Survivors include his loving wife of 64 years, Helen M. Garrison; daughter, Marie Kester and husband Kent; son, Sean Garrison and wife Tammy; grandchildren, Kyle Kester and wife Andrea, Grey Kester and wife Kaleigh, Logan Garrison and Jacob Garrison; great grandchildren, Valory Kester and Ryker Kester; other loving family members and many friends.
The family would like to thank the staff, Preston and Jenna at Mercy House in New Braunfels, TX. and especially the caregivers Monica, Julie, Ashley, BiBi, Linda, Veronica, Desiree, Rosalie, Charlene and many others for their loving care during his final weeks. We also are grateful for Tiffany, Gilbert, Brandi and chaplain, Alvie from Heart of Texas Hospice for their guidance during this difficult time. You all are so very appreciated.
