Guadalupe County's rapid growth driving overall demand for services

(Seguin) -- The Guadalupe County Commissioners Court wrapped up its budget process during it regular meeting Tuesday morning.

The court approved a tax rate of 31.67 cents per $100 of property value. County Judge Kyle Kutscher says the new rate is actually lower than the current tax rate 32.31 cents, but it’s still technically a tax increase.

“When you have appraised values go up -- if you keep the same tax rate, it means that the individual is paying more in taxes. If an appraised value goes up by 10 percent and you reduce...taxes by 10 percent, you’re trying to balance that out. What we have done is try to fund the needed and necessary items for public safety, for public service, for road improvements and for all the things that are included in our budget,” said Kutscher.

Burn band consideration delayed for one week

(Seguin) -- The burn ban is not on yet in Guadalupe County. The commissioners court on Tuesday delayed action on the burn ban, despite a recommendation from Patrick Pinder, county emergency management coordinator and fire marshal. Pinder says it may be too dry to continue to allow some of these burns.

“Looking at the counties surrounding us – Bexar, Caldwell, Comal, and Wilson are currently in burn bans. They’re all sitting in the mid 550’s on the KBDI. Gonzales County has not issued a burn ban, there at 490 (KBDI). You can look at the summary report...the average is 555 for us. We have a 676 KBDI on the high end and 362 on the low end.

So, it’s gone up a little bit today. It’s my recommendation, even with the rain that we do have outside, (to consider the burn ban). It’s still dry outside. We’re starting to see an increase in grass fires. Fire departments are starting to run side-of-the road fires. Hay-balers are catching on fire, and things like that. So, it is dry out there. Farmers are still going to be able to do what they need to do. As part of the burn ban, there’s permits that we issue for burning. It’s just, we just don’t want folks going out there and just burning things because they just need something to do,” said Pinder.

County Judge Kyle Kutscher says it is very dry in some areas, but he says the rain that’s currently in the forecast will allow them to push this

decision back for another week.

“My opinion is we probably should not (issue a burn ban), and bump it to next week, just because we’ve got that additional rain (coming). But everybody needs to know whether we put a burn ban on or not, we always talk about individual responsibility and safety. Whether they’re welding or burning trash or brush, it doesn’t matter how much rain there is when it’s windy. Don’t burn something if you’re in a grass field. Have a water source and a spotter. So everybody, please be careful all the time, not just when we say to be careful,” said Kutscher.

The burn ban will be reconsidered during next Tuesday’s meeting of the commissioners court.

Judge Kutscher used an example to explain how the rate going down, could still mean that people are paying more.

“We had appraised values go up and we were able to reduce the tax rate a considerable amount, but not to that amount of that no new revenue rate. It still is just above it. So even though we’re reducing the tax rate -- because appraisals went up, it still is a little bit of a tax increase. I just want everybody to be very clear on that, because some people run around going, ‘you see the county lowered the tax rate.’ Well, we did and we try to be as conservative as possible, but an individual will pay slightly more than they did previously. But we (also) don’t want everybody running around thinking we’re just raising taxes a tremendous amount because we worked really, really hard to keep that as minimal of an impact as possible,” said Kutscher.

County Commissioner Michael Carpenter says the court did try to hold the line on spending to adopt a rate that was responsible to the county’s taxpayers. He says compared to other counties, they appear to be doing a good job of holding down that rate.

“We are the 28th largest county in the state of Texas, out of 254. We currently, as of last fiscal year, have the 36th lowest overall tax rate. However, with this one, we might be lower than 36. But we’ll have to see what the rest of the counties do in the state,” said Carpenter.

Commissioner Stephen Germann says while it’s a slight tax increase, it still clearly reflects an attempt to hold the line of the county’s expenses.

“It is a 1.99 percent increase in taxes. But the county has to feed the inmates in the jail. We have to buy tires for road and bridge. The rate of inflation, as everybody sees -everything is going up. I think the rate of inflation is more than 1.99 percent. So, an increase of 1.99 percent is a very

fiscally responsible increase,” said Germann.

The tax rate will provide funding for roughly $167.8 million in expenditures identified in the fiscal year 2024-25 budget. The figure includes all of the funds included in next years budget, including the general, debt service, capital projects, and road and bridge funds.

Judge Kutscher says they worked hard to come up with a responsible budget.

“I do feel like this budget and the tax rate reflect our responsibility to the public. We try to do everything we possibly can to provide services that are not only needed and necessary, but also expected by the taxpayer. But (we try to) do it in an effective way. Are we perfect? Absolutely not. We are a government entity. We have our own shortcomings (and) fallacies. As long as we continue to understand that every dollar we spend is taxpayer generated...and we’re responsible for it...and we always try to improve knowing that we can do better than we are doing today and we keep driving in that direction -- I think we are doing our job. I think we’re doing what we were hired to do,” said Kutscher.

The budget does include pay raises for employees and for elected officials.

“All elected officials received the four percent COLA or cost of living allocation, that all county employees received,” said Kutscher.

Judge Kutscher says growth in the county continues to necessitate the need for expanded and enhanced services. The new budget includes funds for a number of facility improvement projects, including upgrades to the elections office, the Schertz Annex Building and the creation of the county’s first Emergency Response Center. There’s also funding for road construction, and for a flood and drainage study.

The county’s new fiscal year officially begins on October 1.

TLU football 2024 preview: Bulldogs move into new conference in year three of the Neal LaHue era

(Seguin) -- The Texas Lutheran football team enters a new conference as they head into year three of the Neal LaHue era.

The Bulldogs are a part of the re-established Southern Collegiate Athletic Conference (SCAC) in football. TLU moves to the SCAC after seven seasons as an affiliate member of the American Southwest Conference.

The SCAC announced the reinstatement of football as a conference sponsored sport two years ago with play to begin this season. Football was an officially sponsored sport of the conference from 1962 (when the league was formed as the College Athletic Conference) through the 2016 season. Texas Lutheran previously competed in the SCAC in football from 2013 to 2016 before joining the ASC as an affiliate.

The conference will employ a double round-robin format. With only five conference schools participating in football, each team will play each other twice this season.

TLU head coach Neal LaHue says they are approaching the new conference format like the pros do.

“It’ll be like playing in a division with NFL guys. We’ve reached out to friends of mine that are in the NFL about how they approach that,” LaHue said. “We’ll have a plan for that. You know, we’ll see how we respond. We’ve got some long trips and hopefully (our opponents) have some long trips coming here.”

TLU is coming off a 2-8 season in 2023. Despite losing eight games, the Bulldogs were competitive. Half of their losses were by five points or less. On offense this season, quarterback Caden Bosanko returns for his junior year. Last year as a sophomore, the San Antonio East Central product appeared in all 10 games with six starts. He threw for 1,260 yards with 11 touchdowns and five interceptions to go along with five rushing touchdowns.

Defensively, LaHue says they have a good nucleus coming back.

“We have guys we’re counting on guys on the back end. (Troy) Tomaselli was Freshman of the Year, Mason Hardy is a senior who’s been an all-conference player. Our corners, I think, are gonna be pretty good. We have guys battling there.

“On the (defensive) line, Chris Monroe is coming back for a fifth year. Kaleb Hamilton played a lot of games last year as a freshman. And we like our linebackers. Tristan Smith was all-conference. He’s a guy to build around.”

TLU will start the 2024 season on the road in non-conference action against NCAA Division III 13th-ranked Trinity on Saturday night in San Antonio. Kickoff is at 7 p.m. at Trinity Stadium. Blume

James Allen Blume, age 71 of Seguin, Texas. James was born on May 27, 1953 in Seguin, Texas.

The loud, boisterous voice we love so much is now quiet, and the silence is deafening. James Allen Blume left us on August 27, 2024. He was a loving husband, beloved father & dedicated Girl Grandpa.

James is preceded in death by his parents George & Selma (Tiemann) Blume and brother George H. Blume.

He is survived by wife Sandra, daughter Amanda (Chad), granddaughters Olivia & Juliana and siblings Nancy, David & Gerald. His extended family includes his many friends, a loyal bunch of characters with nicknames as inimitable as their stories.

A lifelong Seguin resident, James graduated from Seguin High School in 1971 and Texas State Technical Institute. He worked as a supervisor at Colorado Materials for 34 years. After retiring, he spent his days traveling and tending to his granddaughters.

An avid reader, keen hunter and recreational golfer, James was

known for many things. He was an expert mechanic who could fix anything with an engine. He was a loyal, knowledgeable and helpful friend to know. However, if you called him for his expertise, he may voice his opinion on your oversight. He was perhaps most proud and renowned for his deer sausage, the original example of “if you know, you know”. James reveled in the camaraderie of his friends and was cherished by his family. His loss leaves a void in our hearts.

Services are under the direction of Tres Hewell Mortuary. A visitation will be held Wednesday, September 4, 2024 from 5 p.m.–7 p.m. A celebration of life led by James’ nephew, Pastor Brian Foster will be held on Thursday, September 5, 2024 at 10 a.m. followed by a “meet-up at The Legion” to celebrate James’ life, share stories and relive the good times. Private interment will be at Appling Cemetery.

Jefferson

February 6,1952, a fourth child was born to Albert Jefferson, Sr. and Frances L. Jefferson. They named their baby son Leroy Jefferson. On November 9, 1958, Leroy was baptized at Zion Fair Baptist Church in La Vernia, Texas. On May 11, 2001, he was united in holy matrimony to Jessie Mae Adams.

Leroy loved to play softball, ride horses, and go fishing. He was a member of the Mesquite Trail Drivers and Sweet Home Trail ride. He worked at Watco Tanks for forty-eight years until his retirement.

His parents, Albert and Frances Jefferson, Sr., two brothers, Willie B., and Ernest, one sister, Pearlie Mae Woods, one sister-in-law, Minnie Jefferson, and one niece, LaToya Jefferson, preceded him in death.

He leaves to cherish his memories his loving wife of twenty-three years, Jessie Mae Jefferson; five brothers and two sisters: Jesse Jefferson (Donna), James Earl Jefferson (Liz), Elzy Jefferson, Elva Powell, Albert Jefferson, Jr. (Georgia), Theresa Rice (Terry), and Thomas Jefferson; a stepson, Jeffrey Brooks; a granddaughter, Jhonina Brooks; two sisters-in-law: Mary Carpenter, and Lucille Lewis; and a host of nieces, nephews, great nieces and great nephews.

Lange Mertz

Christopher Brian Mertz, of Seguin, Texas, was born on May 17, 1985, and passed away on August 26, 2024, at the age of 39. Funeral arrangements are under the direction and care of Palmer Mortuary & Cremations.

Kelton Glen Lange, age 89, of Seguin, passed away on August 14, 2024. He was born on August 7, 1935 in Harper, Texas to Sarah Elizabeth (Wendel) and Max Adolph Lange.

He is preceded in death by his loving wife of 64 years, JoAnn Spaeth Lange, his parents, his brother Elmer Lange and wife Joyce, his sister Maxine Lange Prestidge and husband Gene, his sister -in law M’Liss Spaeth Schneider and husband Myron.

Grimm

Ken (Kenneth) R. Grimm, age 77 of Seguin, passed away on August 27, 2024. Ken was born May 26, 1947 in Seguin, Texas to Hilda (Schul) and Albert Grimm.

Ken is preceded in death by his parents; brother Leonard Grimm; sister, Donna Grimm Due and stepson, Chad Eicher.

Survivors include his loving wife of 2 years Annette Eicher-Grimm; son, Byron Grimm and fiancé Lorie; grandchildren, Morgan Grimm and Peyton Story; step-son, Brent Eicher; great-grandson, Kai Story-Hodge; niece, Jannette Pardo; nephew, Jerry Grimm and other loving family members.

Ken was born and raised in Seguin, Texas. After high school he entered into the U.S. Navy where he served our great Nation for 20 years until his retirement in Puerto Rico. After retirement, he returned to Seguin to raise his son and started a new journey

at Texas Lutheran University in the maintenance department, retiring as Custodial Supervisor. Ken loved his job at TLU. He was all about being social with others as he was known as a funloving person with a great sense of humor. He enjoyed dancing and loved entertaining people with his Navy stories. Ken was a loving husband, father, grandfather, great-grandfather and amazing friend. He will be truly missed.

5 Dead From West Nile Virus In U.S. This Year

(Trenton, NJ) -- Five people have died from West Nile virus in the U.S. this year. Health officials in New Jersey announced the deaths of two older adults on Friday. This comes after two virus-related fatalities were reported in Wisconsin and another death in Illinois last week. There have been around 300 cases of West Nile virus reported across 33 states so far this year.

US Faces Another COVID Surge

(Washington, DC) -- The U.S. is facing another surge in COVID-19. As the summer comes to an end, the CDC reports COVID infections are increasing in nearly 30 states. The CDC also says “very high” levels of the disease are becoming more common in wastewater.

CDC: Salmonella Outbreak Linked To Back Yard Poultry

(Undated) -- More than 400 cases of salmonella across the country have been linked to backyard poultry. The CDC reports that more than a hundred people have been hospitalized. Texas and Missouri have the most cases, followed by Minnesota, Washington, Michigan and Oklahoma. Nearly 70-percent of those who got sick said they had contact with backyard poultry. Salmonella is a bacteria that can lead to diarrhea, fever and stomach pain.

UN Vaccinating Children Against Polio In Gaza

(Gaza City) -- The United Nations-led campaign to vaccinate thousands of children against polio is underway in Gaza. Sunday saw the first group of babies get their shots. Last week, Israeli and UN officials agreed to a series of pauses in the fighting so the vaccination drive could go on. The goal is to immunize 640-thousand children. Gaza’s first case of type two polio in 25 years was confirmed last week by the World Health Organization.
